Portable Winch Motor The winch/motor assembly is easily transportedbetween pole locations. Worm gear winch has51:1 gear reduction. The assembly includes atorque limiter between the motor and winch forsafe operation.

Performance SpecificationsThe lowering device, lighting fixtures and pole shall bemanufactured and tested as an integral system and beprovided and warranted by one manufacturer. Thespecifications shall consist of detailed line drawings, and thefollowing written specifications. Any proposed deviation tobe considered must include an analysis and certified testdata demonstrating equal or greater performance.

The lowering device shall consist of three main sub-assemblies: head-frame, lowering box and winch/motorassembly. All material shall be of corrosive resistant natureincluding stainless steel, aluminum or galvanized steelunless otherwise specified. All fixtures utilized on thelowering device shall have passed an accelerated vibrationtest of at least 1G. The complete high mast system,consisting of lowering device and the specified luminairesshall be subjected to full-scale load testing to determineactual loading for the high mast system with 5:1 safetyfactor.

Head-Frame AssemblyThe head-frame shall consist of fabricated stainless steelchannel or pre-galvanized steel channel. All fasteners usedfor additional covers or other items shall be stainless steel.The head-frame shall incorporate four hoist cable sheaves ofhigh strength nylon rated for 1400 lbs. each. Each sheaveshall be a minimum four-inch diameter and the cable grooveshall be formed with a circular cross-section to match thecable diameter. The sheaves shall have oil impregnated,pressed-in, sintered bronze bushings. Wire rope cables thatoperate over the sheaves shall be 7 x 19 constructionaircraft cable, 3/16” diameter stainless steel. The cables shallmeet MIL Spec W83420C and Federal Specification RR-W-410d. The head-frame shall incorporate power cord pulleysproviding a minimum 7-inch bending radius for the mainpower cord. The design shall prevent the main power cordfrom riding up the sides of the rollers and shall incorporatekeeper bars on each end to secure the cord. The stainlesssteel wire rope hoist cables and main power cord shall befactory pre-strung in the head-frame assembly.

Top LatchingTwo one-piece high strength cast aluminum latch platesshall be provided on the head-frame assembly. Each latchplate shall be designed to hold the entire weight of thelowering box and luminaires. All cam surfaces of the latchplate shall be shielded from environmental conditions such

as icing. The latch plates shall support the luminaire boxassembly in a top-latched position, unloading the hoistcables, transition assembly and winch when the device isnot in operation.

Lowering Box Assembly The lowering box assembly shall be fabricated of #12gauge stainless steel or pre-galvanized steel. Pre-galvanizedsteel assemblies shall be finished with powder coat paintfinish. The assembly shall include the appropriate number ofluminaire mounting arm brackets fabricated from 2”aluminum pipe of sufficient strength to support thespecified luminaire. The mounting arms shall bolt to thelowering box with stainless steel hardware. A wiringenclosure shall be provided of formed aluminum with aremovable cover. The entire assembly shall be weatherproof.The enclosure shall include a weatherproof inlet for testingof the luminaires and lamps at ground level. The enclosureshall include a factory pre-wired terminal block, theappropriate number of 16/3 Type ST cords for luminairesand appropriately sized main power cord. The power cordshall be securely attached to the ring using cable clampsthat grip the outer jacket of the cord. The luminairemounting arms shall be factory installed to the lowering boxassembly and the luminaire power cords pre-wired andpulled through the mounting arms. Two stainless steel latchpins shall be provided on the lowering box. Each latch pinshall be capable of individually supporting the entire weightof the luminaires and lowering box assembly. Each latch pinshall be capable of individual operation. Indicator flags shalldistinguish the latching and unlatching position, which shallbe visible from ground level. The latching or unlatchingsequence shall impart no more than one (1) G of force toany component of the system including luminaires andlamps.

Self-Centering AssemblyThe centering system shall consist of roller contact, springloaded, stainless steel arms with non-marking rollersdesigned to protect the pole, luminaires and lamps fromdamage during raising and lowering of the luminaire ringassembly. The centering system shall keep the lowering boxassembly concentric to the pole during the raising andlowering operation. The centering arms shall be designed toprevent jamming of the system on the pole during raisingand lowering operation. The springs shall be contained in asealed sleeve.

Transition AssemblyThe transition assembly shall be designed to preventmisalignment of the two hoist cables. The wire rope cablesshall be attached to the transition assembly with properlysized wire rope thimbles and factory swaged fittings. Theattachment shall prevent the wire rope cable fromuntwisting under load. The transition plate shall befabricated of steel with a zinc-plated finish including yellowchromate dip.

Winch/Motor Assembly The portable winch/motor assembly shall have an ultimatestrength of five (5) times the lifted load. The assembly shallconsist of aluminum frame construction. The motor andwinch shall be mounted to the aluminum frame and includehandles for transport. The frame shall include provisions tolock the assembly to the pole hand hole during raising andlowering operations. The winch shall include a 51:1 wormgear reduction. The drum shall be supported on both endsand the winch shall include a cable keeper designed to aidthe correct spooling of the winch cable. The winch drumshall be factory pre-wound with minimum 3/16” diameterstainless steel high strength 7x19 construction aircraftcable.The drive motor assembly shall include a minimum 7-amp heavy duty reversing type electric motor with a stalledtorque at least twice that required to operate the loweringdevice. The motor shall drive the winch through a torquelimiter coupling to limit the driving force on the hoist andwinch cables. The torque limiter shall be factory pre-set. Thedrive motor assembly shall have a 20ft cord with drumswitch for remote operation. The drive motor assembly shallbe supplied with a step-down transformer to provide 120Vto the motor. The drive motor described above shall beportable and shall interface with the pole hand-hole tooperate the lowering device.

Branch Circuit ProtectionThe assembly shall include a circuit breaker sized for thecorrect voltage and phasing supplied for the luminaire load.An aluminum or zinc plated steel cover shall be supplied forthe circuit breaker. A pigtail cord and plug shall be suppliedfrom the circuit breaker assembly. The cord and plug shallmatch the main power cord of the lowering device system.
