    odels are excellent communication tools,designed to inform and answer questions.Nothing brings a site to life as vividly as an

    exact scale model. Models tell a story thateveryone can understand. They are tantalizing and carrya visual impact that cannot be equaled. They excitechildren as well as adults. Whether the viewer is oneperson or a group, professional or layman, familiar orunfamiliar with the project, with accurate model infor-mation it is easy to comprehend varied aspects of therepresentation in depth. Whether models represent thefuture or the past, they give an overall view to helpunderstand a complex site in seconds. Models displaymonuments and historic sites, architectural and land-scape detail, in a high degree of exciting visual realism.

    Models are three-dimensional and are perceived as suchby the human eye and brain. Modern technologies thatprovide 3D computer renderings and animation arelimited by virtue of the fact that they are only a transla-tion of the original.

    Scale models manifest dreams and ideas by turningthem into physical and spatial reality, thereby elicitingenthusiasm and endorsement to a greater degree.

    Computerized 3D models are fast becoming a user-friendly tool for planning, facilitating fast and easyvisualization of a site or project. These models supple-ment information, not always available in physicalmodels. Thus the combination of the two can benefitany planner and project. There is, however, a distinctquality in the physical model that can not be achieved bya virtual one.

    n today's dynamic environment saturated withhistoric, archeological and architectural heritage,city planning is a complex challenge. It requires

    an interdisciplinary endeavor and the use ofvarious tools and methods to provide plannersand decision-makers with an overview of proposedsolutions.

    The complexity of developing cities and redevelopingneighborhoods requires planning for the future.Strategies to preserve or reconstruct past heritagecombined with contemporary construction mustinclude modern infrastructure for transportation,

    Icommunication, energy, drainage, water and sewersystems in order to integrate the urban unit successfully.

    Public and private special interest groups discuss new

    plans and apply pressure to influence decision-makers.With todays mass communication, the general public isexposed to the urban planning process. Interestedparties do not have the tools to evaluate the processprofessionally or to create productive and useful feed-back. City models make future plans visible and under-standable to the layman.

    Yoni Shapira M.Sc. is a tourismexpert with wide experience inresearch of heritage and historicalsites in Israel geared towardsdestination development andcreating visitor attractions.Shapiras knowledge of tourismmotivation and behavior, com-bined with model making led to hisinvolvement as one of the initiat-ing founders of Park "Mini Israel",

    a leading tourist attraction in Israel with over 400models depicting the most important historical, archi-tectural, religious and cultural sites of Israel.

    Serving as creative and marketing director for "MiniIsrael", Shapira developed and supervised the research,documentation and production methodology to create avisitors experience with each model, highlighting theiruniqueness and value to the eyes of the viewer

    Since its opening to the public (November, 2002), MiniIsrael has become a leading tourist attraction in Israelwith over 500,000 visitors a year, serving tourists,schools, families and professionals who visit this multi-

    sensory "edutainment" park.

    Kobi Ariel is industrial designerby profession. From 1993-2004 hewas the director of the JerusalemCenter for Planning in HistoricCities. This Center hosts theJerusalem Model and operates andmaintains it for professional use.Aware of the potential embodied inthe model in addition to its func-tion as a planning tool, Ariel hasbroadened its scope to include new

    and varied uses. He initiated its applicability for educa-tional purposes, architectural exhibits and competi-tions, mapping, as a tourist attraction and public debate

    platform, for fund-raising, and professional publica-tions. The model was also used as an aid in a 2-phaseproject: a competition to design small merchants stallsand a master plan for placing the stalls in various partsof the city.

    In 1996 Kobi Ariel initiated a three-dimensional com-puterized model of Jerusalem which is used much likethe physical one, i.e. for planning and decision-makingand for studies. The 3D virtual model adds new viewsand aspects to the physical one, increasing the ability tounderstand the effect of proposed future projects ontheir surroundings.

    Kobi and Yoni are involved in various projects that include historical-architectural research for documentation and professionalpublications.

    They also create "Model Manufacturing Files" (MMF), develop model making tools and consult on model based visitor centersfor historic cities and heritage sites

    The MediterraneanHotel Jerusalem(1865-1871) A land-

    mark hotel in the mid19th century hostedprominent guest suchas Mark Twain "TheInnocence Abroad"(1867), CaptainCharles Warren"UndergroundJerusalem", andArcheologist andsurveyor, sent onbehalf of the (PEF)Palestine Exploration

    Fund, London.The Hotel served asthe first Freemasonslodge in the Holy-land (1867).

    LHS built a model ata scale of 1:250 aspart of the 19thcentury city model,and at 1:75 forhistorical display.
