    Brega, about 140 miles west ofBenghazi, had been "cleansed ofarmed gangs."The fall of Port Brega would

    represent a serious blow to rebelr e s i s t a n c e . I t c o n t in u e s agovernment onslaught that hasloosened the opposition's grip oneastern Libya.

    Just eight days ago, rebel fightersrouted pro-Kadafi forces in PortBrega and another strategic oilcity, Ras Lanuf, and spoke ofattacking Tripoli, the capital.The closed refinery at Port Brega

    normally produces 15% of Libya'sgasoline and other fuels. Withother sources of gasoline also cutoff by fighting, the rebels face agrowing fuel shortage. Thevolunteer force fights from pickuptrucks and private cars.

    The Port Brega complex is stillpumping natural gas throughpipelines that provide fuel forelectric plants in Tripoli andBenghazi, according to executivesof Libya's biggest state-owned oilcompany. They said Kadafi couldcut the pipeline to Benghazi andcreate electricity shortages inLibya's second-largest city.From Port Brega, the coastal

    highway to Benghazi has no fixedgun emplacements to fight off agovernment advance. The only

    defense is inexperienced andundisciplined rebel gunmen ridingin p i c k u p s m o u n te d wi thantiaircraft guns and otherweapons.Seizing Ajdabiya might allow

    government forces to race eastover a largely undefended deserthighway to the key rebel port ofTobruk, where they would be inposition to block the coastalhighway between Tobruk andBenghazi.In Benghazi, representatives of

    the opposition national councilclaimed rebel fighters remained incontrol of Port Brega. But thosesame spokesmen also said lastwe e k th a t t h e o p p o s i t i o ncontrolled two other eastern citieseven as they were being overrunby Kadafi's fighters."We are 100% in control'' of PortBrega, said Mustafa Gheriani,who often speaks on behalf of the13-member national council thatcontrols most of eastern Libya.

    Gheriani said Kadafi did not haveenough loyal fighters to hold anyeastern city or town they hadtaken over so far."He can bomb the heck out ofthese places," he said, "but hedoesn't have to foot soldiers tohold them."

    Gheriani and other councilofficials continued to insist thatspecial-forces troops and armyofficers who had defected fromKadafi's army were leading andreorganizing the rebel force. But

    there has been no sign of acoherent leadership for the gun-toting young civilians who haverushed to the front.Security was heightened Sunday

    cameraman for the Qatar-based AlJazeera network was shot andkilled by gunmen about 10 mileswest of Benghazi while returningfrom an assignment. An AlJazeera correspondent said thenetwork will toughen its securitym e a su re s b u t wi l l n o t b eintimidated into leaving Libya.Othman Battiri, a correspondent

    for the network, said in aninterview at the organization's

    hotel in Benghazi that the attackwas carried out by gunmen loyalto Kadafi. State-run TV hasvilified the network, calling it atool for the rebels and Al Qaeda."It was a targeted attack,'' Battirisaid.     no. Amid the incredible tragedy,Japan can be relieved about thefact that it's incredibly wealthy,and its government will have no

    problems financing the cleanup.This will come as a surprise to alot of people, who note that thecountry's debt-to-GDP ratio isalready at 200%, and that thecountry borrows more each yearthan it receives in taxes.Michael Schumann at TIME's

    Curious Capitalist blog writes:"....even though Japan is not yetshowing signs of followingIreland, Greece and the rest of theeuro zone periphery into a full-

    blown debt crisis, pressure hasbeen mounting for Tokyo tofinally put in place a credibleplan to reduce its yawning budgetdeficits and contain its debt levels.S t a n d a r d & P o o r ' s j u s tdowngraded Japan's credit ratingin January."Actually, Japan hasn't faced any

    real pressure to reduce its

    yawning budget -- at least notfrom the market, which is whatmatters -- and the comparison toIreland and Greece is absurd,since the monetary system inthose countries is nothing likeJapan's, which has its owncurrency and its own central bank.Ireland and Greece are at themercy of the ECB to ply themwith freshly printed Euros.     4 billion euros left in its treasury.Portugal literally could run out ofeuros if it can't borrow. Japandoesn't have a pile of yensomewhere that it's counting. Itcreates them at will, and thoughyou might think that a Japanesemove to create yen would destroythe value of the currency, thatsimply hasn't happened, despitedecades of monetary policy thatwould make Ben Bernanke blush.Japan's government -- despite

    what you might think -- isn't thefinancial basket case you think itis. Yes it borrows a lot, but itborrows a lot from citizens who

    like to save a lot. As we'vepointed out before, the only thing

    that would cause the governmentto have less access to money is ifits citizens started spending more(saving less) which would thenr e d u c e t h e n e e d f o r t h egovernment to spend money.Unlike Greece and Ireland, wherefinance ministers do have to gohat in hand to borrow around theworld (from, say, the Chinese, orGreek citizens living abroad),Japan's system is closed and fine.

    That's not to say things won't bestretched there. Japan faces ashortage of food, energy, usableinfrastructure, equipment, etc.,and that's why the rest of theworld is pledging support. Ashortage of yen is not one of itsproblems and we already now thaton Monday the BOJ will flood thee c onomy w i th e ve n morel iqu id i ty .Remember, the bond market is

    pretty smart.

    Frank Rich penned his farewellop-ed in the NYT today, and goesto some length to assure readershis decision had nothing to dowith the NYT.Actually he's just tired of the

    pace of the weekly column.When I felt frustrated by

    churning out a standard-length Op-Ed column after a few years,The Times went out of its way toaccommodate me by giving memore space, all the better fortrying to connect more dots. Itwas fated that I would one dayfind myself eager to break out ofthat box too. I have alwayswanted to keep growing as awriter, not run in place. My latestbout of restlessness had nothing to

    do with the tumultuous upheavalsof the news business in the digitalera. It was an old-media mission Istarted to chafe at opinionwriting within the constraints ofnewspaper deadlines and formats.Safire, a master of the form, was

    fond of likening column writingto standing under a windmill: Nosooner did you feel relief that youhad ducked a blade than youlooked up and saw a new one

    coming down. He thrived on this,but after 17 years I didnt likewhat the relentless production ofa newspaper column was doing tomy writing. That routine canpush you to have strongeropinions than you actually have,

    or contrived opinions aboutsubjects you may not care deeplyabout, or to run roughshod overnuance to reach an unambiguousconclusion. Believe it or not, anopinion writer can sometimes getsick of his own voice.Let's hope for Rich's sake he's

    never forced to encounter therelentless production of blogpost. He's set to start at NYMag
