This booklet has been written in response to the Welsh Government’s strategy plan Prosperity for All. It focuses on the five priorities in Prosperity for All, presenting examples of how libraries -the buildings and staff- support these and suggests future actions for development.

The suggested future actions are focal points which we would like to address collaboratively with MALD and other stakeholders, to continue to build a future proof service which will support our future generations.

This document has been written to help local and national politicians, budget holders and stakeholders in their decision-making. We urge them to endorse the recommendations in this report and to champion the role of libraries in delivering greater prosperity for Wales.

This booklet has been written in response to the Welsh Government’s strategy plan Prosperity for All. It focuses on the five priorities in Prosperity for All, presenting examples of how libraries -the buildings and staff- support these and suggests future actions for development.

The suggested future actions are focal points which we would like to address collaboratively with MALD and other stakeholders, to continue to build a future proof service which will support our future generations.

Connected and Ambitious Libraries- 6th quality framework for Welsh Public Library Standards 2017-2020

Library and Information Professionals form a multifaceted profession that supports the wellbeing, ambition and prosperity of Wales. Our cross sector support services can be mapped to support individuals throughout their lifetime. In collaboration with key stakeholders CILIP Cymru Wales has produced this document to demonstrate the value of the profession, and build an understanding of how we support the five priorities in Prosperity for All and present examples of small supportive measures which could be actioned for maximum community benefit.

• It has been estimated that there are 86,376 people working in the entire UK Information Workforce, 4,664 (5.4%) of whom work in Wales. (Hall, H., Ryan, B et al. 2015)

• 61.4% of the workforce have a post graduate qualification. (Hall, H., Ryan, B et al. 2015)

• Through the Community Learning Libraries Programme Welsh Government has invested over £15 million in over 110 public libraries in Wales and supported professional development through grant provision. (MALD, 2017)

There are currently two routes to professionalism, regardless of employment sector. We would now like to look at how we can best build this skilled workforce and continue to support Welsh Governments ambition for learning and support to leave no-one behind.

Priority 1: Early Years

Library workers support parents and children in their first years through the provision of rhymetimes which encourage socialisation, reduce isolation and provide support for first time parents.They also coordinate the delivery of Bookstart packs which are given to families by health visitors.

“I owe a lot to Rhymetime - it has made me the mother I am now. I believe that I am more patient, fun and engaged with my son because of the songs and mothering skills I have picked up along the way. I feel more connected with our local community and have had a lot of fun and made a lot of friends because of these groups.” ( Rowland, C., 2017)

Libraries build successful foundations and raise aspirations.Their multigenerational interaction with grandparents, parents, families, schools, and through outreach activities builds inclusion. The art of storytelling is used to foster good relations, and mutual respect.

Case study: Bangor University Library Easter 2015: Cofis Bach – “Tocyn i ble?” (translated – “Ticket to where?”)

The Library and Archive Service works closely with the University’s Centre for Widening Access which has aided the Service to meet one of its objectives that is “engaging with the communities it serves”.

Cofis Bach is a charity that provides free artistic opportunities for children and young people in Caernarfon’s Peblig Ward (a Communities First Area). Following a meeting with the Cofis Bach team a group of children visited the library. This resulted in them requesting permission to use the facilities to stage their annual show.

The Library and Archive staff worked with the group to host, ‘Tocyn i ble?’, over four days during the 2015 Easter vacation. Using the whole of the Main Library as a stage, as well as many items from the collections, the performers took the audience on a voyage that showcased the Library and Archive Services facilities and unique collections, an audience that would never have thought of coming through the Library doors– despite the Service’s open door policy.

Case study: Nursery Group at Brynmawr Library (3-4 year olds)Since the autumn of 2016 there has been a weekly class visit to Brynmawr Library from a local Primary School. During this time there has been a marked difference in the development of the children as a result of the visits. Every visit includes a story, activity and the children having time to choose their own books for loan.

Since coming to the library they know how to hold and turn pages of a book independently and they understand the structure of a book, start, middle and end. We have been able to use stories and characters from the library books to cover topics in class and they have a good knowledge of a variety of different stories. They are, able to join with stories with repetitive phrase and since the visits their oracy skills have improved as they discuss the stories in class. Their listening and memory skills have also been improved. Donna (Development Officer for Libraries in Blaenau Gwent) has developed a strong relationship with the children. Donna makes the experience fun and exciting, seeing the big smiles from the children is great’

Librarians bridge inequality gaps.

The class teacher Miss Price, has commented on the visits – ‘The children really

look forward to their weekly visit to the library. Over the months they have got

into the routine of bringing their books back from home and sharing the stories

with the other children. They take delight in choosing new books each week.

‘Lilly has been telling all the family about the library, she has taken a real interest in books since she has been coming with her school. She loves having stories read to her, so much so, we come every Saturday as well. Her older sisters are now reading to her too, it’s lovely to see them reading together’ Parents comment

Through collaboration with schools and parents, library staff build confidence, literacy and curiosity.Storytelling, collection sharing and providing access to new technologies both raises aspiration and builds connections and literacy skills.By collaborating with teachers Librarians can tailor sessions as described in the Brynmawr case study to ensure availability of reading materials and help is available to all regardless of a families economic situation.

Priority 2: HousingBuilding individuals and building a community

HomelessnessGood homes are the bedrock of good communities- and a stable home environment will help to improve health- but it will not enable social inclusion or build resilience if not matched with access to social care and support in the community. Libraries and their staff are part of this support network. Their knowledge of their communities enables them to signpost to other services and handle the information they become privy to in a professional and discreet manner.

Case Study: Michael’s story. Michael , 52, first visited Blaina Library seeking help on his homeless situation. He was supported to access information and signposted to the right professional support- including basic skills classes to fill in support forms correctly. He also accessed financial advice and information in the library through the Blaenau Gwent Universal Support project.

Library staff encouraged Michael to attend the work club held weekly in the library and to sign up for one to one taster sessions in information literacy. Michael couldn’t afford a computer. By visiting the library daily he benefited from basic skills support, progressed onto LearnDirect and completed basic Internet courses, where he could work at his own pace. This gave Michael the motivation to progress onto further learning with ‘Bridges into Work’ in the library setting, gaining a Construction Skills Card.Michael also started reading for pleasure, discovering that reading helped him to relax and giving a focus to his life. He rediscovered his interest in military history which led him to join the Heritage Lottery funded library project ‘Blaenau Gwent in World War 1’. ”Joining the WW1 project has given me a new hobby and made me feel so much better. I have made new friends and really look forward to the sessions. A few weeks ago all project members went on a day trip to Brecon Museum to find out background information on the Monmouthshire regiment and South Wales Borderers”

Libraries and librarians are points of supportive access for both vulnerable members of society and members of society who feel vulnerable at specific times in their lives.

Librarians support flexible learning through their online facilities and walk in access at many University libraries.

Library services build local community resilience. Our branches are embedded within communities encouraging people to leave the house; to study, to escape and to be around other people.

Support the building of health services by supplying evidence for decisions about shaping future service provision and support.

The map opposite locates the breadth of coverage libraries offer tothe public- students and professionals.

“Overall a quarter of children in Wales live in poverty, but in some areas this rises to 64%... Adults living in the most deprived areas are less able to afford everyday goods and services and less likely to experience a sense of community”

Walk-in Access Wales is a successful WHELF project to enable members of the public to legitimately access electronic resources for free, in Welsh Higher Education libraries.

These ‘walk-in access’ services permit non-registered users to access content where the terms of the license agreements allow.

The following WHELF libraries are participants in the Walk-in Access Wales scheme:

Case study: Research and evidence support for the ABMU Health Board In 2014, the Andrews report, “Trusted to Care” on care failings at Princess of Wales Hospital, Bridgend and Neath Port Talbot Hospital made 18 recommendations on improvement to Abertawe Bro Morgannwg University Health Board (ABMU).The Health Board set up a taskforce to tackle the issues. The Princess of

Wales Hospital Library was approached to provide the evidence and research base for the solutions and actions to solve several issues which ultimately led onto the developments of :

Case study: Research and evidence support for the ABMU Health Board In 2014, the Andrews report, “Trusted to Care” on care failings at Princess of Wales Hospital, Bridgend and Neath Port Talbot Hospital made 18 recommendations on improvement to Abertawe Bro Morgannwg University Health Board (ABMU).The Health Board set up a taskforce to tackle the issues. The Princess of

Wales Hospital Library was approached to provide the evidence and research base for the solutions and actions to solve several issues which ultimately led onto the developments of :

Case Study: Housebound Delivery ServicesBlaenau Gwent Libraries provides a home delivery service for housebound customers. This is provided by two designated delivery vans and two home delivery library assistants.Mrs Smith, 80, is a carer for her husband who has been suffering from the on-set of Alzheimer’s for the last five years. Mrs Smith rarely leaves the house, due to her caring commitments. Although the service was originally for Mrs Smith, when our driver/assistant Phil, started talking to Mr Smith, he encouraged him to try reading. He hadn’t read a book since school age , but reluctantly agreed to try a war novel.When Phil returned the following week, Mr Smith had read the book and was keen to tell Phil all about it. It has been astonishing to see the impact of reading of Mr Smith’s life; he has discovered reading for the first time in his life, at 80. He loves reading war books and will now have ten books every visit.

“It has helped calm him down and he is much less angry since he has been reading. Before he would get quite distressed seeing me read, now we can both sit and read together. Further and Higher Education Libraries support student welfare and inclusive services. Studying in a place that is away from home can increase feelings of vulnerability. Managing library space to include different study areas for groups and individuals and providing one to one support builds resilience.

The scheme was designed to help people with mild to moderate emotional problems by providing access to self help books that have been selected by psychologists and counsellors working in Wales. The books are available in every public library in Wales.

Case Study: Improving mental health in the community through archives and art Cardiff University Library: Special Collections and Archives In November 2017 Cardiff University collaborated with Studio Arts Group on a series of hands-on art events with people experiencing mental health issues in a Communities First area of Cardiff..

A celebratory event was well attended - with family, friends and the public -which helped participants to gain a sense of pride in achievement. Some have subsequently returned to interact with other collections, with one expressing a desire to become a volunteer. [Case study provided by WHELF].

Participants were encouraged to conduct historical research creatively, many for the first time, to produce and exhibit their own art inspired by archives.With an attendance of nine participants from a diverse range of backgrounds, they reported that engaging with archives and art, as well as being in a group, had a positive impact on their mental health.

‘I loved being in a University setting and felt inspired by the archive’‘I no longer feel intimidated by the University, particularly Special Collections’

NHS Wales librarians provide services and resources to support patient care, education and research. They work collaboratively across libraries based at 24 sites covering acute, primary care, Public Health and ambulance staff. A nationally funded NHS Wales e library for Health gives access to online resources for all NHS staff.

Health librarians are also based in further and higher education building the knowledge base of the future healthcare workforce and supporting the training of practicing healthcare professionals.

University Health librarians support the training of incoming professionals; building the knowledge base of the future healthcare workforce and practicing healthcare professionals.

This project was designed for developing transition students (from FE colleges into HE) to increase resilience, skills and cohesion via a ‘Cardiff Revealed’ live brief photographic project.With aims that encompassed; building resilience and relationships between transition students and nurturing their adhesion and retention to their programme of study. It is a good example of how libraries can be used as places of creativity, expression and for confidence building. Resilience is a key part of maintaining good mental health.Students on transition courses can be at ‘risk’ of lower attainment outcomes, dropping out and at risk of non-completion. The sharing of the work through an exhibition and then permanently displaying pieces in the library and 1-2-1counselling spaces at the university campus is both a celebration of the group’s work and reminder of its success. [Case study provided by WHELF].

Case Study; The value of an Information Professional:Designing a quality, sustainable healthcare service.Rosalind Llewelyn-Harris. Library & Knowledge Services

Manager Bronglais Hospital

Bronglais Hospital, Aberystwyth serves a population of 125,000 over a geographically large but sparse area. Accessing health care for patients and

travelling for staff is difficult. Additionally, there is a problem recruiting and retaining staff

(particularly doctors) leading to a costly reliance on locum staff

Welsh Government commissioned a study of healthcare needs and organisation within mid-Wales, in order to: ‘Diagnose the issues and identify potential solutions (including models) for providing accessible, high quality, safe and sustainable healthcare services, which are best suited to meet the specific needs of those living in Wales.’

The resulting Longley Report (2014) made eleven recommendations,

including: Bronglais Hospital to adopt a strategic role in developing and delivering health services for Mid

Wales; The establishment of the Mid Wales Healthcare Collaborative

(MWHC) to implement recommendations from the study;

From its inception the Collaborative

sought to undertake research projects that would

look at rural healthcare and

medicine worldwide in order to identify

models of good practice that could be adapted for use

in Wales.

With twenty years’ experience participating in systematic reviews for various organisations, including NICE,

Rosalind is able to help teams generate and focus their research topics, to scope the literature, to

estimate the time and cost required to complete projects, and to run the

complex literature searches necessary to identify all relevant

studies.

To date Rosalind has worked on two MWHC projects, the first in 2015, a review of

telemedicine, telehealth and telecare. The second project, sought to address the broad

area of workforce organisation and development in rural settings.

Some findings from this research are already being considered by

the health board; Bronglais is exploring enhanced roles for allied

health professionals, such as physiotherapists, who would work in both acute and community settings; and to encourage future doctors to

work in rural areas, medical students from urban areas (e.g. those studying at Cardiff) will be

offered the chance to take a module or elective in rural health.

Bronglais Hospital and its Library is also partnering the Centre for

Excellence in Rural Health Research at Aberystwyth

University, with the hospital providing data collection and/or

access to patients.

Following on from work with the Collaborative, Rosalind has been commissioned by the Health

Board’s Research and Development Department to develop a half-day Systematic Review Workshop for healthcare staff, some of whom would be planning to undertake systematic reviews while others are

• Utilise libraries special collections across Wales as a core building block for supporting Cymru Wales brand 2019 theme of discovery. Contact the Special Collection librarians and other sector librarians to build a co-ordinated programme.

• Look at further developing Maker Spaces within libraries to encourage young people to enter in to STEM education and careers.

• Look at current training provision for the profession with an eye to building information professionals of the future. Create entry level frontline jobs/apprenticeship roles for cross sector frontline services. Build a job creation scheme that will re-skill and empower the community at the same time.

• Encourage employers (in all library sectors) to take on modern apprentices at levels 2 and 3.
