    2.3 ntroduction

    The positi$e impact of introducing occupational safety and health % O&' (management systems at the organization  1 le$el, both on the reduction of hazards and risks and on producti$ity, is now recognized by go$ernments,employers and workers.

    These guidelines on O&' management systems ha$e been de$eloped by the)nternational *abour Organization %)*O( according to internationally agreedprinciples defined by the )*O+s tripartite constituents. This tripartite approachpro$ides the strength, fle!ibility and appropriate basis for the de$elopment of a sustainable safety culture in the organization. The )*O has therefore

    de$eloped $oluntary guidelines on O&' management systems which reflect )*O$alues and instruments rele$ant to the protection of workers+ safety andhealth.

    The practical recommendations of these guidelines are intended for use by allthose who ha$e responsibility for occupational safety and health management.They are not legally binding and are not intended to replace national laws,regulations or accepted standards. Their application does not reuirecertification.

    The employer is accountable for and has a duty to organize occupational safety

    and health. The implementation of an O&' management system is one usefulapproach to fulfilling this duty. The )*O has designed these guidelines as apractical tool for assisting organizations and competent institutions as a meansof achie$ing continual impro$ement in O&' performance.

    2.! O"#ectives

    2.-.. These guidelines should contribute to the protection of workers fromhazards and to the elimination of workrelated in/uries, ill health, diseases,incidents and deaths.

    2.-..2. 0t national le$el, the guidelines should:

    %a( be used to establish a national framework for O&' management systems,preferably supported by national laws and regulations1

    %b( pro$ide guidance for the de$elopment of $oluntary arrangements to

    strengthen compliance with regulations and standards leading to continualimpro$ement in O&' performance1 and

    %c( pro$ide guidance on the de$elopment of both national and tailoredguidelines on O&' management systems to respond appropriately to the realneeds of organizations, according to their size and the nature of theiracti$ities.

    2.-. .#. 0t the le$el of the organization, the guidelines are intended to:

    %a( pro$ide guidance regarding the integration of O&' management systemelements in the organization as a component of policy and managementarrangements1 and

    %b( moti$ate all members of the organization, particularly employers, owners,managerial staff, workers and their representati$es, in applying appropriateO&' management principles and methods to continually impro$e O&'performance.

    2.!.2.1. $ational policy

    2.-.2... 0 competent institution or institutions should be nominated, asappropriate, to formulate, implement and periodically re$iew a coherent

    national policy for the establishment and promotion of O&' managementsystems in organizations. This should be done in consultation with the mostrepresentati$e organizations of employers and workers, and with other bodiesas appropriate.

    2.-.2..2. The national policy on O&' management systems should establishgeneral principles and procedures to:

    %a( promote the implementation and integration of O&' management systemsas part of the o$erall management of an organization;

    %b( facilitate and impro$e $oluntary arrangements for the systematicidentification, planning, implementation and impro$ement of O&' acti$ities atnational and organization le$els1

    %c( promote the participation of workers and their representati$es atorganization le$el1

    %d( implement continual impro$ement while a$oiding unnecessary bureaucracy,administration and costs1

    %e( promote collaborati$e and support arrangements for O&' management

    systems at the organization le$el by labour inspectorates, occupational safetyand health ser$ices and other ser$ices, and channel their acti$ities into aconsistent framework for O&' management1

    %g( e$aluate and publicize the effecti$eness of O&' management systems andpractice by suitable means1 and

    %h( ensure that the same le$el of safety and health reuirements applies tocontractors and their workers as to the workers, including temporary workers,

    employed directly by the organization.

    2.-.2..#. ith a $iew to ensuring the coherence of the national policy and of arrangements for its implementation, the competent institution shouldestablish a national framework for O&' management systems to:

    %a( identify and establish the respecti$e functions and responsibilities of the$arious institutions called upon to implement the national policy, and makeappropriate arrangements to ensure the necessary coordination between them1

    %b( publish and periodically re$iew national guidelines on the $oluntary

    application and systematic implementation of O&' management systems inorganizations;

    %c( establish criteria, as appropriate, for the designation and respecti$e dutiesof the institutions responsible for the preparation and promotion of tailoredguidelines on O&' management systems1 and

    %d( ensure that guidance is a$ailable to employers, workers and theirrepresentati$es to take ad$antage of the national policy.

    2.-.2..-. The competent institution should make arrangements and pro$ide

    technically sound guidance to labour inspectorates, O&' ser$ices and otherpublic or pri$ate ser$ices, agencies and institutions dealing with O&' ,including healthcare pro$iders, to encourage and help organizations toimplement O&' management systems.

    2.!.2.2. $ational guidelines

    2.-.2.2.. 3ational guidelines on the $oluntary application and systematicimplementation of O&' management systems should be elaborated based onthe model pro$ided in 4hapter #, taking into consideration national conditions

    and practice.

    2.-.2.2.2. There should be consistency between the )*O guidelines, thenational guidelines and the tailored guidelines, with sufficient fle!ibility topermit direct application or tailored application at the organization le$el.

    2.-.2.#.. Tailored guidelines, reflecting the o$erall ob/ecti$es of the )*Oguidelines, should contain the generic elements of the national guidelines andshould be designed to reflect the specific conditions and needs of organizations or groups of organizations, taking into consideration particularly:

    %a( their size %large, medium and small( and infrastructure1 and

    %b( the types of hazards and degree of risks.

    2.-.2.#.2. The links between the national framework for O&' managementsystems %O&'5&( and its essential elements are illustrated in figure .

    The occupational safety and health management system in the organization

    Occupational safety and health, including compliance with the O&'reuirements pursuant to national laws and regulations, are the responsibilityand duty of the employer. The employer should show strong leadership andcommitment to O&' acti$ities in the organization, and make appropriatearrangements for the establishment of an O&' management system. The systemshould contain the main elements of policy, organizing, planning andimplementation, e$aluation and action for impro$ement, as shown in figure 2.

    2.!.3.1. Occupational safety and (ealt( policy

    2.-.#... The employer, in consultation with workers and theirrepresentati$es, should set out in writing an O&' policy, which should be:

    %a( specific to the organization and appropriate to its size and the nature of itsacti$ities1

    %b( concise, clearly written, dated and made effecti$e by the signature orendorsement of the employer or the most senior accountable person in theorganization;

    %c( communicated and readily accessible to all persons at their place of work1

    %d( re$iewed for continuing suitability1 and

    %e( made a$ailable to rele$ant e!ternal interested parties, as appropriate.

    2.-.#..2. The O&' policy should include, as a minimum, the following keyprinciples and ob/ecti$es to which the organization is committed:

    %a( protecting the safety and health of all members of the organization bypre$enting workrelated in/uries, ill health, diseases and incidents1

    %b( complying with rele$ant O&' national laws and regulations, $oluntaryprogrammes, collecti$e agreements on O&' and other reuirements to whichthe organization subscribes1

    %c( ensuring that workers and their representati$es are consulted andencouraged to participate acti$ely in all elements of the O&' managementsystem1 and

    %d( continually impro$ing the performance of the O&' management system.

    2.-.#..#. The O&' management system should be compatible with orintegrated in other management systems in the organization.

    2.!.3.2. or*er participation

    2.-.#.2.. orker participation is an essential element of the O&' managementsystem in the organization.

    2.-.#.2.2. The employer should ensure that workers and their safety and healthrepresentati$es are consulted, informed and trained on all aspects of O&' ,

    including emergency arrangements, associated with their work.

    2.-.#.2.#. The employer should make arrangements for workers and theirsafety and health representati$es to ha$e the time and resources to participateacti$ely in

    2.-.#.#.. The employer should ha$e o$erall responsibility for the protection of workers+ safety and health, and pro$ide leadership for O&' acti$ities in theorganization.

    2.-.#.#.2. The employer and senior management should allocate responsibility,

    accountability and authority for the de$elopment, implementation andperformance of the O&' management system and the achie$ement of therele$ant O&' ob/ecti$es. &tructures and processes should be established which:

    %a( ensure that O&' is a linemanagement responsibility which is known andaccepted at all le$els1

    %b( define and communicate to the members of the organization theresponsibility, accountability and authority of persons who identify, e$aluate orcontrol O&' hazards and risks1

    %c( pro$ide effecti$e super$ision, as necessary, to ensure the protection of workers+ safety and health1

    %d( promote cooperation and communication among members of theorganization, including workers and their representati$es, to implement theelements of the organization's O&' management system1

    %e( fulfil the principles of O&' management systems contained in rele$antnational guidelines, tailored guidelines or $oluntary programmes, asappropriate, to which the organization subscribes1

    %f( establish and implement a clear O&' policy and measurable ob/ecti$es1

    %g( establish effecti$e arrangements to identify and eliminate or control workrelated hazards and risks, and promote health at work1

    %h( establish pre$ention and health promotion programmes1

    2.-.#.9.. 0rrangements and procedures should be established and maintainedfor:

    %a( recei$ing, documenting and responding appropriately to internal ande!ternal communications related to O&' 1

    %b( ensuring the internal communication of O&' information between rele$antle$els and functions of the organization; and

    %c( ensuring that the concerns, ideas and inputs of workers and theirrepresentati$es on O&' matters are recei$ed, considered and responded to.

    2.!.3.. Planning and implementation - nitial revie)

    2.-.#... The organization's e!isting O&' management system and rele$antarrangements should be e$aluated by an initial re$iew, as appropriate. )n thecase where no O&' management system e!ists, or if the organization is newlyestablished, the initial re$iew should ser$e as a basis for establishing an O&'

    management system.

    2.-.#..2. The initial re$iew should be carried out by competent persons, inconsultation with workers and8or their representati$es, as appropriate. )tshould:

    %a( identify the current applicable national laws and regulations, nationalguidelines, tailored guidelines, $oluntary programmes and other reuirementsto which the organization subscribes1

    %b( identify, anticipate and assess hazards and risks to safety and health arising

    from the e!isting or proposed work en$ironment and work organization1 and

    %c( determine whether planned or e!isting controls are adeuate to eliminatehazards or control risks1 and

    %d( analyse the data pro$ided from workers+ health sur$eillance.

    2.-.#..#. The result of the initial re$iew should:

    2.-.#.re$enti$e and protecti$emeasures should be implemented in the following order of priority:

    %a( eliminate the hazard8risk1

    %b( control the hazard8risk at source, through the use of engineering controlsor organizational measures1

    %c( minimize the hazard8risk by the design of safe work systems, which includeadministrati$e control measures1 and

    %d( where residual hazards8risks cannot be controlled by collecti$e measures,the employer should pro$ide for appropriate personal protecti$e euipment,including clothing, at no cost, and should implement measures to ensure its useand maintenance.

    2.-.#.=..2. 'azard pre$ention and control procedures or arrangements shouldbe established and should:

    %a( be adapted to the hazards and risks encountered by the organization;

    %b( be re$iewed and modified if necessary on a regular basis1

    %c( comply with national laws and regulations, and reflect good practice1 and

    %d( consider the current state of knowledge, including information or reportsfrom organizations, such as labour inspectorates, occupational safety andhealth ser$ices, and other ser$ices as appropriate.

    2.!.3.16.2. ,anagement of c(ange

    2.-.#.=.2.. The impact on O&' of internal changes %such as those in staffingor due to new processes, working procedures, organizational structures oracuisitions( and of e!ternal changes %for e!ample, as a result of amendments

    of national laws and regulations, organizational mergers, and de$elopments inO&' knowledge and technology( should be e$aluated and appropriatepre$enti$e steps taken prior to the introduction of changes.

    2.-.#.=.2.2. 0 workplace hazard identification and risk assessment should becarried out before any modification or introduction of new work methods,materials, processes or machinery. &uch assessment should be done inconsultation with and in$ol$ing workers and their representati$es, and thesafety and health committee, where appropriate.

    2.-.#.=.2.#. The implementation of a ?decision to change? should ensure that

    all affected members of the organization are properly informed and trained.

    2.!.3.16.3. 'mergency prevention4 preparedness andresponse

    2.-.#.=.#.. Emergency pre$ention, preparedness and response arrangementsshould be established and maintained. These arrangements should identify thepotential for accidents and emergency situations, and address the pre$entionof O&' risks associated with them. The arrangements should be made accordingto the size and nature of acti$ity of the organization. They should:

    %a( ensure that the necessary information, internal communication andcoordination are pro$ided to protect all people in the e$ent of an emergency atthe worksite1

    %b( pro$ide information to, and communication with, the rele$ant competentauthorities, and the neighbourhood and emergency response ser$ices1

    2.!.3.11 'valuation - Performance monitoring andmeasurement

    2.-.#... >rocedures to monitor, measure and record O&' performance on aregular basis should be de$eloped, established and periodically re$iewed."esponsibility, accountability and authority for monitoring at different le$els inthe management structure should be allocated.

    2.-.#..2. The selection of performance indicators should be according to thesize and nature of acti$ity of the organization and the O&' ob/ecti$es.

    2.-.#..#. @oth ualitati$e and uantitati$e measures appropriate to theneeds of the organization should be considered. These should:

    %a( be based on the organization's identified hazards and risks, thecommitments in the O&' policy and the O&' ob/ecti$es1 and

    %b( support the organization's e$aluation process, including the managementre$iew.

    2.-.#..-. >erformance monitoring and measurement should:

    %a( be used as a means of determining the e!tent to which O&' policy andob/ecti$es are being implemented and risks are controlled1

    %b( include both acti$e and reacti$e monitoring, and not be based only uponworkrelated in/ury, ill health, disease and incident statistics1 and

    %c( be recorded.

    2.-.#..9. 0cti$e monitoring should contain the elements necessary to ha$e aproacti$e system and should include:

    %a( monitoring of the achie$ement of specific plans, established performancecriteria and ob/ecti$es1

    %b( the systematic inspection of work systems, premises, plant and euipment1

    %c( sur$eillance of the working en$ironment, including work organization1

    %d( sur$eillance of workers+ health, where appropriate, through suitablemedical monitoring or followup of workers for early detection of signs andsymptoms of harm to health in order to determine the effecti$eness of pre$ention and control measures1 and

    2.-.#.2.. The in$estigation of the origin and underlying causes of workrelated in/uries, ill health, diseases and incidents should identify any failures inthe O&' management system and should be documented.

    2.-.#.2.2. &uch in$estigations should be carried out by competent persons,

    with the appropriate participation of workers and their representati$es.

    2.-.#.2.#. The results of such in$estigations should be communicated to thesafety and health committee, where it e!ists, and the committee should makeappropriate recommendations.

    2.-.#.2.-. The results of in$estigations, in addition to any recommendationsfrom the safety and health committee, should be communicated to appropriatepersons for correcti$e action, included in the management re$iew andconsidered for continual impro$ement acti$ities.

    2.-.#.2.7. The correcti$e action resulting from such in$estigations should beimplemented in order to a$oid repetition of workrelated in/uries, ill health,diseases and incidents.

    2.-.#.2.9. "eports produced by e!ternal in$estigati$e agencies, such asinspectorates and social insurance institutions, should be acted upon in thesame manner as internal in$estigations, taking into account issues of confidentiality. 

    2.!.3.13. 7udit

    2.-.#.#.. 0rrangements to conduct periodic audits are to be established inorder to determine whether the O&' management system and its elements arein place, adeuate, and effecti$e in protecting the safety and health of workers and pre$enting incidents.

    2.-.#.#.2. 0n audit policy and programme should be de$eloped, whichincludes a designation of auditor competency, the audit scope, the freuencyof audits, audit methodology and reporting.

    2.-.#.#.#. The audit includes an e$aluation of the organization's O&'

    management system elements or a subset of these, as appropriate. The auditshould co$er:

    2.-.#.#.9. The audit results and audit conclusions should be communicated to

    those responsible for correcti$e action.

    2.-.#.#.. 4onsultation on selection of the auditor and all stages of theworkplace audit, including analysis of results, are sub/ect to workerparticipation, as appropriate.

    2.!.3.1!. ,anagement revie)

    2.-.#.-.. 5anagement re$iews should:

    %a( e$aluate the o$erall strategy of the O&' management system to determinewhether it meets planned performance ob/ecti$es1

    %b( e$aluate the O&' management system+s ability to meet the o$erall needs of the organization and its stakeholders, including its workers and the regulatoryauthorities1

    %c( e$aluate the need for changes to the O&' management system, includingO&' policy and ob/ecti$es1

    %d( identify what action is necessary to remedy any deficiencies in a timelymanner, including adaptations of other aspects of the organization'smanagement structure and performance measurement1

    %e( pro$ide the feedback direction, including the determination of priorities,for meaningful planning and continual impro$ement1

    %f( e$aluate progress towards the organization's O&' ob/ecti$es and correcti$e

    2.-.#.-.2. The freuency and scope of periodic re$iews of the O&'management system by the employer or the most senior accountable personshould be defined according to the organization's needs and conditions.

    %a( the results of workrelated in/uries, ill health, diseases and incidentin$estigations1 performance monitoring and measurement1 and audit acti$ities1and

    %b( additional internal and e!ternal inputs as well as changes, includingorganizational changes, that could affect the O&' management system.

    2.-.#.-.-. The findings of the management re$iew should be recorded andformally communicated to:

    %a( the persons responsible for the rele$ant element%s( of the O&' managementsystem so that they may take appropriate action1 and

    %b( the safety and health committee, workers and their representati$es.

    2.!.3.10. 7ction for improvement - Preventive andcorrective action

    2.-.#.7.. 0rrangements should be established and maintained for pre$enti$eand correcti$e action resulting from O&' management system performancemonitoring and measurement, O&' management system audits andmanagement re$iews. These arrangements should include:

    %a( identifying and analysing the root causes of any nonconformities with

    rele$ant O&' regulations and8or O&' management systems arrangements1 and

    %b( initiating, planning, implementing, checking the effecti$eness of anddocumenting correcti$e and pre$enti$e action, including changes to the O&'management system itself.
