crimes as LTTE combatants.

UNHCR is offering the returnees an incentive package of free air tickets, a re-integration grant of Rs 25,000/= per family, transport allowance to place of origin and a package of non-food items. Secretary/Resettlement has held discussions with M/EA and M/Defence to encourage refugees to return. Accordingly, following action is to be taken:

o Create more awareness among refugees on the availability of the UNHCR package and also possibility of applying for housing assistance in consultation with M/EA and DHC in Chennai.

o M/EA is being requested to examine the possibility of initiating discussion with GOI to compile a Profile of refugees as such detailed information will be later required to meet the needs of the returning refugees (housing, employment, education etc)

9.248 1. The Official Languages Commission (OLC), Act is being amended as per the directions given. 2. The OLC has delegated authority for the NIPA Assistants presently in the Districts, to attend to specific functions in order to assist the Commission in carrying out the work. 3. Provincial Languages Centers to be establish in three Provinces in Kilinochchi, Ratnapura and Polonnaruwa. 4. Kilinochchi would be the Centre which would cater for the Northern Province. (1) An Action Plan to implement LLRC recommendations in estate sector as pertaining to the Ministry has been finalized. Progress for 2013-2014 will be monitored according to this Plan.

(2) Social empowerment of women carried out through awareness programmes on cash management, reproductive health, impact of alcohol abuse and prevention of Gender Based Violence. Several programmes were held for children in the estate sector on livelihood assistance which included the following

topics: - o Alcohol abuse and the health and social impact of alcohol abuse o importance of saving as a future investment and how to plan the expenditure according to the income o how to minimize trafficking of children and women in the area

(3) Clear delegation of duties to the staff in the field which includes Child Rights Promotion Officer, Women Development Officer, Early Child Hood Development Officer, Relief Sisters and NCPA Officers. Future activities will be conducted in collaboration with the Plantation Trust in which the Children's Secretariat is already a member.
