Greetings HCAT Members!
As we close out the spring season (and
say goodbye to all that rain!), I want to
thank you for the support of the chapter
so far this year. Your board of directors
has been working hard to create some
fantastic programming at our educational
events this year and have done a lot of
work to plan long-term for our chapter.
Notably, the 3-year strategic plan has
recently been approved and positions
our chapter to closely follow the
corporate goals of ACHE for the years to
come. We had a great turnout and an
excellent presentation at our first
educational event, THE IMPACT OF
THE ACA: HOW READMISSION
PENALTIES WILL AFFECT THE
HEALTHCARE EXECUTIVE’S
MISSION, at the Norfolk Yacht Club in
March. You can find a detailed review of
the event on Page 4 of the newsletter.
Our next event, Management and
Prevention of Hospital Acquired
Infections on June 23rd at Sentara Leigh
Hospital promises to be another great
event. Clearly Ebola and Zika have
dominated the headlines recently, but
there is much to learn about combating
the organisms that are unfortunately far
too familiar in the halls of our
institutions. I hope you can join us.
If you have been putting off fulfilling the
requirements to get your FACHE
credential, now is the time to get that
completed! Leigh Starr with our
Membership and Advancement Committee
is a great resource for anyone looking to
advance within the next year. If the
FACHE is something you are already
eligible for, I’d encourage you to finalize
the requirements, take the exam, and let
us celebrate with you this fall!
Finally, I was honored to participate in the
ACHE Regent’s Luncheon at the Spring
VHHA Meeting where several of our
members were recognized.
Congratulations to Mary Blunt (Senior
Corporate Vice President with Sentara
Healthcare) and Bill Downey (CEO of
Riverside Health System) on being
recognized with the Senior Level
Healthcare Executive Regent’s Award.
Congratulations also to Michele Carroll
(Director of Orthopedics for Sentara

Regent’s Award.

Description: Hospital Acquired Infections are among the leading causes of death in the
United States accounting for an estimated 1.7 million infections and 99,000 associated
deaths in 2002. The CDC has shown that about 36% of these infections are preventable
through the adherence to strict guidelines by healthcare workers when caring for
patients. This discussion will seek to inform participants about the causes of hospital
acquired infections and the impact leadership can have on the quality, financial health
and safety of their organizations.

Member Reflections on March 30th Event “The Impact of the ACA: How
readmission penalties will affect the healthcare executive's mission”

On Wednesday, March 30th, members of the Healthcare Administrators of Tidewater chapter of ACHE gathered to hear
panelists speak on “The Impact of the ACA: How readmission penalties will affect the healthcare executive's mission”.
Speakers included Paul D. Chidester, MD, FACP, Vice President Medical Affairs, Sentara Norfolk General Hospital and
Raymond L. McCue, MD, MBA, Chief Medical Officer, Bon Secours Depaul Medical Center.
Dr. Chidester started his presentation off by sharing a visual of Medicare’s Quality Based Payment Reform timeline. The
image was striking, noting that CMS’ initiatives will put more than 7% of payment at risk. He walked the audience through
an overview of three major pay for performance initiatives: Value-Based Purchasing, Hospital Acquired Conditions, and
Readmissions Reduction. Dr. Chidester cited Medicare in its estimate that readmissions cost Medicare $26 billion annually,
of which $17 billion is considered preventable. He said that readmissions indicate a failure in the hospital’s care of the
patient. Insufficient or unrealistic transition plans, not addressing all medical problems during the index admission,
complications from the index admission, inadequate patient education, and unresolved medication issues all lead to
preventable readmissions. From a patient and patient’s family perspective a readmission is stressful and burdensome.
Unfortunately there is no “magic bullet” for solving our readmission problem. Health systems need to do a better job at
identifying patients with modifiable risk factors, engaging patients and their caregivers, ensuring that meaningful and
timely post discharge follow-up occurs, providing comprehensive medication management, and providing enhanced Skill
Nursing Facility (SNF) care. Dr. Chidester stressed that a multidisciplinary approach to patient care with enhanced post-
acute care are crucial to lowering readmission and providing better care for our patients.
Dr. McCue shared a case study with the audience about his experience reducing readmissions for total knee and hip
replacements at Bon Secours DePaul Hospital. He went into details about how the readmission penalties work, noting that
the hospital is on the hook for all cause readmissions to any hospital for 30 days post discharge. He referred to a quote
explaining the reasoning behind this: “Readmissions to any applicable hospital are counted, regardless of the principal
diagnosis, because, from a patient perspective, readmission from any cause is an adverse event.” Dr. McCue indicated it is
all about the index admission. Hospitals need to develop good relationships with SNFs, work with their ED services for
possible diversion, direct resources to the patient care units in real time, and focus on medication reconciliation. Dr.
McCue referenced another initiative that CMS is spearheading around Bundled Payments. CMS has a voluntary program
called BPCI and a mandatory program (for specific service areas – not including Hampton Roads at this time) for joint
replacements called CJR.
As the project lead for BPCI for Sentara Hampton Roads readmission is a big focus for me and my team. In the BPCI
program health systems and medical groups take on risk for total cost of care for BPCI patients for 90 days. This requires a
shift in thinking for health systems whose focus has been on the 30 day period. Although most bundles are voluntary now
it is clear that mandatory bundled payments is the direction that CMS is headed, starting with joint replacements.
CMS continues to push out payment reform initiatives to force the hospitals to look beyond the patients index
stay. This reform is encouraging healthcare providers to work closely together across the continuum of care
ensuring the patients have what they need for a successful recovery.

HCAT Advancement Networking Session & the Benefits of ACHE Fellow Board
Certification
On Saturday, June 11, HCAT held a networking breakfast in Williamsburg which was focused on
advancement to Fellow, and the event was sponsored by The MACO Group, a Healthcare Consulting
Company, Mary K. Cothran FACHE – President. The session included a presentation on the benefits of
attaining Fellow status in the American College of Healthcare Executives and provided an opportunity for
those interested in advancing to Fellow to network with current Fellows and with one another for support
during the advancement process. The presentation provided to participants was a summary of
information available at ache.org and was adapted from an ACHE presentation on the topic. If you would
like a copy of this presentation to assist you or others in the pursuit of Fellow certification, please contact
Leigh Starr at [email protected].
The June 11 event also provided an excellent opportunity for HCAT members to get to know one another
better and included a trip to the Colonial Williamsburg Farmer’s Market. Thanks to all who attended this
event! As the Membership and Advancement Committee plans future networking and advancement

Already an ACHE Fellow? Time to Recertify?
The ACHE website contains a wealth of information, including information on not only
advancement to Fellow but recertification once you have attained the Fellow
credential. Excerpted from ACHE.ORG:
Recertifying as a Fellow
Fellows are required to recertify every three years. Recertification maintains the integrity
of the ACHE credentialing program and helps ensure ongoing commitment to
professional development.
Is it time to recertify?
ACHE will notify you when you are eligible to recertify. When you are eligible, you will be
given access to the online recertification application from My ACHE. The application
will not be available until it is time for you to recertify.
Stay on track!
It is a good idea to periodically check your continuing education hours which can be
done at My ACHE.
Recertification Requirements
Completion of 36 hours of Healthcare Management Continuing Education credits since
your last advancement or recertification; 12 hours must be ACHE Face-to-Face
Education credits. The remaining 24 hours can be either ACHE Face-to-Face or ACHE
Qualified Education credits.

Retake and pass the Board of Governors Examination in Healthcare Management.
AND
Participation in two healthcare activities.
Examples of healthcare activities may include state hospital association meetings,
voluntary health agency involvement, ACHE volunteer activities (chapter meetings,
