MELBOURNE (PTI) In a horrific incident, a 29-year- old Indian-origin bus driver was today burned to death when a man poured some flammable liquid on him in front of several shocked passengers in Australia's Brisbane city, police said. Manmeet Alisher, a well-known singer in the Punjabi community, was driving a Brisbane City Council bus when he was targeted by the man who threw an "incendiary device" at him which sparked a fire. Alisher died on the spot while several passengers on board the bus at the time managed to escape through the rear door, said police in Brisbane, the capital of Queensland. Six persons were rushed to a nearby hospital for smoke inhalation and minor injuries, they said. Police said there was "no apparent motive" including terror or race related. A 48-year-old man was taken into custody over the incident. Detectives from South Brisbane district and the state crime command's homicide group have commenced a homicide investigation, Police Commissioner Ian Stewart said. This was stated by John McCallum, Minister of Immigration, Refugees and Citizenship while at the Channel Y studio over the weekend. McCallum not only gave Diwali greetings to the community on behalf of his government but also talked about some of the changes being intro- duced. He said looking at some of the abusive relationships in spousal immigra- tion cases, where the spouse is being sponsored, would no longer be required to stay in a relationship for two years in order to keep their permanent resident status in Canada. An elated Linda added: "Already a number of corporates such as Canon, Coke, Amazon and Loblaw are show- ing interest in the project along with the five MPs in Brampton who are asking how they can help." According to the new announcement the government will launch a call for proposals in January 2017, and Ontario universities will be encouraged to work in partnership with local communities, business, and other institutions to develop innovative proposals for the new site. It is worth mentioning that Ontario has invested $735 million in capital funding for colleges and universities since 2013-14. Jeffrey has been campaigning for a university in Brampton for long. After the announcement Midweek talked to her exclusively where she mentioned that a new university "will completely trans- form our city and what's best, will prepare our students for fu- ture." She said: "After winning the election in 2014, I named Wil- liam Davis as head of a Blue Ribbon Panel and urged the commu- nity to put in a bid for a post-secondary institution. Earlier it was being said that Milton or Brampton will be the site of a new uni- versity but I'm pleased that the province has recognized the need for one in Brampton and we don't have to compete with others." The Blue Ribbon Panel is comprised of 18 members and is chaired by former Ontario Premier, William G. Davis. The Vice Chair is Jaipaul Massey-Singh, Chairman of the Board for the Brampton Board of Trade. The panel has representatives from city and re- gional councils, educational, business and community leaders. She informed in May 2015, Ontario announced a York University campus in Markham in collaboration with Seneca College. On the other hand Wilfrid Laurier University has been working closely with Milton for more than eight years to develop plans for a local campus and indicated in a statement recently it will continue to pursue a campus. Linda recalled how the community keenly felt the need for a varsity. "I was really touched by the gestures of some seniors in the community who came with $20 bills saying the city can take them if it helps. So for me this is a dream come true. Ceta isa modern, progressive trade agreement that, when implemented, willgenerate billions of dollars in bilateral trade and investment, providegreater choice and lower prices to consumers, and create middleclass jobs in many sectors on both sides of the Atlantic. Both Canadaand the EU are committed to bringing Ceta into force as soon aspossible. The leaders also signed the Strategic Partnership Agree-ment (SPA), which will enhance cooperation in important areas suchas energy, environment and climate change, migration and peacefulpluralism, counter-terrorism and international peace and security, andeffective multilateralism. Taking it fur ther,in 2014, the Ontario government in its guidelines said it willprovide funding for 60,000 additional post-secondary educationspaces in the province."Gurpreet added the city council star ted working on it andendorsed par ticipation in the proposal call in a bid to promoteBrampton as a place for the new institution and a proposal waspresented. He said: "But it was a requirement that the newuniversity proposal get the council's endorsement to proceedwith submitting a Notice of Intent application to the provincialgovernment which was done and the result is front of you. Buthe said still a lot requires to be done, however, we are happythat the provincial government in principle has agrees for aninstitute of higher education in Brampton. After more than a month of a bitter and public turf war that shockedUttar Pradesh, the Samajwadi Par ty's warring Yadavs have called fortruce now. But there may be more fireworks post Diwali.While Chief Minister Akhilesh Yadav is busy attending public func-tions, signing files and presiding over meetings, his uncle and statepar ty chief Shivpal Singh Yadav is sprucing up the ruling party andnetworking with old socialist chums who had drifted apar t, speciallyafter theSamajwadi Par ty walked out of the 'Maha Gathbandhan' inBihar last year. At the bidding of par ty chief Mulayam Singh Yadav,Shivpal Yadav recently went to Delhi and met some old satraps of thesocialist movement.While the official reason for the meetings was to invite them to theNovember 5 event when the Samajwadi Partymarks 25 years of itsexistence, informed sources say the real motive was to work out howto trip Prime Minister Narendra Modi and his BJP. Shivpal Yadav hasbeen openly championing the return of Mulayam Singh as Chief Min-ister and wants the 2017 assembly polls to be held under his leader-ship, with the larger Janata Pariwar coming together again.Invites are being sent to Bihar Chief Minister Nitish Kumar, formerPrime Minister H.D. Deve Gowda, Rashtriya Janata Dal (RJD) chiefLalu Prasad and Rashtriya Lok Dal leader Ajit Singh. An aide toMulayam Singh told IANS that 'Netaji' had realised that the return topower under Akhilesh Yadav would not be easy, more so after thebitter factionalism in the par ty.Mulayam Singh has blamed estranged cousin Ram Gopal Yadav ofscuttling the "Maha Gathbandhan" and Shivpal Yadav has said thiswas done in connivance with the Bharatiya Janata Par ty. Once anarch rival, Lalu Prasad is now related to Mulayam Singh's family. TheRJD chief has announced his par ty, which rules neighbouring Bihar,would not put up candidates in Uttar Pradesh.After initial reluctance, Akhilesh Yadav has agreed to attend the event

of November 5. At the same time, he is stacking up his suppor ters forthe November 3 'Rath Yatra'. Two videos, shot by an American teamof specialists, have already been aired, in an attempt to por trayAkhilesh Yadav as a doting family man and a hard-working chiefexecutive of the state.Incidentally, neither his father nor his uncle figure anywhere in thetwo-odd films. His suppor ters, mostly all expelled from the par ty,have been burning the proverbial midnight oil to ensure that the RathYatra is not only a grand success but por trays the Chief Minister asthe first choice of the people.The Yatra is also aimed at trying to blunt the anti-incumbency againsthis government, tarred by communal riots, growing crime, break-

down of law and order and public infighting in his family, an aideadmitted to IANS. Par ty veterans warn that many points remain un-settled in the Samajwadi Par ty between the warring factions.These include the demand by Akhilesh Yadav and his suppor ters toexpel from the party Amar Singh, a long-time confidant of MulayamSingh. They also want the expulsion of Ram Gopal Yadav and youngMLCs from the par ty to be revoked. And although Shivpal Yadav hassacked Ayodhya legislator and Minister of State for Forests Tej Narayan akaPawan Pandey from the party, the Akhilesh Yadav supporter remains in theministry. Political observers are waiting for Diwali to get over. Withso much explosive stockpile in the first family and leaders in theruling party, a post-Diwali blast is not being ruled out.

October 26, 1947, is a red-letter day in Indian history since on thisday, Jammu & Kashmir -- the crown of India -- acceded to India andbecame its integral par t from a princely state ruled by the Dogras.Maharaja Hari Singh signed the Instrument of Accession (IOA) on thisday as was required by the Indian Independence Act 1947. Under thisAct, the British Crown decided to grant independence to British Indiaby dividing it into two independent nations -- India and Pakistan.The Par tition was based on religion on the basis of the two-nationtheory propagated by the Muhammad Ali Jinnah-led Muslim Leagueand conceived by the Anglo-Muslim Alliance formed by the British toweaken the Indian freedom movement.The two-nation theory was flawed right from its conception because itcontradicted the very idea of a nation-state. If religion could form thebasis of a nation-state then bulk of Europe should have been oneChristian state and the Arabian lands would have been a single Mus-lim country.Since the Western nations, led by Britain, were scared of the potentialof a united India, they decided to divide it. Prior to independence, theIndian nation comprised British India, administered by the Crown,and 569 princely states which were ruled by their hereditary rulerswho had accepted the suzerainty and paramountcy of the BritishCrown.As per the Indian Independence Act 1947, the princely states weremade free from the supremacy of British rule without being grantedthe status of a nation. They were advised to merge either withIndia or

Pakistan. In order to prevent balkanization of India, the condition ofgeographic contiguity was laid down.With the implementation of the Act, the British responsibility of ensur-ing security of these states ended automatically. The final decision tomerge with which nation was vested in the ruler of the state and notthe subjects. The merger of the state to either of the two nations wasto be considered complete only after the Governor General accordedapproval to the Instrument of Accession (IOA) to be signed by theruler.Maharaja Hari Singh was faced with a few dilemmas because ofwhich he was unable to take a final decision that delayed his signingthe IOA.Firstly, the majority population of the state was Muslim. Secondly, allsurface communication to the state was from West Punjab (that wasto form part of Pakistan) and there was no direct road/rail connectionwith India though it shared geographical boundaries with both theDominions. Thirdly, all major rivers flowing through the state finallydrained into the sea via Pakistan.The strategic location of the state and the British interest in GilgitAgency also weighed heavily on the mind of the Maharaja. He wasalso advised by senior leaders in Delhi to withhold accession of hisstate till the Muslim rulers of Hyderabad, Bhopal and Junagadh dis-closed their hand. Mahatma Gandhi visited the state on August 1 todiscuss the accession with the Maharaja.And while Jawaharlal Nehru and the Congress adhered to the provi-sions of the Indian Independence Act 1947 by refusing the request ofthe Khan of Kalat and over tures of Nawab of Bahawalpur for acces-sion to India, Jinnah and the Muslim League deceitfully threw to windthe two-nation theory by accepting the merger of Junagadh and offer-ing use of Karachi por t to the Hindu rulers of Jodhpur, Bikaner andJaisalmer states bordering Sindh with invitation to join Pakistan.Thus, Jinnah had no legitimacy in claiming Jammu & Kashmir basedon the two-nation theory and it being a Muslim-majority state.On August 14, 1947, Maharaja Hari Singh proposed a Standstill Agree-ment with both India and Pakistan. While Pakistan -- in the hope that,under British pressure, the Maharaja will accede to it sooner or later-- readily accepted the Agreement, India demanded fur ther discus-sions before signing it. When Pakistan realised that the Maharajawas inclined towards India, it star ted creating trouble for the latterfirstly by cutting off the supplies of petrol, sugar, salt and keroseneand then stopping trade in violation of the Standstill Agreement.Pakistan's real intentions became obvious when it star ted attack-ing and raiding the frontier outposts of the state. The Maharajadespatched his emissary Mehar Chand Mahajan to Delhi to meetNehru and Sardar Vallabhbhai Patel to apprise them of the situa-tion in the state. He also informed them of the Maharaja's willing-ness to merge his state with India but Nehru insisted on first therelease of Sheikh Mohammed Abdullah who had been imprisoned bythe former on charges of sedition.

UN passes Canadian-led resolution advancingnuclear non-proliferation and disarmament

OTTAWA - Stéphane Dion, Minister of Foreign Affairs, has welcomedthe overwhelming support a Canadian-led resolution advancing a fis-sile material cut-off treaty (FMCT) received at the UN GeneralAssembly's First Committee. The resolution, which passed with thesuppor t of 177 UN member states, establishes a high-level prepara-tory group mandated to recommend elements of a treaty banning theproduction of fissile material. It was co-sponsored by Germany andthe Netherlands.A fissile material cut-off treaty would restrict production and accessto the materials necessary to create nuclear weapons. It is almostuniversally regarded as the next logical step in nuclear disarmament.The work of the high-level preparatory group, which will be com-

posed of 25 states, including states possessing nuclear weapons,will stand as the only current nuclear disarmament initiative bringingtogether both nuclear and non-nuclear weapons states. The high-levelgroup will advance preparations for the negotiation of this treaty overthe next two years."Canada attaches enormous impor tance to making concrete progresson nuclear disarmament. The passage of this resolution, with thesuppor t of both nuclear weapons states and non-nuclear weaponsstates, sets us on this path. Future negotiations on a fissile materialcut-off treaty will not be easy. MISSISSAUGA - Seven out of10 Canadian workers will havetheir entire earnings coveredand receive higher pensionpayments as a result of his-toric changes to strengthen theCanada Pension Plan (CPP).Navdeep Bains, Member ofParliament for Mississauga-Malton and Canada's Ministerof Innovation, Science andEconomic Development, re-cently announced details of theCPP enhancement.One in four Canadian familiesapproaching retirement - 1.1 million families - is at risk of notsaving enough. This agreement will allow future generationsof Canadians to count on a more generous public pensionsystem in their retirement years. All nine par ticipating CPPprovinces have confirmed their suppor t for the agreement.When fully implemented, these changes will give Canadiansa more secure and dignified retirement by:" Increasing income replacement from one-quar ter toone-third of pensionable earnings. Practically speaking, a hardworking Canadian earning an average of $50,000 per yearover their working life will receive $16,000 a year at retire-ment instead of today's $12,000." Extending the range so that the maximum amount ofearnings covered by the CPP is increased by 14 per cent.Under the current CPP, any Canadian making an average of$55,000 a year in average salary would receive the maximumpension payment. KEJRIWAL ALLEGES JUDGES' PHONESBEING TAPPED, GOVERNMENT DENIES

NEW DELHI, (IANS) Delhi Chief Minister Arvind Kejriwal on Monday claimed there were allegations that phones of judges from theSupreme Court to High Cour ts, were being tapped. His claims were promptly rejected by Union Law Minister Ravi Shankar Prasad.Addressing the 50th anniversary celebrations of the Delhi High Court here, Kejriwal, in the presence of Prime Minister Narendra Modiand Chief Justice of India T.S. Thakur among others, said if true, then tapping of judges' phones would be the biggest assault onindependence of the judiciary. "There are oppor tunities when you get to talk to judges, and during one of those, I heard two judgestelling each other not to talk over phone because the phones are being tapped. When I said that this cannot happen, they said from theSupreme Court to the High Cour t and District Cour ts, all of the judges' phones are being tapped," said Kejriwal."I don't know if this is true, but if it is true, then this very dangerous. In such a scenario all the judges can be influenced. Even ifa judge has indulged in any wrong doing, even that doesn't justify phone tapping. Other means can be used to gather evidenceagainst them," said Kejriwal, leading to loud murmurs among the audience. "Independence of judiciary is paramount. And iftrue, phone tapping would be the biggest assault on the independence of judiciary," said Kejriwal, who also questioned theCentre's delay on implementing the Supreme Cour t Collegium's recommendations for filling up vacancies in the cour ts. "I don'tknow what is the reason behind the central government not implementing the Supreme Cour t Collegium's recommendations for fillingup vacancies in the courts. But this is giving rise to rumours.

"All eight SIMI terrorists werekilled in an encounter near Manikhedi Pathar village," a se-nior police officer told IANS.According to police, the terrorists were killed in cross-fireabout 30 km nor th of Bhopal, within 10 hours of the jailbreak.The SIMI men had escaped Bhopal Central Jail between 12a.m. and 2 a.m. on Monday, after scaling the walls of jail andkilling a guard. They took another guard hostage, state HomeMinister Bhoopendra Singh told repor ters earlier on Monday.The men had broken the gates of their cell and scaled the jailwalls using bedspreads.The names of seven of the SIMI terrorists are: Sheikh Mujeeb,Majid Khalid, Akeel, Khilchi, Zakir Salikh, Mehboob andAmjad. Four among them were notorious criminals involvedin dacoity, loot and treason. They had earlier escaped fromKhandwa Jail and were later arrested from Odisha, policesaid. NEW DELHI, (PTI) Former Pakistan President Gen Pervez Musharrafhas described Jaish-e-Mohammed chief Masood Azhar as a "terror-ist", saying he has been involved in bomb blasts even in his country.He, however, he did not give a clear reply as to why Pakistan has notbeen asking China to get Azhar declared as an international terroristby the United Nations."Why should China be involved when it has nothing to do with him(Azhar)," Musharraf told News Nation, according to a release issuedby the TV channel. Pakistan to bail 'Afghan Girl' Sharbat GulaISLAMABAD, (IANS) Pakistani Interior Minister Chaudhry Nisar AliKhan has said National Geographic's famed "Afghan Girl", SharbatGula, would be freed soon on bail. Gula, now a woman in her mid 40s,was arrested by the Federal Investigation Agency (FIA) from her homefor forgery of a Computerised National Identity Card (CNIC). Gula hasdual Pakistani and Afghan nationality, and both ID cards have beenrecovered from her.The cour t is scheduled to hear her case on November 1, the ExpressTribune repor ted on Sunday. "I think I will have to review this casebecause she is a woman and we should see it from a humanitarianangle," BBC quoted Chaudhry Nisar Ali Khan as saying. "If we with-draw charges against her, depor t her, or give her a temporary visa toleave Pakistan, then we will have to take back cases against the

officials who issued her fake ID card. Karan Johar's "Ae Dil Hai Mushkil" celebrates love and hear tbreak inall its hues. It is about the junoon of love and the 'sukoon' of friend-ship. A romance, an enter tainer and a complete filmy film, this oneboasts of laughter, racy dialogues, relationships, hear tache and unre-quited love. Ayan Sanger (Ranbir Kapoor) is pursuing his MBA inLondon, but is a singer at hear t. Brought up without a mother, he feelsalienated from his rich business tycoon father and obviously longs forlove and acceptance. A chance meeting at a Soho pub with AlizehKhan (Anushka Sharma), a bubbly, vivacious girl, who is nursing ahear tbreak, and a deep bond and friendship ensues between the two.Laced with a generous dose of humour, the first half of the film is fun,light and frothy. Peppered with well written dialogues replete withBollywood l ingo, foot-tapping music with numbers l ike "Meresaiyyanji se aaj maine breakup kar liya", the film glides throughsmoothly. The pace in the second half drops distinctly, with a focus onhear tbreak and one-sided love. The dialogues get verbose, poeticand at times, heavy duty. Ranbir Kapoor is Ayan Sanger from the firstscene and slips into his character effor tlessly, as the boy who isdeeply in love and craves for it to be requited. His childlike inno-cence, emotional outbursts, spontaneity and even pain, is real andendearing. He lip syncs the songs with fervour making them seemreal. Anushka Sharma is the joie de vivre element of the film eventhough ironically she por trays a girl who has gone through the pain of

a hear tbreak. She lights up the screen with her inherent energy anddelivers a spirited per formance. She is spontaneous and a sheertreat to watch in scenes where she relives her Bollywood dreams ofsinging songs in a chiffon saree and equally tugs at your hear tstringswhen unable to explain the depth of her feelings. Aishwarya RaiBachchan as a poetess Saba Taliyar Khan, separated from her hus-band, looks like a "painting" as described by Ayan in one scene in thefilm. "Woh ladki nahin, painting hai". Indeed, she looks beautiful butdelivers a synthetic performance, extremely unreal and devoid of anyemotion. Fawad Khan as DJ Ali is a disappointment as he has nothingmuch to offer by way of histrionics. Lisa Haydon is a treat to watchwith her impeccable comic timing. Imran Abbas in a minuscule rolemakes his presence felt. There are a few unexpected cameos, whichare bound to take you by surprise. The screenplay is divided intochapters that are interspersed with the interview of singer Ayan Sangeras the film is narrated from his point of view.The music is definitely one of the highlights of the film as are thestellar per formances of Ranbir Kapoor and Anushka Sharma. Fromthe title song to "Channa meriya", each number is mellifluous andtouches your hear t. The film, as expected, with excellent productionvalues and muted gloss, has a tinge of maturity to the tale and pre-sentation. It undoubtedly has a Karan Johar flavour and is definitely atreat for his fans.

"Tum mein Shiva jaisa kya hai," the lady asks Devgan lustfully. I heldmy breath wondering what he will show her. Relax. It's just the tattooswhich make our hero so loftily heroic. Just to drive in the hero'sanointed status, we have the noisy background score where star-stuck choruses chant in unison about Shiva, the Destroyer, blah blah."Shivaay" is so steeped in self-impor tance, so awed by its own in-tended grandeur, it seems the makers forget there is a story to tell.Story, there is to tell. But the plot is propelled forward in stutteringstaccato waves of melodrama and action. It's like Shekhar Kapurdesperately tries to shake hands with Rohit Shetty. But they just can'tseem to find a meeting-ground. Not in this Ajay Devgn-directed lop-sided melange of mayhem and melodrama. At one point in this te-dious homage to mountain climbing and cross-cultural copulation,debutante Sayyeshaa (she could do better, I'm sure) tells us that shewanted to help Ajay because "superheroes comic books ke baaharnahin milte".Precisely the problem in "Shivaay". It wants to make Ajay a larger-than-life superhero, the kind that may look appealing in a comic bookbut appears amply askew in a real-life situation. And I use "real life"with much reservation. "Shivaay" is as real as "300" or "Baahubali",

minus the comfor t of escape into fantasy. Devgn plays a whole lot ofsuper-heroic roles all in the course of one film. He is a mountainclimber (a la Sylvester Stallone in the disastrous "Cliffhanger"), andan unabashed explorer of unchar ted territory. That includes a Bulgar-ian woman Olga (Erika Kaar, listless and clueless). The two aresoon shown getting intimate and passionate, while the censorboard looks the other way. This is af ter all, Ajay's first stab at onscreen passion, and we all must step back reverentially for thegrand occasion. The fruits of the passionate liaison is a little girlGaura (Abigail Eames), who alas is vocally impaired. Gaura, Isuspect, has been written as a mute character to accommodatethe young foreigner actress' inability to converse in Hindi. I reallycan't be blamed for being paranoid about the scriptural contriv-ances. "Shivaay" is cluttered with them. The plot moves fromtrying to be a "Masoom" in reverse (illicit liaison and the compli-cations that ensue when the child gets insistently precocious) tobeing a clamorous wannabe cluttered and confused adaptation ofPier re Morrel 's "Taken" where Liam Neeson rescued his teen-aged daughter from flesh traders.Some such catastrophic eventuality crops up in the narrative, like

an uninvited viral fever, when oursuperhero Shivaay's half-Bulgar-ian speechless daughter insistson meeting her mother who hasby then, upped and lefte. Re-cently, we saw the calamitousincidents that awaited the fatherand daughter when they took offto meet the girl's mother in theKorean film "Train To Busan". Butin oiling his triple tattoos, cater-ing to his demanding daughterand saving the world, I doubtShivaay has time to watch Ko-rean films.He does seem to have watched"Taken" c losely. The act ionscenes are shot with the uni-fo-cused singularity of a screen herowho wants to give the audienceenough thrills to forget the Holly-wood super-hero films. Alas, it'sa losing battle. "Shivaay" is acumbersome over-blown actiondrama. While the stunts are quiteengaging at times, the drama isunbearable and unintentionallyfunny. It is hard to even bear withthe characters, let alone devotenearly three hours of t ime tothem. The performances are par-tially to blame. Ajay's strong-and-silent act had been done todeath. Mercifully, he doesn't trycomedy here as he did in "ActionJackson". Sad to see talented ac-tors like Vir Das and SaurabhShukla wasted in sketchily writ-ten par ts. Aseem Bajaj's cinema-tography captures the bleak fore-boding mood of the plot muchbetter than any of the actors."Shivaay" is not the light, fun,crackerjack Diwali film you'd liketo sit through this festive season.It is laden with an overbearingdarkness which eclipses all of thefilm's effor ts to pull us into itsembrace. The proceedings get soedgy that they finally topple over.

The findings have showed that children introduced to fish andeggs - major source of omega 3 fatty acids - before 11 months of age had a lower risk of developing allergies."Fish intake in the family seems to reduce the risk of allergies," said Karin Jonsson from Chalmers University of Technology in Sweden, in astatement. Kids who eat fish, eggs and flour early in life were found to have less allergies, as they had higher levels of omega-3 in their blood.The results showed that at bir th, and again at four months of age, the healthy children had higher propor tions of the omega-3 fatty acideicosapentaenoic acid, EPA, in their blood."The levels corresponded with the mother's intake of fatty fish. The mothers of children with high propor tions of omega-3 in the blood had beeneating a lot of fish during pregnancy and lactations, and we could also see evidence of this in their breastmilk," Jonsson explained.

BRAMPTON, ONTARIO - Zach Fucale displayed the goaltending form that made him a Memorial Cup andWorld Junior Champion and earned first star status in his ECHL debut as he led the Brampton Beast to a 4-3 shootout victory over the Missouri Mavericks at the Powerade Centre on Sunday afternoon.The 21-year-old goaltenderclinched the victory by making a blocker save on Rocco Carzo in the four thround of the shootout after Mike Vernace staked the Beast to the lead by beating Missouri netminder JoshRobinson with a wrist shot that popped the water bottle off the net.
