LEWIS L. GWIN, P.E.Years Of Service 1954-1997
A 1928 civil engineering graduate of Penn State University, Lew Gwin
began a private engineering practice in 1937. Following service in World
War II, he returned to consulting while also serving as Altoona City
Engineer. He later founded GD&F’s predecessor firm of Lewis L. Gwin,
Consulting Engineers (1954). Gwin also became president and CEO of
Gwin, Dobson & Foreman, Inc. Gwin died in 1997 having given over sixty
years of continuous service to the civil engineering profession and the
community at large.

JOHN W. FOREMAN, P.E.Years Of Service 1956-1985
Jack Foreman joined the firm in 1956 and later became a partner. A 1948
mining engineering graduate of Penn State University, Foreman was head of
the firm’s mineral industry division for 30 years. Considered one of the state’s
foremost mining engineers, he was a pioneer in mine drainage abatement and
land reclamation technology. Foreman retired as Executive Vice-President of
Gwin, Dobson & Foreman, Inc. in 1985.
RICHARD T. DOBSON, P.E.Years Of Service 1954-1984
Having served in various executive positions with the firm, Dick
Dobson became president of GD&F in 1971. Specializing in
sanitary engineering, he represented some of GD&F’s largest
clients in Altoona, Bellefonte, Tyrone and Lewistown. He retired
from the firm in 1983 after a thirty year career.

JAMES M. WARD, P.E., P.G.Years Of Service 1968-1978
A geology graduate of Colorado College, Jim Ward joined GD&F after
working for mining and steel companies throughout the world. He was the
manager of the Clarion office for many years, specializing in mine drainage
abatement/reclamation projects and watershed studies. Ward was
appointed to the Board of Directors in 1971.
JAMES L. SOYSTER, P.E.Years Of Service 1956-1968
Recognizing the virtues of hard work and perseverance, Jim Soyster
graduated as a civil engineer from the International Correspondence
School, became affiliated with the firm and later became partner. A
legendary figure at the company, this former Army combat engineer was
Chief of the Municipal Services Department. His crowning achievement
was as chief designer of the 135-ft. Laurel Creek Dam near Lewistown.
JOHN K. HITE, P.E.Years Of Service 1965-1984
Jack Hite joined the firm after working as an electrical engineer
for Penelec. A Penn State University graduate, he joined the firm
in the mid-1960’s. Hite was the firm’s representative to Roaring
Spring, Bellwood and Martinsburg Boroughs, and the Altoona City
Authority. He joined the Board of Directors in 1971 and served as
Secretary-Treasurer.

RICHARD H. BULGER, JR., P.E.Years Of Service 1965-1982
In 1965, Dick Bulger began work after graduating with a civil
engineering degree from Penn State University. Specializing in sanitary
engineering, he represented numerous municipal clients including the
Moshannon Valley Joint Sewer Authority, Northern Blair County Sewer Authority,
Central Blair County Sanitary Authority, Houtzdale Borough Sewer Authority and
Tyrone Borough Sewer Authority. Bulger joined the GD&F Board of Directors in
1971 and served as Assistant Secretary-Treasurer.
KENNETH A. YOUNG, P.E.Years Of Service 1961-1982
A civil engineering graduate from the Indiana Institute of Technology,
Ken Young was a key structural and foundation engineer for the firm. His
design accomplishments included the Tyrone, Philipsburg, Houtzdale
and Altoona treatment plants. Knowledgeable in dam design, he helped
engineer the Laurel Creek and Straight Run dams and upgrade of the
Altoona Horseshoe Curve reservoir complex. Young joined the Board of
Directors in 1974.
ARTHUR P. HARSHBARGER, P.L.S.Years Of Service 1954-1984
Art Harshbarger was one of the original employees of the firm.
Starting out as an apprentice draftsman and survey party chief,
he progressed from chief-of-surveys to the firm’s administrative
manager. He joined the Board of Directors in 1971.

DONALD F. CARLIN, P.E.Years Of Service 1969-1982
A 1960 graduate of West Virginia University, Don Carlin was a
mining engineer for Gwin, Dobson & Foreman, Inc., specializing in
surface mining engineering. He joined the GD&F Board of
Directors in 1978.
MARK GLENN, P.E.Years Of Service 1977-Present
A 1977 graduate of the University of Pittsburgh, Mark Glenn started his
engineering career in the GD&F Clarion office. He has been president and
CEO since 1985. During his tenure, GD&F broadened its capabilities into
transportation, structural and architectural engineering and construction
management. The firm expanded its regional client base to include large
projects throughout Pennsylvania, Maryland and West Virginia. Glenn has
also overseen some of the largest engineering projects in the firm’s history.
JOHN G. FOREMAN, P.G.Years Of Service 1981-1987
John Foreman joined the Mineral Industries Division in 1981. A geology graduate of
Edinboro University, he specialized in mine drainage abatement, deep mine
closures and specialized hydrogeology projects for clients throughout the United States.
Foreman joined the Board of Directors in 1985 and served as Secretary-Treasurer.
DENNIS P. LINGENFELTER, P.E.Years Of Service 1973-1991
A Penn State University graduate with a master’s degree from Oklahoma State
University (1973), Denny Lingenfelter was a GD&F environmental engineer
specializing in wastewater treatment and process design. He joined the Board of
Directors in 1984 and served as Vice President and President.

JAMES L. BUTLERYears Of Service 1968-1996
An expert in industrial waste treatment and process design, Jim
Butler joined the firm in 1968. A 1958 biology graduate of Juniata
College, he is credited with many innovative project solutions
including the pioneering Altoona water and wastewater treatment
facilities. He also performed many stream quality evaluations for acid
mine drainage, CSO and treated effluent discharges. Butler retired
as Executive Vice-President in 1996.

GERALD S. WAGNER, JR.Years Of Service 1971-1996
Steve Wagner began his GD&F career as an electrical
engineer in 1971. Known for his practical, “hands-on”
troubleshooting abilities, he was proficient in hydraulic
engineering and mechanical systems design. Wagner
later became Secretary-Treasurer in 1991.
JAMES L. BALLIETYears Of Service 1990-Present
In 1990, Jim Balliet started his GD&F career as an environmental
scientist under the tutelage of Jim Butler. Holder of undergraduate and
graduate degrees from Penn State University, he is a recognized expert
in advanced water treatment design, operations and process chemistry.
Balliet joined the GD&F Board of Directors in 1996 as Secretary. He is
also the firm’s facilities planning director and personnel manager.

ANDREW H. JOHNSON, P.E.Years Of Service 1989-Present
A Penn State electrical engineering graduate, Andy Johnson
worked for Virginia Power before joining GD&F in 1989. He has
designed numerous electrical systems for treatment plants and
large mechanical systems. Johnson is also expert in process
control, instrumentation systems and computer control
software systems. Johnson joined the GD&F Board of Directors
as Treasurer in 1998.
THOMAS E. BOLAND, P.E.Years Of Service 1991-Present
Tim Boland is a 1973 architectural engineering graduate of Penn State
University. After previous experience in construction management, industrial
chimney design and design engineering, he joined GD&F in 1991. His
accomplishments include more than $150 million in water treatment plant
designs and institutional/building projects. Boland joined the Board of Directors
in 2001 as Assistant Secretary-Treasurer. He also is the firm’s engineering
manager in charge of all design work.
