Location

Longhoughton Quarry is located 1km west of the village of Longhoughton and approximately 3.5km to the north-east of Alnwick. The site is accessed from the C80 road between Denwick and Longhoughton.

Method of Working

Hard rock can be extracted in the western area of the site. Planning permission has been granted for 3 phases in this area (A-C). Phase A comprises the current void area, phase B an extension to the south and phase C a deepening of previously worked area east of phase A. The whinstone is extracted by drilling and blasting the mineral on the working face to reduce the material into a manageable product size before processing. The material is processed on site using mobile crushers and screens which are located on the quarry floor. Waste processing is carried out in the centre of the Quarry site. Up to 30,000 tonnes of waste per year is brought on to site from the operator’s contracts throughout the County and in the site. The material is sorted then fed in to a mobile crusher and then screened to create soils and secondary aggregate. The important of waste and the site shall be restored in accordance with the approved restoration scheme no later than 30

th September 2017.

Restoration

Following the completion of extraction, all the plant and ancillary equipment will be removed from the site. It is intended that the site will be restored to agricultural use and will involve the creation of an area for nature conservation (Whin and Calcareous Grassland), with some of the quarry faces left in place. The restoration for the site, including phases A, B, C and the IDO area shall be placed into long term aftercare for the life of the IDO permission (until 2042). The detailed restoration proposals for the site have yet to be submitted to the Mineral Planning Authority for approval.

Site Report

The site inspection was carried out in order to check the progress of site operations and also to discuss the actions that were set out in the previous monitoring report.

Site Operations

Since the previous inspection one blast had taken place (July 2013). The MPA were informed of the blast before it took place and results of the monitoring were sent after the blast. This blast was within the limits set out in the relevant planning conditions. The operator advised that approximately 16,000 tonnes of material was blasted. This is significantly less than the previous blast (approx. 40,000 tonnes), which led to excessive ground vibration readings. The operator is reminded that they should inform the MPA of the date and time of any proposed blasts on the site.

The operational face is the western face and this is being worked in a north/west direction. Loose material remains at the quarry face following the blast in July. No extraction or processing operations were being undertaken at the time of the site inspection. A screen/crusher was present on site within the processing area along with a 360°excavator.

No wagons were observed leaving the site however, the operator is reminded that all wagons leaving the site must be sheeted. The site access and adjacent highway was generally tidy and signage was displayed at the site entrance. The operator had vehicle logs on site; it is important that these logs are kept up to date and on site. The operator is reminded about the conditions on the planning permission relating to the number of vehicular movements, vehicle routing and the timing of vehicular movements. The stone wall along the southern boundary of the site was generally in a sound condition.

Construction and demolition recycling facility

This part of the operation is located towards the centre of the site. The planning permission allows for no more than 30,000 tonnes of waste to be brought on to the site in any one calendar year.

It was noted that additional waste materials had been imported since the previous site inspection. It was noted that this material was generally clean with limited foreign material. The operator is reminded that condition 10 (Application Ref: 11/00164/CCM) states that all soil material shall be removed from site and no soil or soil making material should be stored on site for use in restoration.

nd July indicating that they may apply to

vary the site operation hours. An application has not been submitted however, the applicant is reminded until (and if) an application is approved to extend the site operation hours the operation must be carried out in full accordance with the existing condition. All topsoil and subsoil heaps shall be kept free of weeds

26 Any soil mounds shall be sown with grass on the first available sowing season after their formation. The grass seed mix shall accord with the details approved on 29 June 2011 under planning application reference 11/00135/DISCON including the Longhoughton Quarry: Discharge of Conditions and Environmental Schemes prepared by Vibrock Ltd (dated 24.05.2011) and the document Longhoughton Quarry: Discharge of Conditions and Environmental Schemes prepared by AMS Associates (dated June 2011). The approved grass seed mix for the overburden, topsoil and subsoil mounds will be seeded with the following mix: 30% creeping red fescue Festuca rubra rubra 30% smooth meadow grass Poa pratensis 30% common bent Agrostis capillaris 10% sweet vernal grass Anthoxanthum oderatum No overburden or soils shall be stored other than in accordance with the locations shown on Fig 3.1 and approved with this permission.

27 The Longhoughton Quarry: Supporting Information to Discharge Conditions (dated March 2011) and the document Longhoughton Quarry: Discharge of Conditions and Environmental Schemes prepared by Vibrock Ltd (dated 24.05.2011) discharged on 29 June 2011 (11/00135/DISCON) confirm that all plant and machinery will be fitted with constant pulse beat units manufactured by FAW Electronics. These units shall be maintained and used on all available machinery for the duration of the quarry operations. Any additional plant, machinery and vehicles used on site shall be fitted with effective silencers and details of any reversing warning system to be used on mobile plant on site shall be agreed in advance in writing with the Mineral Planning Authority and only the approved devices shall be used on site.

28 The level of noise emitted from the site shall not exceed 50dBLAeq 1 hr between 0700 and 1800 Monday to Friday, and 0700 and 1300 on Saturdays as measured at Ratcleugh and Peppermoor.

29 Notwithstanding the requirements of condition 28 of this permission and only with the prior approval in writing of the MPA, the noise levels from any temporary operations required for the implementation of this permission including soil/overburden stripping, replacement and storage activities shall not exceed 70dBLAeq 1 hr as measured at Ratcleugh or Peppermoor. Temporary operations shall not be carried out for more than 8 weeks in any calendar year and shall be carried out during normal working hours.

30 Monitoring of noise from site working shall be carried out on a quarterly basis at Peppermoor and Ratcleugh and the monitoring of noise shall be carried out in accordance with the scheme approved on 29 June 2011 (11/00135/DISCON). The approved scheme includes

a. Longhoughton Quarry: Supporting Information to Discharge Conditions (March 2011); and

b. Associated information within Section 2.0 and Appendix 1 of the Longhoughton Quarry: Discharge of Conditions and Environmental Schemes prepared by Vibrock Ltd (24 May 2011).

The approved on site operations shall be carried out in accordance with the measures identified to assess and mitigate the effects of noise within the scheme for the duration of all on site activities. Monitoring shall be rotated so that a different monitoring point is used on each occasion.

31 Measures shall be taken to prevent the raising of dust from any part of the site and such measures shall include the use of a water bowser or similar apparatus when necessary and shall also include the temporary cessation of relevant operations, if necessary, to prevent the transmission of dust to areas outside any part of the site.

32 The approved on site operations shall be carried out in accordance with the scheme for monitoring of dust approved on 29 June 2011 (11/00135/DISCON). The scheme includes:

a. The Longhoughton Quarry: Supporting Information to Discharge Conditions (March 2011) and the associated information within Section 3.0 and Appendix 2 of the document Longhoughton Quarry: Discharge of Conditions and Environmental Schemes prepared by Vibrock Ltd (24 May 2011).

The approved on site operations shall be carried out in accordance with the measures identified to mitigate the effects of dust within the scheme for the duration of all on site activities. Sticky pads shall be installed to determine nuisance dust or a particulate PM10 monitor to determine health effects if required by the Mineral Planning Authority.

33 Except in the case of emergency, (such instances to be notified to the Mineral Planning Authority no later than 48 hours after the occurrence) blasting shall take place between the hours of 10:00 – 16:00 Monday to Friday and at no time on Saturdays, Sundays or public holidays.

All blasting on site shall be carried out in strict accordance with the scheme approved on 29 June 2011 (11/00135/DISCON) including:

a. Appendix 3: Paragraph 2.3 of the document Longhoughton Quarry: Discharge of Conditions and Environmental Schemes prepared by Vibrock Ltd (dated 24.05.2011); and

b. Blast monitoring will be carried out at 1 Lacey Street, Ratcleugh and Peppermoor on a rotational basis.

Monitoring of blasting shall be carried out whenever a blast is undertaken at one of the vibration sensitive buildings such as shown on Plan LQB/1 and additionally adjacent to 1 Lacey Street, Longhoughton. The monitoring shall be rotated so that a different monitoring point is used for each occasion.

35 Ground vibration as a result of blasting operations shall not exceed a peak particle velocity of 6mm/s in 95% of blasts over any 12 month period and shall be recorded and made available within 7 days upon request by the Mineral Planning Authority. No individual blast from the date of this permission shall exceed a peak particle velocity of 12 mm/s as measured at Ratcleugh, Peppermoor or adjacent to 1 Lacey Street, Longhoughton. The measurement to be the maximum of three mutually perpendicular directions taken at the ground surface at those properties

The scheme shall be carried out in the relevant season prior to site operations or extraction commencing in Phase B, Phase A Lower Bench, or Phase C at the site. If roosts, setts or holts have been established or evidence of activity of bats, badgers or otters are found anywhere in the Phase A, Phase B or Phase C of the quarry an impact assessment and mitigation shall be submitted to the Mineral Planning Authority. 44 Notwithstanding the details on drawing no: L16/02C REV A Restoration Concept, a detailed restoration plan for the site shall be submitted to the Mineral Planning Authority on or before 31 March 2015. The detailed restoration plan shall be agreed in writing by the Mineral Planning Authority. The plan shall include details of:

The method by which the proposed calcareous, whin and rough grassland areas will be created including their profiles from the quarry floor;

The ephemeral ponds and seasonally wet areas and how they will be created and maintained;

The tree and shrub planting;

Habitat areas and how these areas will be created and maintained;
