The baTTle for Greenwich MarkeT

Central Greenwich has been a battleground since April 2009 when the owners of its historic market, the Greenwich Hospital Estate, announced that it wished to redevelop and modernise it.

A market has existed in Greenwich since 1700, and its wares have changed greatly over the years, from goods in the early days that included fresh foods, china, glass and earthenware, to its transformation in 1985 into an arts and crafts market, inspired by the success of the market at London’s Camden Lock. Stalls now also sell foods from all around the world and antiques and collectibles. The market, with around 150 shops and stalls, attracts as many as seven million visitors a year. It perhaps looks a bit rough around the edges these days, yet locals and tourists alike love its quirkiness and most wouldn’t want it to change.

Greenwich Hospital Estate, which has owned the market since 1849, plans to build a 101-room hotel, create office space and replace the market’s canopy with a glass roof, a job expected to take two years during which the market will be relocated.

Transport latest…Good news for commuters, as the new railway timetable for East Dulwich, North Dulwich and Tulse Hill has seen an improvement on last year’s.

Evening services from London Bridge after 8.18pm which used to be half-hourly, have now been replaced with a service every 15 minutes until just after midnight. An especially welcomed improvement for North Dulwich station, considering that it lost two services a couple of years ago. Along with the improved services that the extension of the East London Line will soon bring - including trains running to Clapham Junction via Peckham Rye, Denmark Hill, Clapham High Street and Wandsworth Road, Dulwich and surrounding areas will soon be extremely well-connected indeed.

£10 to straddle Meridian lineTourists flock in their thousands to the Meridian line in Greenwich to stand with a foot in each hemisphere of the world. It’s a rite of passage for residents, too, and since 2001 the privilege has been free.

However, from 8 March it will cost £10 for adults to straddle the hemispheres, as there are concerns over wear and tear caused by visitors to the Meridian courtyard and Flamsteed House at the Royal Observatory in Greenwich Park.

Did you know?Blackheath is home to a couple of impressive sporting firsts: golf was introduced to England on Blackheath in 1608, and it is home to Blackheath Rugby Club, the oldest documented rugby club ever.

Although English Heritage supported the redevelopment, campaigners protested, thousands of signatures opposing the plan were collected, and Greenwich Council rejected the plans. Its planning board said that the redevelopment plans were ‘out of keeping with character of the West Greenwich Conservation Area’, would be ‘detrimental’ to local views and add to traffic congestion.

However, Greenwich Hospital Estate successfully appealed against the decision to the planning inspectorate, and planning permission was granted

The South London property market is clearly defying dire predictions elsewhere in the country with the news that two major estate agencies are putting down roots in South East London. In Blackheath, Foxtons is opening its 30th office on 12 March.

Mark Cullen, area director for Foxtons east London says: “Our Canary Wharf office has been successfully servicing the Blackheath area for five years. However, now seems an ideal time to focus on the local market in more depth. The variety of properties in Blackheath, with both traditional Georgian town houses and more contemporary

developments, will attract a wide range of buyers and tenants, especially families who are looking for open spaces, great schools and a village atmosphere.”

In East Dulwich, London estate agency chain Kinleigh Folkard and Hayward has recently opened a new sales and lettings branch on Lordship Lane.

KFH’s new East Dulwich sales manager, Laura Knight says: “East Dulwich has beautifully renovated period properties which are particularly popular with families due to the well-known independent schools in the area.”

in January 2011, and the building project will begin in 2013.

Councillor Ray Walker, chairman of Greenwich Council’s planning board, on hearing that the decision had been overturned, said: “This appeal gives the green light to a scheme that is totally out of keeping with the history and architecture of Greenwich town centre, and one which simply is not of a sufficiently high standard for a World Heritage Site.”

The Estate has said that when works are completed the market will not be reduced in size.

However, on their website the hotel owners, Bespoke Hotels, say that there will be a new alfresco restaurant/bar on the market courtyard. There will apparently be a reinstated seating area outside one of the pubs in the market area, The Hardy, which will further encroach on the market area.

Locals fear the individuality and charm that the market currently has - the things that locals and visitors love about Greenwich - will be replaced by the bland, namely a handful of ‘token’ stalls and a selection of soulless identikit chain shops and eateries. n

When you consider what land goes for in London, it is amazing that there are any equestrian centres left in the city. No doubt the huge expanse of glorious greenery that comprises the long-established Mottingham Farm Riding Centre in Eltham has been eyed up by a good few developers over the years. It offers both group and one-to-one riding lessons for all ages and skill levels, and has a dressage area and extensive paddocks and woodlands for a variety of equine experiences.

DrinkAn evening at the pub can mean anything from a night amongst fine draught beers, a menu of gastronomic delights and plush surroundings - to a taxing time in a grotty locals’ boozer whose interior hasn’t been cared for since around 1965, and where you feel decidedly unwelcome.

Herne Hill Velodrome gets cyclists in a spin

Boris’s blue bikes may have been launched with great fanfare last year in the capital, but cyclists in the Herne Hill area have had rather less to cheer about.

Its 1891-built velodrome, one of the best cycling tracks in the UK and a venue for the 1948 Olympic Games, has deteriorated over the years and it has been threatened with closure for many months. Its grandstand has been structurally unsound for many years and is currently boarded up.

Numerous cycling clubs, schools and children use the velodrome track and mountain bike course and many British cycling stars learned to race here, so it is no surprise that there has been huge support for a campaign for full-scale renovation to secure the velodrome’s long-term future.

In January redevelopment plans were unveiled incorporating a new venue that would offer track riding, mountain biking, cyclo cross, training and family riding alongside a new pavilion with café and community space. The final designs will be submitted to Southwark Council for planning permission, and a public meeting will be held in Dulwich College Great Hall on Tuesday 22 March from 7.30-9.30 pm for people to view the concept plans and news of any other progress.

What was it like growing up in Blackheath? “We lived in Kidbrooke Park Road and I attended the Roan School for Boys, now John Roan. I walked across the heath every morning and played football there at weekends.”

What do you most miss about the Blackheath area?

“The path past Morden college which had the best stag beetles, the heath itself, the second-hand bookshop in the village - is it still there? And Greenwich Park, round which I ran hundreds of times in my days as a cross country runner.”

What do you not miss?“Waiting for the 93 bus which I often did miss. Is it a different number now?”

Do you have any particular memories or anecdotes about anything locally?“I have a whole heap of memories, which I recount in my book ‘My name is Daphne

Fairfax’. I was a roadsweeper across the heath and one afternoon my mother came across me asleep on the grass next to my metal chariot.”

When you visit Blackheath or Greenwich now, how do you think it has changed since your childhood?

“Not half as much as Bermondsey, where I spent my first nine years. The atmosphere is similar, I would say.”

Was there any particular pub, club, theatre, restaurant or shop you especially liked in the area?

“Well, I first got drunk in a pub in the village called the Three Tuns, though it is presumably a Wetherspoons now...”

a s winter finally draws to a close and spring emerges in the distance, the Docklands property market seems to be gaining strength. Both the residential sales and lettings markets are being

underpinned by the forces of supply and demand. There has been a noticeable increase in demand from both prospective tenants and buyers and a slight downturn in the number of available properties. The restricted supply of property, coupled with an increased number of sales and rental applicants is likely to cause a spike in prices. This is very reminiscent of the same period last year.

In addition to the simplistic economic principles of supply and demand, there are a number of other factors impacting the market. Firstly, at this time of year the Docklands property market is always beholden to bonuses paid by the financial services industry. The residential sales market in Canary Wharf and the surrounding areas has always been the beneficiary of the bonus culture of the financial institutions. General consensus seems to be that

this year has been yet another good year in the banking sector and bonuses have been paid accordingly.

Secondly, the working population of Canary Wharf has been swelling over the last 18 months and this trend is set to continue for the foreseeable future. This is in direct contrast to the general labour market performance for the UK economy. The outlook for the wider UK economy remains subdued as the austerity

cuts imposed by the coalition government will have a marked effect on those areas heavily dependant on the public sector.

The regeneration of East London in anticipation of the 2012 Olympics will further bolster the property market. Due to the global downturn and the restricted supply of credit over the last few years, the building of new residential developments has slowed considerably. This has caused restricted supply of new properties at a time when the population in Docklands is growing. This is causing irritation and disappointment for tenants and buyers alike. However, landlords and vendors are finding themselves in a much better position than at any other time over the last few years.

The property market is highly seasonal and we would expect to experience an increase in demand during the spring months. What remains uncertain is whether or not this trend is set to stay for the foreseeable future or is simply more the effects of seasonal demand.

One key factor that seems to be changing in the property market’s favour is the appetite for mortgage lending. Most brokers seem to be reporting an increase in the number of products available to consumers. Not only are there more mortgage products available but the rates have been slowly creeping to more attractive levels. The lending criteria will remain strict due to regulatory pressure and that is unlikely to change for many years, if ever. That in my opinion however should be viewed as a positive and not a negative. Slow sustainable growth is more attractive to everyone than the volatile boom and bust conditions of the past.

So as the weather warms and the days become lighter the market should continue to recover. Prices for both rental and sales properties will see marginal increases. The one undeterminable variable is whether or not we will see an increase in the number of available properties. If you are thinking of selling or letting the spring market might be the opportune time. n

B russels is ready to force a 40 per cent female boardroom quota on public companies,” wrote Bojan Pancevski and James Ashton recently in the Sunday Times.

While I believe that women should have much greater representation in the nation’s workforce, it is arguable as to whether blanket legislation is the way to achieve such balance.

In practical terms, businesses within sectors which typically attract males, such as engineering, will struggle to meet a pre-defined quota of female employees. This is one reason why we should look at ways which enable both sexes to progress naturally through the ranks, in their desired field and in their own time.

Anecdotal evidence demonstrates that most women will stall their career progression in order to raise young children, yet a recent study by Jones and Schneider (2010) has found that this is often involuntary. The authors concluded that childcare and inflexible working environments are some of the main factors which account for the relatively non-linear career paths of females but that this could be countered by more considerate working environments.

I feel that all companies should start to look at the wellbeing of the family and either contribute towards childcare or, if they are large enough, to have an in-house childcare facility. Aside from benefiting families, this would be advantageous to companies who find that extended maternity leave can cause fragmented business practices and perhaps financial strain from continued statutory payment.

In addition, research from one recruitment website suggests that those who liaise widely within a company are likely to proceed to a higher position more quickly. However it is reported that females are less inclined to network or promote themselves amongst like-minded individuals than their male counterparts. Therefore we need to continue to

encourage all employees to participate in company social events and have an open business culture in which strategy, performance and success is shared.

The current childcare regime is financially prohibitive to many prospective working mothers so maybe the answer lies in how we as a nation want our future childcare to be offered to us. Perhaps a professional crèche facility that works on a “not for profit” basis where financially fortunate parents can pay a normal cost and those less fortunate can pay an affordable cost as this would help to get more women back into the working environment, so that we have a chance of meeting the dictates of our European parliament.

In my experience I have found that professionally minded people WANT to work to achieve greatness and to aspire to having a good life with their family. For the benefit of the improved life of future businesses I believe that family life must be supported and perhaps childcare should become part of an open, encouraging business environment. n

With City bonuses due to be announced any day, a recent property index suggests that there has been a continued growth in sales prices and resilient interest in acquiring high-end homes in London over the last few months.

According to Knight Frank, while the cost of homes in the UK overall fell by one per cent in the year to January, the average price for a property in Central London has risen 10.3 per cent.

Both the internal research team of leading agents Knight Frank and the D&G London Property Barometer suggest that the main cause for such a rise in value is the limited availability of suitable homes. Whilst the economic climate does not seem to have negatively impacted upon the intentions of City workers and overseas buyers who have registered their interest, sellers are being dissuaded from marketing their homes due to concerns about Stamp Duty rises.

D&G have also concluded that destabilisation in the Middle East has reasserted London’s position as a stable and safe place to invest.

The lack of available properties in the London sales market has had further implications for the rental scene. 2011 has seen the largest yearly growth in London rents since 1995, attributed to a delay in potential buyers finding suitable properties and a difficult mortgage market.

Difficulties in the rental market are

particularly apparent in the Docklands and City areas of London. Savills admit they usually see increased top tier rentals in the summer months but have recently let an exceptional riverside property for £1,000. Elsewhere, one tenant offered £120,000 in advance to let a central apartment, but was still unable to secure a contract due to the owner’s intention to sell.

Y ou may have already seen press speculation regarding impending interest rate increases expected this year. It would now certainly appear that this process is about to begin.

SWAP rates rose considerably at the beginning of January, along with the LIBOR rate, which is now feeding through to the lenders who are all busy reviewing their fixed rate products - upwards, of course! This is a clear indication of imminent rises in the BoE base rate, if not in February, certainly at the March sitting of the MPC.

This means that the very low tracker and standard variable rates we’ve enjoyed over the last three years, will rise inexorably. So should you fix now whilst rates are relatively low?

It largely depends on your ‘risk profile’, but if you are of a cautious nature, or require stability, then a switch should be seriously considered!

If you’re currently on a lenders’ standard variable

as news about a possible rise in the base rate comes, we take a look at the issue

of interest rate volatility

rate, to switch to a fixed rate now would probably be the best thing as the fixed and standard variable rates are quite comparable. However, if you are enjoying one of the excellent tracker rates which were available ‘pre-crunch’, and now have a rate in the region of 1-1.5%, it is quite a leap to voluntarily accept the 3.5-4.5% currently available, and the subsequent rise in monthly payments.

Clearly, if you want the guarantee that a fixed rate brings, then you will have to pay the extra that this will certainly incur. Neither option is perfect, but reviewing your position now is certainly worth doing.

Carl Davenport explores the merits of Canada Water and rotherhithe

W e are always looking for the latest hot spot or new development area, of which there are many in London. What with the massive

regeneration projects taking place in Kings Cross, Stratford, Dalston and Paddington, to name just a few, we seem to be spoilt for choice, but often there are smaller up and coming areas right on your doorstep that you might not have noticed before.

Take Canada Water and Rotherhithe, for example, the overlooked neighbour to Tower Bridge, where prices in many cases are at least 20% cheaper on a like for like basis. Though once thought of as a bit of a no-man’s-land connecting Tower Bridge and Canary Wharf, the area is currently undergoing a massive makeover which will serve to neaten up the passageway.

The housing stock here is incredibly diverse, from loft warehouses to modern apartments, which can be picked up from as little as £160,000. There is a thriving community of families here too, served by some very good schools and some very reasonable family properties, starting from £399,000 for a three-bedroom house.

New developments are being built near the tube station (despite a fragile national lending market) which shows confidence in the future here. There is a brand new £14m library completing this year designed by CZWG Architects overlooking the water which is a striking inverted ziggurat. Investment into

the area like this is all positive news for existing residents and prospective buyers alike.

The recently completed East London Line has also given a boost to the area, opening up a North/South route allowing more reverse commuters to consider living here.

The area has many riverside pubs and restaurants, as well as an incredible history; the founding fathers left for the New World from here! The Brunel Museum is situated in Rotherhithe Village and the Ecological Park was created on the reclaimed former docks to serve as a city farm. The large shopping centre with its cinema and bowling alley brings life to the area around Canada Water which serves Canary Wharf and the West End.

The types of people who live in and around Canada Water and Rotherhithe are incredibly varied; from first generation buyers who have raised families here, the Canary Wharf commuter who travels by river boat to work, the young first time buyer looking for capital growth, to the retiree who wants to downsize to a riverside property. All these residents will understand when I say that these areas should not be overlooked just because buyers don’t know them very well. In fact, this is precisely the reason why potential buyers should take an early look. n
