The workshops, participation and inter-action methods were very helpful to understand the topics better .

Knowing the powers and functions of the sanggunianand the power of sanggunian in the annual budget appropriation .

I found all the topics very useful for me as first termer because it helped me know my role and how to be a good legislator.

RECOMMENDATIONS FOR IMPROVEMENT

The food, accommodation and venue must be improved to be conducive to learning

I have nothing to advice because I am very satisfied and it is very different from other PCL trainings I attended because it is not a junket.

Continue with strict attendance in the sessions, but limit the number of participants. No attendance, no certificate of appearance.

Hard copies of the materials must be given before the lecture for advance reading.

Participants’ Representatives’ Concluding Remarks and

Recommendations

It is the first time I attended a PCL activity where I really learned

because everyone were required to take the activity seriously.

I am so happy that there are changes that are being put in place in

PCL. I am therefore very thankful to the leadership of the PCL.

It is my first term in an elective office and I benefited a lot from this

training. I hope all first term councilors will be able to have this

training.

I am not a first term councilor but I still learned a lot of new things

from this training. I hope that trainings which will help the

councilors in their work as committee chairpersons or members

will also be conducted by the PCL.

The facilitators/speakers are very knowledgeable of all the aspects

of the work of councilors and I hope they will conduct this training

in the different regions so that more councilors can attend.

Invitation to participants must strictly indicate the policy that no walk-ins shall be accepted and the training organizers must strictly adhere to this policy.

The training venue, food, and hotel accommodations must, as far as practicable, be the best that the organizers can provide

It should be noted that

when participants attend

to seminars/trainings, it

is also an opportunity

for them to rest from

the hustle and bustle of

their public duties. The

organizers must

therefore be able to

respond to this

unspoken need of the

participants as well.

DIFFICULTIES ENCOUNTERED/

LESSONS LEARNED

Although the decision of the Training Team to

compress the 20-hr training design down to 16 hrs.

was in response to the reality of the situation

where many participants could not stay up to the

3rd day, some important things, i.e., the absorption

capacity of the participants and the stress on the

speakers/facilitators, should have been duly

considered. Thus, if the reality is that not all of the

participants will be able to stay up to at least half of

the third day, then the training design must be

formulated in such a way that it will be reasonably

deliverable within the available time frame.

LESSONS LEARNED

The desire of the participants to attend more trainings that will equip them in their work as councilors and particularly as committee chairpersons and members, being among the most common impressions/recommendations, need to be responded to by the PCL.

Revenue and Cost Analysis should be presented by the AdCom Treasurer every Cluster during Cluster AdCommeetings as a tool for Management Analysis especially on Cost Control/Effectiveness.

LESSONS LEARNED

Over-all, the 8-cluster training was successfully conducted, despite the difficulties encountered. The openness and willingness of each and every member of the Training Team to contribute whatever he/she can do to ensure the successful implementation of the activity, in addition to the selfless guidance and assistance of the DILG-LGA, proved indispensable in ensuring this success. Thus, if there is any thing that must be maintained and continued, it is this quality and level of maturity on the part of the implementers.
