Feroze Gandhi on the Freedom of Press For the success of our parliamentary form of Government and democracy, and so that the will of the people shall prevail, it is necessary that our people should know what transpires in this House. This is not your House, or my House, it is the House of the People....It is on their behalf that we speak and function in this Chamber. These people have a right to know what their chosen representatives say and do. Anything that stands in the way must be removed. The extent to which democracy has succeeded can be judged by the extent to which we have successfully compelled the Government to function in the full limelight of publicity. The entire machinery of Parliament is geared to that effect. Our objective today is a socialist society and it is here that we run into the first hurdle. The newspaper which is the means of conveying and giving expression to our ideas belongs to a sector of economy called the private sector. The second and perhaps the bigger obstacle is that the law of libel hangs like the sword of Damocles over the head of every editor and correspondent and keeps impressing on him how precarious his existence is. Any newspaper which today publishes the proceedings of our legislatures does so at considerable risk and throws itself open to both civil and criminal action. September, 1960) I have to inform the House of the sad demise of Shri Feroze Gandhi who passed away at New Delhi at 8:15 A.M. this morning at the early age of 48. Shri Feroze Gandhi, as the House is aware, was a Sitting Member of the House. He was elected from the Rae Bareli constituency of Uttar Pradesh. He was also a Member of the Provisional Parliament and the First Lok Sabha during the years 1950 to 1952 and 1952 to 1957. He was a leading journalist, a forceful speaker and was found to be full of promise. Day by day, his capacity to address the House was increasing. He was never flurried and the House began gradually to bestow confidence in whatever he said. It heard every word of what he said with care and attention and he was making very useful contribution. He was growing into a first class parliamentarian. We deeply mourn the loss of one who promised to be a great personality in the future. He was a patriot and a nationalist. I am sure the House will join me in conveying our condolences to the members of the bereaved family. May I request the House to stand in silence for a minute to express our sorrow.

Kashika, the in-house magazine of Feroze Gandhi College, is an instrument to

highlight the talents of the students of the college both boys and girls. Going through in

detail the articles contributed by the students of the college in previous issues of

Kashika, I have realized with pleasure the vast exposure to which the students of Feroze

Gandhi College are exposed to and their interests in vital matters of society.

Kashika is also instrumental for encouraging the students for serious study and

creating a flair amongst them for writing for the College Magazine, a welcome sign for

the advancement of the College and its academic activities.

EDITORIALThe objective of higher education being the broadening of the frontiers

of human psyche through ceaseless pursuit of knowledge, the Universities and other temples of learning were set up with the ennobling mission to inculcate liberally rationalized spirit of free enquiry, methodically empirical scientific temper and democratically egalitarian thought process amongst the learners.

Established in accordance with the Charles Wood's celebrated Dispatch of 1854, the earliest contemporary Indian Universities of Madras,

Calcutta and Bombay have their respective mottos of Doctrina Vim Promovet Insitam (Learning promotes natural talent), Advancement of Learning and Sheetvrata Phala Vidya (The fruit of learning is good character and righteous conduct). The academic ideals as enshrined in these three mottos written in Latin, English and Sanskrit languages stand for the holistic dissemination of knowledge through the tools of elaborate discussions, scholarly interpretations and multiple analyses by the faculty.

In this age of Information technology, when youth is armed with different modalities of internet, the role of a teacher as interpreter and explicator has increased manifold. Google and other search engines can provide the learners with plethora of factual data. Any obscure information which was earlier lost in mazes of a library is just a click away on the smartphones, tablets, laptops and other electronic devices; virtual teaching modules as prepared by Massive Open Online Courses (MOOCs) such as Coursera and UGC NPTEL have opened up rare and treasured recesses of knowledge for the young learners.

In such a situation of information overload, the Universities must not be just information dissemination service centres. They must open up new vistas of scholarship through new and dynamic interpretations of the given subjects; it is only through novelty of ideological revolution in the Universities that the insatiable thirst of the scholars will be quenched. Stagnant pools of knowledge at a centre of higher learning can never promote innovative researches. Tennyson has succinctly put forward this point of view in 'Ulysses': “How dull it is to pause, to make an end,/To rust unburnish'd, not to shine in use!/As tho' to breathe were life!” Roland Barthes' reader response theory as expounded in his seminal essay 'The Death of the Author' emphasizes the multiple readings of the text and this opening up of numerous layers of interpretations is only possible in a University system that values dialogue more than the sheer transmission of raw facts.

The elaborately argumentative methodology of loquaciously pedantic exchanges of the faculty is not without precedence both in India and abroad. Yama- Nachiketa, Yagyavalka-Gargi and Krishna-Arjuna dialogues of the east and Plato-Socratic inquisitions of the West are just the few examples of this dialectical tradition. It is only by awakened questioning of the established order at the University system and not by stooping low to the tantrums of traditional orthodoxy that new ideas come to the fore.

This awakened enquiry also pinpoints the fact that no idea can claim absolute, objective, categorical and universalized form of certainty. Rather, all social/cultural values, customs are relative to time and space. All this resistance to the totalizing patterns of life, culture and civilization may be conceptualized as a radically new form of epistemological freedom from all assured truths and certainties. Entailing subterranean fluidity against the monolithic structures of oedipal authority, contemporary theorists resist with their decentring tools the panoptical control of the

social institutions by the logocentric mindset. The forces of orthodoxy employ all possible measures to suppress 'the incredulity towards metanarratives'; but the destabilizing flux marches on. This penchant for the non-conformist revolution has been existing in human soul since the ages and the puritanical guardians of parochial orthodoxy have often accused these rebels of disastrously blasphemous perfidy, sickening moral turpitude and enormously degrading heresy. Still 'the old order changeth yielding place to new'. There is always the scope for the alternative dissenting perspective or the multiple exposition of the truth. The conceptualization of 'Neti Neti' as enshrined in our ancient philosophical texts denies any limiting definition of Timeless and infinite Truth. It is beyond the limited periphery of time and space. Human endeavour to define/depict the ultimate reality only presents the half truth. Heisenberg's uncertainty principle posits against the fixed sovereignty of homogenizing and universal ideals or thoughts. The perennial 'To be or not to be' impasse hounding Hamlet is in a way the precursor of the contemporary Existentialist indeterminacy and Post-Structuralist aporia.

Memories stuffed with several terabytes of facts may be suitable for the robot slaves, but they can't be completely fit for the lively human beings ready to question, discuss and be involved in the exchange of ideas. Hence, the motto of the University system must be to create vibrant scholars who can interact with the masses, comprehend complex societal problems and inculcate scientific temper in the next generation.

Having its locale in the rural district of Rae Bareli, the fulcrum of academic initiatives of Feroze Gandhi College (Rae Bareli) gravitates around the ennobling idea of imparting quality higher education to the young and impressionistic minds of the region. With the faculties of Arts, Science, Commerce and Educational Training operating simultaneously at the sprawling Campus of the college, illustrious founder of the institution and democratically liberal parliamentarian Late Feroze Gandhi had envisioned to widen the horizons of the student community by promoting the interdisciplinary model of scholarship.

The motto of the college being Kku] 'kkfUr ,oa izxfr (Knowledge, Peace and Development), all the major stakeholders including the Committee of Management, Principal, Faculty Members and most importantly the learners have the avowedly sacrosanct objective of maintaining this holy trinity.

The students with inquisitive minds to question and ceaseless volition to explore the unknown and unexplored frontiers of knowledge approach the academically vibrant milieu of the college and during the process of scholarly exchanges with the teachers their appetite for the multiple layers of knowledge increases manifold. The mission of the institution is to quench this infinite thirst for learning, to keep the eternal flame of scholarship ever sparkling and to remove the mists of ignorance. The college fraternity is progressively engaged in applying its holistic academic credentials to promote, disseminate and create knowledge.

This incisive pursuit of knowledge has displayed the potentialities of the college in becoming the harbinger of social change, the flag bearer of universal peace and the campaigner for the inclusive development of both the individual and society based on the democratic ideals of liberty, freedom and equality. The penchant of the faculty for the holistic exposition and multiple interpretations of various academic disciplines along with their informal tete-a-tete with colleagues, support staff and students may gradually send seismic shock waves into the world of regressively obscurantist thought. This paradigm shift in the value structure may well have a domino effect on the half-baked orthodoxies of the society. Synthesis of Knowledge, Peace and Development is the ultimate end of the college.

Kashika, the title of the college magazine, has its palimpsestic intertextual affinity with the erudite commentary of the same name on Panini's Sutra-styled Sanskrit Grammar treatise Ashtadhyayi (Eight Chapters) by Vamana and Jayaditya. Since its inception, the objective of the magazine has been to spot the hidden recesses of creativity amongst the teachers and learners of the college. Positing on Eliot's seminal formulation that historical sense “involves a perception, not only of the pastness of the past, but of its presence”, the Editorial Board of the current issue has endeavoured to maintain the Kashika legacy of objectively and judiciously promoting the talent.

The content of the current issue of Kashika is divided into four sections. The first section on 'General Discourse' is providing a fruitful forum for the multi-disciplinary discussions and debates on various topics of general interest. In the articles of this section, generally the conventional boundaries of disciplines have disappeared and there is continuous overlapping among the various branches of Humanities and Basic Sciences. The second literary section consists of theoretical deliberations on the nature of literature, individual authors and literary movements etc. The section also includes creative writing by the teachers and the students. Positing on the metaphorical character of all language, the contemporary Post-Structuralist theorists have obliterated the binary of literary and non-literary form of communication. The Russian formalist critic Roman Jakobson talked about the concept of 'defamiliarization' in his discussion about the nature of literature. I.A.Richards mentioned the emotive and scientific uses of the language. However, the deconstructionists led by the likes of Derrida feel that all language is illusory, literary, emotive and metaphorical; Indian sages hinted at this illusory nature of the world and its various institutions in the Advaita Vedant School of philosophy. In this edition of Kashika too, it was an almost enormous task for the editors to decide on the literary character of a piece, as certain contributions displayed a typical mélange of the literary and non-literary forms of language. The third section of the magazine outlines the culture of academics at Feroze Gandhi College. Focal point of the college being its teaching and research activities, National Assessment and Accreditation Council (NAAC) has recently conferred it Grade 'A'. Kudos to all the stakeholders for this honour. This section covers a wide spectrum of the academic activities in the college. After these three sections, there is one final miscellaneous section.

Focusing on the linearity of time as explicated by Eliot in the expression 'Time present and time past/Are both perhaps present in time future' (Burnt Norton), it can be formulated that our individual talent is formed out of the remains from the tradition. I must show my deep sense of gratitude to my parents and teachers for moulding me. This current issue of Kashika is just the continuation of the efforts made by the earlier editors. I must salute all of them.
