The Strategic Highway Research Program was originally proposed in TRB Special Report 202, "America's Highways:Accelerating the Search for Innovation," published in June 1984. The report contained the findings of the StrategicTransportation Research Study sponsored by the Federal Highway Administration and conducted by the TransportationResearch Board. It documented the need for a concerted research effort to produce. major innovations for increasing theproductivity and safety of the nation's highway system, and it recommended a $150 million, five-year program of researchfocused on six high-priority areas where the nation spends most of the $50 billion used for roads each year.

Both the American Association of State Highway and Transportation Officials and the Federal Highway Administrationenthusiastically accepted the recommendations and initiated steps to have 0.25 percent of federal-aid highway fundsearmarked for support of the program in fiscal years 1987 through 1991. Over a period of about 12 months starting inMarch 1985, a major effort, directed by the SHRP Task Force, has been focused on the development of detailed plans forthe research program. This report documents the results of that effort.

The Report represents an important milepost on the path of progress for the Strategic Highway Research Program.Seven contract agencies, each supported by an advisory committee of representatives from the highway community, haveworked intensively for almost one year to develop well-defined plans for the performance of research in the six technicalareas that constitute the Strategic Highway Research Program. This document represents a compilation of the reportsprepared by the seven contract agencies and constitutes in total a workplan for carryinG out a program that will providethe greatest surge in highway research that this nation has ever witnessed.

There is great intrinsic value in the program. It responds to some long-neglected needs for improvements in basictechnologies and materials serving our national street and highway system. It is a new, additional, supplemental programnot intended to supplant any ongoing research activities under state highway agencies, the Federal Highway Administration,the American Association of State Highway and Transportation Officials, the Transportation Research Board, the NationalScience Foundation, or elsewhere. As a new program, with an accelerated, highly focused, results-oriented thrust, it candemonstrate the payoffs from research and serve as an example to encourage other new research investments.

The planning process for the Strategic Highway Research Program will not end with this final report. The report providesa clear definition of the goals and objectives of the program and a sound plan on which to begin the research effort.However, technical, environmental, economic, social and political changes will continue to affect the plan, and it must bereassessed and reevaluated throughout the program. The early results of parts of the research will influence the later stagesof the plan. To be successful, the management of the Strategic Highway Research Program must be a dynamic process,with a clear and steady vision of the program goals but an open, responsive approach to finding a path to those goals.

This research plan was developed under National Cooperative Highway Research Program contracts for the overviewstudy and for five of the technical areas and under a Federal Highway Administration contract for the sixth technical area,Long-Term Pavement Performance, all working in close cooperation with the office of the Strategic Highway ResearchProgram, established by the American Association of State Highway and Transportation Officials.
