Regardless of the miserable weather, there seems to be many events planned for the coming months – a Dark Skies Festival, Music Concerts and a Women’s Festival. March usually marks the start of Spring, but with recent weather events I’m not so sure some of us will have that joyful spring in our step! For me in Winforton we’ve seen neighbouring fields become lakes, fallen trees in the village have wiped out our phone line / internet, and the potholes are no fun for the car journeys. However, we are the lucky ones. The wellies have been on most days to round up our new ducks (Otis and Reading) and Cariad has been keen to jump in puddles just like Peppa Pig! I just need to be one step ahead to see how deep the puddle is!

We have lots of news to tell you so please do turn to page 16 to read about the feedback forms and to find out the winners, the car boot sales, some changes to us as a business, and the photo competition.

I recently won the chance to bring forward my own piece of legislation. I have chosen set legal minimum nursing levels in Welsh hospitals. In this article I will outline why I think this law is so important and ask for help from you, the reader, to make it a reality.

The issue of staffing levels was raised by Robert Francis QC in his report into the terrible happenings at the Mid-Staffordshire hospital. The Francis report explicitly stated that poor staffing levels at Mid Staffordshire led to poor quality care.

The international evidence of the positive impact of legal minimum nursing levels is strong and growing. A 2006 comparison of outcomes in California (who have minimum nursing levels), Pennsylvania, and New Jersey hospitals found that 30-day mortality rates were 10 to 13 percent lower in California than in the other 2 states. Nurses were happier too; the same survey found that California nurses reported less burnout and less job dissatisfaction than their counterparts.

News from Kirsty Williams MPIt is not just internationally that the evidence between nursing levels and patient outcomes exists. The Welsh Labour Health Minister admitted the recent reduction in mortality rates in the North Wales region was down to closer adherence to recommended staffing levels set by Wales’ Chief Nursing Officer. We already have guidance on nursing levels on wards; we are just not sticking to it. That is why we need this law.

The crucial date for this bill will be March 5th. Assembly Members will have a vote on whether I have permission to introduce this legislation. If that vote is lost the bill can go no further and we have missed the opportunity to change things for the better in Wales.

Orchestra’s big night of classical favouritesBrecknock Sinfonia’s March concert is for those who like their music big! The orchestra performs three popular pieces that are full of passion, romance and melody.

Bizet’s opera ‘Carmen’ has all those elements, and when the composer produced an orchestral suite from its famous arias it lost none of its Latin fire.

In total contrast Tchaikovsky’s ‘Andante Cantabile’ for solo cello and string orchestra embodies the soulful yearning of the world of Anna Karenina. The haunting melody is based on a very familiar Russian theme and exploits the warmth of the cello’s tone. The orchestra’s popular principal cello, Sonia Hammond, is the soloist.

The main work of the concert is Rimsky-Korsakov’s much-loved symphonic suite ‘Scheherazade’. Rimsky-Korsakov wrote the piece with specific tales from the Thousand and One Nights in mind but later decided to invoke a more general picture of the exotic east. Whatever his precise intention, the unforgettable melodies and distinctive orchestral colours have made the work universally popular and instantly recognisable.

You can enjoy this evening of top quality orchestral music on Saturday March 22nd in Brecon Cathedral starting at 7.30pm. Tickets are available on the door for only £12, free for under 16s.

Beautiful structural Rodgersias work well in very wet conditions. Try R. esculifolia – a chestnut-leaved plant with plumes of white flowers, or R. pinnata – feather-leaved with plumes of pink/white flowers. Plenty of foliage and after flowering the plumes remain into late autumn.

Filipendula ulmaria, or Meadowsweet, also thrives in wet conditions and has plumes of creamy white flowers in mid-summer. The common name derives from the use of the flowers to flavour mead. The whole plant has a range of uses – a black dye can be obtained from the roots, the flowers can be made into a tea to ease flu symptoms, the leaves and flowers can be used to flavour vinegars to make a dressing for a flower salad.

Iris pseudacorus, or Yellow Flag, flowers early to mid-summer with a very slight scent followed by long lasting dramatic seed pods containing orange-brown seeds. The flowers make a good yellow dye and the roasted seed is an alternative to coffee. The Greek word iris means rainbow and describes the various iris plant colours. The iris has been cultivated for centuries and is depicted on Egyptian temple walls dating 1500BC.

The strikingly architectural Gunnera manicata has leaves up to 5ft across, conical flower spikes in early summer and then dramatic orange brown seed pods.

Homes are again looking like the piggy banks from which owners are releasing tied-up cash. The latest figures for equity release – the technical term describing the process by which over 55s tap into their property wealth – shows withdrawals reached £1bn in 2013 for the first time since the financial crisis.

Equity release is expected to only gain in popularity as droves of interest-only mortgage prisoners near the end of their mortgage terms. Many of these borrowers who took out interest-only mortgages twenty to twenty five years ago now have insufficient funds to clear the debt.

With mortgage lenders now being forced by the financial regulator to demonstrate a borrower’s ability to repay a mortgage the option of a conventional remortgage post retirement has disappeared. This now leaves the borrower with two options – to sell – or to use an equity release provider to clear the original loan.

Equity release schemes have changed and now almost all operate as “lifetime” loans. There is no set term and no payments are made to the lender, either of interest or return of capital, until the borrower dies or sells the home for another reason. From a financial point of view the key factor is the relationship between future house price growth, the interest rate on the loan – and the period for which the loan runs.

With the burgeoning interest-only mortgage crisis we expect to see the use of equity release providers double over the next five years. We feel equity release can be suitable for many borrowers but it is very important to choose a suitable plan from a reputable provider.

We would like to say a huge thank you to each and every one of you that took the time to complete our recent Feedback Form. Each form made very interesting reading. There were suggestions for topics that you would like to see us feature in this magazine, things that hadn’t been on our radar so we really are chuffed. Now onto the news about the Car Boot Sales held at Hay-on-Wye Primary School. The bad news is we will not be holding these sales during the year of 2014. The School have been very supportive and offered us the use of the grounds yet again. But unfortunately the two previous seasons were loosing money. The weather was a big factor, if wet during the week the turnout for ‘Boot’s would be poor on the actual sale day, even if the sale day was dry. Buyers to the sales were also much less than

News from in the starter years. I personally feel this is to do with the various ‘Items for Sale’ on Facebook. Thank you to everyone who has supported us over the many years, both sellers and buyers. It has not been an easy decision, but for 2014 the teams time and energy is needed on other projects.

In January we made some business changes. The leap over to the VAT world is going smoothly, dare I say it! Advertisers are very pleased for us absorbing the VAT charge into our current rates: no rise for businesses who aren’t VAT registered; and not to mention the ‘quids in’ for VAT registered businesses.

We are now a Limited Company. CariAds Local Ltd will be the trading name for both the Local Beacon and the Wye Local magazines. A new business account has been opened so please do get in touch if you are an advertiser and you don’t have our new account details, although this will be on all recent invoices. For those who read her column and/or know us as a family, it won’t take you long to work out where the name stems from! It’s also a play on the Welsh to English translations: Cariad meaning love; and Cari meaning you like. ‘Love Local’ and ‘You Like Ads Local’.

You have until 30th March to enter our annual photography competition. The theme is Local Landscapes. The rules being very simple: high resolution images of local landscapes in or around Brecon, Talgarth or Hay; images need to be landscape not portrait. Twelve of the entries will appear in the Local Landscapes 2015 Calendar. Email your entries to [email protected] with each image titled, and include your name and address. Good luck ... We aim to distribute the 2015 Calendar early Summer.

In October 2013 Brecon Business Club held its inaugural Charity Ball in aid of Usk House and raised £3877.72 for the charity. The Club plans to make this ball an annual event and the date is in the diary for this years ball on Saturday 4th October.

We are looking for nominations for local charities who are in need of a helping hand. The criteria is that the organisation must provide a local benefit and be a registered charity. Any organisation that meet this criteria can be nominated.

Six families who regularly attend the St John’s Family Centre enjoyed a well-earned treat, a day out with volunteers and helpers in Swansea. The Family Centre is part of the Faith in Families Group which has a decade of experience in helping disadvantaged Communities. Transport to Swansea was provided by Brecon Rotary Club. The families enjoyed a Christmas concert in St Mary’s church in the centre of Swansea, with Bishop John on hand to greet them. Afterwards they visited Winter Wonderland and the Swansea Family Group. It was smiles all around and the children were delighted with their day. Julia Lewis the St John’s Family Centre Manager said ‘It was a deserving day out for the volunteers and the families and we hope to expand our projects next year.”

Wild in March Protectingwildlife for the future

I have never had a good view of a wild polecat, but have seen a few dead on local roads. A long time ago I shared an old house with a couple who kept ferrets as pets. They were wonderfully quick and agile and funny when racing around the kitchen.

Ferrets are domesticated polecats and vary in appearance from the familiar yellow to something very like the wild form – near black with a strikingly masked face. For 2000 years people have kept them to bolt rabbits.

Genuine wild polecats have their stronghold in Wales, and are thought to be spreading more into England. As well as rabbits they take small mammals, birds, amphibians and earthworms. In winter they may visit farm buildings and catch rats.

This year the Vincent Wildlife Trust from its office in Brecon is running a survey to monitor the distribution of polecats in Britain. They will also analyse carcases to find out where escaped ferrets are hybridising with the wild population. If you see,

Local Talent: Meg DoverWhere and when do you practice? I practice everywhere and anywhere. I sing all the time wherever I am, so I don’t have a specific place to practice.

Where do you perform? I don’t perform regularly in a certain place, but I’ve been really lucky to have performed in Brecon Theatre for YFC as well as St George’s Concert Hall in Bristol for a competition and I sing in all of the school concerts. I have also performed at the Talgarth Festival, Brecon Jazz Festival and a few pubs when I was in a band.

Songs you cover? I cover a wide variety of songs, but mostly pop or indie. My favourite artists to cover are Ed Sheeran, Taylor Swift and some smaller artists such as Mike Dignam and Lewis Watson.

Any recordings available? I haven’t got any recordings available yet, but I’m hopefully recording an EP soon, so that will be available on iTunes and physical copies when it is released.

Best moment so far? My best moment so far has been when I took part in a competition for unsigned acts earlier this year. It gave me an opportunity to perform in front of a large crowd and prestigious judges in a beautiful concert hall.

Future plans? After I entered a competition in October called Openmic UK, I was invited to River Studios in Southampton for an interview. The interview was about a six month programme at the recording studio, on which I would record an original EP. I am starting this programme soon so hopefully I’ll have an EP out later this year. I’d also like to tour if the EP release goes well.

Fantasy gig venue? I would love to play the O2 arena in London, but I think it’s more likely that I will play smaller gigs and festivals. I’d love to play festivals such as Bestival and Glastonbury.

Who would you like to see down the front? I’d love for my best friends to be at my first proper gig, because they’re so supportive of me and my music.

Anything else we should know? I have a Facebook page called Meg’s Music where people can listen to my covers and original songs. I use it for sharing my music with family, friends and fans.

recipe: BreadINGREDIENTS475ml milk1 tablespoon caster sugar1 dessertspoon salt1 tablespoon butter1 (7g) sachet dried active baking yeast4 tablespoons warm water (45 C)825g bread flour

METHODIn a small saucepan, heat milk until it bubbles. Remove from heat and add sugar, salt and butter. Cool to lukewarm. While milk mixture is cooling, dissolve yeast in warm water and let stand until creamy.

Combine cooled milk mixture with yeast and water in a large mixing bowl. Stir in 270g (10 oz) of the flour, then add the remaining flour, a little at a time, to make a moderately stiff dough.

Knead on a lightly floured surface for 8 to 10 minutes, or until smooth and elastic. Place the dough in a lightly oiled bowl and turn to coat the dough.

Cover the bowl with a clean damp drying cloth and leave to rise in a warm place until the dough has doubled in volume (about 1 1/4 hours). Lightly grease two 23x12cm (�x5 in) loaf tins.

Punch down the dough and turn it out onto a lightly floured surface. Shape into two balls, cover and let rest 10 minutes. Shape dough into two loaves and place in pans; let rise until doubled (about 1 hour).

Preheat oven to 1�0 C / Gas mark 5. Bake in preheated oven for 35 minutes or until the top is golden and the loaf sounds hollow when tapped on the bottom.

The use of this popular and some would say indispensable herb has been documented for over 2,500 years. It was used by the ancient Egyptians as a part of their mummification processes, as perfume by civilisations including the Phoenicians and the Romans used it as a day to day tool for cooking, bathing and as a scent. It is commonly thought that the root of the word ‘lavender’ stems from the Latin ‘lavare’ – to wash or ‘livendula’ – livid or bluish. It is a flowering plant of the mint family.

In our culture, it is thought that Lavender travelled to Europe and the UK from Greece at around 600BC – it certainly is a well-established and enduring herb which many of us enjoy growing in our gardens or in pots on our patios.

While many choose to enjoy the plant for its scent and beauty, others prefer to use the oil extracted from the plant on a medicinal level. It is said that an infusion of Lavender is claimed to soothe and heal insect bites, sunburn and small cuts and burns and

even acne. It is also deemed to be a natural antibiotic, anti-depressant and anti-septic as well as having sedative qualities and is often used to aid relaxation. It is also said to soothe headaches, migraines and motion sickness when applied to the temples.

News from local W I sPRIORY W IThe first meeting of 2014 was quite a lively occasion. After the business meeting members sampled each others homemade cakes and savouries, which were delicious. No one counted calories!!

The February meeting began with the very sad announcement that Gloria Jones, who had been a faithful member for numerous years, had died. Everyone stood in silence in tribute to her. Rose Lewis was welcomed as a new member.

Dr Gill Todd, who had spoken succinctly on the topics for discussion at the Resolutions Evening, was thanked by the President. Heather Parry was also thanked for arranging the trip to Swansea Grand Theatre to see the pantomime, which was great fun.

Jean Evans, retiring Treasurer, thanked all for their support over the years. She is to be succeeded by Gill Todd. Betty Watkins is to continue organising the Luncheon Club and arranging trips to the theatre.

The speaker for the evening was member, Dr Pam Greengrass, who took us through the year at Val-d’Isere, a French town in the Alps near the Italian border, which is very popular with British skiers.

After showing the 14th century church, Pam concentrated on the natural habitat of the region. The summer temperature is a constant 24° – 25° because of its high position in that mountainous terrain.

A vast array of beautifully coloured flowers grow in the meadows and there is a profusion of butterflies. Marmots, burrowing rodents, were in evidence. Pam showed one amazing picture of a lammergeyer, a large vulture with a three metre wingspan, flying towards her.

Members saw pictures of Chamois goats, cattle and sheep. Animals are brought down from the upper reaches of the Alps before the snows arrive. Heavy precipitation means that householders have to dig the snow off the roofs of properties before it gets too heavy and causes damage.

So, what exactly does a Volunteer Bureau do Sue?Its remit is to recruit and place volunteers within the community. In effect, the B.V.B. is an agency which receives requests for help from local sources, then matches those requests to volunteers. A suitable match has many considerations including: interests, age, gender, level of fitness, travel, costs and availability. References are taken and appropriate checks when relevant.

What kind of tasks and people do you cater for?Tasks are varied. However, the current majority concern older people, disabled, environmental groups, (Such as Keep Wales Tidy), numerous other local charities/shops and fundraising activities.

In addition, B.V.B. provides weekly social interaction for older people by hosting a Friday tea club which includes a regular quiz and seasonal events. Tidy towns events are also on the agenda with litter picks and community garden projects. Volunteers are of all ages from 14 upwards.

How is the Brecon Volunteer Bureau Funded?Funding is increasingly difficult and harder to acquire. Our funds for this year come from Powys County Council, Brecon Town Council, the Local Health Board, PAVO and Garfield Weston Foundation.

The B.V.B. Employs one manager for 20 paid hours per week. The manager works with a board of trustees who are all volunteers. The funding covers wages, utilities and sundries.

We calculate that we currently provide services which at a modest reckoning would be sixty thousand pounds per year. So, we think that the service is worth funding!

Do you carry out any of your own community fundraising?Yes, we have been recently generating ideas with our committee members and a small group of Friends of the Volunteer Bureau. (New friends are, of course, welcome).

We run a stall at Brecon Flea Market every

month, at the Market Hall in Brecon and also we hope to have monthly Quiz Nights at the “Three Horseshoes” in Llanfaes. Raffle prizes and items for the Flea Market Stall are very welcome. Look out for future B.V.B. Events! We have recently produced new look colour posters and leaflets to further raise our profile (thanks Tim).

Where is the volunteer bureau for those who don’t already know?It is situated in Church House off Lion Street, in Brecon. Go into the alleyway – next to the Red Cross shop, which goes to the Cooperative Supermarket Car Park.

FOLLOW THE NEW SIGNS – The B.V.B. has been open over 25 years and is believed to be the oldest one in Powys. The original B.V.B. Building was in Watergate. However, it was sacrificed to make way for the new road scheme.

When is the B.V.B. Open?Each weekday from 10am – 1pm.
