Dear Ms. Lehr:
I have reviewed your petition for the initiative entitled "An Act relating to the permanent fund dividend application and the registration of voters; and providing for an effective date" and have determined that the petition was properly filed. My notice of proper filing is enclosed. Specifically, the petition was signed by qualified voters (1) equal in number to 10 percent of those who voted in the preceding general election; (2) resident in at least three-fourths of the house districts in the state; and (3) who, in each of the house districts, are equal in number to at least seven percent of those who voted in the preceding general election in the house district. The Division of Elections verified 36,907 voter signatures and 40 house districts, which exceeds the 28,545 signature requirement based on the 2014 general election. A copy of the Petition Statistics Report prepared by the Division of Elections is enclosed.
With the assistance of the attorney general, I have prepared the following ballot title and proposition that meets the requirements of AS 15.45.180:
An Act Allowing Qualified Individuals to Register to Vote When Applying for a Permanent Fund Dividend
This act would instruct the Division of Elections to register a qua! ified Alaskan to vote when applying for the permanent fund dividend (PFD). If a person registers to vote for the first time through a PFD application, the Division of Elections would compare the person's information to state records to ensure that the person is an eligible voter. The Division of Elections would let the citizen know if he or she has been added to the state registration list, or if the person's current voting address does not match the one provided on the PFD form. In that case, the person could change their voter registration address. The notice also would allow an applicant to request removal from the registration list. Thus, using the data from the PFD form, the Division of Elections would register a qualified Alaskan to vote unless he or she opts out. The notice would also allow a person to register with a political party. Voter information is already confidential under existing state law.
Should this initiative become law?
This ballot proposition will appear on the election ballot of the first statewide general, special, or primary election that is held after (1) the petition has been filed; (2) a legislative session has convened and

adjourned; and (3) a period of 120 days has expired since the adjournment of the legislative session. Barring an unforeseen special election or change in the scheduled adjournment of the current legislative session, this proposition is scheduled to appear on the election ballot on the August 16, 2016 primary election. If a majority of the votes cast on the initiative proposition favor its adoption, the proposed law is enacted, I shall so certify. The act becomes effective 90 days after certification.
Please be advised that under AS 15 .45 .2 I 0, this petition will be void ifl, with the formal concurrence of the attorney general, determine that an act of the legislature that is substantially the same as the proposed law was enacted after the petition has been filed and before the date of the election. I will advise you in writing of my determination in this matter.
Please be advised that under AS 15.45.240, any person aggrieved by my determination set out in this letter may bring an action in the superior court to have the determination reversed within 30 days of the date on which notice of the determination was given.

I, BYRON MALLOTT, LIEUTENANT GOVERNOR FOR THE STATE OF ALASKA, under the provisions of Article XI of the Constitution of the State of Alaska and under the provisions of AS 15.45, hereby provide notice that the initiative petition for "An Act relating to the permanent fund dividend application and the registration of voters; and providing for an effective date", which was received on June 11, 2015, and known as 15PFVR, was properly filed.
I have determined that the initiative sponsors have timely filed the petition and that the petition is signed by qualified voters (1) equal in number to 10 percent of those who voted in the preceding general election; (2) resident in at least three-fourths of the house districts in the state; and (3) who, in each of the house districts, are equal in number to at least seven percent of those who voted in the preceding general election in the house district.
In accordance with AS 15 .45 .190, the Director of the Division of Elections shall place the ballot title and proposition on the election ballot of the first statewide general, special, or primary election that is held after a period of 120 days has expired since the adjournment of the legislative session. The Division of Elections has reviewed signatures contained in the submitted petition booklets and has determined there are a sufficient number of signatures from subscribers in support of this petition.
Per Article XI, Section 3 of the Alaska Constitution and AS 15.45.140, in order for an initiative to be deemed properly filed it must meet the following requirements:
1. Signed by qualified voters equal in number to 10 percent of those who voted in the preceding general election. The number of people voting in the 2014 general election was 285,449. In order to meet this requirement, the petition must have signatures from at least 28,545 qualified registered voters.
2. Signed by qualified voters resident in at least three-fourths of the house districts of the state. In order to meet this requirement, the petition must have signatures of voters from at least 30 house districts.
3. Signed by qualified voters in each of the required 30 house districts equal in number to at least seven percent of those who voted in the preceding general election.
4. The petition must be filed within one-year from the time the sponsors received notice the petition booklets were ready for delivery to them in order to meet this requirement. The petition must have been filed by August 22, 2016.
The division has reviewed the signatures contained in the submitted petition booklets and have determined that the above requirements for this petition have been met as follows :
1. The petition contained signatures of 3 6,907 qualified registered voters. 2. The petition contained signatures of voters in all 40 house districts. 3. The petition contained signatures of qualified voters in 32 house districts that equaled at least seven percent of
those who voted in the preceding general election. 4. The petition was filed with the division on January 14, 2016.
For your review, I am attaching Petition Summary Report that reflects the total number of signatures statewide and by each house district.

The Absentee and Petition Office has reviewed signatures in booklets submitted for the above referenced petition and have determined there are a sufficient number of signatures from subscribers in support of this petition.
The petition was received on January 14, 2016 prior to the one-year filing deadline of August 22, 2016 therefore it was received timely. Statewide, the petition needed signatures from qualified registered voters equal in number to 10 percent of those who voted in the preceding general election. The amount needed was 28,545 and the Absentee and Petition Office qualified 36,907 signatures statewide. In addition, the petition must have been signed by residents of at least threefourths of the house districts of the state and, in each of the house districts, signatures of qualified registered voters equal in number to at least seven percent of those who voted in the preceding general election in the house district. The petition was signed by seven percent of qualified registered voters in 32 of the 40 house districts. For your review I have included the Petition Summary Report and Petition Statistics Report.
