Key objectives

• Footpaths should be walkable for all including– Senior citizens and physically challenged

– Mothers with children and prams

• Walkability requires– Good width (about 6 to 8 feet)

– Level surface

– Unhindered path• E.g Billboards, signboards, kiosks, encroachments • E.g Billboards, signboards, kiosks, encroachments

– Hazards• E.g. Barbed wires, overhead cables, projections, pipes etc.

– Safe and Smooth access at level changes• E.g. Roads crossings etc.

The achievable result

• Simple changes that will take little effort or costs

• Will create immediate high visibility improvement

• Reduce need to drive to the market

– Less parking required , greater market access, reduced congestion, reduced accidents in the area and also deaths, etc. etc.

• Will immediately set a citywide and national example

Not all encroachments are a problem1. Put encroachments on carts and put carts in parking space. 2. Keep a police person/footpath

warden. 3. Allow and facilitate temporary and mobile vendors

rediwaala is not blocking the footpath Chataiwaala has left the footpath free

This sabziwaala can easily be moved to a cart

On weekly Shanibazaar only in designated

segment, parking should be left unoccupied &

a policemen should be here 15

Street Vendors Act, 2014

• 2(l) “street vendor” means a person engaged in vending of articles, goods, wares, food items

or merchandise of everyday use or offering services to the general public, in a street, lane,

side walk, footpath, pavement, public park or any other public place or private area, from a

temporary built up structure…

• 2(n) “vending zone” means an area or a place or a location designated as such by the local

authority, on the recommendations of the Town Vending Committee, for the specific use by

street vendors for street vending and includes footpath, side walk, pavement, embankment,

portions of a street, waiting area for public or any such place considered suitable for vending

activities and providing services to the general public.

• 3(3) No street vendor shall be evicted or, as the case may be, relocated till the survey

specified under sub-section (1) has been completed and the certificate of vending is issued

to all street vendors.

• 12(2) Notwithstanding anything contained in sub-section (1), where any area or space, as

the case may be, has been earmarked as no-vending zone, no street vendor shall carry out
