BACKGROUND

Cargo securement regulations require that tie downs (cinches, load binders) used to secure

cargo to a vehicle shall be used in a manner that prevents the tie down from slipping,

loosening, unfastening, opening or releasing while the vehicle is on a highway. Log haulers

also need devices or methods that keep the tails of wrapper chain from swinging such that the

effective width of the load is greater than prescribed limits, and quite practically ways to

ensure those tails do not swing into the path of oncoming traffic.

A common way to accomplish this has been to secure the wrapper tail into a metal grab hook

welded onto the handle of the cinch, and then tie one or more half-hitches in the wrapper tail,

encircling the wrapper and cinch.

However, WorkSafeBC has determined that welding a hook onto the cinch handle presents an

unacceptable risk and can compromise the structural integrity of the cinch handle and incur

the hazard that the handle will break while the trucker is closing it, particularly when a

“cheater pipe” is being used, which is commonly the case. Please see WorkSafeBC Guideline

SOLUTIONS

There are a number of alternative options to welding a hook onto the handle of a load binder.

Here are several of the options including the estimated cost, manufacturer, supplier, etc. Please

note these options have not been provided in any order of suitability or recommendation.

Load Binder with Lynch Pin

These load binders come with a lynch pin which is used to close the binder. Lynch pins are also

sold separately (for approximately $0.50 to $5 each) and can be threaded through the wrapper

chain to take up extra chain slack.

Lockable Load Binder

The load binder in the picture below has the ability to accommodate a locking mechanism (padlock

or other) to ensure the binder stays locked. Log haulers may not need to lock the load binder, they

could use the mechanism to insert a lynch pin or other closing device. Although such cinches do

not provide a specific hook to help manage the wrapper tails, truckers could use half-hitches to

accomplish that need.

Binder with Additional Clevis Hook and Self Locking Nut

Wayne Lintott of the Interior Logging Association has produced the idea of placing a clevis hook

onto the load binder with a self-locking nut. This is an easy, inexpensive method to add an

additional hook.

Binder with Additional Crimped Hook

A third hook may be welded onto a section of hollow structural steel which can be slid onto the

handle of the load binder and crimped into place. Crimping doesn’t affect the integrity of the

metal.

Binder with Additional Hook (Pinned Sleeve)

Star Fabrication, a smaller Canadian company is looking into the viability of expanding their current product list to include a load binder with an additional hook on the handle. Items will be manufactured on a per order basis for now.

Binder with Hole in Handle

Some load binders are manufactured with a hole punched in the end of the handle. It would be

possible to attach a clevis and or spring hook (carabiner) hook to the end of the chain or something

along the same design and purpose to hold the chain in place.

These hooks could be used to “lock” a load binder closed and could also be attached to the chain

to limit extra chain swing.

Locking Devices (for Binders and Chain)

Alternately, a binder lock or other suitable device (lynch pin) could be used to lock down the

handle on a regular load binder, while using a second binder lock to secure the extra chain to the

chain on the load.

There are a number of different styles of binder locks on the market.

ADDITIONAL INFORMATION

Currently, no manufacturer offers a load binder with the hook forged into the handle. We approached manufacturers to determine their interest / ability to provide such a product.

• Columbus - McKinnon will manufacture a load binder with an additional hook on the handle but requires a network of distributors to market the products. To date, distributors we talked to are reluctant to order and carry such a product because of the significant price increase. A potential distributor in Prince George says he simply doesn’t believe many log truckers will spend nearly $100 for a product with a hook on the handle, when they can purchase the standard device for 1/3 that amount and use either the non-compliant process above, or any of the devices below for less money. Columbus-McKinnon indicated that they would need to have a supplier who would be willing to carry the load binders. Should a large log hauling firm, or collective of log haulers confirm their interest in an order of that size, Columbus-McKinnon would consider manufacturing the product, which could be distributed directly or then via a local supplier.
