I hereby certify that the Municipal Council, at its session held on February 21 and 22, 2012 resolved:

Prevention & Management requirements #3 and #4 “the Board of Health shall increase publicawareness of public risk factors and shall assist the community partners to develop healthy policiesrelated to reducing exposure to health hazards”, which would cover such areas as built environment(land use planning), climate change, indoor air quality, ambient air quality, extreme temperaturesand other measures, as emerging health issues arise; and indicating that given the mandateddirection from the Province, it is imperative that the Health Unit be included as a member of theOfficial Plan, as is the case with many other Ontario communities such as Region of Peel, Region ofWaterloo, etc., who actively work with their municipal planning officials to improve the health of theircitizens in the community.

• Lynda Cowie and Kathleen Nurse, Southeast London Community Council — providing the aft3chedpresentation; indicating that with the input of local citizens an Official Plan can be developed whichwill truly make London the ‘City of Opportunity” and a place of healthy and safe neighbouthoods inwhich to work, play, worship and grow; and emphasizing the need to make every effort to engagethe public.

• Tony Fonseca, Southeast London Community Council — indicating that the Elected Officials need tooversee the review process in order to ensure the voice of all Londoners is heard and representedin order to facilitate a collaborative approach to the review process; stating that the process shouldaddress and respond to concerns, such as policies that facilitate the demise of small commercialplazas; noting that engaging residents to determine what uses they favour and allowing sufficientflexibility for property owners/developers to accommodate community needs will result in moresuccessful development; and lastly reiterating the need for task objectives that will result inprocedures for the items detailed in Ms. Cowie’s letter dated November 25, 2011.

• Jim Kennedy, London Development Institute — commending the City for its new approach to theOfficial Plan review; noting the last review resulted in approximately 500 amendments, which was inlarge part due to the fact that the background for the review was so prescribed, there was littlechoice but to seek amendments; indicating that it will be important for neighbourhoods to appreciatethe need for flexibility; and lastly expressing that he is looking forward to the public dialogue withrespect to the review.

• S. Pompilii, speaking on behalf of Farhi Holdings Corporation and Mr. and Mrs. Flannigan,landowners — indicating that he was extensively involved in the current Official Plan review process,as well as the Vision ‘96 process; noting that there was not much change arising from the Vision ‘96process; indicating that there are 24 landowners in the area of Dundas StreeUCrumlin SideRoad/CNR tracks and the easterly limits of the City of London that would like to see the urbangrowth boundary expanded; noting that Farhi Holdings Corporation has 137 acres and theFlannigans have 50 acres of property in the vicinity that they would like to see move from ruralsettlement and agriculture and noting that the request is not a new one.

• Sandy Levin, Urban League of London — indicating there are two questions that the MunicipalCouncil needs to ask: first, where do advisory committees fit into the process and second, how doesthe new community engagement policy apply to this review; and noting that there is a need forcontinued public engagement.

• Mike White, Lambeth resident — enquiring about by-laws and building permits; indicating that he hasonly heard “no” or “you can’t do that”, rather than being aided through the permit process; advisingthat health issues have made it necessary for him to build an accessible home and he would like tosever his property in order to build such a home on his existing property; and noting that while thereis talk about the community and flexibility, the City is not really meeting the needs of the community.(2/6/SPPC) (AS AMENDED)

Terms of ReferenceOfficial Plan Review

Embarking on a Different Official Plan Review processThe proposed approach of the Official Plan Review process is built upon a vision of the type ofLondon the community wants to be in the future. The intent is to make the Official Plan ieviewprocess a community discussion about our future, rather than an exclusively land use planningexercise. Fulsome, open and on-going community engagement and dialogue to create ã"community buzJ" would be the underlying premise of this exércise.

This extensive community discussion would be accomplished through traditional mechanisms,such as a series of open houses, community forums and charettes, and modelling or imaging ofalternatives. ln addition, the City will embark on the use of new, innovative approãches,including various forms of social and digital media, and public engagement tools.

Background DetailsThe City of London is undertaking a review of its Official Plan. As mandated by the PlanningAct, if Council deems necessary, this review can occur every 5 years. The Official Plan is theoverarching document that provides the vision for the future of the municipality. Thiscomprehensive planning document identifies infrastructure requirements, growth stråtegies,transit delivery methods, built form design requirements and land use desígnations for all landswithin the municipal boundary. Ultimately, the Official Plan guides the formation of the municipalimplementation tools such as, the zoning by-law, site plan by-law and other municipaldocuments. This review requires Municipal Council direction to move fonruard and at this time isconsidered a multi-phase process. The attached Terms of Reference is an outline of the entirereview process.

Reporting Structure and Working GroupsPresentations to Committee of the Whole (Strategy and Policy Committee after December 1,2011) will be conducted at major milestones of the OP Review to facilitate direct dialogue withstaff and the Public. Committee (Planning and Environment Committee after December 1, 2011)will act as the oversight committee for the review process. Reports relating to the Official Planreview process will be vetted through Committee (Planning and Environment Committee), whowill then forward their recommendations to Council.

Working groups (composed of City staff, technical experts from various organizations, agenciesand ministries, consultants, and members of the Public) will be formed to provide input in thepreparation of Background Studies and Discussion Papers, and the formulation of the Plan. lt isproposed that Working Groups be established along the following 'interest' streams:

e A Community Working Group;

e A Development Industry Working Group; and,

. Frovincial/agency/area municipalities Working Group.

o Provincial resource - consultation with First Nations, environmental,transportation and agricultural matters, and to develop policies that areconsistent with the PPS and other Provincial documents.

o Middlesex-London Health Unit - built environment to ensure health promotingfeatures of land use, community environment, and transportation planning.

The work of each group will be coordinated by City Planning staff. Working Groups will:

¡ Review input from the community consultation process and identify key issues and prioritiesarising from them;

o Assist with developing the vision for the City, including strategic directions and keyinitiatives;

r Evaluate alternative strategies for the resolution of identified issues; and,

r Provide input and review Discussion Papers.

Where appropriate, Working Groups may participate in focus group sessions to obtain inputfrom key external agencies and interest groups that will have a stake in the outcome of thereview process.

The Working Groups will remain in place until the completion of the Official Plan Reviewprocess.

Public ConsultationPerhaps the most important comþonent of any Official Plan Review process is publicconsultation. A community public engagement program will be designed to:r Inform groups, agencies.ànd the general public about the Official Plan Review Process;

o lnvolve as many Londoners as is reasonably possible in the process through a väriety oftraditíonal and innovative consultation techniques that will maximize accessibility and input;

o Fulfil all requirements of the Planning Actfor public information, notice and meetings;

. Seek public involvement in all stages of the planning process. lnput on issues, ideas andpriorities will be important in the early stages of the program and the feedback from thereview of the Background Studies and Position Papers will assist in the refinement or re-direction of objectives and/or policies; and,

r Provide for the careful documentation and reporting of all community input such that it isclearly understood and documented.

Process and Timelines

Process:Figure 1 illustrates the proposed Official Plan Review process. The process anticipates that arequest for issue identification be circulated to identified stakeholders for consideration andcomment. Following this consultation period, a refined Terms of Reference would be preparedand brought forward to a statutory public meeting of the Planning Committee for confirmationand adoption. Visioning and establishing a Planning framework, followed by lssue identificationwould be completed in Phase 2 as part of the Public engagement and consultation program.

Background Studies will be undertaken in Phase 3. Discussion Papers, which will includesummary recommendations outlining a proposed policy framework, will be prepared as anaddendum to Background Studies. lndividual Background Studies will be brought fonruard to theStrategy and Policy Committee as they are completed. The Studies will subsequently bereleased for public review and comment.

Upon completion of all of the Background Studies, Planning staff will set about to prepare a draftcomprehensive Official Plan Amendment in Phase 4. The draft comprehensive amendmentwould be'rolled out" through a series of issue specific Public Forums, as determined/warrantedby the Public Engagement & Consultation Program, wherein input would be solicited. ln the last

phase of the review, Phase 5, the draftand thereafter brought fonruard to theand approval.

Timelines:It is anticipated that the Official Plan Review process will take approximatety 13 to 1S months tocomplete, commencing with Phase 2 in January 2012 with the Public vision & planningframework, and issue identification, and seeking confirmation and final approval in April2013 tóJune 2013. This time frame is based on the possible range of issues that may be raised by thePublic in Phase 2: the completion and outcome of a land needs study; consulting services thatmay be required for certain component studies; and an exhaustive, interactive publicengagement program throughout the process.

The following is an overview of each Phase, including a timeline (refer to chart Critical Path -Tasks and Timelines) for the anticipated work program. The timeline may be refined subject tothe identification of additional issues, or needs, through the initial and subsequent publicconsultation components. The scheduling of the Public consultation component and the summerholiday schedule is factored into the development of the project timeline.

ii) Given the myriad of issues to be addressed through the Official Plan Review process,consulting services will be required to supplement staff resources. The proposed Work Plananticipates that consultants will be retained to assist in the preparatíon of the Land NeedsBackground Study, and certain planning, design, environmental, natural heritage or culturalherítage studies. lt is proposed that upon completion of issue identification, in Phase 1,specific Background Studies for this review be further refined to provide a detaileddescription of the scope of work to be undertaken by the Consultants and the relevantdeliverables. A Request for Proposals will be prepared, issued and reported to Council.

Official Plan policy or may propose new policy that more accurately reflects the priorities thathave been identified through the review process. Consideration be given to undertaking acomprehensive Zoning By-law review concurrent with the Official Plan review

Once prepared in draft form, the policies will be released to the Public for review.
