How: Investment (54 billion yuan) & 2 phases1. Phase 1: 1978-84

Industrial Responsibility System – would supervise the State-Owned Enterprise(SOE) who would receive a % of the profits

Results – improved motivation for workers, resulting in higher productivity

Special Economic Zones – areas with more liberal economic policies and built up infrastructure to promote foreign investment

Allowed foreign ownership of companies, but must be at least 50% Chinese owned
