PMS 505:
Fleet Introduction and Sustainment
• Provides a single point of entry for the Fleet, Type Commander (TYCOM), and the Maintenance and Sustainment communities
• PMS 505 integrates ship and mission package fleet introduction, logistics, training, and maintenance strategies to deliver and sustain LCS combat capability for the Fleet
• PMS 505 provides:
- Technical oversight, management, and direct Fleet support for the LCS Class and its systems;
- Intermediate maintenance and depot level support of mission package systems and components, as well as the Command and Control Software; and
- Crew training until the Navy training pipeline is established.

Technical & Cost Proposal
• Technical Proposal will be evaluated to determine Technical Capability
and Management Approach as it pertains to the requirements of the
Statement of Work.
- The Navy is assessing how we will evaluate a transition plan.
• Cost Proposal will be evaluated to determine Cost Realism in
accordance with FAR 15.404-1(d) to derive a total projected cost to the
Government.
- While cost is the least important factor, it is still an important consideration.
- Failure to provide the required cost information may render the proposal
non-responsive.

Proposal Quality
• Proposals should be organized in accordance with solicitation
requirements.
• Technical Proposal should stand on its own merits.
- Do not assume evaluation team possesses any pre-existing knowledge about
your company or its unique business practices.
• Cost Proposal should be free of mathematical and formula errors.
- To the greatest extent possible, do not include hard entered data with no
traceability to formulas.
• Ensure consistency between the Cost and Technical proposals.
- Cost proposal needs to represent the technical solution provided in the
Offeror’s Technical proposal.
- Inconsistency between the Cost and Technical Volumes will result in an
adjustment to the Offeror’s proposed cost.
