1. BACKGROUND AND INTRODUCTION:

The State Planning Department has been mandated to formulate Five Year and

Annual Plans, determine the State Plan priorities, fixing of plan size, earmarking of funds

for various schemes, etc. The other activities consist of Project Appraisal of Externally

Aided Projects, RIDF, Monitoring of Plan Schemes, Decentralization of Planning process,

The Headquarters of the State Planning Board will be in Shimla. The Board

may, however, meet at any other place as and when considered necessary.

IV. Functions :

The functions of the Board are as under :-

• To determine the Plan priorities for State in the light of overall National objectives.

• To assess the man-power and financial resources and their organizational and

institutional capabilities.

• To assess the level of development in important sectors for the State as a whole as

well as for various districts and regions.

• In the light of above, formulate a long term perspective plan for the most effective

and balanced utilization of State resources.

• To assist the State Government in the formulation of the five year plans and annual

plans and evolve a short term strategy (Five Year Plan) for planned development

after examination of different approaches so as to achieve maximum growth rate

keeping in view Social justice.

• To identify factors which tend to retard the economic and social development of the

State and determine conditions to be established for successful execution of the plan.

• To suggest policies and programmes for removing the imbalances prevailing in

various regions in the State and to assist in the formulation of the district plans/area

Plans.

• To review the progress of implementation of the plan programmes and recommend

such adjustments in policies and measures as the review may indicate.

• To make critical appraisal of on-going programmes leading to a determination of the

extent to which some of the identified on-going programmes of projects would need

to be continued.

• To review the implementation of plan projects and other development schemes.

• To advise on the problem of unemployment and suggest ways and means for

tackling it.

• To advise on such other matters connected with the economic development as may

be assigned by the State Government.

• To make such interim or ancillary recommendations as appear to it to be appropriate

for facilitating the discharge of duties assigned or on a consideration of the

prevailing economic conditions, current policies, measures and development

programmes or an examination of such specific problems as may be referred to it for

advice by the State Government.

• To collect and analyse information/data regarding Plan schemes.

• To review the working of Government Corporations, Boards and suggest means for

their improvement.

• To highlight difficulties being faced in the implementation of the plan schemes at

district level and suggestions to over come them.

• To evaluate various projects/corporations according to the directions of Chairman.

A meeting of the State Planning Board was organized on 23rd

February, 2012 under

the Chairmanship of Hon’ble Chief Minister. State Annual Plan size amounting to

` 3700.00 crore for the year 2012-13 was discussed and approved in the meeting. The

Planning Commission, Government of India has also approved the Plan size recommended

by the State Planning Board amounting to ` 3700.00 crore for the year 2012-13.

3.2. HEADQUARTERS:

According to the rule of business, following is the structure of Planning Department

for transaction of official business:-

2. Administrative Secretary Pr. Secretary (Planning) to the GoHP.

3. Head of Department Adviser (Planning) HP.

Adviser (Planning) is the Head of the Department. The various divisions viz.

Plan Formulation, Project Formulation, Plan Implementation, Computerization, Evaluation,

Manpower & Employment, Administration, Regional & District Planning , Backward

Area Sub-Plan, Railways and Twenty Point Programme are functioning under the control

of Adviser (Planning). These divisions are headed by Joint Director / Deputy Directors. A

Joint Director / Deputy Director functions as Head of Office. The Division-wise details of

goals, objectives, programmes, allocation, expenditure, etc. are given below:-

I. ADMINISTRATION DIVISION:

The Deputy Director functioned as Head of Office. The Administration Division

functions under the control of Deputy Director (Administration). Following staff has been

provided in this division :-

The Administration Division does routine Administrative and Personnel

Management related works such as recruitment, promotion, confirmation, transfers /

postings, disciplinary actions / proceedings, budget, accounts, reply of audit / CAG / PAC

paras, store & stock and other miscellaneous works assigned to it. The division plays a vital

role in the department. During the year under report, the Administrative Division of the

department has performed the above mentioned works / duties.

II. PLAN FORMULATION DIVISION:

The brief resume of the work done during the year 2011-12 :-

1. Preparation of State’s Draft Annual Plan Document for the Year 2012 -13:

♦ The guidelines for preparation of detailed Annual Plan document for the year 2012-13

were issued to all concerned departments/agencies requesting them to send detailed

Annual Plan proposals.

♦ On scrutiny of departmental proposals and analysis of data collected from various

institutions, a draft annual plan document for the year 2012-2013 was prepared and

submitted to the Planning Commission, Govt. of India for meetings of Working

Groups as also for the meeting between Hon’ble Deputy Chairman, Planning

Commission and Hon’ble Chief Minister, HP.

♦ The State Government proposed an Annual Plan size of ` 3700 crore for 2012-13

which has been approved by the Planning Commission. Sector–wise break up is given

3. Miscellaneous:

Planning Department coordinated with departments in connection with the Regional

Level Consultation on the Approach Paper to the 12th

Five Year Plan between Deputy

Chairman, Planning commission-Hon’ble Chief Minister which was held on 23rd

May, 2011

at New Delhi and 56th

National Development Council (NDC) meeting held on 22nd

October,

2011 to discuss the Approach Paper of 12th

Five Year Plan.

III. PLAN IMPLEMENTATION DIVISION:

After passing of budget from Vidhan Sabha, the implementation of plan budget

starts in following ways: -

1. This division examines proposals for diversion and reappropriation thoroughly.

Keeping in view the importance and priorities of the cases, diversions /

reappropriations are permitted.

2. Additionalities are provided from those schemes/Heads, which have the possibility

of low intensity of expenditure. A cut is imposed on such schemes in order to

provide additionalities in other schemes, which are of utmost importance.

3. This division also arranges meetings with concerned departments to sort out matters

of additionalities to dispose-off cases promptly.

4. During the period under report, proposals on diversions and reappropriations

received from all departments in respect of Earmarked & Non-earmarked Sectors.

The proposals were scrutinized, examined and decisions were conveyed to the

concerned departments. The revised outlays were got approved from Planning

Commission, Govt. of India in time. Govt. of India has approved ` 3300.00 crore for

the Annual Plan 2011-12.

5. During the year under report, 249 references from different departments for

obtaining advice on their departmental files were received and were examined,

processed and suitably advised after obtaining prior approval of the competent

authority.

6. To smoothen Plan Implementation in consonance with budget, the entire plan has

been linked with budget by developing software for this purpose.

1. Review of Quarterly Progress Reports/ Quarterly Review Meetings :

This division has been entrusted with the responsibility to monitor the financial and

physical progress achieved under different heads of development under Plan.

The revised proposal of outlays alongwith scheme of financing, plan expenditure of

Annual Plan 2011-12 upto December, 2011 and audited expenditure for the Annual Plan

2010-11 are supplied to Finance Ministry and Planning Commission, Govt. of India to

enable State Government in getting withheld Central Assistance released.

Plan Performance Review Meetings with all implementing departments were

conducted during the year 2011-12 as under:-

2. Quarterly Budget Authorisation:-

A new system of Quarterly Budget Authorization has been started from the year

1999-2000. Accordingly, quarterly budget authorization for the year 2011-12 was given to

all departments and quarterly progress reports on financial spending were collected from

the departments for review.

3. Budget Assurances:

This Division also convenes the review meetings to monitor the progress of

Implementation of Budget Assurances given during the Budget Speech. The information

from nodal departments was collected, compiled and progress of implementation of Budget

Assurances for the year 2011-12 was reviewed during the meetings held under the

Chairpersonship of Chief Secretary periodically and necessary instructions given to the

implementing departments.

4. Centrally Sponsored Schemes:

Centrally Sponsored Schemes have a very important place in the economy of the

State as these schemes supplement the State's resources. At present various Centrally

Sponsored Schemes either 100% or shared in some ratio between Centre and State are in

progress.

This Division has performed the following functions under CSS during the year

2011-12:-

i) Advices regarding financial implications of CSS and their counterpart provision

in plan were given to the implementing departments.

ii) Liaison between Govt. of India and various H.P. Govt. departments was

maintained.

5. Aide memoire/Pending issues with Government of India

Aide Memoire, renamed as ‘Pending issues with Government of India’ is a

compilation of the important matters / issues which are pending between HP State &

Central Government.

During 2011-12 a document was prepared and sent to the Hon’ble Members of

Parliament and H.P. Cadre officers in Government of India. All the issues raised by the

departments with Government of India are compiled in a single document alongwith

photocopy of the letters under correspondence.

IV. BACKWARD AREA SUB-PLAN (BASP) DIVISION:

State Government has evolved a concept of Backward Area Sub Plan for

identifying and mitigation of micro-regional disparities in the level of development. During

the year 1995-96, H.P. Government, in consonance with the budget speech of Hon’ble

Chief Minister, framed a comprehensive policy for backward areas which is being

implemented in State. The salient features of the policy are as under:-

(a) The Backward Area Sub Plan comprises of three categories:-

(i) Backward Blocks: All blocks having 50% or more than 50% declared

Backward Panchayats have been declared as Backward Blocks. Presently, there are

Eight Backward Blocks in the State having 304 Backward Panchayats.

(ii) Contiguous Pockets: Group of five or more declared backward Panchayats

having geographical contiguity have been declared as Contiguous Pockets. There

are fifteen Contiguous Pockets having 133 backward Panchayats in the State.

(iii) Dispersed Panchayats: Other Panchayats which do not fall in the above

mentioned categories (i) & (ii) have been declared as Dispersed Panchayats. There

are 114 Dispersed Panchayats in the State.

(b) 15% outlays of earmarked funds are being allotted for Backward Areas Sub

Plan (BASP) under selected 13 Heads of Development.

(c) Both, beneficiaries and infrastructure development oriented approaches have

been adopted.

(d) The allocation to districts is made in proportion to the total number of

backward declared Panchayats of the district.

(e) The Sub Plan is administered through Deputy Commissioners who can make

need based diversions / re-appropriation with the approval of DPDC. Dy.

Commissioners and District Planning Officers have been declared controlling

and Drawing & Disbursing Officers respectively.

There are total 551 Panchayats declared as backward in the State. The single

Demand No-15 “Planning and Backward Area Sub Plan” has also been created by the State

Government for separate budgetary arrangements under BASP. BASP enjoys sufficient

degree of flexibility as District Planning, Development and Twenty Point Programme

Review Committee is fully authorized to decide priorities with in the district. An outlay of

` 2000.00 lakh has been earmarked under BASP for the year 2011-12 under Plan and

` 3336.00 lakh under Non-Plan. An outlay of ` 2500.00 lakh is also proposed for the year

2012-13 under BASP (Plan).

Review of BASP

During the policy review in the year 2008, the Government of Himachal Prdesh

decided to review the policy for implementation of Backward Area Sub Plan in the State.

An exercise was undertaken to assess that how many backward panchayats in the State have

come out of the backwardness on the basis of existing norms. After a detailed analysis it

was found that if existing norms are applied, only 11 panchayats out of 551 backward

declared panchayats qualify for being backward.

Keeping in view the changing economic and social condition of population of

Himachal Pradesh, the Government of Himachal Pradesh is in the process of revising the

norms for declaring panchayats as backward and this Division is coordinating it.

All issues related to BASP such as budget allocation, monitoring/ review of sub plan

and work related to AG/ CAG, Vidhan Sabha, etc. were taken up by the Backward Area Sub

Plan Division during the year 2011-12.

V. REGIONAL & DISTRICT PLANNING DIVISION:

For the implementation and monitoring of various Decentralised Planning

Programmes, Regional and District Planning Division has been set up at the State level in

the Planning Department. Description of the various activities of Decentralised Planning

Programmes are given as under:-

1. Vikas Mein Jan Sahyog Programme (VMJS) :

To ensure effective people's participation towards fulfilling their developmental

needs in terms of infrastructure at the grass root level as well as to supplement Govt. efforts

/ resources, the programme-Vikas Mein Jan Sahyog (VMJS) was introduced for

implementation in the year 1991-92. Under this programme, people's participation is purely

on voluntary basis and through advance contribution in cash which is to be deposited into

Bank / Post Office accounts opened in the name of concerned Deputy Commissioner. The

schemes with an estimated cost of ` 10.00 lakh and below are sanctioned by the DCs and

schemes estimating upto ` 20.00 lakh are sanctioned at the Directorate of Planning, upto

` 40.00 lakh by the Secretary (Planning) and above ` 40.00 lakh are sanctioned by the

Hon’ble Chief Minister. An amount of ` 800.00 lakh has been allocated during the

financial year 2011-12 to the DCs (Except Kinnaur and Lahaul & Sipiti districts) for the

works to be sanctioned at their level. During the financial year 2012-13 an outlay of

` 1200.00 lakh has been kept for VMJS.

2. Sectoral Decentralised Planning (SDP) :

Sectoral Decentralised Planning Programme has been started in the Pradesh during

the year 1993-94. To maintain inter-regional development balance, distribution of funds is

made by the Planning Department on the basis of 60 percent weightage to population and 40

percent weightage to area of the district as per 1981 Census. Under this programme,

schemes of local needs and important missing links of budget are mainly taken up for

implementation. An amount of ` 3761.75 lakh has been allocated to the Deputy

Commissioners (Except Kinnaur & Lahaul Spiti) for the year 2011-12. During the financial

year 2012-13 an outlay of ` 2580.88 lakh has been kept for SDP.

3. Vidhayak Keshetra Vikas Nidhi Yojana (VKVNY) :

Towards strengthening of decentralisation process, the State Government has started

a new scheme “Vidhayak Keshetra Vikas Nidhi Yojana” from the year 1999-2000 but it

was discontinued during the year 2001-2002. This scheme has been restarted during the

year 2003-04 and funds of the order of ` 24 lakh were allocated to each MLA for the

execution of developmental works in their constituencies. The implementation and

monitoring of the scheme has been made more effective and intensive with the direct

involvement of Hon’ble MLAs. The scheme has ensured balanced development of all areas

in the state irrespective of political affiliation and all elected MLAs are also getting equal

treatment. During the financial year 2011-12, ` 1956.12 lakh has been provided by to the

Non-Tribal districts at the rate of ` 30.00 lakh per Vidhan Sabha Constituency for execution

of developmental works. Out of ` 30.00 lakh, ` 5.00 lakh will be spent on the works under

norms of Mukhya Mantri Gram Path Yojna (MMGPY) with the recommendation of

Hon’ble MLA’s. During the current financial year 2012-13 an outlay of ` 1956.12 lakh has

been kept for VKVNY.

4. Mukhya Mantri Gram Path Yojana (MMGPY)

In order to provide connectivity to villages from nearby motorable roads, Kuchha

Paths in rural areas are made Pucca besides having a provision for the construction of small

culverts/ bridges for providing all weather connectivity to the people residing in far flung

areas. The State Govt. has permitted construction of jeepable/ tractorable link roads upto 2

km owing to hilly and difficult geographical areas. Mukhya Mantri Gram Path Yojna was

launched during the year 2002-03 in the Pradesh for non-tribal areas. During the year

2004-05, this scheme was discontinued and has been restarted during the financial year

2008-09 with a budget provision of ` 1000.00 lakh. During the financial year 2011-12

` 500.00 lakh has been provided to Deputy Commissioners of 10 Non-Tribal Districts.

During the financial year 2012-13 an outlay of ` 700.00 lakh has been kept for MMGPY.

5. Member of Parliament Local Area Development Scheme (MPLADS)

Member of Parliament are approached by their constituents, for small works of

capital nature to be done in their constituencies. Hence, there was a demand made by MPs

that they should be able to recommend works to be done in their constituencies.

Considering these suggestions, the Prime Minister announced in Parliament on 23rd

December,1993, the “Member of Parliament Local Area Development Scheme”.

Under this Central Sector scheme, each MP will suggest works to the tune of

` 1.00 crore per year, from the financial year 1994-95 to be taken up in his/ her

constituency. Elected Member of Rajya Sabha representing the whole of the State, may

select works for implementation in one or more District (s) as they may choose. Nominated

Members of the Lok Sabha and Rajya Sabha may also select works for implementation in

one or more Districts, anywhere in the country. The allocation per MP per year stands

increased to ` 2.00 crore from the year 1998-1999. Now from the financial year 2011-12

the allocation per MP per year sands increased to ` 5.00 crore.

6. District Innovative Fund (DIF):

As recommended by the 13th

Finance Commission, District Innovative Fund (DIF) is

being implemented in Himachal Pradesh from the year 2011-12 for the implementation of

the schemes for bridging the missing links under the budget at the district level out of this

fund. Under this scheme, a total allocation of ` 12.00 crore for 2011-2015 has been made

for Himachal Pradesh.

As per the report, the criteria for the allocation of ` 1.00 crore for one district over a

period of 4 years. As per the recommendations of the 13th

Finance Commission, this funds

has to be used as 90% grant and 10% contribution from the beneficiaries who are availing

this scheme. During the financial year 2011-12 an amount of ` 3.00 crore has been

allocated to 12 districts of the State (` 25.00 lakh per district).

VI. MANPOWER AND EMPLOYMENT DIVISION:

The following main tasks have been assigned and performed by Manpower and

Employment Division during the year 2011-12:-

i) Fact Book On Manpower :

The work relating to this publication is of continuous nature requiring periodic

follow-ups and revisions.

Fact Book has three parts, Part one, contains detailed information about the

characteristics of population and its projected annual growth and the composition of

workforce in the State. Part two, contains information relating to employment pattern in

public and private sectors. It also gives an account of distribution and number of applicants

on Live Registers of employment exchanges and educational status of job-seekers. Part

three, gives detail account on education and training facilities in the State viz. number of

institutions, teachers, employment, intake, outturn, etc. in the State. During the period under

report, a new publication has been finalized for circulation.

ii) Employment Market Information Programme:

The quarterly review reports of employment generation in the Organized Sector of

the economy under “Employment Market Information Programme”, was started during the

year 1988. The quarterly report for the year 2009-10 has been printed while the report for

the year 2010-11 is being compiled.

iii) State Government Employment Plan:

An analysis of the employment situation in Himachal Pradesh was presented in the

Annual Plan 2012-13 depicting employment strategy of the State, population and labour

force situation and employment plan, as vital thrust of the Eleventh Plan for Himachal

Pradesh is to tackle the unemployment problem.

The information on employment generation from the concerned departments on a

monthly basis was collected to assess the exact position of employment generation in all the

three sectors i.e. Government, Organised & Self Employment and Wage Employment. The

State Government has adopted a three pronged strategy under Employment Plan to enhance

the employment opportunities in above mentioned three sectors. The progress of

employment generation in terms of financial and physical achievements was reviewed

regularly on monthly basis.

iv) Skill Development:

Skill development has been given top priority by the State Government to enhance

the skills of unemployed youths so as to increase their employability. A State Skill

Development Mission has been constituted on the lines of National Skill Development

Mission under the Chairmanship of Chief Secretary, Government of Himachal Pradesh and

the meetings were held on regular intervals. A Skill Development Action Plan is under

preparation and all concerned departments have been requested to forward their proposals

for incorporation in the 12th

Five Year Plan (2012-17).

VII. EXTERNALLY AIDED PROJECT (EAP) DIVISION:

Externally Aided Project Division in the Planning Department has been assigned

the task of project appraisal. The subject requires a multi-disciplinary and rational

approach. The Division analyzers the project proposals of different departments submitted

for seeking funding from external agencies like World Bank, ADB, JICA, GIZ, etc. These

project proposals are examined keeping in view the technical, administrative,

managerial and financial aspects in relation to the socio-economic coverage and

overall resource position of the State. Besides this, the division also reviews and monitors

the physical and financial progress of all the EAPs being implemented in the State and

also keeps track of over all Additional Central Assistance(ACA) being received in

respect of EAPs. This division serves as single window for the different donors for

identification, appraisal and feed back in respect of EAPs. Principal Secretary (Planning) to

the Government of HP has been declared as State Nodal Officer for all Externally Aided

Projects (EAPs) in Himachal Pradesh.

Assignments during the year 2011-12 by the division:

(1) Review and monitoring of financial and physical progress of ongoing EAPs on

quarterly basis.

(2) Review & Monitoring of Additional Central Assistance due and received in

respect of all external aided projects in relation to the expenditure claims filed and

releases made by Department of Economic Affairs, Ministry of Finance,

Government of India.

(3) Advises were given to the different departments in the context of Externally

Aided Project proposals.

(4) The proposal on the Externally Aided Projects for meeting of sub groups in

Planning Commission, Government of India on EAPs for Annual Plan 2012-13 was

prepared.

Other assignments during the period under report :

The division had been in constant touch with the concerned departments, GoI and

following external funding agencies for approval / sanction of new projects:-

i) World Bank

ii) Asian Development Bank

iii) Japan International Co-operation Agency (JICA).

iv) GIZ

The Guidelines received from these institutions and Government of India were

circulated to the concerned departments to formulate the project proposals. Project

proposals received from the departments were analyzed / appraised in the division keeping

in view the Technical, Administrative, Managerial, Financial, Social & Economic

parameters. The project proposals were returned, after analysis, to the concerned

departments with the observations for alterations and modifications for posing the projects

to the funding agencies through the concerned Central line Ministries and Department of

Economic Affairs, Ministry of Finance, Government of India.

New Proposed Project :

Himachal Pradesh Clean Energy Transmission Investment Program (HPCETIP)”

with total estimated cost of ` 1927.00 crore will be implemented by HP Power

Transmission Corporation Limited (HPPTCL) established by the Himachal Pradesh

Government. ADB shall provide a loan amounting to ` 1540.00 crore which is 80% of the

total investment The rest 20% share i.e. ` 387.00 crore shall be borne by the State

Government. The MFF is expected to have the three Tranches. The total duration of this

program is 6 years (2012-17).

Bilateral Collaboration Between Himachal Pradesh and British Columbia, Canada:

Various meetings between State Government and representatives of High

Commissioner of Canada and Consul General of Canada based at Chandigarh were held for

mutual cooperation. Consequent to the series of meetings / discussions and after the

approval of State Government a “Letter of Intent” was signed between State Government

of Himachal Pradesh and Government of British Columbia, Canada on 16th

November,

2011 at Chandigarh to develop and strengthen bilateral relations through mutual exchange

and cooperation. The letter of intent was signed by Ms. Rajwant Sandhu, Chief Secretary

representative of Himachal Pradesh and Ms. Dana Hayden, Deputy Minister, representative

of British Columbia.

The details of on going and in pipeline EAPs are given at Annexure-

‘A’ and ‘B’ respectively.

VIII. NABARD-RIDF DIVISION:

Rural Infrastructure Development Fund under NABARD sponsored programmes for

extending loan assistance to the State Governments for the completion of ongoing projects/

Really New Schemes in the areas of Medium and Minor Irrigation, Soil Conservation and

other Rural Infrastructure Development Projects like Rural Roads and Market Yards has

been implemented in the State since RIDF-I (1995-96). This programme was continued as

RIDF-II, III, IV, V, VI, VII, VIII, IX, X, XI, XII, XIII, XIV, XV, XVI & XVII in the

successive Annual Budgets. Under RIDF-I, NABARD had provided loan assistance upto

50% of the balance cost of ongoing projects which was later on extended upto 90% / 95%

under successive RIDF tranches.

2. The State Government is availing NABARD loans under RIDF programme

for a wide range of activities. Some of the activities on which the State Govt. has either got

projects approved or has posed projects to the NABARD for funding are :-

(i) Construction of Roads and Bridges.

(ii) Construction of Irrigation schemes.

(iii) Construction of Flood Protection Works.

(iv) Construction of Primary School Buildings (Under S.B.V.S.Y.).

(v) Construction of Drinking Water Supply Schemes.

(vi) Establishment of Citizen Information Centres.

(vii) E-Governance.

(viii) Construction of Science Laboratories in Senior Secondary Schools.

(ix) Watershed Development Project.

(x) Strengthening of Animal Health Infrastructure.

(xi) Production of cash crops through adoption of Precision Farming Practices

3. Upto 31st March, 2012 the NABARD has sanctioned a loan assistance of ` 3464.80

In addition to above mentioned meetings, monthly review meetings were held in the

Regional Office of NABARD Shimla. The representatives of implementing departments,

NABARD and Planning Department attended these meetings. Physical and financial

progress of each departments were reviewed and monitored in these meetings and

implementing departments were advised to take corrective actions where required.

IX. NEW 20-POINT PROGRAMME-2006 DIVISION:

1. Planning Department has been declared as a nodal department for coordination,

review, monitoring and reporting of progress reports of Twenty Point Programme (TPP)

from the year 2007. The State Government has been placed in Very Good category on the

basis of its performance on 16 Parameters evaluated under the Programme during the year

2010-11.

2. Due to rigorous monitoring by Planning Department, the performance under Twenty

Point Programme has been excellent. The programme is regularly reviewed in the meetings

chaired by Chief Secretary, Himachal Pradesh. and also in COS meeting. During 2011-12,

review meetings were held on 27th

July, 2011, 14th

September, 2011 and 21st January,

2012.

3. In order to inculcate competition among Districts for the implementation of TPP,

the State Govt. has introduced other District Ranking Analysis from the year 2009-10.

Beside, an incentive prize amounting to ` 1.00 crore has been introduced for three best

performing Districts. ` 50.00 lacs, ` 30.00 lacs and ` 20.00 lacs is given to 1st, 2

nd and 3

rd

best performing district respectively. During 2010-11, two districts, viz; Kangra & Shimla

have jointly shared 1st rank and Hamirpur, Sirmaur, Una & Solan districts are tied on 3

rd

rank. The award money of ` 100 crore was distributed among districts in the following

4. During the year 1-4-2011 to 31-3-2012 the performance of the State in all the 16

ranking items, remained Very Good.

5. The comprehensive guidelines on Twenty Point Programme-2006 have been issued

and hoisted on the website (www.hpplanning.nic.in) of State Planning Department. All the

reporting items have been identified for all the departments in respect of monthly monitor-

able items and these have been put on the website of Planning Department.

X. RAILWAY DIVISION:

The Railway Division of Planning Department has taken the following actions during

the year 2011-12 for the expansion of rail network in Himachal Pradesh:

1. Nangal –Talwara BG Rail line:

(a) In Himachal Pradesh, length of Nangal Talwara rail line is 56 Kms. During the year

2011-12, rail line from Chururu – Takarla to Amb- Andaura section has been opened

for the rail traffic.

(b) Notifications u/s 4, 6 & 7of Land Acquisition Act, 1894 have been issued for the 18

villages under Amb Andaura to Daulatpur Chowk section (17 Kms).

(c) Approval for disbursement of award of 18 villages has been accorded.

(d) To restore the reduction made in the Railway Budget, a resolution under Rule 101

was passed in the winter session of H.P Vidhan Sabha on 22nd

December 2011 and

this resolution has been sent to the Chairman, Railway Board, New Delhi.

2 Bhanupalli- Bilaspur- Beri BG Rail Line:

(a) The length of Bhanupalli-Bilaspur–Beri BG rail line is 63 Kms. 25 villages falls

(Bhanupalli to Dharot) in the first 20 Kms of this rail line, out of which 14 villages

are in Punjab and 11 villages in District Bilaspur Himachal Pradesh .

(b) The notification u/s – 4, 6 & 7 of Land Acquisition Act 1894 has been issued in

respect of all the 25 villages falling in the first 20 Kms of this rail line.

(c) The Railways have ordered Geological and Geo-Technical investigation survey of

this rail line and has asked State Govt. to keep land acquisition work in abeyance.

The State Govt. has taken up the matter with Chairman, Railway Board for speedy

completion of survey.

3 Bilaspur- leh via Mandi-Manali Leh-Ladakh Rail Line:

(a) Due to strategic importance of the rail line for ferrying of defence equipments to the

border areas and to boost the regional economy, State Government has taken up the

matter with Planning Commission and Ministry of Railways for the extension of this

Rail line upto Leh –Ladakh.

(b) As per the survey report of Railway Ministry, the construction cost of this 498 Km

long line has been assessed as ` 22831 crore.

4. Conversion of Pathankot-Jogindernagar Narrow Gauge rail line into Broad Gauge

rail line & its extension upto Leh-Ladakh via Mandi:

(a) The state Government has taken up the proposal with the Ministry of Railways to

convert the Pathankot-Jogindernagar Narrow Gauge rail line into Broad Gauge rail

line and extend it via Mandi –Manali-upto Leh-Ladakh because of its great

strategic importance for the country and for ensuring uninterrupted and timely

supply of ration and machinery to armed forces deployed in Leh- Ladakh region

near the Indo China border.

(b) The survey works of this line has been completed and as per the survey report the

cost of construction of this 181 Km. long line has been assessed as ` 3280 crore.

(with electric traction) ` 2888 crore (with diesal traction).

(c) Now the Railway Board is demanding 33% of construction cost and providing

land free of cost for the conversion of this line from the State Government. The

State Government has requested the Railways Authorities that due to limited

resources available, the State Government is unable to bear the 33% cost. State

Government has taken up the matter of state share with Government of India.

5. Baddi-Kalka Rail Line:

(a) Keeping in view the already established/ upcoming industries, education hub and

commercial complexes in Baddi-Barotiwala –Nalagarh area, the State Government

has taken up this issue with the Ministry of Railways to complete the survey work

in a time bound manner.

(b) Railway has informed that survey of this line has been completed and submitted to

Railway Board on 11-4-2011 for consideration.

(c) As per survey, the Project cost of this project has been assessed as ` 385 crore.

6. Ghanauli–Dehradun via Nalagarh-Jagadhari-Surajpur-Kala Amb-Paonta Sahib

Rail Line:

Ministry of Railways has included this new rail line project under “New Rail Line

Survey in the Railway budget 2010-11. The required basic data for the survey work as

requested by the Chief Commercial Manager (TS), Northern Railway has been provided by

the State Government.

XI. EVALUATION DIVISION :-

Evaluation Division of Planning Department is entrusted with the evaluation work

of different plan schemes and projects. The objectives of the evaluation is to make

assessment of the implementation process, identify bottlenecks and gaps in implementation

of the schemes and programmes and based on these finding, suggest remedial measures to

make implementation process more effective. A Technical Advisory Committee under the

Chairmanship of Financial Commissioner-cum-Secy. (Planning) to the Government of

Himachal Pradesh has been constituted at State level to consider evaluation proposals of

different implementing agencies.

At present, the Evaluation Division is engaged in conducting the following

evaluation studies which are in different stages of completion as per the following details:

1. Study on Sectoral Decentralised Planning Programme :

This study was started in the year 2004 and the schedules were sent to the District

Planning Offices for collecting information from the field. The filled up schedules received

back were full of discrepancies and inconsistencies, which came into light after careful

scrutiny of these schedules. These discrepancies in inconsistencies were addressed to by

sending these schedules back to field offices and the whole exercise was coordinated from

the Headquarters of Planning Department. After receiving complete information, the data

was compiled, analysed and draft report was prepared.

2. Evaluation Study on Watershed Development Programme:

The study was started in the year 2005-06. The filled up schedules received in the

Planning Department were incomplete in many respects. Also, the schedules designed

earlier could not cover some of the aspects of Watershed Development Programme being

implemented by different departments. In view of this, a decision was taken in the meeting

of the Technical Advisory Committee held on 12th

December, 2011 to re-design and re-

conduct the study by collaborating with the Department of Rural Development. Research

design and schedules for conducting the study were finalized in consultation with the

Department of Rural Development and field survey was started in February, 2012.

3. Evaluation Study on Computerisation of Accounting System of Temple Trusts

in Himachal:

The study was initiated in the year 2009-10. This study aimed at making an

assessment of the functioning of computerized management of accounting system in these

Temple Trusts where the department of Information & Technology has supplied Hardware

and Software. The report was finally written in the month of March, 2012.

4. Survey of Registrants in the Regional Employment Exchanges:

The survey of registrants was done in Regional Employment Exchange in Shimla

only. The report was completed and put up for approval of the Government. The

Government decided to expand the scope of the study by surveying registrants of

Employment Exchanges of Kangra, Mandi and Solan districts also. The registrants were

sent questionnaires through mail. By the end of February, 2012 a total number of 938

questionnaires had been received. Compilation of information contained in the

questionnaires has been started . This study attempts to assess the Socio Economic status of

the Registrants in the Employment Exchanges.

5. Evaluation Study of Rashtriya Sam Vikas Yojana:

The Ministry of Panchayati Raj, Government of India has decided that the State

Planning Department will conduct the Evaluation Study of Rashtriya Sam Vikas Yojana

implemented in Sirmour and Chamba districts of Himachal Pradesh. Considering limited

manpower at the disposal of Evaluation Division; it was decided by the Government to

outsource the study. Accordingly, bids have been invited for conducting the study. The

Evaluation Study will look into the issues related to effectiveness of the programme in

meeting of its objectives. Accordingly, bids have been invited for the study.

XII. MLA PRIORITY DIVISION:

The following main tasks have been assigned and performed by MLA Division

during the year 2011-12:-

The division is assigned the task to hold the meetings of the Hon’ble MLA’s with

the Hon’ble Chief Minister to identify the plan priorities based on priority schemes of the

Hon’ble MLAs. The identified schemes are included in the Annual Plan Budget of the State.

The division has compiled and published the MLAs priority schemes for the year 2012-13.

This document consists of “Really New Schemes” and “Ongoing Schemes” prioritized by

the concerned Hon’ble MLAs under three sectors i.e. Minor Irrigation, Roads & Bridges

and Rural Water Supply. This compilation is a part of State Annual Plan Budget Document.

The Action Taken Report on the issues raised by Hon’ble MLAs is prepared by the division

and circulated to all Hon’ble MLAs. For the first time, Mid Term Review meetings were

held on 20th

& 21st September, 2011 under the Chairmanship of Hon’ble Chief Minister

Himachal Pradesh. In these meetings, follow up action report on the decisions taken in the

previous year meetings, which were held on 27th

and 28th

January 2011, was also provided.

The Annual Hon’ble MLAs’ meetings were held on 13th

& 14th

February, 2012 under the

Chairmanship of Hon’ble Chief Minister Himachal Pradesh. In these meetings, follow up

action report on the decisions taken in the previous meetings, held on 20th

and 21st

September 2011, was also provided.

XIII. COMPUTERISATION DIVISION:

Computerisation Division has been constituted for fulfilling the computer needs

of Planning Department. All the reports / publications published by the Planning

Department are processed on computer and lateron get printed on off-set in Printing Press.

This division has been catering the needs of software development for the department

and has developed the following softwares for different Divisions of Planning

Department :-

1. Modifications/Updation of GN Software for 2011-12.

2. Development of Plan Budget Monitoring Software.

3. Modifications/Updation of RIDF Software.

3.3. DISTRICT OFFICES :

District Planning Cells have been created in all the ten Non-Tribal districts of the

State. These offices are functioning under the control of the concerned Deputy

Commissioners. The Additional Deputy Commissioner / Additional District Magistrate, as

the case may be, has been declared as Chief Planning Officer. The District Planning Cells

are headed by the District Planning Officers. They are functioning as Drawing & Disbursing

Officers at district level. The following staff has been provided in District Planning Cells :-

1. District Planning Officer.

2. Credit Planning Officer.

3. Assistant Research Officer.

4. Statistical Assistant.

5. Sr. Assistant (two posts in District Shimla, Mandi and Kangra).

6. Steno-Typist.

7. Clerk.

8. Peon.

All the decentralized planning programme such as VMJS, SDP, VKVNY, MMGPY,

MPLADs, BASP, etc have been implemented at district level through the concerned District

Planning Cell. The collection of data for evaluation studies carried out by the department

are also collected through District Planning Cells at district level. District Planning Cells

have been assigned the job monitoring and reviews of ongoing Plan Schemes, 20-Point

Programme and all decentralized programmes mentioned above through District Planning,

Development and Twenty Point Programme Review Committee on quarterly basis. District

Planning Officers function as a Public Information Officer of Planning Department at

district level. District Planning Cells have proved extremely useful at district level in

fulfilling the decentralization objective of the State Government. All assignments of the

department required to be undertaken at district level are performed through District

Planning Cells.

Joint Director (Planning): Joint Director (Planning)

was promoted to the post of Adviser (Planning) on 1st

February, 2010 and since then the post of Joint

Director (Planning) is vacant.

Deputy Directors: All the Deputy Directors control

various Divisions such as Plan Formulation, Plan

Implementation, Project Formulation, Evaluation,

Employment, Computerization, Administration,

Regional and District Planning, Backward Area Sub-

Plan, Twenty Point Programme, Railways, MLA

Priorities, RIDF and RFD. They assisted the Adviser

(Planning) in discharging various responsibilities to

achieve organizational goals.

Research Officers: All the Research Officers assist

the Deputy Directors and control the staff deployed in

various Divisions. All the files are routed to Deputy

Directors through Research Officers.

District Planning Officers: The staff provided to

the District Planning Officers and duties performed by

them are given under heading “3.3. DISTRICT

OFFICES”.

Assistant Research Officers: Deal with the various

works/proposals/correspondence and submit the same

with their comments to the Research Officers for

taking decisions at the higher level.

Statistical Assistants: Deal with the various works /

proposals / correspondence and submit the same with

their comments to the Research Officers for taking

decisions at the Higher level.

Computer: They perform their duties and functions

as assigned to them by the Research Officers.

Program Planning Officer (PPO): The PPO is the

in-charge of the Computer Cell. He helps in

developing software as per the requirement of the

department and all other computer related jobs.

Computer Operators : They assist the PPO in

software development, data feeding and render the

computer related technical help and guidance to the

department.

Superintendent Gr.-II: Superintendent Gr.-II

supervises the work of Administration Division. All

the Senior / Junior Assistants and clerks of

Administration Division submit the files through

Superintendent Gr.-II. He puts up the files to DDO /

Deputy Director (Administration) for final decision at

appropriate level.

Senior Assistants / Junior Assistants: Deals with

administrative, personnel, budget, organizational, etc

matters and also works assigned by Superintendent /

DDO / Higher Officers.

Clerks : Perform duties and functions as assigned to

them by DDO / Supdt. Gr.-II including the work of

diary despatch of the Department.

Personal Assistant / Sr. Scale Stenographer / Jr.

Scale Stenographers: Perform duties with Head of

Department, Joint Directors / Deputy Directors, such

as dictation / typing work / attend to the telephone

calls, handle the files / records of confidential or

secret nature and any other work assigned by the

officer.

Steno Typists: Perform duties of dictation and typing

work with the officers. Ten posts of Steno-Typists are

sanctioned in the ten Non-Tribal Districts and they

performed their duties with the District Planning

Officers in the Districts.

Duplicating Machine Operator: To operate the

Photostat machines of the Department.

Peons: They perform the duties as per office manual.

Chowkidar : Keep watch and ward during and after

office hours of all the office rooms of the department.

He is also responsible for all precautionary measures

relating to prevention of fire and damage to

Government property.

Sweeper: To sweep, clean and mop of rooms,

corridors, verandahs. Clean lavatories, urinals,

washbasins, etc daily and properly. To collect and

dispose off all waste in the office.

Development, Twenty Point Programme Review and

Public Grievance Committees at Sub Divisional level.

Public representatives have been nominated by the

State Government in these committees. Nominated

public representatives give their opinion / suggestions

regarding policy formulation and implementation at

State, District and Sub Divisional level. Apart from

this, MLAs meetings to identify the State Annual Plan

priorities are also held. Hon’ble MLAs give their

valuable suggestions regarding formulation of

policies, programmes and implementation.

State Level Planning, Development & Twenty Point

Program Review Committee.

District Level Planning Development & Twenty Point

Program Review Committees (DPDCs) in all

Districts.

Sub-Divisional Level Planning Development, Twenty

Point Programme Review & Public Grievance

Committees.

Meetings of these committees/Boards are not open

for public. However, public can have access to the

minutes by formally applying for it.

The Officers and the employees appointed in the

Department get the Pay Band and Grade Pay as

granted by the Government from time to time. Pay

The Planning Department allocates funds on quarterly

basis to the implementing departments and Deputy

Commissioners for plan schemes and other various

decentralized planning programmes according to the

guidelines, formula and instructions issued by State

Government from time to time. The division-wise

details of goals, objectives, programmes, allocation,

expenditure, etc. have been given in the write-up of

the each divisions.

There is no subsidy programme being executed

directly by the department.

Only Plan budget quarterly authorization to incur an

expenditure is granted by the Planning Department to

all the implementing departments (concerned with

Plan) and Deputy Commissioners.

the information relating to the various activities of the

Department is available on the website
