QHow do sealed bids work and how do I boost my chances of beating other buyers?

ASealed bids have grown in popularity over the past year to become a major part of the current

mar where there is strong competition for the best properties. The process is relatively straightforward, with the vendor setting a guide price and inviting offers to be submitted, confidentially, by a closing date. This creates a level playing field, giving all interested parties the opportunity to outline their position and put forward an offer in private.

In many cases this is the simplest and most efficient way of agreeing a sale, particularly when a number of buyers are chasing the same property. For sellers, sealed bids can ease the decision-making process. Popular flats and houses often receive multiple offers all at the same level, which can be difficult to decide between, involving incremental increases and time consuming to-and-fro negotiations.

Sealed bids can smooth out this process, encouraging buyers to put forward their very best price from the start, and giving them an equal opportunity to present this to the vendor. Sealed bids can also reassure buyers that a number of other parties are interested in the same property and are willing to pay a similar amount to secure it.

The key for buyers is to offer what they think the property is worth, and the maximum amount they are prepared to pay. This way, if it turns out not to be enough, at least they know they gave it their best shot with no regrets. It is also important to remember that the winner of a sealed bid isn’t necessarily the buyer who offers the highest price.

Buyers with all their finances arranged, and in a good position to proceed with a sale, will often be the preferable choice, even if they’ve offered a little under the greatest bids.

marketviewIt is the New Year and as agents call, and I look at the industry’s property databases, I cannot

help but notice the number and level of price reductions, particularly at the upper end of the market, writes property finder Robert Bailey.

This can create the impression of value in a purchaser’s mind. The problem is that the original asking price may be based on many factors other than the property’s value. In some cases, the new lower price may still be more than the property’s true value.

Vendors can set any asking price they choose and often they will simply fly a kite. They don’t need to sell yet, so they put their property on the market at more than it’s worth in the hope that someone will fall in love with their home and pay over the odds.

At other times, a higher price might be arrived at by estate agents competing for a vendor’s instruction, offering higher valuations than a property is worth, hoping to entice the vendor to appoint them – an understandable scenario in a very crowded market place.

Either way, launching a property with an unrealistically high price is one of the single biggest mistakes a vendor can make. The best buyers will be the first buyers brought through the door. If they perceive the asking price to be unrealistic they will move on, possibly buying something else. Even if they haven’t bought something else, they will view the agent and the vendor as tricky people with unrealistic expectations and may be reluctant to re-view or offer.

A vendor should launch their property when they are ready to move – rather than just test the market before they’re ready, launch it with the right agent, and above all at the right price. If anything, an asking price slightly lower than a property’s value is a good tactic as it attracts lots of buyers and can lead to a bidding war.

That way, when the best buyers visit the house in the first few weeks of marketing, they know the vendor means business and they will be encouraged to make a strong offer and agree terms.

Once those price reductions appear, as they are starting to now, do not be fooled into thinking that because an asking price has been significantly reduced it represents a bargain. Instead, base your assessment on recently sold comparable properties – taking into account condition, which way a garden faces, whether it has a long lease or share of the freehold, and other important criteria.

How are the upcoming general election, mansion tax, and changes to capital gains

tax affecting the property market, asks Cheryl Markosky.

Political elections of any type can cause market uncertainty, points out Lucian Cook, Savills head of UK residential research.

The first six months of 2013 confirmed taxation of prime residential property has become a political bargaining chip. “As a result, Savills Research forecasts the 2015 general election will trigger a lull in London price growth, but it will resume in 2016 assuming there are no further significant changes to taxation of high value property,” he says.

Simon Hedley from Druce believes that rather than homeowners thinking about selling before politicians introduce tax measures prior to the election, he suggests they’re more concerned about selling and finding themselves out of the market, which could leave them behind the pack.

“The government’s made some people uncertain with talk of a mansion tax for homes worth more than £2 million. And let’s face it, a two to three-bedroom flat in prime central London could easily cost £2 million these days,” he explains. “People who’ve worked hard and put their cash into their homes may be forced to sell, which isn’t right or fair. Why punish those who have been sensible enough to invest in property?”

James Bailey of Henry & James in Belgravia doesn’t foresee any problems over the next year-and-a-half before the election. “The very top end of the market has remained surprisingly buoyant,” he says.

“We’ve had two big sales over £20 million over the past few weeks that attracted multiple bidders. People still want to move to central London, and the news of capital gains tax on foreign owners has not made one iota of difference. People simply shrug and say that they’re still taking home 72 per cent of the profit they’re making on the property.”

Bailey points out that his firm is seeing lots of activity at all levels of the market from £1 million to the very top end.

“There isn’t any negativity at all, and as the general economy improves, so too does the prime central London property market. We were worried at one point that an improving economy would see investors seek other asset classes, but this simply hasn’t happened. Prime central London real estate is seen as a key part of any balanced portfolio,” he insists.

South Kensington remains one of the most desirable places to live in London. Historically popular with

the French and the Italians, last year we saw a rise in the numbers of other nationalities expressing a keen interest to buy property in the area.

At different periods throughout 2013, we received enquiries from prospective purchasers from around the world. Interestingly, many of these coincided with economic events taking place in the countries of the people enquiring.

In actual fact, in the last 12 months we saw potential buyers from 141 different countries viewing properties for sale through Knight Frank South Kensington. By this statistic, it would appear that our area certainly continues to live up to its cosmopolitan reputation.

Another area that saw excellent growth and widespread appeal last year was Earls Court SW5, for many years considered to be the lesser cousin to South Ken (and I can say this as an Earls Court resident).

We experienced a huge demand from buyers wishing to purchase there. Many of the transactions we were involved in attracted multiple interested parties and as a result, in some instances, we achieved record prices for the street or building.

December 2013 was a record month for the South Kensington office of Knight Frank, and the 2014 property market has started where last year left off. The number of new buyer enquiries received into our office remains constant, but the expected influx of new properties coming onto the market at the beginning of this New Year has yet to happen.

The basic economics of supply and demand will suggest that this imbalance should mean that property prices will remain strong, and may also mean we have yet to reach the summit of prices. I am thoroughly excited at the prospect of what we can achieve for our clients and look forward to what this year may bring.

Fixing a dealSecure a fixed rate and remove the worry, says Duncan FarmerThe strange fact about the startling recovery in Britain’s economy is that lending to big

business has actually fallen, while at the same time the level of mortgage borrowing has risen, according to figures from the Bank of England.

The increase in mortgage lending was at its highest level last November (the latest data available) for five years, suggesting that the property market is back on an even keel. The level of business borrowing dropped to its lowest level for two years. The reason for the latter is in part the fact that big business is awash with cash and therefore does not need to borrow, and in part that many large firms are using the bond market to meet their borrowing needs.

The only worry is that banks are perhaps nervous to lend to the corporate sector. W wwhatever the reasons, Britain’s economy appears to be recovering well: figures from the Society of Motor Manufacturers and Traders show that we bought 10 per cent more cars last year than in 2012, another indication that Britain is doing well. Not only do consumers have the cash to buy a new car, but the UK is also building a large number of them.

All this good news points to one thing: interest rates will have to rise. For savers that is good news, but for borrowers it is not.

However, for housebuyers and homeowners looking to remortgage, there are still very good deals on the market. For example, Halifax is offering a mortgage fixed for five years at a rate of 3.19 per cent, compared with its standard variable rate of 3.99 per cent. If the Bank of England’s Monetary Policy Committee does put the base rate up, the standard variable rate is certain to rise, whereas the fixed rate cannot go up until 2019.

There are even better deals out there, as our best buy charts show, so for anyone nervous about the future direction of interest rates, help is at hand in the form of fixed rate deals that give borrowers the certainty of fixed monthly payments and remove any worry about rate rises for almost five years.

First-time impactHouse prices rose by 1.4 per cent last December, bringing the year-on-year increase to 8.4 per cent, an astonishing return on an investment even after borrowing costs have been taken into account. For properties in London, the rise has been far higher at 14.9 per cent. The average London house price is now £550,000, having risen by more than £50,000 a year.

The boost in London prices has been driven in large part by foreign buyers, but the return of first-time homeowners, whose numbers rose in the capital by a third last year, has also helped.

Fears that a bubble is inflating have been voiced and the Bank of England has been told to monitor schemes, such as Help to Buy, to ensure that the bubble does not become too big. That could mean raising interest rates.

Scotland questionThe question of Scotland’s referendum on whether to remain part of the UK might at first glance appear to have little to do with the mortgage market, but it could have an important impact.

Halifax, the biggest mortgage lender, is part of the Bank of Scotland group, and should Scotland vote yes to leaving the Union, our biggest mortgage lender would, in fact, be a foreign firm. Additionally, if Scotland does not become a part of the EU (and Britain could leave too if a referendum is held after the 2015 general election), lenders could be exempted from the European Union’s Mortgage Directive, which protects borrowers, and which is due to take effect in 2017.

There are a lot of ifs, and it is hard to predict what might happen and what impact this would have on the mortgage market, but some brokers, such as John Charcol, have already given it some thought.

Rising interest in the economyThe brightening prospects for the UK economy have a downside, in that interest rates could rise when unemployment falls below seven per cent. Non-prime is emergingFigures from estate agent Douglas & Gordon suggest that foreign buyers are looking beyond prime central London to buy property.

Michael Hodgson, Douglas & Gordon’s chairman, says that in 2013 the increase in values of property in the ‘rim’ around prime central London (PCL) was nearly 21 per cent. “After a couple of years of just lagging PCL, Emerging Prime, as we call it, has surged ahead in the last 12 months,” he said.

“Our analysis behind this suggests that it is not just the ripple effect of PCL owners selling up and reinvesting in non-PCL, but in addition that the international market has now discovered non-PCL and deduced that there is better value over there. Russians are buying in Kennington and Kensington.”

Million-plus hotspotsThe number of £1m-plus homes sold in 2013 is expected to be 10 per cent higher than the peak levels of 2007, according to research by Hamptons International.

Hamptons calculates that 9700 properties were sold for more than £1m in 2013 compared with the previous peak of 8900 in 2007.

Activity in the £1m-plus sector, less affected by mortgage finance constraints, grew faster than the overall market in every region in the UK except for the North East and Wales this year. Unsurprisingly, growth in the sector is led by London, with 70 per cent of £1m-plus properties sold situated in the capital.

Central London dominates £1m-plus property sales but Fulham tops the list with 335 sales. Battersea, a regeneration area, also makes it into the top ten. Outside London, the £1m-plus market is concentrated in the South of England commuter belt, particularly where there are good transport links to the capital.

Hamptons research director Fionnuala Earley said: “Interestingly some new hotspots have emerged in this market sector since 2007. Battersea and St John’s Wood now feature in the top ten, while Wimbledon and Notting Hill are absent.”

Safe haven dynamicsLondon’s property prices are directly affected by economic and political factors overseas, according to new Oxford research quantifying the impact of ‘safe haven’ investing.

Saïd Business School (SBS), University of Oxford, has identified a direct correlation between house price changes in particular areas of London and economic and political risks in different parts of the world.

New methodology developed by SBS academics Professor Tarun Ramadorai and Dr Cristian Badarinza explains why London house prices have continued to rise at a disproportionate rate compared with the rest of the country, also shedding light on the fact that capital appears to flow ‘uphill’ from relatively poor to relatively rich countries.

“The seeming invulnerability of London’s property market has long been assumed to be a result of its status as a ‘safe haven’ – an investment location in which assets will retain or even increase their value in the face of turbulence in other parts of the world,” said Ramadorai (pictured).

“However, this perception has not been backed up with rigorous, empirical research on the issue. The granular level at which we have analysed the data allows us to confirm that safe haven demand effects from Southern Europe, China, the Middle East, Russia, and South Asia are indeed important factors in explaining the dynamics of London house prices.”

Prime investments outperform gold

Prime central London investments outperformed gold in 2013, according to latest figures from Knight Frank.

”Investors would certainly have had more cause for celebration if they’d bought prime central London property rather than the safe-haven asset of gold at the start of 2013,” said Knight

Frank associate Tom Bill (pictured).“By the middle of December, gold prices had

fallen by about a quarter since the start of 2013 as investors ventured back to the stock market and the US Federal Reserve began dropping hints it may wind down its economic stimulus programme.”

Funding to increaseThe residential development funding landscape has changed significantly over the last year, becoming more accessible than at any time since the financial downturn, according to specialists at Knight Frank.

A comprehensive Knight Frank survey of lenders active in the residential development market finds that this trend is set to continue, with a majority of lenders planning to increase their funding of residential development projects.

Law and orderA solicitor has transformed a Wimbledon semi into an open (and shut) plan case, says Cheryl Markosky

Looking a bit like a location for CSI Wimbledon, this month’s project in Durham Road was in poor condition with a lean-to kitchen and outdoor toilet when legal beagle Kahl Oozeerally got his hands on it. After cleverly crafting it into a semi-open-plan home, it’s now the scene of happy-ever-after dramas.

Solicitor Oozeerally was living down the road in 2003 when he spotted the opportunity to bring this house back to life. “It was in its original state and had many of its original features as it hadn’t been touched since the 1900s,” he explains.

He bought the property from an elderly couple and didn’t need to seek planning permission to make alterations, as he was able to change the tired property through permitted development rules. It helped that the property wasn’t listed.

A seasoned ‘doer-upper’ – “I’ve refurbished homes before from time to time,” he says – Oozeerally was well-prepared to take on this big job involving re-plumbing, rewiring, sorting out a new roof and extending the

property out into the garden. The work took six months and was relatively straightforward.

The only big hiccup was getting the right contractors. “I made the mistake of hiring a poor roofer, which caused lots of problems including some flooding. But once I got reliable people on board, they got on with it and everything else was okay,” he says.

Oozeerally is obviously a dab hand at restoration projects, as he fully managed Durham Road and sourced all the materials required for rebuilding. His wife was involved too in creating the smart five-bedroom, two-bathroom, family-friendly home (the couple have two boys aged five and 10).

“I haven’t gone fully open plan with the house,” he adds. “There’s a huge kitchen/dining/family room, but I’ve included some arches and partitions so it doesn’t feel like one big soulless space.”

The mix of period with new adds warmth to the place as well. Oozeerally says his favourite space is the sitting room with its original features. “There are also the

original fireplaces in the bedrooms and dining area, as well as all the original coving as you come down the stairs. I also love the high ceilings, which were a feature of the period.”

It’s now time for the next project – a detached house further out in Surrey with a larger garden. And after a decade, Oozeerally imagines the family moving back into Wimbledon.

Selling agent Ed Foley from Winkworth Wimbledon says the house has been done up well. He also believes the location helps sell it: “You’re a five-minute walk from Raynes Park shops, Holly Mount Primary School and Cottenham Park recreation ground.”

Lennon mansion where All You Need Is Love (& Sons)It’s the stockbroker belt mansion that John Lennon bought in pre-Yoko days with his first wife Cynthia as a refuge from massed screaming fans gripped by global Beatlemania.

Kenwood stands at the top of a grassy hill on the exclusive St George’s Hill estate in Weybridge, Surrey, a celebrity sanctuary recommended to John and Cyn by a Beatles accountant.

Prime rental decline slows and the outlook is brighter as banks enter hiring mode, reports Tom Bill, Knight Frank associate, Residential ResearchPrime central London rents fell by 0.4 per cent in December, taking the annual decline in 2013 to 2.3 per cent. The fall was lower than in 2012, when rents

fell 3.2 per cent, and there are some grounds for confidence in a market that we expect to return to growth this year.

Though luxury rents have been falling or flat for 20 months, the annual decline was the lowest since September 2012 after shrinking steadily over the course of the year.

The health of the prime central London rental market is tied to the financial services sector. While 2011 and 2012 were marked by deep job cuts, many banks began to hire again last year, partly in response to greater regulation.

The result was increased activity among bankers in the rental market and one encouraging sign was that corporate relocation agents were a more common sight than 12 months ago.

In a further positive indication for the state of the banking industry, there was a noticeable pick-up in the number of bankers active in the Canary Wharf market versus 2012 at all levels of seniority.

The number of staff placed in permanent positions by London-based recruitment

consultancies rose for a sixth straight month in November, according to the Markit Economics Report on Jobs.

That said, there appears to be no recruitment explosion on the horizon, as tends to happen among banks when financial markets enter full-blown recovery mode.

Elsewhere, there is no sign of a slowdown in both the volume and spending power of students from the Far East, who tend to target core areas of prime central London when they first arrive in the UK.

Rental values fell in every prime central London market, with the exception of the City and City Fringe, which were flat, and Marylebone, where rents rose 1.4 per cent in part thanks to the success of a Crown Estate development on Regent Street.

By price band, the £500 to £1500 per week bracket saw a 0.5 per cent decline in December compared to the previous month, and a decline of 3.2 per cent over the year. Properties in the £1500-plus per week bracket fell by 0.4 per cent in December and declined 2 per cent across the whole of 2013. Demand remained strong and lettings volumes were up 19 per cent on 2012.
