Community-based structural interventions depend heavily on the involvement of partners
Lobbying of partners is time-consuming and (a) essential (skill) for health promoters
Starting top-down initiatives are sometimes necessary for starting up bottom-up development
Free condom distribution improves condom use at PSVs (posterpresention)
