1. BASIC TERMS

Prohibited items – items which are prohibited by state agencies, organizers of competitions, or

venue owners (renters) to bring into Olympic venues in order to guarantee security, public order,

convenience of spectators and commitments of the Organizing Committee to third parties.

Mag and Bag – screening of persons (in exceptional cases – discreet search), vehicles and personal

belongings performed by policemen using security equipment; performed at pedestrian and vehicle

search areas (PSA and VSA) to detect prohibited items.

Accommodation facilities – places of accommodation of representatives of the client groups

«Olympic/Paralympic Family», «Press» and «Broadcasting Companies»; all Olympic and

Paralympic villages and hotels inside secure perimeter.

Television equipment – equipment intended for professional audio and video recording and

information reproduction, processing, and subsequent broadcast and transmission (including video

cameras, accessories for professional video cameras (lenses, tripods, cases, stands, batteries,

rechargers, etc.), monitors, terminal equipment (control panels, converters, switchboards, EVS and

HD terminals, servers, recorders, mobile recording devices, etc.), audio equipment (microphones,

transmitters, amplifiers, speakers, headsets, communications panels, audio receivers, etc.), lighting

fixtures for television and radio broadcasting, and lashing straps).

Photographic equipment – equipment intended for professional photography, including cameras,

removable lenses, and other non-lighting devices.

2. GENERAL PROVISIONS

This document describes the list of items which are prohibited to bring into Olympic venues (with

exceptions) and applies to all categories of people participating in events.

Employees of the «Sochi 2014» Organizing Committee, volunteers and temporary staff must inform

venue command center if obtain any information about prohibited items at the Venues. All actions to

confiscate such items are performed by law enforcement.

All Games staff should help to detect and prevent bringing/using prohibited items and should report

any incidents to law enforcement officers.

Detection of prohibited items is accomplished at PSAa and VSAs during search and screening.

Individuals who have prohibited items in their possession without the right to use them are not

allowed into the venue. In the event that a person refuses to place an item into the bin or in some

other way to relinquish the item, that individual is refused access into the venue, regardless whether

he has a ticket or accreditation or not.

In the event that the individual agrees to place the prohibited item into the bin, or in some other way

to relinquish the item, if there is no violation of applicable law of Russian federation, access to the

venue is allowed to that individual.

Seized items are placed in specialized bins and are not subject to return.

If an item is not listed as prohibited, but its size does not allow it to be screened at the pedestrian

screening area (PSA), access with such an item through PSA is not allowed.

3. PROCEDURE FOR ACCESS WITH ITEMS, MATERIALS, AND SUBSTANCES

WHICH ARE EXCEPTIONS TO THE LIST OF PROHIBITED ITEMS

For various reasons, it is sometimes necessary during the Games to allow bringing of certain

categories of items, materials or substances which fall under the category of prohobited. Such items,

substances, and materials are necessary for:

–repairs of equipment (including sports equipment), buildings, and installations;

– servicing and client maintenance of a venue, operational support of a venue;

– ensuring participation of athletes in competition;

– ensuring convenience of the Games guests – if such service cannot be rendered inside the

security perimeter.

Such items are specified in the column titled «Exceptions» in this document. Bringing of such items,

substances, or materials to Olympic venues is accomplished according to the procedure described for

each category of items.

If there arises an extraordinary need to bring prohibited items, substances, or materials into the

security zone outside of established procedures and exceptions, an employee of the Organizing

Committee or representative of a client group at the venue should submit an appropriate application

to the Venue Security Coordinator (a security coordinator of the Organizing Committee) to arrange

screening of such property. The Application Form can be found in Addendum 1 to this document.1.

The procedure for labeling radio electronic means utilized in areas where the Olympic and Paralympic Games are conducted is determined by the Ministry of Communications and Mass Media of the Russian Federation with the approval of the ANO "Organizing Committee "Sochi 2014"(in compliance with the Decree of the Russian Federation Government of 02.06.2012 № 95 "On Specifics for Regulating the Use of the Radio Frequency Spectrum on the territory of the Krasnodar Region during organization and staging of the XXII Olympic Winter Games and the XI Paralympic Winter Games 2014 in Sochi"). Labeling equipment is performed in specially equipped areas for checking radio frequency registration, testing, and labeling radio stations located outside the security perimeter. 16

A final version of the document will be prepared and approved by the Ministry of Communications and Mass Media of the Russian Federation and will be attached an official addendum to this List. 17

Flags should be brought in folded up. When necessary, an employee performing screening has the right to ask a visitor to unfold a flag so that it can be inspected. 18
