Purpose
On May 9, 2017, the KUB Safety, Security and Technical Services Department (TCH) conducted a limited lead-based paint survey for KUB’s gas turbine generator system located within Kuwahee Wastewater Treatment Plant’s Digestion Building. The survey was conducted per the request of Ms. Tracy Hubbs (Department 83), in preparation for planned renovations.
Sample Collection and Analysis Lead Bulk Samples: While onsite, eleven paint bulk samples were collected from painted surfaces within the subject area. Please refer to the “Photographic Documentation” in Appendix A for pictures of the sample locations. Bulk samples were obtained using powder free, nitrile gloves and placed into a sterile, sealed container for shipment. All collected samples were then forwarded to TestAmerica for analysis. Samples were prepared via the EPA SW846 Method 3051A and analyzed via EPA SW846 Method 6010B which utilizes inductively coupled plasma-atomic emission spectroscopy (ICP-AES) as detailed within the Department of Housing and Urban Development (HUD); “Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing”; 1997. Bulk sample results are then compared to the EPA/HUD established limit of equal to or greater than 0.5% by weight or 5,000 parts per million (ppm).
Sample Results Lead Bulk Samples: During the survey conducted on May 9, 2017, eleven bulk paint chip samples were obtained from the painted surfaces within the subject area. The sample for the blue paint on the turbine generators and exhausts was determined to be above the EPA/HUD limit for lead in paint, while all other locations were determined to be below the limit. For additional sample result information, please refer to the Summary of Lead Bulk Paint Chip Sample Results table located below, and the “Lead Laboratory Analytical Sheets and Chain of Custody” enclosed within Appendix B of this document.

Conclusions and Recommendations Lead-Based Paint: As a result of the survey, it was determined that the sample for the blue paint on the turbine generators and exhausts was above EPA/HUD limits for lead in paint, and all other locations were below the limits. The lead-based paint above the EPA/HUD limit of 0.5% by weight must be abated prior to its renovation, if the renovation will include disturbing the paint in any way. Abatement must be conducted per the “Contractor Requirements for the Abatement of Lead-Based Paint” contained in Appendix C. If the paint won’t be disturbed, but the equipment will be recycled/disposed, KUB must receive email acknowledgement from the receiving party that the equipment contains lead-based paint. Prior to any work involving the disturbance of the lead-based paint, the contractor must submit a formal work plan that specifically details the following:
Planned methods for the abatement of the lead-based paint, highlighting processes that could potentially produce lead dust (including tools and methods for cutting, grinding, torching, etc.)
Detailed plans for complying with 29 CFR 1926.62 Structures and methods that will be used to contain lead debris. Plans for cleaning the contained area of all lead dust prior to removal of containment structures.
(KUB – Safety and Technical Services personnel shall be contacted to conduct a clearance inspection following clean-up of the lead dust, and prior to removal of the containment.)
The work plan must be submitted and approved by KUB’s Safety and Technical Services Department prior to any work on any of the components having lead-based paint.
The information generated from this Survey should be supplied to all applicable contractors. In addition to the abatement requirements, OSHA considers lead detected at any concentration to be potentially hazardous to workers, unless it can be demonstrated that those concentrations do not pose a hazard during work practices.

KUB personnel should not enter containment areas that are established for the containment of lead-based paint, nor conduct operations that disturb paint with lead concentrations at any level. Appendix C Contractor Requirements for the Abatement of Lead-Based Paint
Contractor Requirements for the Abatement of Lead-Based Paint
Abatement Contractor Qualifications
Paint removal/abatement must be conducted by a certified lead abatement contractor.
Proposal
As part of the prospective contractor’s proposal, a description must be given that details the proposed abatement process.
Abatement Work Plan
Within ten (10) days of receiving an executed contract, the abatement contractor shall submit to KUB an abatement work plan that specifically details the methods and procedures for the removal/abatement of lead containing paint. The work plan must include a list of all waste that is anticipated to be generated as part of the abatement process, including waste from the use of solvents (if used). The abatement work plan must be reviewed and approved by KUB’s Safety and Technical Services Department.
The work plan must include, but not be limited to paint removal, health and safety, methods for minimizing the spread of lead dust, and methods to minimize waste to the extent possible.
Regulatory Requirements
All work shall be performed in accordance with all applicable Federal, State, County, and Local Codes and Regulations including but not limited to OSHA 29 CFR 1926.62.
Health and Safety
The abatement contractor must follow the Occupational Safety and Health Administration’s (OSHA) Lead Standard for the Construction Industry 29 CFR 1926.62 to protect workers during abatement activities.
Lead in paint at any concentration has the potential, depending on the work activity (sanding, scraping, etc.), to result in airborne lead concentrations that could exceed the TOSHA/OSHA AL (30 µg/m3) or PEL (50 µg/m3), therefore, it is the contractors responsibility to perform employee personal air monitoring as required by 1926.62.
The abatement contractor must adhere to all other potential OSHA requirements that the project may encounter. Examples may include, but are not limited to confined space permits, hot work permits, air monitoring, etc.
Clean-Up Requirements
Contractor must ensure all surfaces are free of dust accumulation upon completion of the abatement project. Clean-up procedures must utilize HEPA-filtered vacuum systems and/or wet methods, such as mopping, wet wiping, shoveling of wet debris, etc. No dry sweeping of dust, particulate matter or debris is allowed during any phase of the work.
Contractor must notify KUB one working day before completion of work for KUB to conduct a clearance examination. Abated surfaces must meet the Housing Urban Development (HUD) and Environmental Protection Agency (EPA) reoccupancy level of 40 µg/ft2 or less. If surface levels are determined to be above the HUD/EPA levels, Contractor must re-clean area for re-sampling.
Waste Handling and Disposal
The Contractor shall be responsible for placing the lead-contaminated waste generated through the lead-based paint abatement into metal drums. This waste must be kept separate from other general waste to minimize the amount of potentially hazardous waste accumulated during abatement. Upon completion of the abatement process, personnel from KUB’s Safety and Technical Services Department will determine and properly dispose of the lead-contaminated waste.
If solvent cleaning debris is generated, KUB’s Safety and Technical Services Department will sample and determine if the waste is a hazardous waste. If so, KUB Safety and Technical Services Department will arrange for disposal; otherwise the debris will be disposed by the contractor.
