Foreword

Overfourmillionpeopleworkintheready-madegarmentindustryinBangladesh.Thesectorisnowthesecond-largest in theworldandaccounts formore than85percentof thecountry’sannualexports. Ifwell-managed, with decent working conditions, this could be a key driver of socio-economicdevelopment and push the country towards middle-income status, lifting the global economy in theprocess.

Yet toooften,workersdonotshare in thebenefitsofeconomicgrowth,and theirwagesandworkingconditionsputthematphysicalriskandmiretheminaviciouscycleofpoverty.ThisreportestimatesalivingwageinDhakaandsurroundingsatellitecities.Livingwageentailsthatworkersandtheirfamiliesshouldmakeenoughmoney–byworkinganormalworkweek–toprovideforadecentbasiclifestyle.Thelivingwageestimatesinthisreportshouldcontributetoalong-termprocessofhelpingBangladeshiworkers,acrossallsectors,escapethecycleofpoverty.

The idea of a living wage is enshrined in the Universal Declaration of Human Rights and otherinternational human rights instruments. It has always been a fundamental element in SocialAccountability International’s SA8000® Standard for decent work. Increasingly, it is highlighted in thepublicandcorporatepolicyarenaandglobaladvocacy campaigns. Fewcouldarguewith the idea thatworkersshouldbefreefromexploitationandbeabletoprovidedecentfood,housingandotherbasicsfor themselvesand their families.Manysee thisascriticalnot just forworkersbutalso forbusinessesandsocietiestothrive.Yet,inreality,theactualpaymentoflivingwageshasbeenpoliticallyfraughtandpractically challenging. The payment of living wage has long been complicated by macro andmicroeconomicfactorsandbytheintersectionofgovernmentandbusinessresponsibilities.Oneofthecomplications in livingwagedebateshasbeenthelackofauniversallyacceptedcalculationmethodology.Inordertoaddressthis,SAIhaspartneredwithsixotherorganizationstoformtheGlobalLivingWageCoalition.TheCoalitionendorsesacommondefinitionofthelivingwageandalivingwagebenchmarkcalculationmethodologydevelopedbyMarthaandRichardAnker,aformerWHOstatisticianand an ILO economist. The Anker Methodology produces reliable living wage estimates for specificlocations,suchastheoneinthisreport.

SAI and the Coalition view the living wage definition and benchmarks as first steps of a long-termprocess.Werecognizethatawiderangeofstrategiesarenecessarytoworktowardsthelongtermgoalofimprovingwages,withsupportfromgovernments,unionsandworkerrepresentatives,brands,buyers,retailersandotherstakeholders.Theselivingwagebenchmarksdonotsupplantcollectivebargainingandnegotiationprocesses,butserveasatransparent,replicabletooltosupportsocialdialogue.

Our hope is that these benchmarksmove everyone past previous roadblocks and accelerate progresstowardspractical implementationof livingwages. Yes, paymentof livingwage is challenging.But let’smovepast thepointsthatwecanagreeon.Weagreethat livingwage isaworthwhilegoal.Weagreewiththeimportanceofhavingobjectivedataonactualcostsofadecentstandardof livinginaspecificarea.Weacknowledgethatitmaynotalwaysbepossibletopayalivingwageovernight,butthatwecanandmusttakeprogressivesteps.

This is why SAI, as a member of the Global LivingWage Coalition, requires the highest of quality incarryingforwardtheAnkerMethodologyforlivingwageestimates,andwaspleasedtosupporttheworkoftheAnkersandtheresearchteamattheCentreforOperationsResearchandTraininginproducingthis

Introduction

1.BACKGROUNDThisreportestimateslivingwagesforareasofDhakawithlargeconcentrationsofgarmentfactories.Twoliving wages are estimated – one for satellite cities and districts of Dhaka (that have several millionpersons) locatedontheoutskirtsofDhakacity.TheseareasarearoundoneandahalftotwoandhalfhourdrivefromthecenterofDhaka.This includesfour locationswith largeconcentrationsofgarmentfactories where we collected information on food prices and housing costs (namely Ghazipur andAshuliyainGhazipurSadar,andtwolocationsinNarayanganjSadar).Wealsoestimatedaseparatelivingwage for Dhaka city where many garment factories are located (Mirpur ward). The reason why weestimatedseparatelivingwagesforDhakaCityanditssurroundingsatellitecitiesanddistrictsisbecauselivingcostsaredifferentinthesetwoareasandpoorpublictransportmakesitverydifficultforworkerstocommutetoworkbypublictransportaslocaltransportiscostly,unreliable,andunsafeespeciallyforwomenworkers.Figure1indicatesthedistributionofgarmentfactoriesinBangladeshbylocation.Noticethatthebiggestconcentrationsofgarment factoriesare inGhazipurSadar (that includesAshuliya),NarayanganjSadar,Dhaka,andChittagong.Thisreport,thus,coversmostgarmentproductioninBangladeshandalmostallgarmentproductionintheDhakaarea.

ThestudyusesanewmethodologydevelopedbyAnkerandAnker(2016)thatbuildsand improvesontheir earlier work on living wages published by ILO (see Anker, 2006a, 2006b, 2011). GoodWeaveInternational,RainforestAlliance(RA),SocialAccountabilityInternational(SAI),SustainableAgriculture Network (SAN), and UTZ, in partnership with the ISEAL Alliance and Richard Anker andMarthaAnker,withthesharedmissiontoseecontinuousimprovementsinworkers'wages,inthefarms,factories and supply chains participating in their respective certification systems and beyond, and thelongtermgoal forworkerstobepaida livingwage.Each livingwagebenchmarkcommissionedbytheCoalition ismade public to further this aim and to increase the opportunity for collaboration towardpaymentofa livingWage.Nineteenadditional livingwagestudies in11othercountriesarenowunderwayfortheGLWCusingtheAnkermethodology.Thisreportwasmadepossiblebythegeneroussupportof theMinistryofForeignAffairsof theNetherlands,LIDLStiftung&Co.KG,DeutscheGesellschaft fürInternationaleZusammenarbeit(GIZ)GmbHandSocialAccountabilityInternational.

2.LIVINGWAGEESTIMATEOurestimateofalivingwagefortheDhaka,BangladeshareTk13,630($177)foritssatellitedistrictslikeNarayanganj,AshuliyaandGhazipurandTk16,460($214)forDhakaCity(Mirpur).1Theseestimatesaremore than twice minimum wages in the garment industry in Bangladesh. This large gap betweenminimum wages and our living wages is due to the low wages in the garment industry, especiallyexcludingovertime,as indicatedby the fact thatcurrentwagesexcludingovertimeare lower than theurbanpovertylinewageformanygarmentworkersandneartooronlyslightlyabovetheurbanpovertylinewageformanyothergarmentworkers.Thislargegapisnotduetoourlivingwagebeingtoohighoroverlygenerous.Our livingwageusesconservativeassumptionstoestimate livingcostsforabasicbutdecentlivingstandard.Forexample,ourlivingwageallowsforhousingwithonly30squaremetersforafamilyof4persons.

The remainderof this reportprovidesadetailedexplanationofhowour livingwageswereestimated.Attempthasbeenmadetokeepabalancebetweenscientificrigorandsimplificationoftheproceduresothat all readers and stakeholders canunderstand themethodology andhow the livingwagehasbeenestimated.

Thoughthe initial focusofourstudywasongarment factories inNarayanganjSadar, subsequentlywedecidedtoexpandthis study to includeothersatellitedistricts togetamorerobustandgeneralizableliving wage estimate for districts surrounding Dhaka. We also decided to include Dhaka city (Mirpurward) to learn ifa livingwage forDhakawasdifferent sincemanygarment factories remain inDhaka.Thesedecisionsturnedouttobegooddecisionsbecause itallowedustogeneralizeourresultsandtofeelconfidentwithonelivingwageforsatelliteareas(wherelivingcostsaresimilaracrossareas)andaseparatelivingwageforDhaka(wherelivingcostsarehigherthaninsatelliteareas).

2.1FieldworkanddatasourcesConsiderable effort was put into making our living wage estimates. This was done in light of theimportanceofthegarment industry inBangladeshandpossibleusesofthisreportbykeystakeholderslikeGovernmentofBangladesh,employers,buyers,brands, internationalcertifyingagencies,and laborunionstohelpimprovewagesoftheworkersandcreateapathwaytoincreasedwagessothatgarmentworkers could live decently. Using Anker methodology, all essential components of living wage werecalculated separately by collecting a variety of data using a mix of quantitative and qualitativeapproaches and triangulating all of this information to arrive at reasonable estimates. Information 1 Exchange rate of 77 taka to USD was used to convert taka to USD as found in March 2106 at the time of data collection for this study

collected included the following. (1) Visits to garment factories and discussions with managementincluding about 15 senior officials such as those in-charge of human resources and finance aswell aswalks around their floors to understand the stages of activities. (2) Meetings with senior universityresearchers actively involved in research on labor issues. (3) Discussion with a senior official of theBangladeshGarmentManufactureExportAssociation(BGMEA). (4) In-depth interviewswitharound35garmentworkersinNarayanganj,AshuliyaandGhazipurDistricts.Keyissuesindiscussionswithworkersrevolved around family size, house location, dietary patterns, and living expenses. (5) Visiting over 30homesofworkerstoobservetheirhousingandlivingconditionsincludingmeasuringroomsize,numberofpeoplelivingthere,latrine,kitchenfacilities,materialusedforconstructingthebuilding/structure,andconditionofthebuilding.(6)Exploringrentofalternativehousingthatcouldbeconsidereddecentwheregarment workers could live if they earned a living wage. (7)Meetings with real estate agents to getbetter understanding of the house rent market. (8) Survey of market places where the workerspurchased their food and other essentials to find local food prices.We collected food prices from 17differentlocalmarketsand50differentshops.InMirpurDhaka,wecollectedfoodpricesfrom6marketsand25shops,andfrom11marketsand25differentshopsinthesatellitedistricts.Togeneralizethesefindings food prices collected from Narayanganj, Ashuliya and Ghazipur were averaged to getrepresentative food prices for each food item to estimate a livingwage for the satellite districts. Thesameprocedurewasused to arrive at representative foodprices forDhaka (Mirpur). (9)AnextensivereviewofavailableliteratureandstatisticsrelatedtothegarmentindustryofBangladeshwasdoneandusedintheanalysisinthisreport.

3.CONTEXTItisimportantforreaderstounderstandthecontextofBangladeshandroleofthegarmentindustryinthesocialandeconomicdevelopmentofthecountrybeforegettingintothedetailsofestimatingalivingwageforareaswithmajorconcentrationsofgarmentfactories.Bangladeshistheeighthlargestcountryoftheworldbypopulationsize.AccordingtothelatestUnitedNationsestimates,itspopulationinMarch2016wasaround162million.PopulationdensityofBangladeshisoneofthehighest(1252perkm2) intheworld.

Bangladeshhasbeengrowingrapidly in recentyears.GrossDomesticProduct (GDP)percapita (takinginflationintoaccount)hasbeengrowingaround5%peryearformorethanadecade,andGDPpercapitain purchasing power doubled between 1997 and 2014 (World Bank World Development Indicators).Despite this, around half of the population in Bangladesh lives under the national poverty line.Bangladeshranks146thintheUNHumanDevelopmentIndex,and43%ofchildrenbelowage5inDhakaarestuntedaccordingtothe2011DHS.

3.1GarmentindustryandemploymentgrowthThe garment industry has contributed significantly to the economic development of Bangladesh.Employment andnumberof factories haveboth expanded rapidly inBangladeshduring the last threedecades.Therewere4,296garmentfactories in2014-15accordingtoBGMEAwitharoundfourmillionworkersemployed(Figure2).Garmentemploymenthasrisenfromonlyaround120,000workersin1983toaround1millionworkersin1993and4millionworkerspresently.

3.2Relocationofmanygarment factories fromDhaka city tonearby satellite citiesandareasoutsideDhakaDuring the 1980s, the garment industrywas locatedmainly in Dhaka City. However, for the past twodecades,many garment factories have shifted from Dhaka to nearby areas outside of Dhaka such asGhazipur,Ashuliya,andNarayanganj(seefigure1).NewgarmentfactorieshavebeenbuiltinthedistrictsaroundtheDhakabecauseoflowercostsandavailabilityofspace.Despitethesechanges,Dhakaremainsamajor centerof garmentproduction, andaround40percentof thegarment factories in thegreaterDhakaareaarestill inDhakacitywithMirpurward inDhakahavingamajorconcentrationofgarmentfactories,whichiswhywecollectedfoodpricesandhousingcostsinMirpurtorepresentlivingcostsforgarmentworkersinDhakaCity.

3.3RanaPlazadisasterandincreasedconcernforworkingconditionsandlivingconditionsofworkersWith the growing scarcity and increasing cost of land in Dhaka, garment factories have expandedverticallywith some factoriesnowhaving10 storiesbuilding. Sometimes this has compromised safetyrequirementsof thebuilding and theworkers. This has led tomany small and large accidents causingdeaths and injuries to garmentworkers. Themost serious accidentwas in April 2103when an eight-storiedbuildingRanaPlazacollapsedduetostructuralfailureandsheernegligenceofthefactoryownersinSavarUpazilaofDhaka.This turnedouttobethedeadliestgarment factoryaccident inhistorywith1,130 deaths and approximately 2,500 injured people (Figure 4). More than half of the victims werewomen. Investigation revealed that the upper four floors had been built without a permit and thebuilding was planned for shops and offices but not factories. Such regulatory violations are notuncommon and safety of workers is indeed an issue. After the Rana Plaza accident, the Bangladeshgovernmentandotherregulatorybodiesaremorevigilantandtryingtominimizeanysuchunfortunateaccidents inthefuture. Inaddition,minimumwageswere increasedsoonaftertheRanaPlazadisaster(seesection3.6below).

3.4ImportanceofgarmentemploymentforwomenThegrowthofthegarmentindustryhascreatedmajoremploymentopportunitiesforyoungwomen,themajorityofwhomaremigrantsfromnearbydistricts.Typically,ingarmentfactories,womencomprise80percent of the work force. Studies show that a majority of women workers in garment factories areunmarried (60percent)witharound80percentof garment factoryworkers in agegroup18-25years.Mostwomenworkershavenoformaltraining;theyoftenstartatthehelpergradeandlearnbydoingonthe jobbeforebeinggivenhigher responsibility inproduction.Participationof sucha largenumberofyoung women, mostly migrants from rural areas and smaller towns, living independently and oftensupporting family left behind has empowered them in many ways. As earlier studies indicate, thesefemale garment workers have more decision-making power than is typical in Bangladesh for youngwomen.Theydelaymarriage,savemoneyfortheirmarriage,andgetabetterspouse.Inmarriage,theyaremorelikelytoadoptasmallfamilysize(1-2children),practicecontraceptivemethodseffectively,andenjoybettergenderequitywithintheir family.Theseareall importantbroadersocialchangesthatareinfluencingtheBangladeshsocialenvironmentasawhole.

However,thereisgenderdiscriminationwithingarmentfactories,withwomenhavinglowergradesandthereforelowerpaythenmen.Forexample,Rahmanetal(2007)foundthatinthereadymadegarment industry,“monthlywageofa femaleworkerwas28.04percent less thanthatofamaleworkerwith identical characteristics” andMiller (2012) reports that operating knittingmachines,whichpaysrelativelyhighwageswas“analmostexclusivelymalepreserve…eventhoughtheeffortisprobablynodifferentthanthatexpendedbyafemalehandloomweaver.”

Theproportionofmeninfactoriesishigherwhenfactoriesshifttowardsmechanization.Withincreasingmechanization, demand for trained/ skilledworkers like technical skills, cutters, and embroideryworkincreases.Intheabsenceofanadequatenumberofsuchtrainedworkers.Thereisagoodjobmarketforthese typesof jobsandworkerscangetasmuchasTk16,000ormoreasmonthly salarycompared tountrained helpers who gets less than Tk7,000 per month. Recently, some garment training instituteshavecomeuptomeetthegrowingdemandforskilledworkers.Accordingtoakeyinformantandowneroftwogarmentfactoriestowhomwespoke,15-18private institutionsarenowworking inBangladesh

andtrainingyoungpeopleingarmentproductiontechniquesandskillsthatareindemand.However,thedemand of such trainedworkers is farmore than could bemet from this limited number of traininginstitutes.Itisimportanttokeeptrackoftheshiftinthegarmentindustrytomechanizationandhigherskilled andbetter-paid job requirements and guard against it changing the gender compositionof theworkforcesignificantlyandensuringthatyoungwomenalsoreceivetraining.

Youngwomenmigrantsinthegarmentindustryfacemanyproblemsasregardshousing,transportation,personal safetyand lowpay. Theyare forced to live close to theirworkplace in slum likehousingandcommute to the factory by walking because most garment factories are located in crowded marketplacesofdistrictandsubdistricttownswherepubictransportsystemisalmostnon–existent,expensiveand unsafe. This is also true for Dhaka and Chittagong as well as for the satellite cities and districtssurroundingDhaka.

3.5PoortransportationinandaroundDhakaandneedtoliveclosetotheworkplaceTransportation and commuting to work is a major problem for workers in Bangladesh. Cost oftransportation is very high relative to garment wages being a minimum Tk20 - Tk50 per day forcommuting depending on distance from home (implying Tk500 to Tk1,300 per month which is anenormous amount relative to theminimumwage and so explainswhyworkers share transportwhentheydonotwalktowork).Transport isalsounreliablewhichmakes itproblematictorelyontogettoworkontime.Therearealsopersonalsafetyproblems(especially forwomenworkers)withtheuseofautorickshaws.Furthermore,ifworkingineveningornightshift,safetyproblemsincreaseexponentiallyingoingaloneorinsharedtransportation.Discussionwithsomeoftheworkersaswellastworealagentsalsorevealedthatmanyhomeownersdonotwanttogivehome/roomtogarmentworkersastheyareyoung,oftenunmarriedgirlsandtheyfearsocialproblems.Thatleavesnooptiontomostworkersexceptto live in the vicinity of the factory whatever accommodations are available. Real estate investorsunderstandthesituationverywellandtheybuildpoorlyconstructedhousingwith10-12small(10feetby10feet,or10feetby12feet)roomsintworows,withsharedkitchen,bathroomsandlatrine.Manytimesthematerialusedaretinwithconcretefloor,thoughmorerecentlyslightlybetterbuildingswithsimilarutilitiesarealsobeingbuilt.Rentoftheseroomsareaffordableandattimestheworkersreducecost furtherby sharinga roomwithco-workers.This issue is furtherdiscussed in subsequent sections.The youngwomenmanage their safety problembymoving together in groups of 10-15workerswhoeitherliveatthesameplaceorinthesameneighborhood.

3.6LowminimumwageTheminimumwage for the garment industry is extremely lowandhasbeenextremely low for a longtime.Theminimumwageinthegarmentindustryvariesaccordingtogradesetbythegovernmentandsothesameineachfactory.AccordingtotheMinimumWageBoard,in2010minimumwagepermonthfor trainees was only Tk2,500. It was only Tk3,000 for grade 7 workers (Assistant Sewing MachineOperator, AssistantDryWashingMan, Line IronMan), only Tk3,553 for grade 6workers (Operator ofGeneral Sewing/Button Machine), and only Tk3,861 for grade 5 workers (Sewing Machine OperatorInspector,Cutter,Packer,LineLeader).Thesegradestakentogetherconstitutealmost80%ofthetotalofthegarmentworkforce.

After theRanaPlaza tragedy,Governmentquickly revised theminimumwageof theworkers in2013.Today theminimumwageof grades4 to7 variesbetweenTk5,300permonth (approximately$68) toTk6,420permonth (approximately$82,withanaveragearound$75). It has remained the same since2013 except for a 5% annual increment that is mandatory by the government for workers who areemployedmorethanoneyearwiththesameemployer,againstanannualinflationrateofaround6%.

Itisobviousthatanaveragewageof$75permonthistoolittletoexpectworkersandtheirfamiliestobe able to afford a decent life in a major city such as Dhaka where housing is expensive. This helpsexplainwhysomanygarmentworkersinBangladeshliveinslumsorpoorlyconstructedroom/housing.While this low minimum wage helps provide a competitive advantage for Bangladesh in attractinggarmentmanufacturing, itmeansthatmostworkersarepaidwagesthatarefar fromdecent.This lowminimumwage is importantbackground informationtokeep inmindwhenconsideringthesizeof thegapbetweenminimumwagesandthelivingwageestimatedinthisreport.Thelargegapindicatedinthisreportisduemoretodoanabnormallylowminimumwagethanitiswithourlivingwagebeingtoohigh.

Figure5indicateshowtheminimumwageforgarmentworkershaschangedinthepast30years(since1985)intermsofpurchasingpower.Figure5graphsinflationadjustedminimumwagevaluesfor1985-2016thatrepresentthepurchasingpoweroftheminimumwageintermsof1985Taka.Therehavebeeninessencetwodistinctperiods.From1985-2009,therealvalueoftheminimumwagefellsubstantiallydespiteincreasesin1994and2006.By2009,theminimumwagewaswortharound35%lessthanitwasworthin1985intermsofthegoodsandservicesitcouldbuy(andhadbeenworthroughly50%lessin2005). From 2010-2016, the real value of theminimumwage increased substantially because of verylarge increases in2010 in response to themany strikes, lockoutsanddemonstrations thatoccurred in2010 (81% increase) and in 2013 in response to the Rana Plaza disaster that occurred that year (77%increase). The real valueof theminimumwagewasaround30%higher in2016 than itwas in1985–which is very little given that real per capita income in Bangladesh increased by 257% in this periodaccordingtoWorldBankdata.

4.CONCEPTANDDEFINITIONOFALIVINGWAGETheideaofalivingwageisthatworkersandtheirfamilyshouldnothavetoliveinpoverty.Butalivingwageshoulddomore thansimplykeepworkersand their familiesoutofpoverty. It shouldalsoallowthemtoparticipateinsocialandcultural life. Inotherwords,wagesshouldbesufficienttoensurethatworkersandtheirfamiliesareabletoaffordabasiclifestyleconsidereddecentbysocietyatitscurrentlevelofdevelopment.Workersshouldreceivealivingwageinnormalworkhourswithouthavingtoworkovertime. The followingdefinitionof a livingwagewas agreed to by theGlobal LivingWageCoalition(GLWC)anditsmembers.

“Remuneration received fora standardworkweekbyaworker inaparticular [timeand]placesufficienttoaffordadecentstandardoflivingfortheworkerandherorhisfamily. Elements of a decent standard of living include food, water, housing,education, healthcare, transport, clothing and other essential needs includingprovisionforunexpectedevents.”

Theideaofalivingwageisnotnew(seeAnker2011forfollowingandotherquotes).Norisitaradicalidea.AdamSmith(1776)wrote,“Nosocietycansurelybeflourishingandhappy,ofwhichfargreaterpartof themembersarepoorandmiserable. It isequitybesides that theywho feed, clotheand lodge thewhole body of the people should have such a share of the produce of their own labor as to bethemselves well fed, clothed and lodged.” Pope Leo XIII (1891) in a Papal encyclical RerumNovarum

stated,“Remunerationmustbeenoughtosupportthewageearnerinreasonableandfrugalcomfort.Ifthroughnecessity,orfearofworseevil,theworkmanacceptsharderconditionsbecauseanemployerorcontractorwill give no better, he is the victim of fraud and injustice.” American President FranklinD.Roosevelt(1933)wrotethat“Libertyrequiresopportunitytomakealiving–alivingdecentaccordingtothestandardofthetime,alivingwhichgivesmennotonlyenoughtoliveonbutsomethingtolivefor.”The International LaborOrganizationConstitution (1919) states that “Peaceandharmony in theworldrequires provision of an adequate living wage”, and United Nations’ Universal Declaration of HumanRights(1948)statesthat“Everyonewhoworkshastherighttojustandfavorableremunerationensuringforhimselfandhisfamilyanexistenceworthyofhumandignity.”2

5.HOWOURLIVINGWAGEISESTIMATEDThelivingwageisestimatedintheAnkermethodologybyfirstestimatingthecostofabasiclifestyleforaworkerandhisorherfamily.This involvesaddingupthecostoffood(fora lowcostnutritiousdiet),housing(forbasichealthyhousing),andotheressentialexpensesforafamilythatincludeseducationofchildren, decent health care, transportation, recreation, clothing, household goods, communication,personal care, and a smallmargin for emergencies andunforeseen events. The estimated cost of thisbasicbutdecentlifestyleisthendefrayedoverthenumberoffull-timeworkerspercoupleexpectedtoprovidesupportbasedonsecondarydataforurbanBangladeshonthis.Figure5indicatesthisprocessingraphicalform.

Thefollowingflowchartsindicatehowthelivingwagewasestimated.Conceptuallythefirststepwastoidentify the key factors that contribute to a decent living as defined globally allowing for certainadjustmentsbasedonthelocalconditions.ThebasicelementsofalivingwageareindicatedinFigure6.Livingcostsareestimatedbysummingupseparateestimatesofcostforalowcostnutritiousdiet,basicdecent healthy housing, education of children through secondary school, decent health care,transportation, and all other necessary expenses such as for clothing, furniture, recreation, personalcare, etc. A small margin above this total cost of a basic but decent life style is then added to helpprovide for unforeseen events such as illnesses and accidents or special occasions like marriage ortravellingtootherplacestoattendsomefamilyceremonythatdemandconsiderableexpendituretohelpensure that common unplanned events do not easily throwworkers into debt and possibly perpetualpoverty.Afterthetotalcostofabasicbutdecentqualitylifeforatypicalfamilyintheareaisestimated,thiscostdefrayedoverthetypicalnumberoffull-timeequivalentworkersperfamilyintheareatoarriveatthenetlivingwage.Thegrosslivingwageisdeterminedbyaddingpayrolldeductionsandtaxestothenetlivingwage.

SECTIONI.CostofaBasicbutDecentLifeforaWorkerandTheirFamily

6.FOODCOSTSFoodcostforalivingwageforDhakaareawasestimatedusinglocalfoodpricesandalowcostnutritiousmodeldietforBangladeshforafamilyof4persons(2adultsand2children).

6.1GeneralprinciplesofmodeldietThe following general principleswereused toestablish themodeldiet thatweused toestimate foodcostsforourlivingwageforDhakaarea.Ourmodeldietneededtobe:

1. Nutritious(i.e.meetsWHOrecommendationsasregardshavingsufficientcaloriesaswellasacceptablequantitiesofproteins,fats,carbohydrates,andfruitsandvegetables)tohelpensurethatworkersandtheirfamilieshaveenoughtoeatandcanbehealthy.

2. Relativelylowincostforanutritiousdiet.Thisapproachmeansthatrelativelyinexpensivefoodsareincludedinthemodeldietinordertoreflecthowcostconsciousworkersshopforfoodwhilemaintainingnutritionalstandards.

3. ConsistentwithBangladesh’sdevelopmentlevel.Forthisreason,ourmodeldietincludesrelativelylow(butnutritionallyacceptable)percentageofcaloriesfromproteinssinceproteinsareexpensivepercalorie.Atthesametime,percentofcaloriesfromproteinsmeetsWHO/FAOminimumrequirements.

4. Consistentwithlocalfoodpreferences,localfoodavailabilityandlocalfoodcosts.Thisattimesmeansthatthechoiceofspecificfooditemsincludedinthemodeldiettorepresenteachmajorfoodgroupisnotalwaystheleastexpensivefooditem.Italsomeansthatthedietincludeslargeamountsofrice,fishandpotatoesandrelativelysmallamountsofsugar,eggsandmilk.

6.2ModeldietThe model diet has 2188 calories. This was determined using WHO (FAO/WHO/UNU, 2004)recommended equations and average height of adults in Bangladesh, size and composition of thereference family (2adults and2 children), andassumption that all adults and childrenhavemoderatephysicalactivity levels.Westartedwithfoodconsumptionofmajorfoodgroupsaccordingtothe2010HouseholdIncomeandExpenditureSurvey(HIES).Inthenextstep,weadjustedthesequantitiessothatourmodeldietmetWHOrecommendationsformacronutrients(proteins,fats,andcarbohydrates)andquantitiesoffruitsandvegetablestoensuresufficientmicronutrientsandminerals(WHO,2003).Lastly,we adjusted this nutritious diet so that itwas lower in cost for a nutritiousmodel diet by taking intoconsiderationrelativefoodpricesandBangladesh’slevelofdevelopment.Percentagesofcaloriesinourmodeldietwere10.5% fromproteins,19.4% fromfatsand70.1% fromcarbohydrates.The300ediblegrams of pulses, fruits and vegetables included in our model diet helps to provide a variety ofmicronutrientsandminerals.Wealsocheckedthatthedistributionoffoodcostsinourmodeldietwasnotverydifferentfromthedistributionoffoodexpendituresaccordingtothe2010HIESunlesstherewasagoodexplanationforthis.Asexpected,percentageoffoodexpendituresforriceandwheatwerelowerinourmodeldietcomparedtothoseforactual foodconsumption,whileexpendituresforpulses,milk,vegetablesandfruitswerehigherinourmodeldiet.

Ourmodeldiet,shownintable1,includes:

• 24ediblegramsofchickenthatallowsfor2meatmealsperweek.Thusthereisonemeatorfishmealsixtimesperweek.ThisisrequirednutritionallytohaveenoughhighqualityproteinsbecauseadultsinBangladeshdonotconsumemuchdairy.Consumptionofmeatandfishisalsoconsistentwithlocalfoodhabitsasfishandchickenareincludedincurries.

• 6ediblegramsofegg.ThisallowsfortwoeggomeletforbreakfastforthefamilytwotimesperweekwhichisnottoofarfromcurrenteggconsumptioninBangladesh.

6.3FoodpricesTo estimate the cost of our model diet, the research team collected food prices from places whereworkerstypicallyshop.Wecollectedfoodpricesfrom17differentlocalmarketsand50differentshops.InMirpurDhaka,wecollectedfoodpricesfrom6marketsand25shopsand11marketsand25differentshopsinthesatellitedistricts.Inthisway,wewereabletogetafairlygoodideaaboutvariationsoffoodpricesbetween the satellite cities andDhaka (Mirpur). Theprice variationwasonlymarginalbetweensatellite districts, hence we took the average price of each food item for Ghazipur, Ashuliya, andNarayanganj. Average cost for each food item was calculated for Dhaka city (Mirpur) and used forestimatingcostofmodeldietofDhakacity(Mirpur).

Tokeepthelivingwagemodeldietatlowcost,lesscostlyitemswereincludedtakingcaretoensurethatthemodeldietprovides therequiredbalancednutritionto the family.However, incertaincaseswhenlocal foodpreferenceswerestrongapreferredfoodvarietywastaken inplaceofa lowercostvariety.Forexampleamongdifferenttypesoflentils,localmasoordalisusedbyamajorityofevenpoorworkersinBangladesh. Four veritiesofmasoordalwere available in themarketwithprice varying from90 toTk120. Despite the fact that local masoor dal was relatively costly (Tk120), workers in Bangladeshistronglypreferlocalmasoordal,andforthisreasonitwasselectedtoestimatefoodcostsforthelivingwage.Similarly,fishisaveryimportantpartofBangladeshidiets.Oftenfishcookedwithsomevegetableandriceisthemaindiet.Fishisalsooneofthemostimportantsourcesofprotein.Inmarkets,wefoundmore than 40 different kinds of fish and within the same variety (e.g. Pangas or Rui) price variedsignificantlydependingonthesizeofthefish.Pangas,RuiandTilapiawere included inour livingwagemodel diet because they were widely available and the most commonly eaten and were not veryexpensive, althoughRui ismoreexpensive thanPangasandTilapia. Lower cost sizeswere selected. Inthiswaywhilefoodcostswerekeeptoaminimum,localfoodhabitswerenotneglectedandcostofthemodeldietwasestimatedbyusingthepricesthatworkersactuallypayfordifferentfoods.

6.3.1AdjustmentoffoodpricesforseasonalitySincefoodpriceswerecollectedinthemonthofMarch,itispossiblethattheyarenotrepresentativeofaveragefoodpricesthroughouttheyear.Theway inwhichfoodpricedatawerecollectedandspecificfoodswere selected to include inourmodeldiet (i.e. lowest cost food itemsof acceptablequality foreach food group) takes into consideration seasonality, and so reduces the possible importance ofseasonalityinfoodpricesandtherepresentativenessofthefoodpricesweusedtocostourmodeldiet.Despitethis,Marchpriceswecollectedcouldoverestimateorunderestimateaveragefoodpricesfortheyear.This ismost likelyapossibility for freshfruitsandvegetables.Tohelpdetermine if foodprices inMarchinDhakaareaarereasonablyrepresentativeoffoodpricesduringtheyear,weanalyzedmonthlyfoodpricedatafor35differentfooditemspublishedbytheBangladeshBureauofStatistics(2013,2015).Therewasdatafor3rice(fine,medium,coarse),1wheat(atta),3pulses(includingmasoordhal),5fish,3meats(includingchicken),1egg(chickenegg),1dairy(milk),1rootandtuber(potato),13vegetables(includingspinach,cabbage,gourd,eggplant,andonion),2 fruits (includingbanana),1oil (soybean),1sugar(white),and1tea.ThesefoodpricedatawereavailableforDhakaandforNarayanganjseparatelyfor16differentmonthsfromNovember2013toApril2015(includingMarch2014andMarch2015).Wecompared theaverageof the twoMarchprices foreachof these35 foods to theaverageprice forallmonthswithdata.WedidthisanalysisseparatelyforDhakaandforNarayanganj.WefoundthatMarch

pricesweresimilar3totheaveragepriceduringtheyearformostfoods(allrice,atta,allpulses,allmeats,egg,milk,oil, all fruits, sugar, and tea).Priceswere similar for4of the5 typesof fish (soalwasmoreexpensive inMarch). Prices inMarch were, however, consistently lower than average for potato (byaround 20%) aswell as for vegetables including the 5 included in ourmodel diet (by around 10% onaverage). For this reason, we decided to increase the vegetable prices we collected by 10% and thepotatopriceswecollectedby20%sothatfoodpricesusedtocostourmodeldietarerepresentativeoffoodpricesthroughouttheyear.

7.HOUSINGCOSTSHousing costs for the livingwagewereestimatedbydetermining rent for an acceptabledwellingplusutilitycosts(water,electricity,andcookingfuel)whentheyarenotincludedinrent.Itwasassumed(andconfirmed)thatthelandlordpaysthecostofroutineminormaintenanceandrepairsandforthisreasonpossiblehousingcostsforworkerswereignoredhere.

As mentioned in the earlier context section 3, because of personal safety concerns and high cost oftransportation,mostgarmentworkerstrytoliveatwalkingdistancefromthefactorywheretheywork.TogetanideaofthecostofbasicacceptablehousinginsatellitedistrictslikeNarayanganjandGhazipur(thatincludesAshuliya)aswellasinDhaka(Mirpur),wevisitedmanyhomesofworkersandothers-7inGhazipur,7 inAshuliya,8 inNarayanganj, and5 inMirpur.Typically, severalworkers live inone roomthatmeasures10feetby10feet(9.3squaremeters)or10feetby12feet(11.2squaremeters)thatispartofa longonefloorrowbuildingthat isdividedintosmalloneroomunits.Thereisalsoacommonkitchen, bathroom and toilet usually shared by 8-12 families/workers. There are gas stoves that aregenerallykeptattheendofthepassageandaresharedbyseveralhouseholds,andarenotclean.Vesselsfor food preparation and cooking have to be carried from some distance. Photos of row houses areshown below. The photo of rooms under construction with a construction worker standing inside aneventualroomshowshowverysmalltheseroomsare.

The materials used for row houses varied depending on when they were constructed. Buildingsconstructed10-15yearsbackhavewallsthataremadeoftinforthreesidesandcementforoneside,tinroof, and concrete floor. Buildings built in the last 5-8 years are generally of better quality. They areprimarily concrete buildings with tiled bathrooms, toilet and kitchen. All four sides of the walls areconcrete.Thesizeofroomsalsovariessomewhattosuitdifferentabilitiestopayoffworkers.Generally,roomsizevariesbetween10x10feet,10x12feet,and11x12feet,withsomebiggerroomsat12x13feet.Inthesebuildings,therearealsosometimestwo-roomunitsoccupiedbyfamilies.

33 We used the following rules to determine if prices in March were similar to average prices during the year. We considered prices to be similar when the March price was less than around 5-10% different than the average price for the year (or when the March price was not higher or lower in both Dhaka and Narayanganj). The reason why we used this 5-10% rule is that prices in particular months can vary greatly from year to year and so affect our analysis; for example, extensive rains in August 2015 (which is after our data period) greatly affected food prices through October (The Independent, 2015).

7.1LocalstandardforbasicacceptablehousingBangladeshisaverydenselypopulatedcountrywithoneofthehighestpopulationdensitiesintheworld(1,252personspersquarekilometer)andanannualurbanpopulationgrowthrateof4.5percent.DhakacityisthelargestcityinBangladesh.GreaterDhakahasaround17millionpeopleandisgrowingrapidly.It isoneof the fastestgrowingmajor cities in theworld.Thismayhelpexplain inpartwhyhousing isrelativelyexpensiveintheDhakaarea.

HousingconditionsareoftenpoorinurbanBangladesh.Accordingtothe2014MultipleIndicatorClusterSurvey(MICS),approximately78%ofurbanhouseshaveatinroof,35%haveatinwall,and70%relyonatube well for water. Overcrowding and minimal or no infrastructure support services are furtherproblems.

Toestimate thecostofdecenthealthyhousing inareasnear to factories,we setabasic localhealthyhousingstandardthatmeetsminimuminternationalnormsforhealthyhousingthatprotectsinhabitantsagainsttheelementsaswellasisconsistentwithcurrentlocalconditionsandnorms.Ourlocalhousingstandardhasthefollowingcharacteristics:

• cementwalls• cementfloor• roofthatdoesnotleak(tinorcement)• toiletthatissanitary,cleanandnotsharedbytoomanypeople(eitherpitorflushtoiletis

acceptable)• kitchenthatiscleanandnotsharedbytoomanypeople• watersourcethatissafeandnotfarfromthehouse(tubewellortapisacceptable)• housecannotbelocatedinaslumorunsafeareaphysicallyorenvironmentally• electricity(sincemorethan94%ofhousesinurbanBangladeshhaveelectricity)• 30-36squaremetersoflivingspace.4

7.2VisitinglocalhousingandestimatingrentforacceptablehealthyhousingTables2and3indicaterentsforthe27rentedhomeswevisited.Rentforroomsvariedbylocation,typeofconstruction,livingspace,andamenities.

RentrangedbetweenTk2,600($34)toTK3,200($42)permonthinGhazipurDistrictforone10feetx10feetor10feetx12feetroom(excludingpocketroomsandlargerrooms)–withTk2,600beingthemostcommonrent.ThismeansthataroundTk2,100istypicalrentforoneroominGhazipurDistrictexcludingutilitiesifweassumeforargumentssakethatutilitiescostaroundTk500permonthforaoneroomunit(see section 7.4 below on utility costs). If we multiply Tk2,100 by 2.7 (i.e. 323 minimum spacerequired/120 typical spaceof these rooms) togetanapproximationof rent for theminimumrequiredamountof livingspaceof323squarefeet(30squaremeters),5wewouldgetarentofaroundTk5,700($74). It is importanttokeepinmind,however,thattheoneroomunitswevisitedinGhazipurDistrict 4Thissizestandardisinkeepingwithminimumsizestandardsofgovernmentsinothercountriesforlow-incomefamilies.India,forexample,usesa28-48squaremeterstandardforthelow-incomegroup(LIG);Vietnamuses30squaremetersforlowermiddleincomehousing;Kenyauses32squaremetersforlowcosturbanhousing;SouthAfricauses30squaremetersforworkerhousingonlargefarms.5 This extrapolation assumes that rent is proportional to amount of living space (e.g. cost for 30 square meters costs twice as much as the cost for 15 square meters). This assumption provides only an approximation, since rent per square meter generally falls with size in part because the cost of amenities/facilities is defrayed over more total space (Anker and Anker, 2016). In the situation where one room units have poor facilities/amenities as here, this relationship is expected to be close to proportional.

werepoorly constructedand far fromdecentoracceptableeven if theyhadbeen largeenough.Theygenerally had tin walls, a leaky roof, unclean kitchen shared bymany families, and a toilet and bathshared bymany persons. So, Tk5,700 is an underestimate of rent for acceptable housing in GhazipurDistrictwithsufficientlivingspace.

ThereweretwooneroomunitsvisitedinGhazipurDistrictthatweresomewhatbigger(10feetx15feet)thantheusual10x10or10x12sizerooms.Theywereclosetobeingacceptableiftheyhadbeenlargerinsize.Theyrented forTk3,300andTk4,000 includingutilitiesandsowere inasenserenting foraroundTk2,800andTk3,500withoututilities.Whenweextrapolatedthisrentoutto323squarefeet(30squaremeters), we got Tk6,000-7,000 ($78-91). It is worth noting that the rooms/structures we visited inGhazipurDistrictwerelocatedintheimmediatevicinityofgarmentfactoriesandhencenomoneywasneededfortransportationtoandfromwork.

InNarayanganjDistrict,wepurposelyattemptedtovisitnewerandbetterbuilthousesthaninGhazipurDistrict.BecauseofourexperiencesinGhazipurDistrictwiththeverypoorqualityofworkers’housing,wefeltthatpurposelyvisitingbetterhousinginNarayanganjwouldhelptogetusclosertobeingabletodeterminerentfordecenthousing.Forthisreason,allofthehouseswevisited inNarayanganjDistricthad 4 cementwalls, a roof that did not leak, and kitchen, toilet and bath thatwere shared by fewerpeople. For expositional purposes in the following tables, we divided houses visited in NarayanganjDistrict intotwotypes– (i)unitswithsharedkitchen,toilet,andbath(mostlyoneroomunits),and(ii)acceptable two room units that had private kitchen, toilet, and bathroom andmet our local healthyhousingstandard(exceptthattheywerealittletoosmall).

Typicalrentforoneroomunitsmeasuringaroundof10feetx12feetwasaroundTk3,000withutilitiesandsoaroundTk2,500 ($32)withoututilities.Extrapolatingout, this implieda rentofaroundTk6,700($87)withoututilitiesfor323squarefeet(30squaremeters).

We visited three acceptable two room/one bedroom apartments with shared kitchen and toilet inNarayanganjDistrict. Rent for these2 room/1bedroomunits ranged fromaroundTk5,500 to Tk6,500(around Tk6,000on average)without utilities although theywereon the small size as theywere 316,328, and 315 square feet in size compared to the 323 square feetminimum required. However, it isnecessarytotakeintoconsiderationthatthesethreetworoomapartmentswerealllocatedawayfromtheimmediatevicinityoffactories.Wevisitedtheseapartments,becausewefounditsodifficulttofindwell-constructed buildings and small but decent size apartments for rent in the immediate vicinity ofgarment factories in Narayanganj. Renting such more distant decent apartments adds transportationcoststhatneedtobeconsidered.WeestimatedthatsomewherearoundanadditionalTk550permonthisneededfortransportationforcommuting.6ThisthereforeimpliesatotalhousingcostwithoututilitiesbutincludingaddedtransportcostformarginallydecenthousingawayfromfactoriesofaroundTk7,300permonth(i.e.Tk6,500plusTk550foraddedtransportcosts).

We foundthat rentwithoututilities fordecent1-bedroomhousingatour localhousingstandard (thatincluded a toilet/bath and kitchen) for Dhaka (Mirpur) ranged from Tk10,000 to Tk13,000 permonth.Tk10,000wasthemosttypicalrentforsuchanapartmentwiththeminimumrequired323squarefeet(30squaremeters)oflivingspace.Wevisitedtwoacceptableonebedroom/tworoomapartmentswithapproximately323squarefeetoflivingspacethatrentedforTk10,000.And,twoofthethreeapartmentsthatrentedformorethanTk10,000(forTk11,500toTk13,000)permonthwithoututilitieswere larger

7.3SummaryofrentalcostInviewoftheaboveanalysis,wedecidedtosetrentwithoututilitiesforadecentbutbasichouseforaliving wage at Tk7,000 ($91) per month for the satellite districts where most garment factories arelocated.WebasedthisvalueofTk7,000onthevariousestimatesofrentfortherequired323squarefeet(30squaremeters)oflivingspaceindicatedabove.WeestimatedrentofTk5,700basedonextrapolatingouttosufficientnumberofsquarefeetfromrentinGhazipurandAshuliyaforsmalloneroomunitswithtinwallsandleakyroof.Thisestimateisclearlytoolowforalivingwage,becauseitisbasedonrentforverypoorqualityhousingeven ifwith sufficient space.WeestimatedaroundTk6,500andTk6,700 forGhazipurandNarayanganjbasedonextrapolatingouttosufficient livingspacefromrentforsmalloneroomunitsthatwerebetterqualitybutstillonlymarginallyacceptableaskitchen,toiletandbathweresharedbymany.Thesetwoestimateswefeelareonthelowsidebecausethequalityofthehousingisonlymarginallyacceptable. Finally,we found rentwasTk6,000-7,000withoututilities foracceptable2room/1bedroomapartmentsthatincludedtoilet,bathandkitchenwitharound323squarefeetoflivingspace inNarayanganjDistrictthatwere locatedawayfromgarmentfactories.ButtheseareasrequiredadditionalcostsfortransporttoworkthatweestimatedarearoundTk550($7)permonth,whichimpliedaneffective rentofaroundTk7,300.Consideringallof thesedifferentestimatesof rent foracceptablehousingtogetherimpliesthatTk7,000permonthwithoututilitiesisreasonableforthesatellitedistrictssurroundingDhakawithconcentrationsofgarmentfactories.

WefoundthatTk10,000wasareasonableestimateforrentwithoututilitiesforMirpur/DhakaCitybasedonvisitstohousinganddiscussionswithrealestateagents.

7.4UtilitiesandotherhousingcostsThe above discussion on rent for acceptable housing did not consider costs of essential utilities likeelectricity,gas,andwater.Accordingtowhatsevenrentersoftworoomapartmentstoldus(seetables2and 3), households spend on average around Tk750 ($10) per month for electricity considering thatvalues for some of these households include gas. To thismust be added the cost of cooking gas andwaterofaroundTk200-250permonth for cookinggasandwater)whichwouldbring the total costofutilitiestoaroundTk900($12)permonth.Wealsolookedatdatafromthe2010householdincomeandexpendituresurveytoseewhatpercentofhouseholdexpenditureisforutilitiesinthissurveyandfoundthat this was around 5.5% for urban households at the 40th percentile of the household incomedistribution.ThispercentageimpliesutilitycostsofaroundTk1,000-1,250forsatellitedistrictsandDhaka(Mirpur)respectivelyconsideringthatourestimateoflivingcostsforourlivingwageisaroundTk19,000toTk23,000forthesetwoareasexcludingadditionalfundsforemergenciesandparents.Asbothofthesetwowaysofestimatingutilitycosts indicatesimilarvalues,wedecided touseTk900 ($12) for satellitedistrictsandTk1,000($13)forDhakaCityforutilitycoststobeontheconservativeside.

8.NON-FOODANDNON-HOUSINGCOSTSNon-foodandnon-housing (NFNH)costsareestimated inadifferentway than foodcostsandhousingcosts.Whereas food costs andhousing costs areestimatedbasedonnormative standards - nutritiousdiet and healthy housing standard – NFNH costs are based to a large extent on secondary data andcurrent household expenditures in urban Bangladesh according to a recent household expendituresurvey. This is done because it would be too difficult and time consuming to decide on appropriatestandardsandpricesforthemanyNFNHneedsoffamiliesthatincludesclothingandfootwear;furnitureand household equipment; health care; education; recreation and culture; telephones; personal care;etc.Howeversincehealthcareandeducationareconsideredhumanrightsaroundtheworld,separateenquiriesandpostchecksaredoneandNFNHisincreasedwhennecessarytomakesurethatsufficientfundsareincludedinourestimateofNFNHneedsforthesehumanrights.

It isworthnoting that sucha simple approach,where costof all non-foodneeds are estimated in one go is often used to estimate livingwages (Anker, 2011) and poverty lines(Anker,2006b),includingBangladeshpovertylines(BangladeshBureauofStatistics,2011,ReportoftheHouseholdIncomeandExpenditureSurvey2010)8.WeusedthesehouseholdexpendituredataforurbanBangladesh for households at the 40th percentile of the household income distribution for thiscalculation.Step2adjusts for the fact thatmealseatenaway fromhomeare includedwithin the foodexpendituregroupinBangladeshistatistics.Step3excludestobaccoandbetelexpenditures,sincetheyarefelttobeunnecessaryforadecent livingstandard.(NotethatBangladesh’shouseholdexpenditurestatisticsassumethatnooneinBangladeshpurchasesalcohol.)Step4looksmorecarefullyathealthcareandeducationcoststodetermineiffundsforthesefromsteps1-3aresufficientfordecency-andthenaddsadditionalfundsfortheseifrequiredtoensureadequatefundsforthesehumanrights.

All NFNH costs for decency for our living wage were estimated at Tk4,144 ($54) per month for ourreference family of 4 persons for satellite cities and areas and Tk4,512 ($59) forDhaka (Mirpur). Thisincludes funds for clothing and footwear; household furniture, contents and appliances; health care;education; transportation; communications; recreation and culture; eating away from home; andmiscellaneousgoodsandservicessuchasinsurance,bankservices,andpersonalcare.HowwearrivedatthisestimateofNFNHexpensesisfurtherexplainedbelow.

According to the 2010/11 HIES, 55.7% of urban household expenditure for households at the 40thpercentileof theurbanhousehold incomedistribution inBangladesh is spent for foodandbeverages,16.7% is spent forhousing,and27.6% is spent forallotherexpenditures.Thismeans that the ratioofNFNHtoFoodexpenditureatthispointis0.50.Insteps2and3,wemadethesameadjustmentsusedintheAnkermethodologyforNFNHasinothercountriesbeforeusingtheNFNHtoFoodratioindicatedinprevioussentencetomeasureNFNHcosts.Thus,we: (i)excludedfunds for tobaccoandbetelbecausewe do not feel tobacco or betel is necessary for decency, and (ii) took into consideration thatmealseaten away from home reduce the need to prepare food at home.9 Taking these adjustments intoconsiderationincreasedtheNFNHtoFoodratioforurbanareaBangladeshfrom0.50to0.57.Thisratioof0.57wasusedtomakeapreliminaryestimateofnon-foodnon-housingcostsforourlivingwage.Thisratioisquitelowforanurbanareaandthisisdueinparttoanunusuallylowpercentageofhousehold

7 Engel’s law is from 1857 and states that the percentage of total expenditure that households spend for food decreases as household income increases (see Anker 2011). 8 For step 1, we deviated from usual approach in other methodologies used to estimate poverty lines and living wages that estimates all non-food costs in one go (Anker, 2006a, 2006b, and 2011). Non-food needs and costs were divided into two components: housing whose cost was based on normative standards for decent healthy housing (see previous section) and all other NFNH needs. The latter is estimated using a variant of Engel’s law. Our approach has several advantages over the usual approach. First and most importantly, our approach uses a normative standard for decent housing which is very important because many workers in Bangladesh currently live in substandard housing and this is reflected in household expenditure statistics. Second, since housing cost is the most important determinant of differences in living costs between areas within countries, it becomes easier to estimate separate living wages for different areas. 9 We assumed that 70% of the cost of meals away from home is for the food in these meals and 30% is for profit and services such as food preparation, cooking, serving and cleaning. This assumption is based on unpublished analysis by the authors of contents and cost of meals in Dominican Republic, Costa Rica, India, China, Vietnam, and United States.

spending for transport as is only around 4% of all expenditures for urban households at the 40thpercentileoftheincomedistributionaccordingtothe2010/2011HIES.10

Becauseblinduseof theaboveapproachcouldpotentially replicate thehigh levelofpoverty found inBangladesh in step 4 (the next section) we look inmore detail at whether funds for health care andeducation included inourpreliminaryestimateofNFNHcostsare indeedsufficient,because theseareconsideredrightsaroundtheworld.

9.POSTCHECKSOFNON-FOODANDNON-HOUSINGCOSTS

9.1HealthcarepostcheckBangladeshhasveryhighoutofpocketexpensesforhealthcareespeciallyforthepoor.“Bangladeshhasone of the highest rates of reliance on out-of-pocket health expenses in Asia …The poor are largelyexcluded from the public facilities that do exist due to lack of money (for baksheesh or bribes) orconnections. … Barriers to public-health facilities force the poor to pay for health care out-of-pocket,oftendrivingthepoorfurtherintopoverty”11Thereforeitisimportantthatweensurethatourestimateofalivingwageincludesenoughmoneyforfamiliestoafforddecenthealthcare.

Bangladeshisacountyexperiencinghighlevelsofbothchronicandinfectiousdisease.Thisisreflectedinresultsofthe2010/2011HIESsurveywhichfoundthat59.8%ofurbanresidencereportedhavingafeverinthelast30days,while8.3%reporteddiarrheaordysentery,and8.6%reportedpain.

Tk449andTk489permonthareincludedinthepreliminaryestimatesofNFNHexpensesforhealthcareforDhakasatelliteareasandDhakacity(Mirpur)respectively.Toseeiftheseamountsaresufficient,weused the following very conservative assumptions to make a rough estimate of required health carecosts:(i)treatmentforillnessisrequired4.5timesperyearinlightofthehighlevelsofbothinfectiousandchronic illnessesinBangladesh,12and35%ofvisitstohealthcareprovidersaretoprivatequalifieddoctors,45%ofvisitsaretoa localpractitionersorpharmacies,and20%ofvisitsaretoagovernmentfacilityas found in the2010/2011HIES.Note that thismixof treatmentoptionswasalso found inourinterviews with garment workers who indicated that their most frequent sources of treatment werepharmacy,localpractitionersandqualifiedprivatedoctors.Interestinglypublicclinicswerenotmotionedbyanyoftheworkerswespoketo.13

Our interviewswithworkers indicatedthatvisits toprivatedoctorscostaroundTk700takingmedicineinto consideration, and visits to local practitioners and pharmacies cost around Tk150 includingmedicine.14ThusthetypicalaveragecostofaroutinehealthcarevisitwasestimatedtobeTk453usingtheabovefrequencyofhealthcarevisitsandthedistributionofvisitstohealthcareprovidersfromthe2010/2011HIES.Thisimpliesanaveragecosttoafamilyof4personsofTk679permonth(i.e.4persons×453pervisitperperson×4.5visitsperyear/12months).ThisisaroundTk250morethantheamountforhealthcare inourpreliminaryNFNHestimate for satellitecitiesandaroundTk200more forDhaka(Mirpur).Forthisreason,weaddedTk250($3.2)toourpreliminaryestimateofNFNHforsatellitecitiestoensuresufficient fundsforhealthcare inour livingwageandTk200($2.6) forDhakacity.Theseareconservativeadjustmentsinpartbecausewedidnotconsiderlabtestsormajorillnesses.

Anotherreasonsthatthisrapidassessmentofhealthcarecostestimateisconservativeisthatitdoesnotincludeallcostsassociatedwithillnessnordoesitconsiderthecostofmajoraccidentsorillnesses.Forexample, among the 21workers interviewed about expenses for health care in the lastmonth, thereweretwocaseswherefamilieslostearnings.Inonecase,achildwassick.Themotherofthechildwasagarment worker and the father was a rickshaw puller. The mother continued with her job but herhusbandremainedathometolookafterthesickchild.Onaverage,husband’sdailyearningwasTk300.Bytakingcareofthesickchild,hehadtoforgothreedaysofearning.This impliedthatthefamily lostTk900ofearningsbecauseofthechild’ssickness.Similarly,ahusbandofagarmentworkermetwithanaccident and remained immobile for 15 days. He owned a tea stall near his home and was earningaround Tk350 per day. For 15 days the shop remained closed and the family lost around Tk5,250 inearningsduetotheaccident.Thesetwocasesaregoodexamplesoffinancial lossbecauseofaccidentsand illness in the family. These losses were not included in our calculation of health care costs. OurcalculationofhealthcarecostsalsodidnotincludeexpenditureforseriousillnesssuchastheTk20,000whichwas spent on amother of a garmentworkerwe interviewedwho had suffered a heart attack.Thesetypesofhealthcarecostsareonereasonwhyweincludefundsinourlivingwageforunexpectedeventsandemergencies.

9.2EducationpostcheckEducation is one of the key indicators of development and quality of human resources. Literacy,especiallyamongwomenhasimprovedremarkablyinBangladesh.Noneofthegarmentworkersthatweinterviewedwereilliterateandthegeneral levelofeducationwasprimaryandabove.Accordingtothe2011census,theliteracylevelofpopulationaged7andabovewas56%atnationallevel–59%formalesand53%forfemalesindicatingnarrowingofeducationalgapbetweengenders.ThenarrowingofthegapbetweenmenandwomenisfoundalloverBangladeshincludinginruralareas.Accordingto2011census,ruralliteracylevelwasaround55%percentamongmenand50%amongwomen.

Article17oftheBangladeshConstitutionprovidesthatallchildrenbetweentheagesofsixandeighteenyearsreceiveeducationfreeofcharge.However,thereareoftenexpensesforthefamilyassociatedwitheducatingchildrenandthereforewedidarapidassessmentchecktoseewhethertheamountincludedforeducationinthepreliminaryestimateofnon-foodnon-housingexpenses(NFNH)issufficientfortheeducationofchildrenthroughsecondaryschool,whichweassumeisrequiredfordecency.

To assess how much garment workers, require to educate their children through secondary school,garment workers we interviewed were asked a series of questions on education of their childrenincluding whether or not they are going to school, which type school they attend (public, private ormadrassa)andhowmuchtheyspendforadmissionfees,uniforms,tuitionfees,andbooksandhowtheymanagetransporttoandfromschoolwhentheyareworking.

Weinterviewed13garmentworkerswithchildrengoingtoschool.Sixchildrenattendedpublicschool,six attended private school, and one attendedmadrassa. Generally, childrenwere taken to school bymother, brought back by father or some other support available in the family like grandmother orgrandfather.Incaseofonegarmentworkerswhosechildwasnotofschoolage,therewasnoonetolookafterthechildwhenshewasonthejob.Soshehadenrolledthechildinamadrassathatnotonlygaveeducationbutalsoworkedasadaycarecenteruntilthewomencamebackfromher jobandtookherchildhome. Inanothercase,a femalegarmentworker leftherpreschoolchildwithaneighbortotakecareofthechildandshepaidTk1,000permonthforthisservice.

Despite the fact that the government of Bangladesh provides free education, half of the workers wespoketopreferredtosendtheirchildrentoprivateschool.Ourprobingonthisissuerevealedthatitisageneralperception that teaching inprivate schools isbetter than inpublic schools. In somecases, theprivateschoolwasmuchclosertohomethanpublicschoolandasmatterofconveniencetheypreferredprivate school. Discussion with workers also revealed that there is an element of pride also thatmotivatesthemtosendtheirchildrentoprivateschool.Asoneofthegarmentworkershadcommented:

“Istudiedinavillagepublicschool.NowIamgivingmychildeducationinprivateschool.”

Despitethisstatedpreferenceforprivateschoolormadrassaamonggarmentworkerswespoketo,wedecidedthatitisacceptablefordecencytosendchildrentothegovernmentschoolinlightofthecurrentsituationwhere84%ofchildreninDhakaattendgovernmentschoolaccordingtothe2010/2011HIES.

Toestimatethemonthlycostofsendingachildtopublicschool,weaddedupthetypicalcostsovertheyearwefoundforuniforms,stationary,andbooksandproratedthistoamonthlycost.15ThiscametobearoundTk488permonthperchild.Itisworthnotingthatthecostofsendingachildtoprivateschoolandmadrassawashigherbecauseofhigherfees.

Thus, theaveragemonthlycostofsendingtwochildrentopublicschool thatwefoundfromourrapidassessmentwasTk651(i.e.Tk488perchildpermonth×12/18years×2children).ThiswassimilartotheamountsincludedforeducationinourpreliminaryNFNHestimatesofTk818andTk891consideringthatweinterviewedonlyasmallnumberofgarmentworkerswithchildreninschool.Therefore,wedecidednottomakeanypostcheckadjustmentforeducationtoourpreliminaryestimateofNFNHcosts.Partofthe reason thatnoadjustmentwasneeded is becauseweassume that it is acceptable for children toattendpublicschoolsthatarelessexpensivethanprivateschoolsandmadrassas.

10.PROVISIONFORUNEXPECTEDEVENTSTOENSURESUSTAINABILITY

Since large unforeseen expenses and events can quickly throwworkers living at a basic life style intopovertyanddebt fromwhich theymaynotbeable to recover, it is commonwhenestimatinga livingwagetoaddasmallmarginabovethecostofabasicqualitylifetoallowforunexpectedevents.Marginsof5and10percentarethemostcommoninlivingwagemethodologies(Anker,2011).Therearemanyevents of this type faced by workers and their families in Bangladesh such as illnesses, accidents,funerals,etc.

We use a 5% margin for sustainability for Bangladesh to allow for unforeseen emergencies. ThispercentageisrecommendedintheAnkermethodologyandhasbeenusedinlivingwagestudiesinothercountries. Note that interest and debt payments are ignored in our calculations. It is assumed that alivingwagewouldbesufficienttoenableworkerstostayoutofcripplingdebt.

11.PROVISIONFORSOMEASSISTANCETOPARENTS

Family ties are strong in Bangladesh, and adult childrenwhowork are expected to help their parentsfinancially.Theyarealsoexpectedtohelpsiblingswhentheyareinneed.TheseobligationsarerequiredforworkerstoremainpartofBangladeshsociety.Thismeansthatitisappropriatetoincludeaprovisionin a living wage for some assistance to parents and possibly siblings. Without such a provision,insufficientfundswouldbeavailableforon-going livingexpensesoftheworkerandher/his immediatefamily.With this inmind,we decided to include 5% for this, which is slightlymore than pay for oneworkdaypermonthatalivingwage.

12.FAMILYSIZENEEDINGTOBESUPPORTEDBYLIVINGWAGELivingwage isa familyconcept.This isclearlyshownby the ILOcomprehensivereviewof livingwages(Anker,2011).Theneedforalivingwagetosupportafamilyisalsoincludedinthelivingwagedefinitionof the Global LivingWage Coalition (see section 4 above). It is, therefore, necessary to determine anappropriatefamilysizeforurbanBangladeshforestimatingalivingwage.

We use a family size of 4 persons (two adults and 2 children) to estimate our living wage for urbanBangladesh.Thisfamilysizeisbasedoninformationon:(i)fertilityrateandchildmortalityrateandthenumberofchildrenwomeninurbanBangladesharenowtypicallyhaving,and(ii)averagehouseholdsizeinurbanBangladesh.

ThetotalfertilityrateforurbanBangladesh isaround2(2.2forDhakaaccordingto2011DemographicandHealth Survey (DHS), 2.0 for urban Bangladesh according to 2012/13MICS, and 1.9 for non-slumurbanareasofBangladeshaccordingto2013UrbanHealthSurvey).Fertilityhasbeenfallingovertimewiththetotalfertilityrategoingfrom6.3in1975to3.3in1999/2000,and2.3in2011.Whenunder-fivechildmortalityofaround50per1000births(50accordingto2011DHSforurbanBangladeshand49forBangladeshaccordingtoWorldBankWorldDevelopmentIndicators)istakenintoaccount(lossofabout0.1birth), it isclear that thenumberofchildrenbornandsurviving toage5 isaround2andprobablyslightlybelow2forurbanBangladeshincludingforDhaka.Thisadjustedfertilityrateimpliesanaveragefamilysizearound4(2adultsand2children).

Averagehousehold size inurbanBangladesh is around4.5. It is 4.4 according to the2010/11HousingIncomeandExpenditureSurvey (HIES),4.4according to2011DHS,4.6according to the2012/13MultiIndicator Cluster Survey (MICS), and 4.3 according to 2013 Urban Health Survey. When averagehousehold size is recalculated after excluding one person households (that definitely do not includechildren)andverylargehouseholds(thatalmostassuredlyareextendedfamiliesoftenwithmorethan2workingageadults),adjustedaveragehouseholdsizeisfoundtobeslightlyabove4.Itis4.2accordingto2010/11HIES,4.2accordingto2013MICS,and4.3accordingto2011DHS.

We decided that a reference family size of 4 (2 adults and 2 children)was reasonable for Dhaka andurbanBangladesh.Itisconsistentwiththemortalityadjustedtotalfertilityrateofslightlylessthan2andtheadjustedaveragehouseholdsizeofslightlymorethan4.

13. NUMBER OF FULL-TIME EQUIVALENT WORKERS IN FAMILY PROVIDINGSUPPORTAslivingwageisafamilyconcept,itisappropriatetoexpectmorethanoneadultinafamilytoprovidesupport throughwork. 16Howwedetermine thenumberof full-timeworkingadultsper couple inourreferencefamilyprovidingfinancialsupportisexplainedinthissection.

Weuse1.58full-timeequivalentworkerspercoupletoestimateourlivingwageforDhakaarea.Thismeansthatthecostofadecentbutbasiclivingstandardforafamilyof4personsisdividedby1.58todetermineourlivingwageforDhakaarea.Todeterminethisnumberoffull-timeequivalentworkerspercouple to use to estimate a living wage for Dhaka, we gathered age and sex specific data for urbanBangladesh on: (i) labor force participation rates (LFPR), (ii) unemployment rates, and (iii) number ofhoursworkedtodeterminetheextentofpart-timeemployment.ThisinformationfromtheBangladeshStatisticalYearbookisindicatedinthefollowingtable.

Likelihoodoffull-timeemployment=LFPR×(1-unemploymentrate)×(1–part-timeemploymentrate/2)

Labor forceparticipationrates formen inurbanBangladesharehigh (93.4%), justas in therestof theworld. Labor force participation rates for women in Bangladesh, however, are low from a worldperspective at 34.8% for women ages 25-59 in urban Bangladesh.17 Open unemployment in urbanBangladesh for ages 25-59 is 4.7%with a higher unemployment rate forwomen (5.3%) than formen(4.4%).Part-timeemploymentrate(lessthan30hoursperweek)inurbanBangladeshis18.2%beinglowformen(3.1%)andhighforwomen(30.9%).

Using the rates noted above and indicated in table 4,weestimated that theproportionofmales andfemales25-59whohavefull-timeequivalentworkinurbanBangladeshis0.58.Thisimplied1.58full-timeequivalentworkerspercoupleforurbanBangladeshwhenoneadultinafamilyisafull-timeyeararoundworkersuchasinagarmentfactory.

Mandatorydeductionsfrompayandtaxesworkersmustpayhavetobetakenintoconsiderationwhenestimatingalivingwagebecausetheyreducethedisposableincomeavailabletoworkersandthereforetheirabilitytoaffordadecentbasiclifeforthemselvesandtheirimmediatefamily.Estimatedlivingcostsuptothispointhaveindicatedhowmuchincomeisneededforadecentbutdecentlifeforaworkerandhis/herfamily.Bangladeshisalittleunusualinthattherearenostatutorypayrolldeductionsorincometaxesforthetypesofproductiontypeworkersweareconcernedwith(exceptforaTk10revenuestampdeductionpermonth). 17 Ages 25-59 are used because many of those younger than age 25 are still be in school and are less likely to have families of their own; and many persons over age 59 are retired and/or have adult age children.

15.WAGE LADDER AND COMPARISON OF PREVAILINGWAGES TO A LIVINGWAGEFigure7providesawageladderthatcomparesourlivingwagestominimumwagesandotherwageandeconomic indicators. Our living wages are more than twice the minimumwage for garment workersgrades 4-7which includes the bulk of the productionworkers in garment factories.Note that currentprevailingwagesofgarmentworkersareslightlyhigherthantheminimumwagepartlybecauseworkerswithmorethanoneyearofcontinuousemploymentwiththesameemployerareentitledtoa5%annualincrease in their basicminimumwage. In addition, it is common forworkers to receive an EID bonuswhich increases annual basic wage by around 8%. There are also some other small bonuses such asattendanceallowanceand some in-kindbenefits in some factories.Overtime is commonalthough it isnotrelevantforcomparisonofprevailingwagestolivingwagesasalivingwageshouldbeearnedduringnormalworkinghours.Despitethesevariousbonusesandbenefits,ourlivingwagesareprobablyaroundtwicetheaverageprevailingwageoftypicalproductionworkersinthegarmentindustry.

AnindicationthatgarmentminimumwagesaremuchtoolowfordecencyisthattheyarelowerthantheurbanpovertylinewageforBangladeshandtheWorldBankpovertylinewageaswellasthewageofthelowestpaidgovernmentworkerandtheaveragewageformanufacturing,construction,agricultureandfisheryworkers inmajor cities andmetropolitan areas. It is striking thatminimumwages for garmentworkersarebelowthesepovertyandlowwageindicators.Itisforthisreasonthatmostgarmentfactoryworkers live in a small 10 x 10 ft. or 10 x 12 ft. roomwith a kitchen, toilet andbath sharedbymanyothers.

The large gap between minimum wages and our living wages clearly reflects the very low wages ofgarmentworkers rather than extravagant livingwages, as our livingwages are based on conservativeassumptions of a basic but decent living standard. Another indication that our living wages arereasonable is that they are much less than the Asian Floor Wage for Bangladesh which is a widelyreferredtoestimateofalivingwage.OurlivingwagesaresomewhatlessthanalivingwageestimatedbyCDPandBerenschot(2013)thatweincreasedbyinflationtoreflectequivalentvaluefor2016.18

They used (i) a model diet (with an assumption that both of the two children in the family were ages 1-3 which reduced greatly calorie needs); (ii) food prices for Dhaka from a government publication (that are much higher what we found in our local market survey, perhaps because of the government’s use of superior quality food); (iii) food expenditure was assumed to be 50% for all household expenditures (which is too high for Dhaka according to household expenditure statistics); (iv) an assumption of 1.44 workers per family.

16.CONCLUSIONSTable5providesdetailsofour livingwageestimatesfor(i)satellitecitiesandareassurroundingDhakawhere most garment workers live (Ghazipur District and Narayanganj District), and (ii) Dhaka City(Mirpur)wherea largenumberofgarmentfactoriesarestill functioning.Table6providessomeofthekey assumptions used to make these living wage estimates. It is important to note that these areasinclude 80% of the garment factories in Bangladesh. The remaining about 20 per cent that are notrepresentedbytheseestimatesareinChittagonganditssurroundingareas.Thus,thisstudycoversthemainareaswheremostofthegarmentindustryinBangladesharelocated.

Our livingwageestimates forgarmentworkers in thesatellitecitiesanddistrictsofDhaka isTk13,630($177)permonth.OurlivingwageestimateforDhakaCity(Mirpur) isTk16,460($214)whichisaround20%higherthanforthesatellitecitiesanddistricts.WeestimatedtwolivingwagesfortheDhakaareabecauseof largedifferences in living costs in these twoareas inparticular forhousing,whereas livingcosts were found to be similar in the satellite districts of Ghazipur and Narayanganj. Different livingwages were also needed because transport in and around Dhaka is expensive and unreliable andconsidered unsafe especially forwomen. In any case,GhazipurDistrict andNarayanganjDistrict are 2hours or so away fromDhaka by car and are themselvesmajor cities as each haswell over 1millionpersons.

Our livingwages aremore than twice the statutoryminimumwage for garmentworkers (Tk5,300 toTk6,400 per month depending on grade and length of service for the main grades 4-7 of garmentworkers).19 Our living wages are also around twice current wages in the garment industry withoutovertime-typicallyaroundTk6,000toTk7,000permonth(rememberalivingwageshouldbeearnedinnormalworkinghours according to its definition). There is clearly a very large gapbetweenprevailingwages forgarment factoryworkersandourestimatesof livingwages forDhakaareawhether it is thesatellitedistricts/citiesofDhakawheremostgarmentfactoriesareconcentratedoritisDhakaCityitselfwhere anumberof garment factories are also concentrated. This large gapbetweenprevailingwagesandourlivingwagereflectstheverylowwagesreceivedbygarmentworkersandnotanextravagantlyhigh livingwage.This isevidencedbythe fact thatmostgarmentworkersearnduringnormalworkinghours lessthantheWorldBankpoverty linewageandtheBangladeshurbanpoverty linewage. Inanycase,itdoesnottakerocketsciencetorealizethataminimumwageofTk5,300($69)permonthistoolowforafamilytobeabletoaffordadecentlifeinamajorcityorurbanarea.ThefactofthematteristhatgarmentworkersintheDhakaareaatpresenthavelittlechoicegiventheirwagesandrelativelyhighcostofhousingbuttoliveinsubstandardhousingandforgomanyactivitiessuchasrecreationandtravel.Mostgarmentworkershavenochoicebutcurrentlytoliveinone10feetby10feetor10feetby12feetroomwith thekitchen, toilet, andbath sharedbyperhaps6-8otherone roomunits. Theseone roomunitsaretypically inonestoryrowhousesoftenwith ironsheetwalls, leakyroof,anduncleankitchenandtoilet.

As has been clearly indicated in this report, we used conservative assumptions to estimate our livingwages.Food items included inourmodeldietwere lowercost rice, fruits,vegetables,meats, fish,etc.with370gramsof riceperdayproviding58%of all calories. Thehousing standardused todeterminehousing costs was quite basic considering that it allowed for tin roof, shared outside toilet, sharedoutsidewater tap, and only 323 square feet (30 squaremeters) of living space for a familywith four

persons.Furtherevidencethatourlivingwagesarenotextravagantandsonotthereasonforthelargegap from prevailing wages is that they are around half of the widely referred to Asian Floor Wage(Tk29,442,$382permonth).

Theneedforhigherbasewagesisinarealsenseawomen’sissue.Womencomprisethevastmajorityofgarmentworkers inBangladesh and they are in lower grades compared tomen. Indeed, theneed forhigher wages for womenworkers transcendsmarital status as even single women havemajor familyresponsibilitiestohelpsupportparentsandsiblingsaswellasneedingtosavefortheirdowry.

AppropriatemechanismsneedtobeworkedouttonarrowthegapbetweenlivingwagesandprevailingwagesinthegarmentindustryinBangladeshifgarmentworkersaretobeabletoaffordabetterlivingstandardandeventuallyadecent livingstandard.Someeffortcouldbemade incollaborationwiththeGovernment of Bangladesh in a Public–Private Partnership (PPP) to encourage construction of basicinexpensive and decent housing for garmentworkers near concentrations of garment industries sincehousingissopoorandrelativelyexpensiveforgarmentworkersatpresent.Itwouldalsobeusefuliffreetransportation to work by company bus (such as the scheme provided by some factories already) isreplicatedbymorelargegarmentcompaniesasitwouldhelpgarmentworkerstostayintheirhomesorrent lessexpensivehomesandcommutefromamoredistantworkplacewithoutpayinganythingfromtheirpocketfortransport.Otherpossibilitiesthatcouldreducesomeofthefinancialburdenongarmentworkerscouldincludeestablishingmoredaycarecentresforpreschoolchildrenandexpandingtheroleofmandatoryhealthclinicsatfactorysitesbeyondwork-relatedhealthproblems.

Effortsaredefinitelyneeded to increasecashwages.Thesewillneed to involve theentirevaluechainandcannotonlybetheresponsibilityoffactoryowners,sincefactoryownersareunderintensepressurefrominternationalbuyerstokeepcostslow.Thatitispossibletobridgemuchofthegaptoalivingwageis evident fromBangladesh’s experiencewith increasingminimumwages for garmentworkers. Underintensenationalandinternationalpressure,minimumwagesincreasedby81%in2010aftermanystrikesandprotestsandbyafurther77%in2013aftertheRanaPlazadisaster.Itisclearthatminimumwageshaveincreasedonlyafterconsiderablepressureandthenbyabigamounteachtimeinparttomakeupfor years of inaction. Employment has not suffered. As three years has passed since the Rana Plazadisaster,itistimeforanotherlargeincreaseingarmentwages.Thiscanbedonebyincreasingminimumwage since garment wages in Bangladesh are set in practice based on minimum wage – or bymultinationalcompanieswhotaketheleadinraisingwagesinadvanceoftheeventuallargeincreaseinminimumwage.
