London Borough of Brent Review of Sites of Importance for Nature Conservation

1. INTRODUCTION Background 1.1 EPR was commissioned to undertake a review of a selection of Sites of Importance for

Nature Conservation in the Borough of Brent, London, in order to inform consideration of

the open space and nature conservation policies in the emerging Local Plan. Map 1 shows the location of all of the SINCs in Brent, Map 2 Shows the sites which were surveyed and Map 3 shows those SINCs which although were commissioned for surveys were not

actually surveyed.

1.2 Within Greater London the London Wildlife Sites Board identifies three levels of Sites of Importance for Nature Conservation (SINCs): Sites of Metropolitan Importance (SMI) which

are selected by the Mayor in partnership with the Boroughs, these were not included in this review; Sites of Borough Importance (SBI) which includes two grades of site, Grade I and Grade II; and Sites of Local Importance; these last three were the subject of the review.

1.3 The most recent survey of the sites was from 2007, in which recommendations for amendments to the boundaries were made. The amended site boundaries were not adopted, but they formed the basis of the 2014 survey which aimed to verify site

boundaries and to assess whether habitat contained therein still met the designation criteria. Boundary information and site citations were provided by Brent Borough Council. The survey was also instructed to identify new areas not currently designated that are

worthy of consideration for protection as SINCs.

2. METHODOLOGY

Desktop Study 2.1. Brent Council provided Designated Species data and Habitat Parcel data from Greenspace

Information for Greater London (GIGL) which was used to inform the field survey and site report. Recent aerial photographs were examined to identify potential new sites; survey maps were prepared by overlaying the 2004 SINC boundaries, the draft amendment site

boundaries and the draft new site boundaries on the aerial photographs giving a good visual reference whilst on the ground.

2.2. Some sites required access permission, for these contact with the organisation was made

either by email or by ‘phone. Many of the contacts did not reply within the time frame required to enable the field survey, and these sites were not surveyed. A list of those sites is provided at Appendix 1.

Field Survey 2.3. Each site was surveyed by an experienced ecologist following the JNCC Phase 1

Vegetation Survey Methodology. Each habitat observed within the site boundaries was

noted, mapped and if there were any particular features of interest these were target noted. Boundary type and any changes were recorded. Other taxonomic groups such as birds, amphibians and invertebrates were recorded when observed; birds were recorded both

from their song and visual observation. The potential of a site to support other species was noted. Where the site ran adjacent to undesignated habitat this was also surveyed if it was considered to be worthy of designation.

2.4. Access to most sites was possible as they were publicly accessible; schools and sports grounds were accessed by appointment; some sites were accessed visually through railings or from the roadside; all the railways, Wealdstone Brook, the Canal Feeder, and

other long linear habitats were surveyed from vantage points provided by bridges, road ends and adjacent sites, sometimes with the use of binoculars. It was not possible within the timeframe of the project to obtain trackside access to survey the railways in their

entirety, and where access was poor aerial photographs were used to back up the field survey.

3. SITE REPORTS

Format of Site Reports 3.1. The site reports have a standardised format designed to make the most pertinent

information readily accessible to the reader, as follows: Site: site name provided by Brent Council, or in the case of newly identified sites, taken

from the nearby road name

Current Designation: Designation in the context of the 2004 UDP:

Grade I and II boundaries are as designated in the UDP

Draft site amendments are the amendments proposed by the GLA London Biodiversity Partnership

Draft new sites are new sites proposed by Brent Council

EPR proposed new boundary is a revised boundary proposed following the 2014 survey.

Summary: This is a summary of the assessment following the 2014 survey and indicates

whether the site should be retained as a designated site, including a new boundary if appropriate; adopted as a site in the case of draft new sites, and in the case of some sites

upgraded in its designation

Key Habitats and Species: The species and habitats listed in the UK Biodiversity Action Plan (UKBAP) have now been enshrined in law under the NERC Act 2006 (NERC Act) as

Species or Habitats of Principle Importance in England. They are listed in Section 41 of the NERC Act and are commonly referred to as Key Species or Key Habitats, or Section 41 (S.41) Species or Habitats. Section 40 of the NERC Act requires every local planning

authority to have regard to conserving biodiversity, which includes the restoration or enhancement of a population or habitat. Key Species are thus a material consideration in planning terms, and a Council has a duty to protect, conserve, and enhance these species

under the NPPF 2012. This section of the report identifies records of Key Habitats and Species provided by GIGL for the site.

Description: A full description of habitats noted on site using species common names and habitat terms from the JNCC Phase 1 Habitat Methodology Handbook.

Changes since citation last edited: a comparison of current habitat coverage with that of the 2004 survey using habitat parcel information provided by GIGL.

3.2. Each site report comprises the site description in the format given above, a phase 1 habitat map and target notes which should be used in conjunction with the map.

Survey Results 3.3. In total 44 sites were surveyed, 6 were not due to lack of access permission and one

school reported that their Wildlife Garden Area had been reabsorbed into the school

playing field.

3.4. The quality of the habitat varied from poor structural and species diversity to species-rich and structurally diverse. Some small areas of woodland, although planted, have become naturalised through cessation of management and offer a good, diverse habitat such as is

found at Coronation Gardens. Other areas of woodland appear to have declined since the last survey and are now structurally and species poor, such as The Old Orchard which is now a stand of mature trees over amenity grassland. There were few ponds, those

occurring were located in school wildlife areas and subject to a sporadically high level of disturbance due to their use as an educational resource.

3.5. The sites were not surveyed extensively to ensure that every species was recorded. Thus

it may be that where a species occurs at a very low level of abundance it has not been recorded. Species are recorded separately for each habitat and are presented in the form of target notes appended to each site report. Several sedges scarce to London were

recorded from Old St Andrew’s Churchyard.

3.6. A number of invasive species were recorded on various sites; three of the commoner invasive species were recorded in the Brent River Park, and large stands of Japanese

Knotweed were recorded on several sites, but in particular on the railway tracksides. Parakeets were noted in a number of parks (to be listed).

3.7. The location of the sites surveyed is shown on Map 2 and the individual site reports can be

found in Appendix 2, including the phase 1 habitat map. Table 3.1 below provides a summary of the recommended changes to sites boundaries and designations and provides details on draft new sites. Table 3.2 provides a summary of the recommendations for

changes in designation.

L = SINC of Local Importance Interest is the biodiversity interest expressed in terms of designated species. As there are many species designations and this is a summary sheet, the interest indicated is largely limited to S.41,

which is a Species of Principle Importance in England under Section 41 of the NERC Act 2006.

Condition is a summary of the trend that the habitat quality is moving. Declining is a state generally induced by lack of management, Improving is generally where new habitat has been

created and given the correct management the biodiversity interest will increase.

Recommendation is the recommendation, following survey, for the designation of the site. Highlighted recommendations indicate an upgrade from the existing designation.

4. RECCOMMENDATIONS FOR THE USE OF THE SINC REVIEW INFORMATION

4.1. The site reports can be used in a number of ways to assist planning and building control. The reports identify the areas of Brent, which have a level of biodiversity that is of a high enough value, within the Borough, to warrant protection. The reports can be used to

identify suitable enhancements, which can be brought forward by development. They can also be used in assessing the potential impacts a development may have on biodiversity by helping identify the particular features that might be present on the development site and

require further consideration in the planning process. At the initial stage this might just be the request for further survey to confirm the presence or not of the species in question.

4.2. SINCs are not only vulnerable to development proposals in the immediate vicinity of the

sites, but could be affected by proposals further away if they are linked by suitable corridors and potentially could support species associated with the SINC. It is therefore important to consider the Zone of Influence when assessing the implications of

development proposals on SINCs. This is the area over which features of biodiversity value may be affected by the activities caused by the proposals and is likely to be different for different features and activities.

4.3. Biodiversity is central to ecosystem services and the information continued within the site reports can be used to assist in the provision of these services across Brent. Ecosystem services are the services that the natural environment provides which benefit people, such

as the storage of floodwaters in wetland areas. Biodiversity can contribute to urban cooling, air quality and flood control and act as a carbon sink. Local planning authorities have a role to play in delivering ecosystem services through the planning system.

4.4. The individual site reports can be used to assist in the process by helping to identify what biodiversity resources are already present in an area and identify what measures can be provided through new development to support and enhance the existing resource. For

example on a larger development the incorporation of areas of permanent standing water as part of a SUDs system will provide habitat for amphibians. This would be appropriate in the vicinity of a site on which amphibians had been recorded.

4.5. The reports could also be used to identify a series of individual enhancement measures, which would be appropriate to deliver in certain areas. These could be available to applicants and Council Officers as a quick guide to suitable enhancements and would

avoid enhancements measures being incorporated in to development proposals that are not likely to bring about any biodiversity benefits.

4.6. Such measures could include:

bat boxes in the vicinity of SINCs, where there are corridors connecting the site to the SINC;

ponds on sites in the vicinity of SINCs known to support amphibians or with suitable

habitat to support amphibians;

green roofs suitable for Black Redstarts; planting of ‘Bee Sward’ instead of amenity grassland; and use of nectar rich species in landscape planting.
