• There are 9 different LEO Appointments:

• LEO Lecturer I

• LEO Lecturer II

• LEO Lecturer III

• LEO Lecturer IV

• Intermittent Lecturer

• Adjunct Series• Adjunct Professor *

• Adjunct Associate Professor *

• Adjunct Assistant Professor *

• Adjunct Lecturer* For terms and purposes of this presentation we will not discuss these titles, as they are not commonly used in the School of Education and Human Services*

SCHEDULING

• Lecturer I’s

• For teaching only. Period. End of Story. Unless…• Ad hoc

• Agreement between lecturer, Chair and Dean

• Receives no compensation

• Other duties do not count towards major review

• Carries no presumption of renewal

• Appointments are on a semester by semester basis

• Will continue to be appointed until the completion of the major review process

• Must be notified of appointment by April 30th for Fall semester and by December 4th for Winter semester. Please check the SEHS webpage for internal deadlnes: http://www.umflint.edu/sehs/forms-resources#tab-leo

SCHEDULING (CONT.)

• Lecturer II• Carries presumption of renewal (3 year contract)

• Can perform additional duties as mutually agreed upon between lecturer, department and Dean.

• Must be notified by April 30th of reappointment or layoff for Fall and by December 4th for Winter. Please check the SEHS webpage for internal deadlnes: http://www.umflint.edu/sehs/forms-resources#tab-leo

• Lecturer III

• Does not carry the presumption of renewal or expectation of additional appointments

• However, can be appointed on a multi-year basis for up to 4 years.

• Is expected to perform additional duties/service as agreed upon between the lecturer, department and Dean

• Must notify lecturer of reappointment and/or layoff by April 1st for Fall. The contract should include both Fall and Winter appointments, since they serve on a yearly basis and not a semester by semester basis (as with a lecturer I).

• Lecturer IV• Does carry with it a presumption of renewal (3 year contracts)

• Expected to perform additional duties in addition to teaching

• Must notify lecturer of reappointment and/or layoff by April 1st for Fall. The contract should include both Fall and Winter appointments, since they serve on a yearly basis and not a semester by semester basis (as with a lecturer I).

LAYOFF, REDUCTION IN APPOINTMENT AND RECALL

• There are two types of layoffs:

• Full layoff-involuntary separation from employment that occurs during the term of an appointment of between appointments because of budgetary considerations, programmatic changes, or lack of worth in an academic unit

• Partial layoff-involuntary reduction in the percentage of effort (including multi-year contracts) that occurs during the term of appointment or between appointments because of budgetary considerations, programmatic changes, or lack of worth in the academic unit

LAYOFF, REDUCTION IN APPOINTMENT AND RECALL

• Providing Notice of layoff

• Lecturers are to be notified via email from the department and then by formal mail if necessary (Fall and Winter semesters) from the Dean’s Office.

• Timeline for reappointment/layoff notices• Article XII Section C: Notice (pg 60-61) of 2013-2018 contract

• Lecturer I’s and Intermittent Lecturers-April 30th for Fall and December 5th for Winter

• Lecturer II’s-April 30th for academic year (their contracts/layoff should be on a yearly basis as opposed to the semester by semester basis we have practiced)

• Lecturer III’s and IV’s-April 1st for next academic year (same as above)

LAYOFF, REDUCTION IN APPOINTMENT AND RECALL

• Depending on when lecturers are notified of layoff there are financial ramifications:• Article XII Section D: Compensation (pg 61) of 2013-2018 contract

• Employers shall pay 17% of expected pay if the lecturer III and/or IV is laid off or put on partial layoff after the due dates (Fall and Winter)

• Lecturer I’s and Intermittent lecturers will receive 17% pay if receive layoff (full and/or partial) after August 25th for Fall and December 20th for Winter.

• If lecturers are notified after the first day of class for the Fall or Winter semester they will receive 25% of their expected pay.

• Note: It is the policy of the SEHS Dean’s Office that no classes will be cancelled on or after the first day of class

• Spring/Summer, Employers will pay 17% if the lecturer is not notified until after the first day of class.

PROCEDURES FOR LAYOFF

• Order within each title based on E.A.P. (Expertise, Ability, Performance)

• If no difference in E.A.P. then by inverse order of seniority

• For lecturers in different titles Is on layoff before IIs. Except for clear and convincing E.A.P. of I over II.

• IIIs on layoff before IVs. Except for clear and convincing E.A.P. of IIIs over Ivs

• III/IV retained over I/II when all have taught the course in question.

RECALL

• Layoff status is limited to 2 years. After that the lecturer is terminated.

• LEO I who is laid off prior to appointment to 3rd semester has no recall rights

• LEO I who is laid off between third and end of fifth semester during first year of layoff, has recall rights

• Order of recall within each title based on E.A.P

• If no difference, then recall in order of seniority

• Order of recall in different titles: II recalled before I

• Except for clear and convincing E.A.P of I over II

• IV recalled over III except for clear and convincing E.A.P of III over IV

• III/IV can be recalled over I/II when all have taught the same course
