(a) minimum charge up to 125 words $35.00; (b) each 25 words (or part thereoO thereafter $4.70.

Remittances must be forwarded with a copy of the notice for publication unless prior credit approval has been granted for account customers. Account customers are reminded that payment is due immediately on presentation of invoice. Should payment not be received within twenty-eight days of the invoice date, credit privileges will be withdrawn.

Notices received without payment or from account cus-tomers whose credit privileges have been withdrawn will be returned unpublished. SUBSCRIPTIONS are payable in advance and are ac-cepted for a maximum period of one year. All subscriptions are on a firm basis and refunds for cancellations will not be given. Issues are made at irregular intervals as re-quired, at individual prices according to size. Advice of availability is given in the Government Notices, Business and Public Service issues immediately following the day of publication. Periodic issues are not available on subscrip-tion, but standing orders are accepted for all selected issues.

Variation of closing times 1121

Purchasing and Disposals issues of the Gazette provide information on Commonwealth purchases and disposals and other matters of general interest to persons buying from or selling to the Commonwealth. These issues are published each Wednesday and sold at S2.95 plus postage or on subscription of $140.00 including postage for 50 issues. Index issues contain references to entries in the Govern-ment Notices issues and entries in the Orders in Council, Notices under the Superannuation Act, Notices under the Public Service Act, and Determinations under the Public Service Act sections of the Public Service issues. Index issues are published quarterly, are available over the counter from Commonwealth Government Bookshops and are supplied without charge to annual subscribers to the Government Notices issues.

Environment Protection (Impact of Proposals} Act 1974 ENVIRONMENT PROTECTION ADMINISTRATIVE PROCEDURES—NOTIFICATION OF THE MAKING AVAILABLE FOR PUBLIC COMMENT OF A DRAFT ENVIRONMENTAL IMPACT STATEMENT THE Commonwealth Department of Defence (Office of Defence Production) proposes to transfer explosives manu-facturing facilities from Albion Explosives Factory, Mel-

bourne, Vic., to Commonwealth owned land adjacent to the existing Mulwala Explosives Factory near the Murray River in N.S.W. The proposal also involves the closure of the Albion factory.

In accordance with the provisions of the Commonwealth Environment Protection (Impact of Proposals} Act 1974, a draft environmental impact statement (EIS) describing the proposal and its likely effects has been prepared by the Office of Defence Production with the assistance of its consultant, Gutteridge, Haskins and Davey Pty Ltd.

This document will be available for public review for six weeks between 9 September and 20 October 1987.

(11) that the Applicant will conform at all times with the Natinal Capital Development Commission's current Land Use Policy with respect to Medical and Dental Practices;

the issued shares in Universal Radio Pty Ltd, which company owns all the shares in the capital of Barrier Reef Broadcasting Pty Ltd, licensee of commercial radio station 4MK Mackay.

(b) The acquisition by Universal Television Ltd of 94.28% shares in Mackay Television Ltd licensee of commer-cial television station MVQ Mackay.

(c) The acquisition by Wide Bay-Burnett Television Ltd of the remaining 5.72% shares in Mackay Television Ltd.

The Tribunal has commenced an inquiry into these trans-actions, and has joined this inquiry to the inquiry in the acquisition by Barrier Reef Broadcasting Pty Ltd, of shares in Mackay Television Ltd. A notice announcing the com-mencement of that inquiry appeared in this newspaper on 29 August 1987.

The following issues which will be addressed during this joint inquiry are as follows: 1. Whether the Tribunal should refuse approval, having

regard to: (a) whether the giving of approval would be contrary

to a provision of the Act; (b) whether it would be advisable in the public interest

to refuse approval on the grounds that the applicants. (i) are not fit and proper persons to hold the

licences; (ii) do not have the financial, technical and man-

agement capabilities necessary to operate the television or radio stations, or

(iii) arc not otherwise capable of complying with the conditions of the licences;

(c) whether the circumstances are such that, if the Tribunal gave approval: (i) the Tribunal would have reasonable grounds

for believing that a person would be contrav-ening the multiple interest or cross-media limits (ss. 90C, 92 or 92FAB) in circumstances which would constitute an offence;

(ii) a person would be contravening the multiple or cross-media directorship limits (ss. 90G, 92C or 92FAD);

' the licences and encourage the provision of pro-grams wholly or substantially produced in Aus-tralia, and use and encourage the use of Australian creative resources in and in connection with the provision of programs.

Citation 1. This determination may be cited as the Financial Insti-tutions Duty Determination 1987.

Interpretation 2. For the purp>oses of this determination, 'the Ordinance' means the Financial Institutions Duty Ordinance 1987.

Financial institutions duty: general 3. (1) Subject to clause 3 (2), the rate for the purposes of section 10 of the Ordinance is 0.03 per cent of the value of each receipt.

(2) The rate for the purposes of section 10 of the Ordinance, for receipts of more than $1 000 000.00 is $300.00 for each receipt.

Financial institutions duty: short term 4. (1) The rate for the purpose of section 11 of the Ordinance is 0.005 per cent of the average daily liability.

1. His Excellency the Governor-General directs it to be notified for general information that, in connection with the Visit of The Queen and The Duke of Edin-burgh to Australia in April and May 1988, that the rules governing the use of Royal Emblems, which nor-mally are permitted to be reproduced only in the most exceptional circumstances, will be temporarily relaxed to allow them, in accordance with the conditions set out hereunder, to be reproduced on Souvenirs and Displays commemorating the Visit. A similar relaxation is afforded to Royal Photographs and Portraits.

2. (a) Souvenirs are defined as articles of a permanent kind specifically designed to commemorate the Visit and identified with it by a phrase such as:

Certain other words and phrases when used in conjunction with the figures M788', M988' or " 8 8 ' or any two or more of these groups of figures are prescribed expressions and may only be used with the written consent of the Australian Bicentennial Authority, G.P.O. Box AUS 1988, Sydney, New South Wales 2001. Such souvenirs must:

7. Reproductions of the Royal Emblems and Portraits mentioned in paragraph 3 above may be used in schemes of decoration for the Visit, but not in any way which might imply Royal Patronage or Royal Approval of any firm or its products.

8. (a) The Royal Standard, The Queen's Australian Standard, The Duke of Edinburgh's Standard or The Queen's Personal Flag may not be flown by anyone other than Her Majesty or His Royal Highness and may not be reproduced on Souvenirs or incorporated in any scheme of decoration,

ceramic or other semi-indestructible material and specially made for the occasion.

(b) They comply with the requirement of paragraph 2 (b). The name of the manufacturer and content details should appear only on the underside or interior of the container or on the stopper.

1. His Excellency the Governor-General directs it to be notified for general Information that, in connection with the Visit of The Prince and Princess of Wales to Australia in January and February 1988, that the rules governing the use of Royal Emblems, which normally are permitted to be reproduced only in the most excep-tional circumstances, will be temporarily relaxed to allow them, in accordance with the conditions set out hereunder, to be reproduced on Souvenirs and Displays commemorating the Visit. A similar relaxation is af-forded to Royal Photographs and Portraits.

2. (a) Souvenirs are defined as articles of a permanent kind specifically designed to commemorate the Visit and identified with it by a phrase such as:

T h e Royal Visit 1988' 'Visit by The Prince and Princess of Wales 1988'

Certain other words and phrases when used in conjunction with the figures '1788', '1988' or "88' or any two or more of these groups of figures are prescribed expressions and may only be used with the written consent of the Australian Bicentennial Authority, G.P.O. Box AUS 1988, Sydney, New South Wales 2001.

(b) Such souvenirs must: (i) Be in good taste

(ii) Be free from advertisement (iii) Carry no implication of Royal Custom or

approval (iv) Not be used as a premium or selling aid

3. The Royal Emblems and Portraits mentioned in para-graph 1 are: (a) »The full Coat of Arms of The Prince of Wales

and component parts thereof (b) *The full Coat of Arms of The Princess of Wales

and component parts thereof (c) •The full joint Coat of Arms of The Prince and

Princess of Wales and component parts thereof (d) •The Prince of Wales' Badge of Ostrich Feathers

(with Coronet and motto 'Ich dien') (e) •Photographs or Portraits of The Prince of Wales

and/or The Princess of Wales. Photographs or Portraits of Prince William of Wales and Prince Henry of Wales may only be used if included in a Family Group. • May not be used on medals.

Note: The Commonwealth Coat of Arms and the Aus-tralian National Flag may be reproduced at any time in accordance with existing rules.

Only Photographs or Portraits of The Prince of Wales and/or The Princess of Wales and/or Prince William of Wales and Prince Henry of Wales if included in a Family G r o u p may be reproduced on such containers.

6. Souvenirs may be sold at any time before the Visit of Their Royal Highnesses, during the Visit and for a period of three months after the end of the Visit.

7. Reproductions of the Royal Emblems and Portraits mentioned in paragraph 3 above may be used in schemes of decoration for the Visit, but not in any way which might imply Royal Patronage or Royal Approval of any firm or its products.

8. (a) The Standard of The Prince of Wales and the Standard used by The Princess of Wales may not be flown by anyone other than Their Royal High-ness and may not be reproduced on Souvenirs or incorporated in any scheme of decoration,

(b) The Royal Cyphers may NOT be reproduced on Souvenirs or incorporated in any scheme of decoration.

9. The copyright in a portrait, picture or photograph and the ownership of a design are not affected by the foregoing and any question connected with it should be settled with the owner of the copyright or design.
