    3. Site Description and History

    The Dover Municipal Landfill is a 55-acre waste disposal area located in the southwest corner of Dover, New Haf:1)shire at the inters.ection of the Dover, Barrington and Madbury town lines. The location of the landfill is shown on the attached map .

    The landfill is about one-half mile south of the Dover City production well (Caldervood) which ie located in an area called •The Hoppers, • approximately 500 feet west of the Cocheco River and about one-third of a mile north of llallego Brook and the Bellar.~y (Portsmouth) Reservoir. Wetlands southwest of the landfill separate it from the reservoir. The landfill is bordered by Toland Road and Green Hill Road on the north, by Tolend Road on the east and by private property on the southeast and south. zcThe western portion of the site borders both the HadbJry-oover line and private property. The east -point of the landfill site is at the intersection of Tolend Road and Rochester Neck Road. The site is contained in a rural setting except that the land along the east side of Tolend-Rochester Roads has been subdivided for building lots. Up to 17 shallow wells have been dug across To lend Road from the landfill-some within 100 feet of the site. These wells are no longer used as domestic water supplies since 8 municipal water was extended to service the residences in the'· Ularea. The landfill is generally flat but has a ridge running north/south. At this ridge, surface wate r is divided easterly toward Cocheco River and west and southerly toward Bellamy Reservoir. A firebreak ditch exists along the entire perimeter of the site. Recently, this firebr eak ditch has been graded east to channel surface flOIIo' and high groundwater fror:1 the base of the landfill under Tolend Road to the Cocheco River.     Road. The City of Dover managed the operation and maintenance of the landfill during its active pedod of 1954 to 1976 and still retains ownership.

    Landfilling began in 1954 on the eastern portion of the site and expanded to the northwestern and southwestern portion in the late 1950s and early 1960s. The landfill was operated as a trench-type landfill until June 1962, when due to high groundwater, the operation was converted to an area method. The City of Dover and the Town of Madbury contributed domestic and industrial refuse. Some specific wastes included leather tanning wastes, organic solvents, municipal trash and sludge from the Dover uastewater Treatment Plant.

    In 1976 Geraghty and rHller, Inc. conducted a general assessment of the landfill and ita potential impact on groundwater quality. Additional monitoring was conducted jointly by the City of Dover and the t~ew Hampshire Department of Environmental Services (NH DES) beginning March 1977. Organic solvents were found to be entering the groundwater at that time.

    In September 1977 the state ordered an end to disposal of organic solvents in the landfill. However, •hazardous Mterials• combined vith demolition materials were still being deposited as late as narch 19 78. The landfill vas closed in 1979 vith final closure (cover and filling) operations completed in May 1980 .

    Folloving the closure, the monitoring program vas expanded to include several residential vella . Laboratory analyses of vater samples collected from residential wells located on Tolend Road and Glen Hill Road revealed that some of the vella wre cont•inated primarily vith volatile organic compounds.

    In consideration of public health concerns associated vith the existing and potential contamination of both public and private water supply sources, the Dover Municipal Landfill is currently ranked on the US EPA National Priority List.

    In accordance with the requirements of the National Contingency Plan, a Remedial Action Master Plan (RAfiP) was prepared for the site in 1983. The RAUP included a recommended scope of services for remedial action planning activities at the site , including a Remedial Investigation/Feasibility Study.

    In order to proceed with the Remedial Investigation/Feasibility Study of the Dover Hunicipal Landfill, the State of New Har:1pshire Department of Environmental Services (Nil DES) executed a cooperative tive agreement with the US EPA. This agreer.\ent enables the US EPA to appropriate funds in accordance with the Comprehensive Environmental Response, Compensation and Liabillity Act of 1980 for Remedial Investigation/Feasibility Study activities. In October 1984 the

    State of New uampshire entered into an engineering services agreement with Wehran Engineering for the Remedial Investigation/Feasibility Study of the Dover ftunicipal Li!!indf ill. The Draft Remedial Investigation/Feasibility study will be completed by June 1987.
