Late Entries will be accepted on ShoWorks between Wednesday, Sept. 1 and Friday, September 3. A Late Fee is required for each exhibitor registering late. Note that the set fee is for the exhibitor and remains the same regardless of the number of entries by the exhibitor. Choose the appropriate Late Fee in the Other Fees section of ShoWorks - $25.00 for each Exhibitor; $10.00 for Exhibitors entering rabbits ONLY.

Entry Procedures

Registration: All entries should be submitted online through ShoWorks and will NOT be accepted by mail or e-mail. A link to the entry portal is available on the ETSF website beginning July 12. Entry must be made online by the deadline or Late Fees will be assessed and the exhibitor will not be registered. A copy of the statement should be retained, Junior Show entries need to send a copy of the Online Entry Receipt with any required documentation (Participation Forms) to the East Texas State Fair.

Agriculture Teachers and County Agents may print individual forms available online for their students to gather the information for the group entry. However, these forms should NOT be mailed to the Fair Office.

Participation forms for FFA and 4-H members are required and should be mailed to the Fair Office. Exhibitors will not be allowed to participate unless these are received.

Payments: Payments should be made online through ShoWorks using one of the options available. Entries should be made by the on-time deadline to prevent addition of Late Fees. Entries will not be processed without payment of all fees. All entries made after the On-Time deadline must include a Late Fee at checkout on ShoWorks.

The exception is payment by clubs (FFA and 4-H) which may be made by check and mailed to the ETSF Office. Checks mailed from Clubs must be postmarked no later than September 10. A copy of the On-line Entry Receipt should be included with the check.

2021 East Texas State Fair Livestock Show General Rules

One of the fundamental objectives of the East Texas State Fair is to encourage the breeding of improved livestock. When an animal is judged, consideration is given to the symmetry, size, quality, form, evidence of constitution, vigor, productivity, and general breeding characteristics.

Application of Rules

The General Rules and Regulations apply to every breed show in the East Texas State Fair Livestock Show. Additional rules, specific to the Junior Show, Open Show, and their respective breed shows will be included in the information for those shows. The exhibitor is responsible for reading, knowing and following all of the rules, both general and specific, which apply to the show entered.

Grounds and Facilities

Liability Statement All exhibitors will be under the direction and control of the East Texas State Fair management, but the East Texas State Fair will in no case be responsible for any loss, injury, or damage done to, occasioned by, or arising from any animal or article exhibited. The Exhibitor, fitter, and/or owner shall indemnify and hold harmless the East Texas State Fair against all legal or other proceedings in regard thereto, as well as damage or injury to any other person or property, caused by the exhibitor or exhibitor’s animals, or arising in any way or connected with the exhibition of the animals. The exhibitor accepts full and complete responsibility for actions of his or her animals and property, and releases and holds harmless said sponsors from all legal liability, both personal and property including injury and/or death or any other damage whatsoever. Schedule and Rules Please review the schedule and rules for each show listed. It is important to remember that move-in and move-out times for shows will be strictly enforced. Pens and stalls will not be available to exhibitors until their posted times and exhibitors are expected to remove their animals from the grounds at the posted times for each department and breed as well. Please remember that we have more shows/breeds moving into your stalls when you move-out and pens/stalls have to be cleaned for the next shows to move-in. Animals cannot stay on the grounds after their posted release time. If you have animals that are released, and other animals that are still showing, you will need to make arrangements with another breeder or facility to house the animals that have been released. Any exception to this must be granted in writing by a Show official. Feed and Bedding Exhibitors will be required to furnish their own feed and bedding, which will be stored without causing obstruction of aisles, and is subject to relocation at the discretion of Livestock Show Staff. Shavings may be purchased on the grounds or brought with the exhibitor to the show. Electric Fans Electrical facilities will not permit use of fans driven by motors larger than ½ horsepower. Freestanding Fans are not allowed outside the feed aisle between the tie rails. Hanging fans can only be attached to the tie rails. Fans are not permitted in or near walking aisles. PORT-A-COOLS are not permitted.

Page 12: Livestock Show - cdn.saffire.com

12

Grooming Chutes Grooming Chutes will not be allowed on the grounds during Junior Heifer Show. Grooming Chutes will be allowed in the barns or exhibit tents during open shows in designated areas. Pets Pets & Service Animals: Pets are NOT permitted on the Fairgrounds. Service animals can accompany

people with disabilities in all areas of the Stock Show grounds where the public is normally allowed to go. A

person with a service animal may be asked to remove the service animal from the premises if: 1) The dog is

out of control and the handler does not take effective action to control it; or 2) The dog is not housebroken.

Service animals are defined as dogs that are individually trained to do work or perform tasks for

people with disabilities. Examples of such work or tasks include guiding people who are blind, alerting

people who are deaf, pulling a wheelchair, alerting and protecting a person who is having a seizure,

reminding a person with mental illness to take prescribed medications, calming a person with Post

Traumatic Stress Disorder (PTSD) during an anxiety attack, or performing other duties. Service animals are

working animals, not pets. The work or task a dog has been trained to provide must be directly related to

the person’s disability. Dogs whose sole function is to provide comfort or emotional support do not qualify

as service animals under the ADA.

Displays and Identification Each exhibitor is requested to furnish his/her own signs or banners for use in the barns. These should be in good condition.

Exhibitors may display prize ribbons and banners won at the Fair and may display those won at other Fairs subject to the approval of Fair Management. The exhibitor should check with the Show Superintendent or the Livestock Office regarding display questions. Exhibitors are prohibited from using paint, tape, adhesives or any other materials that deface tie-walls or any property on the fairgrounds. Also, Exhibitors may not remove or re-arrange any stalls or portable panels without consent of the Fair Management. Exhibitors violating this policy will be invoiced for all cost associated with repairs and will be subject to disqualification from this show.

Area Privileges No person other than the one holding the animal being exhibited will be allowed in the show ring during the time of the judging except the Breed Superintendent, Judge, Official Reporters, and Breed Representatives. This rule will be rigidly enforced.

Selling Privileges No organization, association or individual may sell any item or service of any value on the grounds or inside any barn or building without first securing a Selling Privilege from the East Texas State Fair Management.

Exhibitor Code of Conduct Any false representations, interference or improper conduct on the part of any Exhibitor will be dealt with by the East Texas State Fair Management, according to the equities of the case. The East Texas State Fair is a family friendly event. As such, an individual’s conduct as an exhibitor or patron should be exemplary, and violators are subject to disqualification or removal from Show grounds. Violations include, but are not limited to:

Disruptive or improper conduct

Page 13: Livestock Show - cdn.saffire.com

13

Public display of profanity of any sort

Violence of any sort

Providing alcohol to underage persons or providing a space for the consumption of alcohol by underage

persons.

Possession, use, or distribution of alcohol by underage persons

Possession of an open alcohol container in a public area regardless of the individual’s age

Excessive consumption of alcohol

Damages All exhibits will be under the control and direction of the Breed Superintendents, but the Fair Management will, in no case, be responsible for any loss, injury, or damage, done or occasioned by or arising from an animal exhibited by him/her and shall indemnify the fair Management against legal or other proceeding in regard thereto. Entering the Grounds All livestock must enter the Fairgrounds from the West Houston Street Gate on the Southeast side of the Fairgrounds, where health papers, if required, must be presented to gain admittance to the grounds. Once on the fairgrounds, enter the cattle barn area from the front driveway and follow the drive around the cattle barns to the rear of the barns. While waiting in line, please do not leave your vehicle unattended. Be considerate of the traffic flow in parking your vehicle while waiting or unloading. They are to be unloaded in the fenced area beside and behind the barns. When you reach the designated unloading area, unload your livestock and tack, and remove your vehicle as soon as possible by exiting through the South Back Gate. At this point a Security Officer will give you directions to the trailer parking lot. Trailers MUST go to the designated lot and may not remain on site or on public streets. Early Releases Any open show exhibitor wishing to be released early to go to another Fair or Livestock Show must make request to the East Texas State Fair and provide proof of entry to that show when making entry to the East Texas State Fair Livestock Show. Cancellation of Shows The Management of the East Texas State Fair reserves the right to cancel any livestock show if an inadequate number of entries are apparent after the official registration deadline. The East Texas State Fair requires 10 head to show per breed to merit a breed show. Any breed show falling under the required 10 head will be placed on probation for one year.

Nurse Cows “Nurse Cows” will not be allowed on the Fairgrounds for the purpose of an entered animal to nurse during the entered animal(s) stay on the Fairgrounds. A “nurse Cow” is defined by the East Texas State Fair as a lactating cow that is not entered into a breed show. This does not apply to cows with calf at side. Restraint/Unruly Animals The East Texas State Fair Management and/or General Superintendents may remove or have removed any unruly animal from the Fairgrounds. All animals must be docile enough to be handled by one attendant on foot during the unloading and loading process; in the show ring while being shown or at any other time while in competition or on exhibition on the East Texas State Fairgrounds.

Sick Animals Animals will be inspected for apparent disease. In case of sickness of any animal, the animal shall be removed when ordered by the Breed Superintendent to a separate enclosure, where the exhibitor may either direct treatment of the animal himself or employ the Fair Veterinarian, to whom payment for services and other expenses incurred will be made. The right is reserved by the Breed Superintendent to order the animal be removed from the grounds when this rule applies. To remove a sick animal, a written release will be required, signed by the East Texas Fair Veterinarian or Director of Livestock. Exhibition Livestock Anyone desiring to exhibit livestock not entered in official livestock shows must request and receive permission from the Fair Management. In no case will space be allowed for exhibition livestock until after the official entry deadline, unless special invitation has been extended, and then only if space is available. Exhibition livestock must meet all livestock health requirements that are set by the Texas Animal Health Commission. The fee for all exhibit livestock accepted and stalled in the livestock complex will be $50.00 per head. Owners of exhibition livestock should contact the Fair prior to the Fair to determine when livestock may begin arriving. Only exhibition livestock from breeds for which there is no breed show scheduled at the Fair will be accepted as Exhibition animals except in the following circumstance. A regular exhibitor with cattle entered in competition in one of the breed shows may exhibit animals with his/her regular show animals in the barns, with special permission from East Texas State Fair Management.

Judging Rules

Judges Judges must not award a prize to an unworthy exhibit. It is the intention of the East Texas State Fair Management that no premium or distinction of any kind shall be given any article or animal that does not deserve an award. Judges shall report to the Superintendent any Exhibitor, who, in any way, whether in person or by agents, or employees, interferes with them during adjudication or shows any disrespect to them. In such instances, a proper apology from such Exhibitor shall be demanded, or he/she may be excluded from participation in the remainder of shows. Fair Management may withhold from the exhibitor any premiums due.

The decision of the judges shall be final in all cases, except where mistakes, fraud, misrepresentation or collusion not discovered at the time of the award is proven. In such cases, the Superintendent or referee he/she may appoint, may make decisions, or, on his/her approval. The case may be appealed to the Executive Committee, from whose decision there can be no appeal. The Fair Management reserves the right to withhold premiums in every case in which it shall appear to the Executive Committee that regulations have not been complied with, or that fraud or deception has been practiced or attempted. It is the intention that all livestock shall be shown in a good workable condition. Protest All protests must be in writing and accompanied by a deposit of $50.00, which will be forfeited if protest is not sustained. Such protest must state plainly the cause of complaint or appeal, and must be delivered to the Superintendent immediately after the occasion resulting in the protest. Any protest of eligibility regarding age of an animal must be filed with the Superintendent prior to noon of the last day before judging. Interpretations The Fair reserves, to the Executive Committee, the final and absolute right to interpret these rules and regulations and arbitrarily settle and determine all matters, questions or differences in regard thereto, or otherwise arising out of , or connected with or incident to the Fair. The East Texas State Fair Management reserves the right to amend or add to these rules, as the Executive Committee in its judgment may determine.

Sifting Sifting procedures are in place for the purpose of excluding any animals which do not meet the minimum set of standards of the East Texas State Fair. Although Certificates of Veterinary Inspection are not required for breeding rabbits, steers, market swine, goats, and lambs, Junior Show Superintendents will be sifting for animals which exhibit symptoms suggestive of either possible communicable diseases or conditions which substantially compromise an animal’s show-worthiness, even if not potentially communicable to other animals or humans. If, in the sole discretion of the Superintendent, an animal is disqualified from showing or directed to be removed from the fairgrounds, the decision of the Superintendent will be regarded as final, and in cases requiring animals to be removed, the animal must be removed immediately.

An exhibitor and/or parent may request a consultation with a licensed veterinarian in the event of a dispute; however, cost for the consultation is the responsibility of the exhibitor and/or parent, whether the veterinarian is on call for the East Texas State Fair or is independently chosen by the exhibitor and/or parent. If the decision of the Superintendent is overruled by the veterinarian, a written statement is required from the veterinarian following the examination as to the fitness of the animal in question.

Exhibitor Conduct It will be the responsibility of the Agricultural Science Teachers, County Extension Agents, and Adult Supervisors to see that no improper conduct or horseplay occurs in the show barns. Violation of this rule can mean forfeiture of premium money.

Agricultural Science Teachers, County Extension Agents, and Adult Supervisors will be responsible for junior exhibitors under their supervision in maintaining their exhibit areas in a presentable condition at all times. Any individual or group which fails to meet sanitary requirements in maintaining their exhibits may forfeit all prize money. Keeping their animals and areas in top condition at all times is an important educational aspect of the show for the exhibitors, and is impressive to the thousands of spectators who visit the fair.

Unethically Fitted Livestock: The showing of unethically fitted livestock, the showing of livestock of any

ineligible age for exhibition in the class entered, or the misrepresentation of breeding or milking status is

prohibited. Unethical fitting will be deemed to consist of changing the normal conformation of any part of

the animal’s body or using drugs, including over the counter and/or extra-label, or mechanical devices to

alter the physical makeup and/or performance of the animal. The East Texas State Fair Livestock Show

maintains a ZERO TOLERANCE POLICY for unethically fitted livestock. This includes but is not

limited to the following:

a. PUMPING WILL NOT BE TOLERATED!

Page 18: Livestock Show - cdn.saffire.com

18

b. Animals that are in milk due to unnaturally induced lactation.

c. Balancing the udder by any means other than leaving naturally produced milk in any or all quarters.

d. Treating or massaging any part of the animal’s body, internally or externally, with an irritant,

counterirritant, or other substance to temporarily improve conformation.

e. Minimizing the effects of cramping by feeding or injecting drugs and depressants or applying packs or

using any artificial contrivance or therapeutic treatment except normal exercise.

f. Blocking the nerves to prevent limping or switching of the tail.

g. Striking the animal to cause swelling in a depressed area.

h. Surgery or other practices performed to chance the natural contour or appearance of the animal’s body,

hide, hair or feet (this is to include any materials added to the feet of an animal) except the removal of warts

or horns and the permitted clipping and dressing of hair and trimming hooves.

i. Insertion of foreign material under the skin.

j. Changing the color of hair at any point, spot or area on the animal’s body. Any grooming material that

allows color to come off from any animal will not be allowed at the show.

k. The act of artificially filling animals internally, which would include stomach pumping, drench

tubes or any other method per os (by esophagus).

l. The use of alcoholic or carbonated beverages in the feed or administered as a drench.

m. The use of diuretics.

n. Administration of a drug internally or externally. Animals under the care of a licensed veterinarian and/or

taking any type of medication are ineligible.

Those found violating this rule will forfeit all awards and premiums. Violators and their participating 4-H or FFA Chapter may be banned from participating in the East Texas State Fair for a minimum of 3 years in any division.

Stalling Stall Space will be assigned by Show Officials as entries are received. UPON ARRIVAL, THE EXHIBITOR

MUST WAIT TO RECEIVE STALL ASSIGNMENT BEFORE PLACING ANIMALS.

Lamb and Goat Exhibitors must provide their own grooming tables. A specific area for grooming tables will be provided. Refer to the rules for the specific species. Tie-outs are available on a first come, first served basis and may not be reserved. Tie-outs CAN NOT be marked until early arrival on Wednesday. Official Show Classes:

Special Rules The ABBA requires that everyone who exhibits cattle in an ABBA Show must be a member in good standing as either a Junior, Active or Show Member. Please review the ABBA Constitution and Rules to familiarize yourself with the membership levels along with their requirements.

1. Animals must be registered in the American Brahman Breeders Association to be eligible to compete in association sponsored shows. The registration certificate for each entry must be available for presentation to the superintendent or manager of the show at the time entries are verified prior to judging.

2. The registration number and animal identification number (number branded on animal) of (1) each animal must be entered in an individual class, (2) the sire of each Get-of -Sire entry and (3) the dam of each produce-of-dam entry must be listed on the entry card of each animal entered.

3. Entries that have not complied with rules one (1) and two (2) will not be eligible to show, receive premium monies, or earn points in the association’s Register of Renown.

4. Animals to be eligible to be shown in group classes must be entered and shown in individual classes.

5. Entries will be listed numerically according to age (oldest first) in catalogs and judging schedules. Include animal identification number (number brand) as a part of identification. When entering the arena for judging, the handlers will line cattle up numerically in the same order.

6. Judges will be allowed to comment on placings in selected classes when conditions permit.

7. Each animal will be presented in the show ring in its natural conformation and structure without alteration or modification. Alteration or modification shall be defined to include any surgical or circulatory constriction including banding or other appearance change, save only branding, tattooing, foot trimming or dehorning. Injections of foreign substances internally for cosmetic purposes, steroids, growth hormones or stimulants shall be prohibited. If to the satisfaction of the ABBA staff, officers, executive committee or board of directors an animal has had its natural conformation or structure altered or been administered steroids, growth hormones or stimulants; then the said animal shall be ruled ineligible to compete until such time the Show Committee and owner/owners have reviewed the case. Any violators, both owner & fitter will be in-eligible to exhibit cattle at ABBA Approved Shows for 5 years.

8. If any exhibitor/owner/showman interferes in any way with the judge or shows disrespect to him, or to the show in the ring, the exhibitor/owner/showman may be dismissed by the judge or show management from the ring. The management may withhold from each exhibitor/owner/showman any premium monies that may have been awarded or take other steps deemed desirable.

37

9. In cases where families, companies, corporations, etc., are operated as a unit under the same management but have cattle also registered in the name of individual partners, said cattle, even though bearing a different ownership brand, are eligible to be shown in competition under the firm name provided they have not been and will not be shown in the name of the individuals.

10. For females being shown in the three oldest classes (females calved Sept. 1, 2016 - Aug. 31, 2017 for Fall Shows; females calved Jan. 1, - Dec. 31, 2016 for Spring Shows), exhibitor must have a certificate of pregnancy no older than 30 days issued by a licensed veterinarian or certified technician to be presented to show officials at time of check-in or registration paper check. The show reserves the right to perform pregnancy determination by palpation for females in the above classes at any given ABBA approved show if an official protest has been filed. Females exhibited in the last class MUST have her nursing natural calf at side. The only exemption from this rule will be cows that have already weaned a calf and a registration certificate of the calf MUST be presented to the judge. The pregnancy certificate will be checked at the ABBA National, International & any other participating show.

11. *All bulls will be shown with a nose ring or nose restraint with lead attached.* For bulls being shown in the oldest class the exhibitor must have a seasonal fertility certificate issued by a licensed veterinarian or certified technician stating the bull can settle cows. This certificate must be available for inspection by the judge on request. The seasonal fertility certificate will be checked at the ABBA National, International & any other participating show.

12. This deals with the produce of dam classes and the get-of-sire class. All group classes must be held by a handler in the show arena to be placed. At the International, National and any other participating show, the Original Registration Certificate of Original Copy (Blue with COPY across it) of each animal entering the ring for the group classes must be presented to the Show Official for parent verification. In an attempt to accommodate the exhibitors, the registration certificates of animals being exhibited in the group classes will be checked in advance at a specified time. Two animals for Natural Produce, four head for Embryo Produce and six head for the Get of Sire classes can be checked allowing the exhibitor to make the final selections prior to the show. If an exhibitor does not want to check papers early they would then have to bring papers on each animal that will enter the ring, at class check-in.
