Context

The EU Programme for Peace and Reconciliation in Northern Ireland and theBorder Region of Ireland (2007-2013) (hereinafter referred to as the Peace IIIProgramme) is a distinctive European Union Structural Funds Programmeaimed at ‘reinforcing progress towards a peaceful and stable society andpromoting reconciliation’ . The Peace III Programme has carried forwardkey aspects of the previous Peace Programmes (Peace I and Peace II) andwill have a continued and renewed emphasis on reconciliation criteria and willspecifically focus on reconciling communities and contributing towards ashared society.

Taking this overall aim forward, the Peace III Programme will focus on twostrategic objectives, these are:

Priority 1: Reconciling CommunitiesPriority 2: Contributing to a Shared Society

Under Priority 1 Reconciling Communities there are two themes:

Theme 1.1 – Building Positive Relations at the Local LevelTheme 1.2 – Acknowledging and Dealing with the Past

Theme 1.1 Building Positive Relations at the Local Level aims ‘ to challengeattitudes towards sectarianism and racism and support conflict

resolution and mediation at the local community level. The Priority alsoaims to establish meaningful cross-community and cross-border initiatives that will improve trust and tolerance, and reduce levels of sectarianism and racism’.

The Lead Partner is Leitrim County Council on behalf of Leitrim CountyDevelopment Board. County Leitrim Peace III Partnership is a sub committeeof the County Development Board and its first task was to formulate a Peace& Reconciliation Action Plan for County Leitrim.

The County Leitrim Peace & Reconciliation Action Plan provides a framework

through which funding has been secured under Priority 1 Theme 1 tochallenge attitudes towards sectarianism and racism and to support conflictresolution and mediation at the local community level and the plan has beendeveloped based on the 5 cross cutting themes – equality, sustainabledevelopment, impact on poverty, partnership and cross border.

The Peace III Partnership has been responsible for developing,through local consultation, an Action Plan for submission to theSpecial EU Programmes Body (SEUPB). Projects will be deliveredthroughout County Leitrim and on a cross border basis. It will providea practical document which will ensure spend targets are met,

progress is measured and the most successful outcomes aredelivered.

Request for Tender

Leitrim County Council on behalf of County Leitrim Peace III Partnershipinvites you to submit a tender to deliver the project detailed below:

Title of Project: Production of a Film - The Stories of Emigrants andImmigrants

The project relates to Aim 2 of the County Leitrim Peace III Action Plan 2008-2010 which is to address racism by a greater understanding and integration of diverse cultures. The objective is to promote two-way understanding andappreciation of different cultures. The strategic priority is using the arts as atool to promote greater understanding.

The project requires one action:

To produce a Film of the experiences of returned emigrants and of newimmigrants (see Appendix I)

Please refer to Appendix II for items which you will be responsible for andyour tender document should reflect this.

The maximum indicative budget for the project will be € 50,000 inclusive of VAT. It should be noted that this budget includes VAT, expenses and alldisbursements.

The Peace III Partnership is inviting tenders from experienced and competent

service providers to deliver this entire project or deliver specific actions.Preference will be given to service providers who can deliver the entireproject. In the event of no suitable qualifying tenders for the entire project, thealternative will be to consider specific actions.

The successful tenderer must develop Attitudinal forms for the project so as to demonstrate that the outcomes of the project havebeen achieved. The successful tenderer is to meet the above targets in relation to outputs and performance indicators and you areto report on these through a Project Progress Report.

You are to supply feedback from participants. All participants and attendees at the Launch are to sign an attendance sheet. It is the responsibility of the successful tenderer to engage and identify the communities and individuals etc who are theappropriate beneficiaries of these actions and to develop and deliver this project.

Reporting Structure

The successful tenderer will contract with Leitrim County Council as LeadPartner. The main point of contact for the County Leitrim Peace III Partnershipwill be Deirdre Rooney, Programme Development Officer and the successfultenderer must attend regular meetings and provide reports in relation to thedelivery of the project to a steering committee of County Leitrim Peace IIIPartnership. It will involve up to three steering group meetings and mayinvolve out of office hours.

Project Timeframe

The project must be completed no later than 25 th March 2011 and this datecannot be changed. The tender must include a time line that will be met.

Invoicing

The tender should include a proposal around a payments schedule.

Communication/Publicity

It will be a requirement of the successful tenderer to prepare and submit pressreleases during the project. A copy or part of it maybe published by CountyLeitrim Peace III Partnership. A launch of the Film should also take place andbe costed in the tender.

The successful tenderer will be provided with further guidelines in relation topublicity/communication and these guidelines are to be strictly adhered to.

Environmental Monitoring

The successful tenderer must complete a Development Path Analysis.

Development Path Analysis is based on an assumption that certain patternsof development, or “development paths,” are more environmentallysustainable than others and that regions have choices about which path topursue. The successful tenderer will be provided with further guidelines andthese guidelines are to be strictly adhered to.

ELIGIBILITY

All programme activity must be within the eligible area as defined in ECRegulation No. 1088/2006 (article 21) and all beneficiaries must reside inCounty Leitrim and on a cross border basis project beneficiaries must residein Northern Ireland.

Insurances

The successful tenderer shall effect and maintain insurance (Public Liability(€6.4m) and Employers Liability) necessary to cover their liabilities under thiscontract. The successful tenderer shall produce evidence of motor insurance.The successful tenderer is to indemnify Leitrim County Council, CountyLeitrim Peace III Partnership and the Special EU Programmes Body. This is tobe forwarded one week from date of signing contract and is to be valid wheneach claim is being made.

Tax Clearance Certificate

A valid tax clearance certificate is to be supplied with tender.

VAT

Details of VAT registration is to be supplied with the tender.Tender Procedure

Tendering organisations must submit a tender document which must include aproject delivery plan which in addition must identify the methods deployed thatwill achieve the outputs identified for the action associated with this tender.The tender document is to be laid out as per the headings underneath.

The tender document should have due regard to the County Leitrim Peace IIIPlan and have clearly identified links with the aims, objectives, target groupsand performance indicators for the PEACE III Programme.

Tendering organisations should set out:

• Description of your business/organisation• Nature of the organisation (For example

company limited by guarantee, community organisation,statutory organisation, private company, sole trader etc.)

• Organisations are to forward a copy of their Constitution or

Memorandum and Articles of Association where applicable.

The Tenderer is fully responsible for the safe and timely delivery of their Tender.

Contractual and Other Matters

ProceduresIt is a condition of this invitation to tender that the Peace III Partnership shallnot be liable for any costs and/or expenses incurred in respect of thepreparation or the submission of any tender documents or associatedmaterial.

The Successful Tender The contract will be awarded to the organisation that complies best with thetender requirements as determined through selection criteria referred toearlier. The Peace III Partnership is not required to accept the lowest, or any,tender and reserves the right to accept the whole or part of any tender.

Presentation of Concepts and IdeasFollowing submission of the written tender, the Peace III Partnership mayinvite organisations to make a presentation of their submission and/or meeting/interview.

Contract All work undertaken in connection with the project will be by way of formalcontract with Leitrim County Council on behalf of County Leitrim Peace IIIPartnership.

Appendix I

Emigrants and Immigrants – Their Stories

The purpose of this project is to produce a film of the experiences of Irishpeople who emigrated to other countries over the past few decades and tocompare and contrast these with those of more recent immigrants to Leitrim.The intention is to illustrate the similarities and differences.

We wish to see a film of around 45 minutes to an hour that contains someanecdotes, views, interviews etc. of both local people who were away andnew residents to the county. The participants are to range in age. It may alsocontain interviews with family members. These should convey to the personwatching what kinds of lives were led, jobs people had, whether theyexperienced any racism or prejudice etc, whether people are or were happy.Perhaps also, the way in which people who left for an extended period werereceived when they returned to Leitrim. We do not envisage interviews to beheld with agencies other than the participants involved.

The proposal should contain:

General approach to the projectResearch and DevelopmentFormat of film – will it be based on interviews or stories or contain scenesfrom parts of Leitrim etc.Numbers of people to be approachedNationalities of people to be filmedHow subjects will be identified and contactedStyleNarrationMusic and SoundTimeline to include launchAny other material or information that may be relevant and that the Peace IIIPartnership should have in order to take a decision on the awarding of the

contract.

We wish to have the master copy of the film in an appropriate cover deliveredat the conclusion of the project.
