Area Closure Instituted Around Stephens Creek

MAMMOTH HOT SPRINGS, WY – Beginning at noon Friday, January 6, a temporary area closure around the Stephens Creek administrative area went into effect. Located in the northern section of the park near Gardiner, Montana, the Stephens Creek administrative area includes corral operations, equipment storage, a native plant nursery, a firing range, and, dur-ing the winter, the facility that is used to capture, sort, test, and temporarily hold bison. The administrative area is closed to the public year-round. During bison operations, the park enforces an additional temporary area closure around the facility for safety. Bison operations at Stephens Creek happen on behalf of all Interagency Bison Management Plan (IBMP) partners which include federal, state, and tribal groups. On December 1, 2016, the IBMP partners agreed to a 2017 winter operations plan that calls for a reduction of Yellowstone’s current population of 5,500 bison because the state of Montana has limited tolerance for natural bison migrations from the park onto state lands. Reducing the population in the past has been achieved using two methods: 1) public and tribal hunting outside the park, and 2) capturing bison near the park boundary and then transferring them to Native American tribes for processing and distribution of meat and hides to their members. A map of the area closure: https://www.nps.gov/images/TempClosureStephensCreek012017.jpg. Information about bison management: https://www.nps.gov/yell/learn/nature/bisonmgnt.htm.

Update: 1/10/2017 9:30 a.m. Bison operations at Stephens Creek started last

weekend (on January 7). Approximately 84 bison were captured between Saturday and Monday.

The bison captured this weekend are currently being held in the facility. Plans to process and ship have not been finalized.

Information about the number of animals that are shipped will be provided every other week in the Document Library of the IBMP website (use the "Risk Management Action Reports" drop down menu).

State and tribal hunters are actively hunting bison outside the park in Gardiner and West Yellow-stone.

For more information about bison management in the park, visit the newly updated park webpages at: https://www.nps.gov/yell/learn/nature/bisonmgnt.htm.

Public Meeting to Discuss Mineral Withdrawal Process Scheduled for January 18 in Livingston

On November 21, 2016 Agriculture Secretary Tom Vilsack joined Secretary of the Interior Sally Jewell to announce the Federal Register Publication that segregated, from new mining claims, approximately 30,000 acres of National Forest System lands in the Paradise Valley and Gardiner Basin. This two year segregation will give the Forest Service and Bureau of Land Management two years to evaluate whether to withdraw these land from new mining claims for 20 years. This evaluation is being led by the Custer Gallatin National Forest. Emigrant Gulch is located south of Livingston, Montana in the Paradise Valley near Pray, Montana. Crevice Mountain is located east of Gardiner, Montana near Yellowstone National Park and the Absaroka-Beartooth Wilderness Area. The Custer Gallatin Forest is hosting an open house in Livingston, Montana on January 18th at the Shane Lalani Center for the Arts from 4:00 – 7:00 p.m. to discuss the withdrawal process, including valid pre-existing rights, and the area’s being consid-ered for withdrawal. The Shane Center is located at 415 East Lewis Street. This meeting is intended to help people under-stand future process steps and opportunities for engagement. A decision determining whether or not to withdraw the lands from new mineral development for the next 20 years is expected in November 2018 and will be made by the Secretary of the Department of Interior. By law, the Department can withdraw these lands for a maximum of 20 years. Only Congress can legislate a permanent withdrawal. “The legal notice published on Tuesday, January 10, 2017 in the Bozeman Daily Chronicle provides a description of the areas being considered for potential mineral withdrawal. Publishing the legal description is a required component of the withdrawal process but also helps people understand the specific areas being considered,” said Mary Erickson, Custer Gallatin Forest Supervisor. “The January 18th informational meeting is intended only to discuss potential withdrawal process requirements and the area being considered for withdrawal.” The 90 day comment period initiated by the November 21, 2016 Federal Register Publication will end on February 21, 2017. Comments, suggestions, or objections related to the potential withdrawal application can be sent to Mary Erickson, Forest Supervisor, Custer Gallatin National Forest, P.O. Box 130, 10 East Babcock Avenue, Bozeman, Montana 59771. For additional information please contact the Custer Gallatin Forest Supervisor’s Office at 406-587-6701.
