Loudoun County Board of Supervisors 1 Harrison Street, SE Leesburg, Virginia 20175 Dear Chairman York and Members of the Board: On behalf of the Loudoun County School Board, I present the adopted FY 2011 through FY 2016 Capital Improvement Program (CIP) for Loudoun County Public Schools (LCPS). Loudoun’s school enrollment growth continues unabated, adding over 3,000 students annually. Currently enrolling just over 60,000 students and with most schools at or over capacity, LCPS projects that enrollment to increase by 20,000 students by the final year of this plan. The School Board must acquire land for new school sites, build new schools, and update our older facilities in order to accommodate Loudoun’s future school-age population. To keep up with this pace of growth, the School Board’s Recommended CIP includes the construction of 16 new schools, renovation projects at five existing facilities and land acquisition for several school sites at a cost of $1,006,510,000. The Recommended CIP reflects the actual school facility requirements for LCPS to address our continually growing population. This Recommended CIP will provide more than 16,800 new seats and a new Monroe Advanced Technology Academy, which will not only enable us to increase the enrollment of our Governor’s Career and Technical Academy but also bring our specialized programs currently housed at the inadequate Douglass School into the current C.S. Monroe building. Our Board has also adopted a second “Compliance” CIP which reduces capital expenditures in the coming fiscal years to the limits of the debt guidance provided by the Board of Supervisors. The Compliance CIP stands in stark contrast to the Recommended CIP in that it meets less than one-half of the anticipated enrollment forecast and freezes the Monroe and Douglass programs in their current facilities. Our respective Boards have worked together more closely than ever in the past year to address the challenges created by the insufficient planning and investment of our predecessors. We each have critical roles to play in this important work, and a partnership is essential. We look forward to continuing this effort to serve our beloved community as we review the CIP with you in the coming weeks.

CAPITAL IMPROVEMENT PROGRAM SUMMARY The Capital Improvement Program (CIP) is a capital planning and budgeting document prepared annually for Loudoun County Public Schools. The CIP is developed as a fiscal year (FY) budget document covering a six-year period which moves out two years on a biennial basis. The projects presented within this FY 2011 - FY 2016 budget document reflect the first year of the biennium with funding being sought for the FY 2011 capital projects and the remaining five years (FY 2012 through FY 2016) serving as planning years. As the CIP is reviewed and updated annually, long range plans are adjusted to reflect changes in circumstances and priorities. The CIP provides a forecast by which facilities required to support Loudoun County Public Schools (LCPS) are planned, financed, and constructed. As a planning tool, the CIP addresses needs for new schools, including necessary land acquisition, as well as renovations and/or additions to existing school facilities. The capital projects included in the CIP are based on educational program requirements, School Board approved educational policy standards, and the adequacy of existing facilities to accommodate present and proposed educational programs. Student enrollment and county population trends influence project recommendations. Each fall, a CIP is prepared by the Superintendent then reviewed and adopted by the Loudoun County School Board. Following the School Board’s adoption of a CIP for Loudoun County Public Schools, the capital budget document is forwarded to the County Administrator for inclusion in the County’s proposed fiscal plan. The Loudoun County Board of Supervisors finalizes the funding appropriation in the spring of each calendar year. Authority to spend public funds for identified capital projects is held by the Loudoun County Board of Supervisors.

For the second consecutive year, given the fiscal directives conveyed by the Loudoun County Board of Supervisors, the Loudoun County School Board has adopted a capital improvement program budget which curtails critical capital improvement expenditures for LCPS in the upcoming fiscal years. The School Board’s identified FY 2011 - FY 2016 Capital Improvement Program is outlined on pages four and five. Capital projects with prior Board of Supervisors funding approval are provided on page seven. The County’s fiscal guidelines for the FY 2011 - FY 2016 CIP budget, as unanimously adopted by the Loudoun County Board of Supervisors on November 4, 2009, are sited in Appendix A. With adoption of the FY 2011 - FY 2016 Capital Improvement Program, the School Board elected to provide a summary of recommended capital projects alongside the adopted compliance CIP funding requests. The left side of the following CIP summary outlines the School Board’s recommended capital projects for the next six fiscal years – reflecting the school facility requirements for LCPS. The compliance CIP budget, on the right side of the summary pages, addresses limited actions imposed by the Board of Supervisors’ fiscal guidelines - in keeping with the current economic environment and anticipated revenue. The compliance or alternative capital plan is in stark contrast to the School Board’s recommended FY 2011 through FY 2016 capital improvement program budget. While the compliance plan does not remove any capital project in its entirety from the budget, it does delay the funding, construction, and opening of over one-half of the identified school facility needs. The compliance plan entails significant changes for LCPS students and parents. The alternate budget will result in operating budget changes that may range from increases in student-teacher ratios, school attendance boundary revisions, modifications in student transportation service levels, and/or changes in facility usage. Capital projects identified in the subsequent sections of this document (excluding projects with prior funding approval) reflect the School Board’s compliance CIP budget for the next six fiscal years.

ENROLLMENT ANALYSIS Student enrollment projections are produced and updated annually. Likewise, the yearly CIP planning process serves LCPS in addressing changing enrollment patterns and utilizing school facilities in ways consistent with sound educational practices. On September 30, 2009, Loudoun County Public School enrollment was 60,069 students - an increase of 5.4 percent or 3,087 students from the 2008-09 (September 30, 2008) school year. The anticipated growth Loudoun’s public schools will encounter in the course of the current CIP planning period not only necessitates new school construction to serve the division’s overall population but also brings with it an increasingly diverse student population.
ENROLLMENT PROJECTION METHODOLOGY
Projections are an informed and educated estimate of future student enrollment. Forecast accuracy generally diminishes as the geographic area becomes smaller and as the planning horizon becomes more distant. Countywide forecasts have and will be more accurate than school-level forecasts because the population being projected is much larger. This phenomenon is common to all forecasting methodologies and is therefore expected. LCPS projections provide the latest student enrollment trends based on current data for the county and metropolitan region. The projections are based on historic and current enrollment for the district and all of its schools. The forecast students are derived by using the cohort survival technique. Final student population estimates are further refined by comparing the data to expectations regarding local economic activity, residential and commercial building patterns, and birth rates. The formula is as follows:
A ratio is computed for each grade by dividing the enrollment in that grade by the previous grade from the previous year. A projection for the following school year of a particular grade is computed by multiplying the enrollment in the previous grade by the ratio of this year’s current enrollment at said grade and the previous year’s enrollment in the previous grade. For example, to project a second grade enrollment of year 1 (next school year), the second grade enrollment of year 0 (current school year) would be divided by the first grade enrollment for year -1 (prior school

year). The subsequent ratio is then multiplied by the current first grade enrollment to obtain a projection for the upcoming year’s second grade enrollment. Birth data and school census information are used to help project kindergarten enrollment.
Projection accuracy can be affected by a host factors including, but are not limited to national and local economic vitality, in and out migration measures, building permit activity, household size, residential birth rates, grade retention, and student transfers from private to public school and vice-versa. LCPS does not have the resources to monitor all the factors which affect student population change, nor do time lines associated with budget and capital planning permit the application of the most current data on an ongoing basis. Nevertheless, research has found that the cohort survival method is an accurate and reliable forecasting tool for school district enrollment projections. The technique produces significantly more accurate projections than similar forecast methodologies. In reporting projected enrollments, it is anticipated that the assumptions underlying the projections will remain constant for the near term. While change occurs on a daily basis, the projections and their current assumptions (listed below) are updated on an annual basis.
• Population growth for Loudoun County will continue to increase between two and three percent annually. • Loudoun’s public school enrollment growth will continue to exceed general population growth. • The metropolitan region’s economic slowdown will be milder than that in the rest of the state and nation. • The annual number of issued building permits in Loudoun County will be between 2,500 and 3,000. • Employment and housing availability in Loudoun will continue to attract families with children. • Loudoun County’s annual birth rate will remain at or around 5,000 residential births. • The in-migration of young families in their prime childbearing years will continue in Loudoun County. • The out-migration of families will have little effect on the district’s enrollment growth. • Loudoun’s public school dropout rate will remain below the two percent level.

While the FY 2011 - FY 2016 Capital Improvement Program looks at the upcoming six fiscal years to identify, plan, finance and construct school capital projects, student enrollment projections prepared for the Superintendent’s Recommended FY 2011 - FY 2020 Capital Needs Assessment (CNA) have been included herein to expand the planning window over a ten-year period. By bridging the long-term projection estimates prepared by the County of Loudoun and the short-term CIP planning certified by the Loudoun County School Board, the ten-year enrollment projections from the CNA serve as an additional planning tool for the School Board. In sections that follow, ten-year enrollment projections will be provided for current school facilities (and those not yet open but having School Board adopted attendance boundaries). The enrollments for the first six years, as associated with the CIP budget, will be distinguished from the ten-year projections associated with the CNA.

Loudoun County Public Schools enrollment is forecast to grow throughout the planning period. Elementary school enrollment, students in kindergarten through grade five, will increase from 29,567 (September 30, 2009) to 37,741 pupils by September 2015 and 40,928 pupils by September 2019. Preschool membership comprised of students with special education needs as well as those qualifying for the Head Start and STEP (Starting Toward Excellence in Preschool) programs will increase by 265 students by the 2015-16 year to a projected enrollment of 1,156; the program will increase by 479 students over the entire ten-year period. A total of 18,388 students are projected to be in Loudoun’s middle schools (grade six through grade eight) in September 2015, compared to the 13,237 enrolled on September 30, 2009 - this same age cohort is projected to be 21,479 in September 2019. High school enrollment (grade nine through grade twelve) forecast 22,551 and 27,977 students for the 2015-16 and 2019-20 school years, respectively. Details on historic September 30 enrollment are provided in Appendix C.

BUILDING PROGRAM CAPACITY Program capacity is determined annually based on the instructional programs and room usage at each school. Certain classrooms and other usable areas assigned to mandated resource and/or regional programs (e.g., Title 1, English as a Second Language) are not available for tabulation in building program capacity. Further, designated computer laboratories are not included in program capacity calculations. All other classrooms not used for such identified programs are included in a school’s capacity calculation. As new schools open and programs are placed in the new facilities, program capacity is calculated based on the anticipated instructional programs and room usage. As endorsed by the Loudoun County School Board, new elementary school facilities will be built with a planned 875-student program capacity. Program capacity for new middle schools (grades 6-8) will be 1,350 students. High school (grades 9-12) program capacity for new facilities, unless otherwise noted, will be 1,800 students.
ELEMENTARY SCHOOLS At the elementary school level, building program capacity is currently obtained by multiplying the capacity of each available classroom by the designated number of classrooms:

Based on student-teacher ratios and planned staffing goals, the grade one through grade five regular education classrooms are calculated by multiplying the number of designated classrooms by 19 students - instead of the typical 23 student rating. The kindergarten capacity for the half-day kindergarten classrooms is calculated based on 36 students, instead of the typical 44 students per classroom. The classrooms utilized for the full-day kindergarten program at Sugarland Elementary School (one classroom) and Sully Elementary School (two classrooms) reflect a capacity rating of 19 students per room. An alphabetical listing of elementary schools and their respective 2009-10 building program capacities follows on page 15.
SECONDARY SCHOOLS At the secondary school level, building program capacity is 90 percent of the number of available rooms multiplied by the corresponding capacity rating. The 90 percent factor permits variances in scheduling and class size requirements.

The one exception to the stated secondary standard is in the Park View High School Cluster. Based on academic and instructional goals, student-teacher ratios and planned staffing at both Sterling Middle School and Park View High School are calculated at a rating of 85 percent. Accordingly, the classrooms at Sterling Middle School reflect a program capacity of 18 students per room (85 percent of 21 students). Park View High School reflects a capacity of 20 students per classroom (85 percent of 23 students).

LAND ACQUISITION Most schools constructed in the 1990s were built on developer proffered school sites dedicated to the School Board to offset a portion of the developments’ impact on the County. The boom in student enrollment and school construction activity at the end of the last decade and start of the twenty-first century rapidly exhausted nearly all proffered school sites in inventory. Following the 79-acre acquisition of land for Harmony Intermediate School and a planned elementary school for western Loudoun (Kenneth W. Culbert Elementary School/ES-4) in 2000, LCPS has initiated the purchase of additional school sites. John W. Tolbert, Jr. Elementary School (ES-1), Belmont Station Elementary School (ES-10), Frances Hazel Reid Elementary School (ES-11), Mountain View Elementary School (ES-12), Sycolin Creek Elementary School (ES-13), and Smart’s Mill Middle School (MS-2) are but some of the schools built on purchased sites - and now serving Loudoun public school students. The rapid development of Loudoun has made land acquisition challenging for LCPS. Prime undeveloped land is typically purchased for future residential, commercial, and/or industrial development at premium dollar. The scarcity of developable property near or adjacent to residentially-zoned land has made the locating of school sites near the populations they will serve exceedingly challenging. Compliance with School Board and the County Revised General Plan goals will be an ongoing challenge in school site acquisition. The LCPS land acquisition program signals the onset of a new era in which almost all future school sites will have to be purchased. Land acquisition and service to the rural and transition areas of the County are the most immediate challenges in that no rezonings for these regions are anticipated and/or planned. The shortage of readily developable parcels in the aforementioned rural and transition areas makes this a high priority for the School Board and its staff. While this capital budget identifies a substantial number school sites the School Board will have to purchase in order to keep pace with student enrollment growth through the planning period, it should be noted that a number of school land acquisition projects have been previously approved for funding by the Loudoun County Board of Supervisors. The School Board is not alone in its need for land to develop additional facilities. County government is confronting similar demands for public facilities ranging from libraries and fire stations to parks and recreation sites. School Board and County staffs continue to explore opportunities for facility co-location. A recent example involves the location of a new sheriff’s substation on the Rolling Ridge Elementary School site in Sterling. This project is the first of many such efforts in co-location of future public school and county facilities.

Regardless of the progress that has been made heretofore, timing is critical in the land acquisition process. A typical purchase involves funding, contract negotiation, and zoning and land use approvals. The identification, contract, and legislative approval timeline typically requires at least two years; school construction can only begin after the completion of the aforementioned steps. Some of Loudoun’s near term, high priority and critical land acquisition projects include the purchase of land for a middle and high school in the Ashburn area. These two secondary school projects will relieve overcrowding and projected student growth in the area of Loudoun north of the Dulles Greenway/Route 267, between Goose Creek and Sully Road/Route 28. Due to various constraints associated with some funded capital projects, the openings of several schools have been delayed. Litigation involving the Woodgrove High School (HS-3) site, in western Loudoun, delayed the construction and opening schedule - originally planned for student occupancy for September 2008 Woodgrove High will now open at the start of the 2010-11 school year. J. Michael Lunsford Middle School (MS-5) initially scheduled to open in the Dulles South area of Loudoun County in Fall 2008 and then in Fall 2010, has been further delayed to Fall 2011. An unnamed high school (HS-7), also scheduled for opening in the Dulles South area, in Fall 2011 has similarly been delayed and is now on track to open in Fall 2012. The delivery of school sites, whether proffered or purchased, is critical to the construction of new facilities to serve Loudoun’s continually growing public school population. The increased pattern of by-right development along with residential rezonings on smaller parcels of land (preventing the proffering of school sites) make evident that land acquisition will play a more important role in the planning process for both LCPS and the County of Loudoun. Its growing importance is evident in the amount of money staff seeks for land acquisition.

Introduction
The Division of Support Services has compiled the average school construction cost data for public
school projects bid during the period of July 1, 2008 - June 30, 2009. This report provides data on the
construction cost for each school project and average state construction cost data for different school
types.
This report provides an overview of the construction prices for projects bid during the period of July
1, 2008- June 30, 2009, and the figures on this report should be adjusted for conditions that may
affect a future project’s cost. When budgeting for a new school several important factors should be
taken into consideration, including: changes in the construction market, changes in the price of
materials, cost of transportation, inflation, the impact of the educational program on the school size,
and other factors that may impact the cost of a particular school. Additionally, the bid market will
also impact the project’s cost, with a more competitive market yielding lower prices and a less
competitive market higher prices.
It should be noted that the state average construction price in this report only represents the
aggregated average construction cost per square foot in Virginia. This figure does not take into
consideration the above-mentioned factors or the location of a project. In general, square foot
construction cost prices in Northern Virginia are typically higher, while prices in the Southside and
Tidewater have been historically lower than the state average. These regional variations should be
taken into account when preparing budgets for new projects.
