INTRODUCTION

The policy of transparency of the Russian economy stimulates close technological cooperation between

the Russian fuel and energy industry and the domestic and International companies based on the

principles of competition and best solutions.

Amid economic and technological sanctions imposed on Russia, logistical safety becomes a key issue for

Russian oil and gas companies, that is, unimpeded access to the technologies, products and services

required for the flawless functioning of all business processes. Unimpeded access means access to the

products manufactured in the Russian Federation.

Logistical safety for oil companies creates a window of opportunities, that is, two new incentives for

suppliers. The first incentive is for the Russian industry to ensure the supply of new competitive

domestic articles for the fuel and energy sector. The second incentive is for International companies to

considerably localize their operations and R&D activities inside Russia acting either independently, or in

cooperation with Russian industrial or R&D partners.

Gazprom Neft PJSC is at the forefront of supporting the development and application of high-tech

products by Russian industry, as well as supporting full-scale localization of International industry

leaders in Russia.

To ensure early access of high-tech products produced in Russia into Gazprom Neft PJSC logistical

system, Technological Partnerships and Import Substitution Department was organized as part of

Purchasing and Capital Construction Directorate. The Department supports International companies in

localizing their operations in Russia, and it supports Russian companies in their development of new

items for the fuel and energy sector.

This document provides the areas in which the Technological Partnerships and Import Substitution

Department is ready for close cooperation with vendors.
