The Lions of Michigan Single District 10 checking account began the 2011-12 fiscal year with a balance of $49,921.88 as of July 1, 2011. The total income for the fiscal year is $42,534.38 with disbursements totaling $40,712.81, leaving a checking account balance of $51,743.45 as of April 20, 2012. There are outstanding receipts totaling $288.00 from four (4) Lions Clubs that have not paid their 2011-12 Second Half State & District Dues. The delinquent Lions Clubs are Chippewa Lions ($66.00), Brampton Township-Days River Area Lions ($78.00), Germfask-Seney Lions ($42.00) and the Trenary Lions ($156.00). The clubs have been mailed multiple invoices and have been contacted by the Governor and other members of the Cabinet concerning this matter. Additionally, as of April 20, 2012, there is one (1) Lions Clubs of the District that have monies owed to Lions International that are more than 150-days past Due. That Club is the Germfask-Seney Lions which currently owe $161.50.
• The Project KidSight Restricted Account within the Single District 10 Lions checking account had received $16,700.00 from ten (10) organizations. This money was restricted for the purchase of two (2) Pedia Vision Digital Cameras to replace the aging cameras that the District currently was using. The Cameras were purchased January 10, 2012 for $21,500.00. The difference between the actual cost and the monies received for the project were taken from the District account ($4,800.00) as per the decision of the Convention Delegates at the 2011 District Convention. The following organizations contributed to this fund.

• The Mints Distribution & Sales Restricted Account began the fiscal year 2011-12 with a balance of $2,835.99. An additional $888.90 was added to the account this fiscal year along with $1.25 in interest, leaving a current balance of $3,726.14 as of April 20, 2012. These funds are received for warehousing and distribution of the Lion Mints and 5% gross sales of the mints.

• The Hearing & Speech Restricted Account began the fiscal year 2011-12 with a balance of $1,949.89; an additional $850 has been received from nine (9) Lions Clubs and $0.41 earned in interest. There have been no disbursements made from this account this fiscal year leaving a balance as of April 20, 2012 of $2,800.30.

Ray Payment, CPA of Escanaba, Michigan completed the annual Federal Tax preparation for the Single District 10 for the 2010-11 Fiscal Year on July 25, 2011. The tax forms have been signed and filed with the IRS on August 1, 2011. The Audit of the Single District 10 financial books have been completed for the 1st half of 2010-11 on January 8, 2011 by Auditor Alfred LeMaire. The audit of the 2nd half of 2010-11 still needs to be completed along with the 2011-12 Fiscal Year. Auditor Alfred LeMarie had declined in the request of completing the audits to date. I have contacted CPA Raymond Payment to complete the required audits. The Cabinet Treasurer has been authorized to invest $20,000 in Certificate of Deposits. The purchase of this Certificate is currently on hold as the delegates to the District Convention has authorized the purchase of two Pedia Vision cameras ($10,000/ea) and has authorized the Cabinet, at the changeover meeting, to use district funds to make up the difference between the cost and the amount raised from outside resources. Additionally, the Lions of District 10 has approved a motion at the District Convention to use up to $1,000 to pay for a Stone Marker for a Lions Monument for a plaque that was presented to the Lions of the United States by the Lions of Canada which was dedicated on February 8, 1950. Now that these payments have been completed, the Cabinet Treasurer will look into the current rates and the purchase the Certificate of Deposit(s) before the District Convention. The Membership Dues for Lions International as well as State and the District had remained the same for the 2011-12 Fiscal Year. The International Dues will increase by $2/year for 2012-13 & 2013-14 based on the results of the voting at this year International Convention. The Semi-annual membership dues of twenty dollars and fifty cents ($20.50) shall be levied on each club member based upon the membership of each club as shown by its membership report of June and December. Effective July 1, 2013, the International dues will increase from twenty dollars and fifty cents ($20.50) to twenty-one dollars and fifty cents ($21.50). See attached Due Structure for the current (2011-12) breakdown of Dues. There are two exceptions to the full membership dues.

• Family Member Dues Rate: A family membership allows relatives to volunteer together at a reduced dues rate. Family members must meet membership requirements, live in the same household and belong to the same club. The first member of the family shall pay the normal entrance fees and full international dues (as well as any applicable club, district or multiple district dues). Subsequent family members, up to a limit of four more, who meet the qualifications shall be required to pay one half of the normal international dues and be exempted of any entrance fees.
• Student Member Dues Rate: Students receive a special student dues concession, paying only half
dues (currently $19.50) and are exempt of any entrance fees. All students enrolled in an educational institution between the age of legal majority in the jurisdiction in which they reside and through the age of 30 are eligible.
The Single District 10 Lions Membership currently stands at 1713 as of March 30, 2012, down 11 members for the year. The District has added 144 new members this year however we have lost 133 members (1 Transferred, 18 Deceased & 125 Dropped). Although some clubs have made great strides in increasing membership, the majority of them are continuing to lose membership. As a District, we are not actually having problems recruiting new members (144 this year) however we definitely are having problems retaining them (133 lost). Each Lions Club and member needs to access their Clubs and membership and determine why our membership continues to leave Lionism. See attached graphs illustrating the 5-year and 17-year membership Trends of District 10.
Financial Suspension of Clubs Effective July 2, 2010, a club, which has an unpaid balance in excess of $20 per member or $1,000 per club, whichever is less, outstanding past 120 days will be suspended, including the suspension of the club’s charter, and all the rights, privileges, and obligations of the Lions club. Any club approved for a payment plan by the Finance Division will not be suspended. In the event the club does not acquire good standing, as defined by board policy, on or before the 28th day of the month following suspension, the club’s charter will be automatically cancelled. Suspended clubs can hold meetings to discuss the future of the club and to identify actions to take to regain an active status, as well as make payments to clear the existing outstanding balance, or request a payment plan. However, the clubs cannot be involved in the following activities:
a. Conducting service activities and fund-raising activities b. Participating in district functions and seminars c. Endorsing or nominate a candidate for district, multiple district and international office d. Submitting the Monthly Membership Report e. Sponsoring new clubs, including Leo and Lioness clubs
Each month the association notifies all district governors of the clubs in the district in suspension, released from suspension or canceled. The district governor and other district officers can avoid unnecessary charter cancellations by assisting suspended clubs either to pay the outstanding balance or negotiating a payment plan with the Finance Division at International Headquarters.

ORGANIZATION OF INTERNATIONAL HEADQUARTERS International Headquarters is accessible to all clubs. The staff at headquarters is ready to assist Lions with their quest for information, supplies or answers to their questions. Clubs can visit the Lions Clubs International Web site, www.lionsclubs.org. The Web site is an essential tool for club and district officers. There are hundreds of pages of information on the site, organized in an easy-to-follow format. New items are added monthly, and innovations are continually pursued. Dues Payable to International: Each Club is required to pay to the Lions International: $39.00 (Equivalent to $0.75/member/week, billed Semi-Annually) Here is the breakdown of the 2011/2012 Lions International Expenditure: 1. The Lions Magazine 12.18 % = $4.75 2. International Convention Fund 1.28 % = $0.50 3. District Governors & DGE’s 22.62 % = $8.82 4. Liability Insurance 10.31 % = $4.02 5. Special Club Programs 18.97 % = $7.40 Membership, Extension, Leadership, Club Member Awards, Activities & Publicity 6. General Operations 34.64 % = $13.51
