After examining the resul ts , for 1976 of All-Union social is t competition for increase in the production efficiency and the work quality: and successful completion of the national-economy plan, the Central Com- mit tee of the CPSU, the Council of Ministers of the USSR, the All-Union Central Trade Union Council (VTsSPS), and the Central Committee of the All-Union Leninist Communist Youth League (VLKSM) recognized as win- ne r and awarded a Challenge Red Banner of the Central Committee of the CPSU, the Council of Ministers of the USSR, the VTsSPS, and the Central Committee of the VLKSM to the collective of the N. M. Gersevanov Order of the Red Banner of Labor Scient i f ic-Research Institute of Foundations and Underground Structures of the Government Committee for Construction (Gosstroi) of the USSR.

The collectives of the Fundamentproekt Institute, the Goskhimproekt Institute, and the Mine-Driving T r u s t No. 2 of the Glavmosinzhstroi - executors of the tasks of the coordinating plan for the solution of the m o s t important sc ien t i f ic - technica l problems of the national-economy plan - w e r e awarded diplomas of the VTsSPS and the State Committee on Science and Technology of the Council of Ministers of the USSR.

These high awards were conferred for development and introduction of new economical types of founda- tions of buildings and s t ruc tures , as well as of methods for their design and construction under different soil conditions.

The success in ca r ry ing out the tasks of the national-economy plan for the solution of the mos t impor- tant sc ien t i f i c - technica l problems and introduction of the results of investigations into the production field with high efficiency and quality indices was ensured thanks to the establishment of wide relations between science and production and the conclusion of agreements for creat ive cooperation according to the s c i e n c e - des ign -cons t ruc t ion scheme.

As a resul t of introducing scientific developments of the Scient if ic-Research Institute of Foundations, during the f i r s t yea r of the Tenth Five-Year Plan, labor consumption was reduced by 8952 persons; also, 260,000 m 3 of concrete , 78,000 tons of cement, and 35,200 tons of steel were saved. The economic effect from the introduction of this insti tute 's developments into the construction field amounted to a savings of 37.5 million rubles.

On presenting to the institute the Challenge Red Banner of the Central Committee of the CPSU, the Council of Ministers of the USSR, the VTsPS, and the Central Committee of the VLKSM, the F i r s t Vice Chair- man of the Gosstroi of the USSR, M. G. Chentemirov, highly rated the pract ical and creat ive work of the scien- tists and specialists in the foundation-engineering field and wished them new successes in social is t competi- tion.

For its part , the Editorial Staff of this journal warmly congratulates the collective on this high award and wishes them the attainment of new successes during the Anniversary Year. Every scientif ic collective is s t r iv ing to m a r k the approaching glorious h i s tor ic date with new achieve- ments in the implementat ion of the resolut ions of the Twenty-Fif th Congress of the CPSU. The soc ia l i s t commi tment s of the sc ient i s t s , des igners , and cons t ruc to rs for 1977 and the Tenth F i v e - Y e a r Plan are of a

purposeful , specif ic , and methodical nature .

As stated in the Resolution of the Central Commit tee of the CPSU "On the 60th Anniversa ry of the G r e a t October Social is t Revolut ion, ' soc ia l i sm has c rea ted unlimited poss ibi l i t ies for development of sc ience , and has placed it in the se rv ice of the people. Social is t competi t ion among the scientif ic col lect ives and co - operat ion of the sc ien~s t s with the des igners and the bui lders have become a powerful incentive for s c i e n t i f i c - technical p r o g r e s s .

In the l a s t few y e a r s , thousands of existing plants and fac tor ies have been recons t ruc ted on the bas is of s c i en t i f i c - t echn ica l achievements . In this task, cons iderable se rv ices have been rendered by the foundation- engineering sc ien t i s t s , des igners , and cons t ruc tors .

The speeding up of sc i en t i f i c - t echn ica l p r o g r e s s , the improvement of the r e s e a r c h effect iveness , and the wide introduction of scientif ic developments in the national economy a re the basic direct ions on which the col lect ives concentra te thei r efforts in the fight for the ca r ry ing out of the tasks of the Tenth F ive -Yea r Plan.

The p rac t i ce of entering into agreements for c rea t ive cooperat ion under the s c i e n c e - d e s i g n - c o n s t r u c - t ion scheme has been fully justified. Such cooperat ion inc reases the effect iveness of scientif ic invest igat ions, speeds up their real izat ion in the construction field, aids in quickly solving the p rob lems of foundation cons t ruc - tion under complex conditions, development of the underground space of l a rge c i t ies , etc.

Fo r example , use is being successful ly made of integrated developments of the Sc ien t i f ic -Research Institute of Foundations, the VNIIGS, the Rmdamentproekt , the NIISP of the Goss t ro i of the USSR, the Gidro- spe t s s t ro i of the Minis t ry of Power and Electr i f icat ion (Minenergo) of the USSR, and the GPR-2 T r u s t of the Glavmosnizhs t ro i fo r application of the nwall- in-soi l" method in the construct ion of underground s t ruc tu r e s anct impervious cur ta ins . However , the introduction of this p r o g r e s s i v e construct ion method continues to lag behind the needs. This could have been avoided if the Minis t ry of Construction, Road, and Communal Machin- e r y Manufacture had not delayed the industrial production of special equipment for this type of work

In response to the appeal f rom the Pa r ty - t o m a r k the Anniversary Year with new production successes - the col lect ives of the Sc ient i f ic -Research Institute of Foundations, the Fundamentproekt , the Gidrospe t s s t ro i , the Glavmosnizhs t ro i , and many others have worked out counterplans and adopted heightened soc ia l i s t c o m - mi tments in honor of the 60th Anniversary of the Grea t October Socialist Revolution. These commi tments call for fur ther strengthening of the c rea t ive re la t ions with the des igners and cons t ruc to rs of the mos t i m - por t sn t pro jec ts of the Tenth F i v e - Y e a r Plan - the B a i k a l - A m u r Railroad, the Kos t roma and Ryazan State regional the rmoe lec t r i c plants , the KMA, the South Yakutia Coal Complex, the Olympic Complex in Moscow, the Yavansk Elec t rochemica l Combine, the Volgodonsk Fac tory of Heavy Machines, the Cheboksary Fac tory of Industrial T r a c t o r s , construct ion pro jec t s in o i l - g a s - b e a r i n g regions, including the Tobolsk O f f - C h e m i c a l Combine, the U s t - B a l y k - K u r g a n - A l ' m e g ' e v s k and N i z h n e v a r t o v s k - K u r g a n - K u i b y s h e v main gas pipelines, and many o thers .

The Pa r ty , t rade-union, and Komsomol organizat ions of the scientific institutions, design inst i tutes , industr ial associa t ions , and t rus t s d i rec t every day the course of competi t ion and back up the init iat ives and c rea t ive sea rch of the col lect ive. This will g rea t ly contribute to new successes in all spheres of the con- s t ruct ion of communism.
