EMERGENCY RESPONSE PLAN - 2019 UPDATEJohn Meyer
Tampa Bay LEPC staff has embarked on the 2019 update of the Tampa Bay LEPC Hazardous Materials Emergency
Response Plan. The update will be finalized and submitted to the Florida Division of Emergency Management in
advance of the June 30, 2019 deadline. Many of the edits are related to the updating population figures, County
resources and the Section 302 facilities within each County. LEPC Staff is seeking a motion to authorize the Chair
to transmit the revised Plan to FDEM upon completion. Upon submittal and acceptance by FDEM and the SERC,
LEPC staff will distribute the updated LEPC Plan to all required entities. The revised Plan will additionally be posted
to the LEPC website shortly following approval by the SERC, typically in conjunction with their October meetings.

In conjunction with the November 28, 2018 meeting, LEPC staff showed a U.S. Chemical Safety Board video entitled
“Filling Blind” (www.youtube.com/watch?v=41QMaJqxqIo). The video characterized a 2009 explosion at the
Caribbean Petroleum terminal facility near San Juan, Puerto Rico when gasoline overflowed and sprayed out from
a large aboveground storage tank, forming a 107-acre vapor cloud that ignited. No fatalities resulted from the
explosion but approximately 300 nearby homes and businesses were damaged and petroleum leaked into the
surrounding soil, waterways and wetlands. In total, 17 of the facility's 48 storage tanks were destroyed.
The video indicated that petroleum storage facilities are not regulated under the same process safety management
regulations as oil refineries and chemical plants handling the same flammable chemicals. In fact, current EPA
requirements under the Clean Water Act only require that petroleum storage tanks have a single layer of
protection to prevent an overfill. Following the presentation, several questions were fielded, mostly related to
Florida’s storage tank requirements. Not having the answers, Mr. Meyer indicated that he would solicit a
presentation from Florida’s tank regulation official(s) in association with a future LEPC meeting, hence this
presentation.
A presentation will be provided by Sarah Brownlee and Hannah Westervelt of the Department of Environmental
Protection on the basics of storage tank management in the state of Florida. The slideshow will address Florida’s
rules and regulations, the facility inspection process and requirements as a tank owner. Included will be an
overview of field erected tanks and overfill protection. A question and answer session will follow the presentation.
Agenda Item #8 OPERATION DOUBLE STACK LEPC/CSX EXERCISE OVERVIEW John Meyer
With the assistance of Exercise Director Capt. Mike Bloski (SMFR), Exercise Facilitator Compliance Associates Inc.
& CSX, the Tampa Bay LEPC has able to implement a very successful functional exercise known as “Operation
Double Stack.” The exercise simulated the derailment of various rail cars transporting various hazardous materials
commodities adjacent to the entrance to Port Manatee in northern Manatee County. The exercise tested the
response and remediation efforts of various agencies and entities and mandated coordination for additional
hazmat response assistance and resources from Hillsborough County Fire Rescue & Tampa Fire Rescue as well as
CSX Contractors. The exercise was hosted at the Manatee County Emergency Operations Center. Artificially
interjected weather conditions hampered the response efforts and further threatened several critical Manatee
County facilities (e.g. Port Manatee & Manatee County Jail). Road closures, evacuations and implementation of
Shelter-in-Place principles were all ordered.
Many lessons were learned during the exercise including: the need for seclusion of Incident Command to minimize
distractions & disruptions; the plethora of experience and resources available from the CSX Contractors; and the
need to include CSX Contractor(s) with the hazardous materials teams in responding to railcar incident(s).

DISASTER PLANNING SUBCOMMITTEE (FDPS)John Meyer
The HMEP Planning Team remains ready to conduct Siren Workshops and companion Shelter-in-Place
presentations on short notice at the request of various schools, community groups and/or civic associations
located in close proximity to the Port of Tampa.
The Facility Disaster Planning Subcommittee (FDPS) last met on October 24, 2018 with presentations provided
by the Pinellas County Sheriff’s Office and the Tampa Police Department regarding their anticipated Re-Entry
programs to affected area following a disaster. Each of these agencies was additionally asked to identify
preferred/recommended badging/credentials that would assist them with enabling critical facility personnel to
expeditiously access their potentially impacted hazardous materials facilities. A similar presentation has been
requested and will be provided by the Hillsborough County Sheriff’s Office, perhaps in association with the next
FDPS meeting.
Once the third (of three) presentations from local law enforcement agencies has been provided, the FDPS will
proceed to identify/promote any/all commonality of universal badging/credentialing that has been determined.
The next FDPS meeting has tentatively been scheduled for July 24th. All LEPC members and the public are
welcome to attend and participate in future FDPS meetings.

HMEP TRAINING PROGRAMVice Chair James Johnston
Each year, the Tampa Bay LEPC receives HMEP funding in which to assist in meeting some of the hazardous
materials training objectives requested by public-sector first responders located in the Tampa Bay LEPC’s six
County District, including their associated municipalities. Noting that the program has been established with U.S.
Department of Transportation (USDOT) funding, each course must be pre-approved by FDEM/USDOT, must meet
FDEM’s cost effectiveness criteria and be transportation-related or at least include a transportation component
or nexus. All courses will include a nominal fee to be retained by the LEPC/TBRPC in order to cover administrative
expenses.
The FY 2018-19 HMEP Training budget for the Tampa Bay LEPC is $77,719.80 and spans the period of October 1,
2018 - September 30, 2019. Exhibit 3 (i.e. Page 19 of these Agenda materials) identifies the current and tentative
FY 2018-19 HMEP Training expenses.
HMEP Training Subcommittee Chair James Johnston has scheduled a HMEP Training Subcommittee meeting on Wednesday, May
22, 2019 at 9:30 A.M. at the LEPC/TBRPC offices, one hour prior to the scheduled start of the LEPC quarterly meeting. The primary
focus of the meeting will be to further refine and perhaps finalize the training expenditures that are planned in association with
the FY 2018-19 HMEP Training Contract.

5. The projected cost of the 40-Hr. Hazmat Medic course instruction is $14,500 for >30 students, exclusive of the CM Fee. The Tampa Bay LEPC will agree to cover
$8,600 of the course cost plus the entirety of the CM Fee. The projected cost to the Tampa Bay LEPC is $9,450 (i.e. $8,600 + $850 CM Fee). The remaining
balance of $5,900 of the course instruction will be paid by Pinellas County.
6. The projected cost of the 40-Hr. Marine Firefighting of Land-Based Firefighters course is projected to be $14,800 (i.e. $14,000 + $800 CM Fee). Aside from
a nominal CM Fee, expenses would be limited to registrations of 6 from Hillsborough County Fire Rescue (HCFR) & 4 from Tampa Fire Rescue (TFR). HCFR &
TFR will cover all other expenses (e.g. instructor travel for three days to provide localized classroom instruction, as well as Student’s lodging, Per Diem & travel
for two days).
7. The projected cost for the 160-Hr. Hazmat Technician Certification course for Hernando County is $3,188 [i.e. $2,070 ($690/student X 4 Students) + $288 Exam
Registration/Certification Fees ($42 + $30 = $72 X 4 Student) + $140 CM Fee). All four students are from Hernando County Fire Rescue.
8. The projected cost for the three 8-Hr. Hazmat Technician Capabilities Evaluation course for Manatee/Pasco/Hillsborough County is $8,520 (i.e. $7,920 for
course instructed three days + $600 CM Fee).
9. The projected cost of three 8-Hr. Hazmat IQ® courses instruction is $14,850 for >90 students (i.e. 30 daily), exclusive of the Course Management Fee (CMF).
The Tampa Bay LEPC will agree to cover $4,000 for each of the three courses plus the entirety of the CMF. The overall estimated cost to the Tampa Bay LEPC
is $12,700 (i.e. $12,000 + $700 CM Fee). The remaining balance of $2,850 of the course instruction would be paid by a combination of “Northern District”
Counties at a rate to be pre-determined.
10. The projected cost for three 8-Hr. Toxicology courses is $7,800 for >30 students (i.e. $7,300 + $500 CM Fee).

Agenda Item #13 2016 EMERGENCY RESPONSE GUIDEBOOKS John Meyer
John Meyer still has a limited number of 2016 Emergency Response Guidebooks (ERGs) remaining. The ERGs have
recently been published every four years by the U.S. Department of Transportation’s Pipeline and Hazardous
Materials Safety Administration (PHMSA). If larger quantities are needed, Mr. Meyer can supplement some of
the copies with 2012 versions of the Guidebook. If interested, please come see Mr. Meyer following the meeting.
Publication and distribution of the 2020 ERGs have not been discussed to this point.

and will continue to be made available to the specification of the purchaser in a variety of styles, colors and sizes

[INITIAL] Hillsborough County FR (HCFR) reported
“a potential hazmat release at a dairy processing
plant in Tampa. The plant has been temporarily
evacuated while they investigate the source of the
release. Tampa FD is on-scene.” [UPDATE #1]
HCFR FR identified that “two patients were
transported to Tampa General Hospital. The
evacuation order has been lifted. Tampa FR is still
on-scene.” [UPDATE #2] FDEP has advised that
“800 gallons of Nitric/Phosphoric Acid has been
pumped into a tank and foaming caused an
overflow in the street. The RP has acquired a
pallet of Sodium Bicarbonate bags which FD will
apply to neutralize the acids.” [UPDATE #3] FDEP
spoke with on-scene Hazmat Chief who indicated
that “the release occurred during an off-load from
a tanker into a tank that had another chemical in
it and the two had an exothermic reaction which
resulted in foam spilling over the tank and onto
the floor.” [UPDATE #4] It was determined that
Southeast Dairy’s transportation company
(Chemical Systems Inc.) was “taking a refill from
Nitric Acid tanker.” FDEP concluded that “an
unknown amount of Nitric Acid and Phosphoric
mixed together causing the reaction in the tank
during the loading process.”

“a release of Hydrogen Sulfide in a vehicle at
Edward Medard Park in Plant City. The release has

indicated that they “called and spoke with HCFR to
