SUMMARY OF THE LESSLOSS PROJECT

Earthquake and landslide risk is a public safety issue that requires appropriate mitigation measures and means to protect citizens, property, infrastructure and the built cultural heritage. Mitigating this risk requires an integrated and coordinated action that embraces a wide range of organisations and disciplines. For this reason, the LESSLOSS IP was formulated by a large number of European Centres of excellence in earthquake and geotechnical engineering, integrating the traditional fields of engineering and earth sciences with the expertise of social scientists, economists, urban planners and information technologists.

The LESSLOSS project addresses natural disasters, risk and impact assessment, natural hazard monitoring, mapping and management strategies, improved disaster preparedness and mitigation, development of advanced methods for risk assessment, methods of appraising environmental quality and relevant pre-normative research.

The research programme was split into three distinct areas covering the multi-disciplinary S&T elements of the project: physical environment, urban areas and infrastructures. For each one of these areas four main types of transversal fields were identified as fundamental and capable of producing permanent effects on risk mitigation: (i) instrumentation and monitoring, (ii) methods and technologies to reduce vulnerability, (iii) innovative approaches for design/assessment and (iv) disaster scenarios and loss modelling.

Within this general framework, specific objectives were pursued, such as the development of innovative methods and approaches to design and assessment of structures and earth slopes for both short-term application (e.g., employment of loss assessment results in urban planning policies) and long-term implementation (e.g., introduction of displacement-based approaches in design regulations); the development of advanced monitoring techniques and devices, including satellite - based remote sensing; and the development, manufacturing and testing of innovative isolation and energy dissipation seismic devices.

The LESSLOSS project is reshaping the way earthquake and landslide risk mitigation research is carried out in Europe, creating bridges between different fields of knowledge and the coordinated remote use of facilities, resources and data, in view of the technology transfer to the stakeholders for effective risk reduction. LESSLOSS has also created a European research area able to compete, in particular, with US and Japanese centres in all fields related to landslide and earthquake risk mitigation, leading to the creation of permanent, geographically distributed centres.

WORKSHOP OBJECTIVES

o Present the results of the LESSLOSS Project and of other European related projects and activities in the field of landslide and seismic risk mitigation.

o Present and discuss the efforts for training and dissemination of the results of the LESSLOSS Project.

o Discussion and development of an implementation plan of the results of the LESSLOSS Project.

o Identify and propose future research needs in the field of earthquake and landslide risk mitigation.

o Strengthen the collaboration of the earthquake engineering community and define a strategy for European research in relation to the relevant European Technology Platforms and the Seventh Framework Programme.

o Present the European SRA on Earthquake Engineering: a vision and a roadmap for implementation.

EUROPEAN STRATEGIC RESEARCH AGENDA (SRA) ON EARTHQUAKE ENGINEERING

The European Strategic Research Agenda for Earthquake Engineering, compiled jointly by the European Association for Earthquake Engineering (EAEE), the Portuguese Society for Seismic Engineering (SPES) and expert individuals, presents an overview of the problems of seismic risk in the European Union. It establishes in detail the reasons for concern, and identifies the European dimension of the problem. The actions needed to reduce seismic risk are identified and listed, and ways in which existing EU funding mechanisms could be used to promote these activities are suggested, including the creation of new mechanisms. The potential role of DG-Research, of DG-Environment and of the development of the Eurocodes in future activities to reduce earthquake risk is identified and discussed. A set of recommendations are made, together with a detailed roadmap of research topics.

An exhibition room will be available to display posters concerning the results from the research activities of the LESSLOSS Project.

Interested participants external to the LESSLOSS Project are encouraged to contribute to the Poster Exhibition, communicating their intention of participation to the Workshop Secretariat.
