One of the fuel options, liquefied natural gas (LNG), is already being utilized domestically and abroad to fuel purpose-built vessels and those beginning to convert their fuel systems away from fuels with a higher sulfur content. Over the last several years, the emergence of domestic gas supply fields in the United States has also helped fuel the demand for LNG infrastructure relating to bunkering operations. Virginia’s ports host robust commercial shallow-draft and deep-draft fleets, and the Virginia Maritime Association (VMA) spearheaded an effort to ensure that our vessels will have access to compliant fuels in the near future. On November 15th, 2018, the VMA hosted a roundtable forum on the future of emissions compliance regulations and the use of LNG as a compliant fuel option for vessels calling on our port. Industry experts from ABS Group, SEA/LNG, and the U.S. Coast Guard’s Gas Carrier National Center of Expertise gave presentations on a wide range of LNG-related topics such as 2020 emissions regulations, compliance options, and regulatory oversight. The Innovation Hub will offer a neutral space where startups, existing companies, and university research labs can find solutions to pressing issues in the maritime industry. It is modeled on other successful hubs and accelerators from around the globe such as The Dock in Israel, Startup Wharf in England, Ze Box in France, Port XL in the Netherlands, MGTIC in New York/ New Jersey, and Blue Economy in California. David Stalfort introduces compliances options for the new regulations coming in 2020

NORFOLK | With the International Maritime Organizationrsquos sulfur emissions cap approaching in 2020 vessel operators around the world are exploring different options to comply with the imminent regulations One of the fuel options liquefied natural gas (LNG) is already being utilized domestically and abroad to fuel purpose-built vessels and those beginning to convert their fuel systems away from fuels with a higher sulfur content Over the last several years the emergence of domestic gas supply fields in the United States has also helped fuel the demand for LNG infrastructure relating to bunkering operations

NEWPORT NEWS | Considering the regional impact as the Navy expands its fleet over the next 10-15 years Newport News Shipbuilding realized that local businesses would be drawing from the same workforce as its suppliers and neighboring shipyards Rather than compete the company proposed ldquoAmerican Builds amp Repairs Great Shipsrdquo an alliance between ship repairers workforce suppliers state and local government and other related parties to find a way to get enough employees needed for all the regionrsquos industry businesses

ldquoThis is a not a Newport News Shipbuilding initiative it is for our community our customers the Navy and for industry collaboratorsrdquo explained Dr Keisha Pexton Director of Learning amp Development at Newport News Shipbuilding ldquoThis must be a regional effortrdquo

An advisory council of several committed industry representatives is currently being established to provide collaborative input into the design of a new regional workforce development model The councils first objective will be to identify a program manager who will be able to map out the infrastructure and execution The effort will address preparing the workforce pipeline training programs and drawing the necessary workers to the region

NORFOLK | In August local student Dakota Bitterman 10 was announced as a finalist in the North American Marine Environment Protection Association (NAMEPA) Art Contest for the second year in a row In recognition of her accomplishment the Virginia Maritime Association (VMA) invited Dakota her parents Cori and John Bitterman her 5th grade teacher James Kantowski and Principal Tracy Cioppa to a small celebration with VMA and Coast Guard representatives

ldquoThe VMA feels it is important to recognize the importance of the maritime industry within our communityrdquo said David White Executive Vice President of the VMA ldquoThe NAMEPA art contest helps brings important issues to the table related to shipping and the environment We are proud to know that Dakota as a local finalist in a national art contest was able to showcase the impact of our shipping industry on the worldrdquo

Dakota was a finalist in 2018 for her interpretation of the theme ldquoBetter Shipping for a Better Futurerdquo and previously in 2017 for her piece based on ldquoConnecting Ships Ports and Peoplerdquo

ldquoLast year I chose to draw a mermaid because I really love mermaids and Norfolk is the city of mermaids so what a perfect combinationrdquo Dakota explained ldquoThe mermaid holding up the globe represents how important the port of Norfolk is to the worldrdquo

Her 2018 artwork features a larger container vessel with sails double propellers and solar panels

ldquoI drew a larger ship so that it could hold more containers meaning

A VISION FOR CHEAPER CLEANER SAFER SHIPPINGless ships in the water I added more eco-friendly features to the ship such as sails for wind power solar panels less dragging paint and double propellersrdquo Dakota explainedldquoWe need the shipping industry but also a cleaner environmentrdquo

She titled the 2018 piece ldquoCheaper Cleaner Saferrdquo inspired by the slogan for the ldquoWider Deeper Saferrdquo project aiming to widen and deepen Virginia waters accommodating for the new era of larger ships Dakota learned about the project from her father who works in the Coast Guard He was also able to provide her the opportunity to tour vessels giving her a better understanding of how the ships work

Dakota discovered the contest through the Coast Guardrsquos information network and received support from her school to pursue the competition

ldquoThis type of contest could definitely fit in with our curriculumrdquo James Kantowski said

NAMEPA began the contest nine years ago partnering with the US Coast Guard

for the past six through the USCGrsquos Partnership in Education Program According to NAMEPA the goal of the competition is ldquoto share the integral role that ships play in ensuring that shipping remains the most environmentally friendly way to transport goods across the world and how shipping is evolving to lessen environmental impactsrdquo

ldquoArt contests like this are not about winning for merdquo Dakota said ldquobut about doing it and having fun

COMMITTEE UPDATES

After years of diligent advocacy on October 23rd President Trump signed the Americanrsquos Water Infrastructure Act of 2018 which included the authorization for the deepening of the Thimble Shoals Channel to 56 feet and the Atlantic Ocean Channel to a depth of 59 feet Additionally this act authorizes the widening of the Thimble Shoals Channel to 1400 feet allowing for two-way traffic and accommodating ultra-large container vessels These exceed the existing authorizations to dredge the Norfolk and Newport News channels to 55 feet

Throughout the month VMA continued with ongoing advocacy efforts with state officials that included a port tour for the Virginia Secretary of Commerce amp Trade Brian Ball and meetings with members of the General Assembly to educate them about the direction and needs of our industry

During October VMA sponsored multiple events in promotion of Virginiarsquos ports and supply chain These included the 92nd

Annual International Propeller Club Convention the Virginia Conference on World Trade and the 2nd Port Day at Old Dominion University Monarchrsquos Football

Other activities in promotion of VMA members and our industry included presentations and meetings with the Virginia Railroad Association and a delegation from the Philippines which included the Ambassador to the Philippines

The City of Norfolk Mayorrsquos Advisory Commission on Climate Change Mitigation and Adaptation met again October 22 with VMA represented on its transportation work group The primary objectives of the Commission are to (1) measure City derived greenhouse gas emissions (2) create targets to reduce emissions and (3) establish a plan for mitigation and adaptation

Richmond | Central Chapter hellipThe Central Chapter held a Maritime Mixer on November 1st as well as a November 19th meeting In addition to participating in VMA events during General Assembly a briefing is being planned for February on the topic of trucking and the chapter will host a State of the Port address in April

Winchester |Valley Logistics ChapterhellipThe Valley Chapter will host a holiday reception on December 5th for industry and regional officials Preparations are being made for the April State of the Port address as well as a follow-up briefing on foreign trade zones date to be confirmed

Danville | Southern ChapterhellipJanuary 22nd is the tentative date for the next meeting based on speaker availability Preparations for a transportation forum and reception are being made for early spring as well as a joint event with the North Carolina World Trade Association

FINANCE (Oct 3) The committee reviewed VMArsquos financials and 2018 fiscal year year-to-date and year-end projections performance against budget Concerning VMArsquos 2019 fiscal year beginning October 1 2018 the committee considered and reached agreement on a budget which was recommended for approval to the Executive Committee

MEMBERSHIP (Oct 9) The committee reviewed progress against its goals and objectives under the VMA Strategic Plan The committee then considered and updated the branding and marketing for VMArsquos regional chapters before reviewing and considering new applications for membership

COMMUNICATIONS amp OUTREACH (Oct 9) The meeting was focused on a review and discussion of issues that may require legislation during the 2019 General Assembly The committee also considered ways of improving communications on legislative matters and involvement with other VMA committees

TOWING amp BARGE OPERATORS (Oct 10) After covering the regular topics reviews about vessel inspections and bridge operations the meeting agenda focused on a discussion of Hurricane Florence and heavy weather planning The committee also discussed updates with regard to regulations under Subchapter ldquoMrdquo

INTERNATIONAL TRADE SYMPOSIUM (Oct 26) The 2019 symposium on May 9 will have the theme ldquoIn Search of Stabilityrdquo The committee discussed potential subject topics such as tariff impacts disruptive technologies and demurrage amp detention Format changes are also under consideration by the committee

NEWPORT NEWS | Considering the regional impact as the Navy expands its fleet over the next 10-15 years Newport News Shipbuilding realized that local businesses would be drawing from the same workforce as its suppliers and neighboring shipyards Rather than compete the company proposed ldquoAmerican Builds amp Repairs Great Shipsrdquo an alliance between ship repairers workforce suppliers state and local government and other related parties to find a way to get enough employees needed for all the regionrsquos industry businesses

ldquoThis is a not a Newport News Shipbuilding initiative it is for our community our customers the Navy and for industry collaboratorsrdquo explained Dr Keisha Pexton Director of Learning amp Development at Newport News Shipbuilding ldquoThis must be a regional effortrdquo

An advisory council of several committed industry representatives is currently being established to provide collaborative input into the design of a new regional workforce development model The councils first objective will be to identify a program manager who will be able to map out the infrastructure and execution The effort will address preparing the workforce pipeline training programs and drawing the necessary workers to the region

NORFOLK | In August local student Dakota Bitterman 10 was announced as a finalist in the North American Marine Environment Protection Association (NAMEPA) Art Contest for the second year in a row In recognition of her accomplishment the Virginia Maritime Association (VMA) invited Dakota her parents Cori and John Bitterman her 5th grade teacher James Kantowski and Principal Tracy Cioppa to a small celebration with VMA and Coast Guard representatives

ldquoThe VMA feels it is important to recognize the importance of the maritime industry within our communityrdquo said David White Executive Vice President of the VMA ldquoThe NAMEPA art contest helps brings important issues to the table related to shipping and the environment We are proud to know that Dakota as a local finalist in a national art contest was able to showcase the impact of our shipping industry on the worldrdquo

Dakota was a finalist in 2018 for her interpretation of the theme ldquoBetter Shipping for a Better Futurerdquo and previously in 2017 for her piece based on ldquoConnecting Ships Ports and Peoplerdquo

ldquoLast year I chose to draw a mermaid because I really love mermaids and Norfolk is the city of mermaids so what a perfect combinationrdquo Dakota explained ldquoThe mermaid holding up the globe represents how important the port of Norfolk is to the worldrdquo

Her 2018 artwork features a larger container vessel with sails double propellers and solar panels

ldquoI drew a larger ship so that it could hold more containers meaning

A VISION FOR CHEAPER CLEANER SAFER SHIPPINGless ships in the water I added more eco-friendly features to the ship such as sails for wind power solar panels less dragging paint and double propellersrdquo Dakota explainedldquoWe need the shipping industry but also a cleaner environmentrdquo

She titled the 2018 piece ldquoCheaper Cleaner Saferrdquo inspired by the slogan for the ldquoWider Deeper Saferrdquo project aiming to widen and deepen Virginia waters accommodating for the new era of larger ships Dakota learned about the project from her father who works in the Coast Guard He was also able to provide her the opportunity to tour vessels giving her a better understanding of how the ships work

Dakota discovered the contest through the Coast Guardrsquos information network and received support from her school to pursue the competition

ldquoThis type of contest could definitely fit in with our curriculumrdquo James Kantowski said

NAMEPA began the contest nine years ago partnering with the US Coast Guard

for the past six through the USCGrsquos Partnership in Education Program According to NAMEPA the goal of the competition is ldquoto share the integral role that ships play in ensuring that shipping remains the most environmentally friendly way to transport goods across the world and how shipping is evolving to lessen environmental impactsrdquo

ldquoArt contests like this are not about winning for merdquo Dakota said ldquobut about doing it and having fun

ASSOCIATION IN ACTION

COMMITTEE UPDATES

After years of diligent advocacy on October 23rd President Trump signed the Americanrsquos Water Infrastructure Act of 2018 which included the authorization for the deepening of the Thimble Shoals Channel to 56 feet and the Atlantic Ocean Channel to a depth of 59 feet Additionally this act authorizes the widening of the Thimble Shoals Channel to 1400 feet allowing for two-way traffic and accommodating ultra-large container vessels These exceed the existing authorizations to dredge the Norfolk and Newport News channels to 55 feet

Throughout the month VMA continued with ongoing advocacy efforts with state officials that included a port tour for the Virginia Secretary of Commerce amp Trade Brian Ball and meetings with members of the General Assembly to educate them about the direction and needs of our industry

During October VMA sponsored multiple events in promotion of Virginiarsquos ports and supply chain These included the 92nd

Annual International Propeller Club Convention the Virginia Conference on World Trade and the 2nd Port Day at Old Dominion University Monarchrsquos Football

Other activities in promotion of VMA members and our industry included presentations and meetings with the Virginia Railroad Association and a delegation from the Philippines which included the Ambassador to the Philippines

The City of Norfolk Mayorrsquos Advisory Commission on Climate Change Mitigation and Adaptation met again October 22 with VMA represented on its transportation work group The primary objectives of the Commission are to (1) measure City derived greenhouse gas emissions (2) create targets to reduce emissions and (3) establish a plan for mitigation and adaptation

Richmond | Central Chapter hellipThe Central Chapter held a Maritime Mixer on November 1st as well as a November 19th meeting In addition to participating in VMA events during General Assembly a briefing is being planned for February on the topic of trucking and the chapter will host a State of the Port address in April

Winchester |Valley Logistics ChapterhellipThe Valley Chapter will host a holiday reception on December 5th for industry and regional officials Preparations are being made for the April State of the Port address as well as a follow-up briefing on foreign trade zones date to be confirmed

Danville | Southern ChapterhellipJanuary 22nd is the tentative date for the next meeting based on speaker availability Preparations for a transportation forum and reception are being made for early spring as well as a joint event with the North Carolina World Trade Association

FINANCE (Oct 3) The committee reviewed VMArsquos financials and 2018 fiscal year year-to-date and year-end projections performance against budget Concerning VMArsquos 2019 fiscal year beginning October 1 2018 the committee considered and reached agreement on a budget which was recommended for approval to the Executive Committee

MEMBERSHIP (Oct 9) The committee reviewed progress against its goals and objectives under the VMA Strategic Plan The committee then considered and updated the branding and marketing for VMArsquos regional chapters before reviewing and considering new applications for membership

COMMUNICATIONS amp OUTREACH (Oct 9) The meeting was focused on a review and discussion of issues that may require legislation during the 2019 General Assembly The committee also considered ways of improving communications on legislative matters and involvement with other VMA committees

TOWING amp BARGE OPERATORS (Oct 10) After covering the regular topics reviews about vessel inspections and bridge operations the meeting agenda focused on a discussion of Hurricane Florence and heavy weather planning The committee also discussed updates with regard to regulations under Subchapter ldquoMrdquo

INTERNATIONAL TRADE SYMPOSIUM (Oct 26) The 2019 symposium on May 9 will have the theme ldquoIn Search of Stabilityrdquo The committee discussed potential subject topics such as tariff impacts disruptive technologies and demurrage amp detention Format changes are also under consideration by the committee

NEWPORT NEWS | Considering the regional impact as the Navy expands its fleet over the next 10-15 years Newport News Shipbuilding realized that local businesses would be drawing from the same workforce as its suppliers and neighboring shipyards Rather than compete the company proposed ldquoAmerican Builds amp Repairs Great Shipsrdquo an alliance between ship repairers workforce suppliers state and local government and other related parties to find a way to get enough employees needed for all the regionrsquos industry businesses

ldquoThis is a not a Newport News Shipbuilding initiative it is for our community our customers the Navy and for industry collaboratorsrdquo explained Dr Keisha Pexton Director of Learning amp Development at Newport News Shipbuilding ldquoThis must be a regional effortrdquo

An advisory council of several committed industry representatives is currently being established to provide collaborative input into the design of a new regional workforce development model The councils first objective will be to identify a program manager who will be able to map out the infrastructure and execution The effort will address preparing the workforce pipeline training programs and drawing the necessary workers to the region

NORFOLK | In August local student Dakota Bitterman 10 was announced as a finalist in the North American Marine Environment Protection Association (NAMEPA) Art Contest for the second year in a row In recognition of her accomplishment the Virginia Maritime Association (VMA) invited Dakota her parents Cori and John Bitterman her 5th grade teacher James Kantowski and Principal Tracy Cioppa to a small celebration with VMA and Coast Guard representatives

ldquoThe VMA feels it is important to recognize the importance of the maritime industry within our communityrdquo said David White Executive Vice President of the VMA ldquoThe NAMEPA art contest helps brings important issues to the table related to shipping and the environment We are proud to know that Dakota as a local finalist in a national art contest was able to showcase the impact of our shipping industry on the worldrdquo

Dakota was a finalist in 2018 for her interpretation of the theme ldquoBetter Shipping for a Better Futurerdquo and previously in 2017 for her piece based on ldquoConnecting Ships Ports and Peoplerdquo

ldquoLast year I chose to draw a mermaid because I really love mermaids and Norfolk is the city of mermaids so what a perfect combinationrdquo Dakota explained ldquoThe mermaid holding up the globe represents how important the port of Norfolk is to the worldrdquo

Her 2018 artwork features a larger container vessel with sails double propellers and solar panels

ldquoI drew a larger ship so that it could hold more containers meaning

She titled the 2018 piece ldquoCheaper Cleaner Saferrdquo inspired by the slogan for the ldquoWider Deeper Saferrdquo project aiming to widen and deepen Virginia waters accommodating for the new era of larger ships Dakota learned about the project from her father who works in the Coast Guard He was also able to provide her the opportunity to tour vessels giving her a better understanding of how the ships work

Dakota discovered the contest through the Coast Guardrsquos information network and received support from her school to pursue the competition

ldquoThis type of contest could definitely fit in with our curriculumrdquo James Kantowski said

NAMEPA began the contest nine years ago partnering with the US Coast Guard

for the past six through the USCGrsquos Partnership in Education Program According to NAMEPA the goal of the competition is ldquoto share the integral role that ships play in ensuring that shipping remains the most environmentally friendly way to transport goods across the world and how shipping is evolving to lessen environmental impactsrdquo

COMMITTEE UPDATES

After years of diligent advocacy on October 23rd President Trump signed the Americanrsquos Water Infrastructure Act of 2018 which included the authorization for the deepening of the Thimble Shoals Channel to 56 feet and the Atlantic Ocean Channel to a depth of 59 feet Additionally this act authorizes the widening of the Thimble Shoals Channel to 1400 feet allowing for two-way traffic and accommodating ultra-large container vessels These exceed the existing authorizations to dredge the Norfolk and Newport News channels to 55 feet

Throughout the month VMA continued with ongoing advocacy efforts with state officials that included a port tour for the Virginia Secretary of Commerce amp Trade Brian Ball and meetings with members of the General Assembly to educate them about the direction and needs of our industry

During October VMA sponsored multiple events in promotion of Virginiarsquos ports and supply chain These included the 92nd

Annual International Propeller Club Convention the Virginia Conference on World Trade and the 2nd Port Day at Old Dominion University Monarchrsquos Football

Other activities in promotion of VMA members and our industry included presentations and meetings with the Virginia Railroad Association and a delegation from the Philippines which included the Ambassador to the Philippines

The City of Norfolk Mayorrsquos Advisory Commission on Climate Change Mitigation and Adaptation met again October 22 with VMA represented on its transportation work group The primary objectives of the Commission are to (1) measure City derived greenhouse gas emissions (2) create targets to reduce emissions and (3) establish a plan for mitigation and adaptation

Richmond | Central Chapter hellipThe Central Chapter held a Maritime Mixer on November 1st as well as a November 19th meeting In addition to participating in VMA events during General Assembly a briefing is being planned for February on the topic of trucking and the chapter will host a State of the Port address in April

Winchester |Valley Logistics ChapterhellipThe Valley Chapter will host a holiday reception on December 5th for industry and regional officials Preparations are being made for the April State of the Port address as well as a follow-up briefing on foreign trade zones date to be confirmed

Danville | Southern ChapterhellipJanuary 22nd is the tentative date for the next meeting based on speaker availability Preparations for a transportation forum and reception are being made for early spring as well as a joint event with the North Carolina World Trade Association

FINANCE (Oct 3) The committee reviewed VMArsquos financials and 2018 fiscal year year-to-date and year-end projections performance against budget Concerning VMArsquos 2019 fiscal year beginning October 1 2018 the committee considered and reached agreement on a budget which was recommended for approval to the Executive Committee

MEMBERSHIP (Oct 9) The committee reviewed progress against its goals and objectives under the VMA Strategic Plan The committee then considered and updated the branding and marketing for VMArsquos regional chapters before reviewing and considering new applications for membership

COMMUNICATIONS amp OUTREACH (Oct 9) The meeting was focused on a review and discussion of issues that may require legislation during the 2019 General Assembly The committee also considered ways of improving communications on legislative matters and involvement with other VMA committees

TOWING amp BARGE OPERATORS (Oct 10) After covering the regular topics reviews about vessel inspections and bridge operations the meeting agenda focused on a discussion of Hurricane Florence and heavy weather planning The committee also discussed updates with regard to regulations under Subchapter ldquoMrdquo

INTERNATIONAL TRADE SYMPOSIUM (Oct 26) The 2019 symposium on May 9 will have the theme ldquoIn Search of Stabilityrdquo The committee discussed potential subject topics such as tariff impacts disruptive technologies and demurrage amp detention Format changes are also under consideration by the committee

After years of diligent advocacy on October 23rd President Trump signed the Americanrsquos Water Infrastructure Act of 2018 which included the authorization for the deepening of the Thimble Shoals Channel to 56 feet and the Atlantic Ocean Channel to a depth of 59 feet Additionally this act authorizes the widening of the Thimble Shoals Channel to 1400 feet allowing for two-way traffic and accommodating ultra-large container vessels These exceed the existing authorizations to dredge the Norfolk and Newport News channels to 55 feet

Throughout the month VMA continued with ongoing advocacy efforts with state officials that included a port tour for the Virginia Secretary of Commerce amp Trade Brian Ball and meetings with members of the General Assembly to educate them about the direction and needs of our industry

During October VMA sponsored multiple events in promotion of Virginiarsquos ports and supply chain These included the 92nd

Annual International Propeller Club Convention the Virginia Conference on World Trade and the 2nd Port Day at Old Dominion University Monarchrsquos Football

Other activities in promotion of VMA members and our industry included presentations and meetings with the Virginia Railroad Association and a delegation from the Philippines which included the Ambassador to the Philippines

The City of Norfolk Mayorrsquos Advisory Commission on Climate Change Mitigation and Adaptation met again October 22 with VMA represented on its transportation work group The primary objectives of the Commission are to (1) measure City derived greenhouse gas emissions (2) create targets to reduce emissions and (3) establish a plan for mitigation and adaptation

Richmond | Central Chapter hellipThe Central Chapter held a Maritime Mixer on November 1st as well as a November 19th meeting In addition to participating in VMA events during General Assembly a briefing is being planned for February on the topic of trucking and the chapter will host a State of the Port address in April

Winchester |Valley Logistics ChapterhellipThe Valley Chapter will host a holiday reception on December 5th for industry and regional officials Preparations are being made for the April State of the Port address as well as a follow-up briefing on foreign trade zones date to be confirmed

Danville | Southern ChapterhellipJanuary 22nd is the tentative date for the next meeting based on speaker availability Preparations for a transportation forum and reception are being made for early spring as well as a joint event with the North Carolina World Trade Association

MEMBERSHIP (Oct 9) The committee reviewed progress against its goals and objectives under the VMA Strategic Plan The committee then considered and updated the branding and marketing for VMArsquos regional chapters before reviewing and considering new applications for membership

COMMUNICATIONS amp OUTREACH (Oct 9) The meeting was focused on a review and discussion of issues that may require legislation during the 2019 General Assembly The committee also considered ways of improving communications on legislative matters and involvement with other VMA committees

TOWING amp BARGE OPERATORS (Oct 10) After covering the regular topics reviews about vessel inspections and bridge operations the meeting agenda focused on a discussion of Hurricane Florence and heavy weather planning The committee also discussed updates with regard to regulations under Subchapter ldquoMrdquo
