Community peace and stability, bettertransport and abundant natural resourcesare a prerequisite for the socio-economicdevelopment.

Myanmar with favourable weather isrich in natural resources such as forests,minerals and meat and fish. It is also blessedwith vast areas of arable land. Therefore,concerted efforts are to be exerted for nationaldevelopment making better use of the qualitiesof man.

To bring about equitable developmentthe length and breadth of the nation thegovernment has laid down and isimplementing development projects. As aresult, most of the regions that lagged behindin development in the past have now enjoyedbetter transport as well as development inagriculture, livestock breeding andmarketing.

Situated in the north of MyanmarKachin State is dotted with forests andmountain ranges. Owing to fulfillment of thegovernment in the transport sector it is nowenjoying economic development including thedevelopment of eco-tourism.

Likewise, with the emergence of anumber of large and small bridges RakhineState has also seen better transport and it isnow accessible to different regions. Withoffshore natural gas deposits and thrivingfish and prawn breeding it is making progressin economy.

With peace and stability and prevalenceof law and order in both urban and ruralregions the entire people are now enjoyingthe fruits of development. At such a time, theentire national people are to try their best fornational development making better use ofabundant natural resources. Only then, willthe living standard of the people improve.

No outbreak of diseases or famine inAyeyawady Delta

MANILA, 13 June—The 30-memberPhilippine humanitarian missionarrived back home on 9 June. The teamarrived at Labutta in AyeyawadyDivision on May 30. It was the firstdestination in a 15-day tour that tookthem through 4 towns around Myanmar– 2 in the Ayeyawady and 2 in Yangon.

“It was more of a feeling that you’rebrothers and sisters working together.It was a very nice coordinated activity… and even when we arrived, you’dsee how prepared they were, you cansee the way the briefing was carriedout, civilians and military workingtogether,” said Dr Amel Rivera, themission chief.

The Filipino aid mission was thefirst group to enter Myanmar as thecountry grappled with its worsthumanitarian crisis in years. Thegovernment opened up sporsored adonors conference initiated by theUnited Nations and backed by theAssociation of South-East AsianNations of which Myanmar was amember. “What others say that therewere many soldiers around, we neverfelt like that. ”said the team leader. Asthey described it, the Filipinocontingent was feted to a reception fitfor dignitaries as soon as they toucheddown aboard a military plane inYangon. “They greeted with thepresence of representatives of theMyanmar government, from theuniformed services, the ministers offoreign affairs and health,” saidRivera.

their mission and a cargo truck for theirload of close to 13 tons of medicine andrelief goods. Myanmar civilian officialswere with them throughout the missionbut there was no feeling of beingwatched. “We were accompanied …We didn’t find any problem, they werealready well organized, the system wasalready in place and we were thereaugmenting them. We never impliedthat we were doing something otherthan assisting,” Rivera said.

Once in Ayeyawady, the impact ofNargis devastation met with eye toeye. For Sabater, a native of disaster-prone Bicol, ground zero was nothinglike any disaster area he had seenbefore. “Look to the right, to the left, tothe front and back, there was not asingle mountain. The area was like onemajor river with many branches andterrain was so flat, said Sabater. Socialworker Jing Guerrero, one of those whogave psycho-social treatment to refugeessaid that the people of Ayeyawady deltahad never seen such a severe cyclone.

There was even technology transfer,said Sabater as the team taught locals animprovised water filtration system usedin Philippine villages. The system usesthe Myanmar version of the tapayan(clay tar) and sand and gravel for thenatural filtration, Sabater said.

The medical team flew back fromMyanmar through a commercial flightthat arrived at 7:30 pm Monday.

SAO PAULO, 13 June— Three armed robbers stoletwo Pablo Picasso prints from an art museum in down-town Sao Paulo on Thursday, the city’s second high-profile art theft in less than a year.

The bandits also took two oil paintings by well-known Brazilian artists Emiliano Di Cavalcanti andLasar Segall, said Carla Regina, a spokeswoman forthe Pinacoteca do Estado museum.

The Picasso prints stolen were “The Painter and theModel” from 1963 and “Minotaur, Drinker andWomen” from 1933, according to a statement from theSao Paulo Secretary of State for Culture, which overseesthe museum. The prints and paintings have a combinedvalue of $612,000, the statement and a museum officialsaid. About noon, three armed men paid the $2.45entrance fee and immediately went to the second-floorgallery where the works were being exhibited, bypassing more valuable pieces, authorities said.

Vietnam raisesprime interest rate

HANOI, 13 June—TheState Bank of Vietnam,the country’s CentralBank, decided Tuesday toincrease the prime interestrate, the basic rate forcommercial banks to formtrading interest rates,including both deposit andlending rates, to 14 per

cent from 12 per cent, in amove to curb inflation.

The central bank alsodecided to raise therefinancing rate to 15 percent from 13 per cent,and the re-discount rate to13 per cent from 11 percent, according to thebank’s Monetary Policy

Department. The three newrates take effect on 11 June.

With the higher primerate, commercial banks,which currently offerannual deposit interestrates of around 14 per centand lending rates of up to18 per cent, will raisedeposit rates by severalpercentage points, andlending rates to 21 per centat maximum.

This is the third timethat the Central Bank hasraised the three key interestrates since 1 February.Before February, it keptthe rates unchanged forover three years.

China’s oil imports up by doubledigits in first five months

BEIJING, 13 June—China’s oil imports posted double-digit growth in the first five months of 2008 as globalcrude prices more than doubled from a year earlier, theGeneral Administration of Customs said on Wednesday.

The country imported 75.97 million tons of crudeoil, up 12.7 per cent from a year earlier, with averageprices rising 64.1 per cent to 689.9 US dollars per ton.

Imports of oil products jumped 17.3 per cent to17.34 million tons. Prices soared 66.9 per cent toaverage 709.6 US dollars per ton.

The govern-ment hand in hand withthe people andTatmadawmen speedilycarried out relief andrescue work for thesurvivors in the disaster-affected regions that werehit by cyclone Nargis inearly May to continue tosurvive.

In the samemonth, SSA-S insurgentgroups ruthlesslymurdered innocentcivilians earning theirliving in an honest waywith various weaponssuch as sticks and swords.

During the storm,a private from the militaryservice lost his life whilehe was alerting the peopleof a village in theAyeyawady Delta toevacuate. From a deltatown, motorized boatswith rescue teams weresent to nearby villagesand 597 storm victimswere saved in time. Up to14 May, 637 victims weresaved and evacuated withthe use of helicopters and51 emergency patientswere sent to specialisthospitals. Althoughhelicopters could nottouch down as someregions were flooded,they dropped reliefsupplies to nearest places.So, the victims were ableto survive and reach therelief camps.

Such news wascarried in both State-runnewspapers and privatejournals. Some of the

scenes were seen on TVscreen. As an experiencedjournalist, I felt such newsscenes were notexaggerated. I evenanalyzed them thoroughlywhether there was anyblackout. Like the roots ofa tree, the southern Delta isteeming with streams,creeks and rivers. Asalmost all the ships, boatsand motor boats in theregion were sunk, it wasnot possible to rush to theaffected areas for a certainperiod. That was whyhelicopters flew overtransporting relief goods,evacuating the victims andsending patients tohospital. We didunderstand that. At such atime, we noticed somebroadcasting stationsmanufactured fabricatednews stories to the likingof internal and external

anti-government groupswithout considering howthe government, privatemediamen and donorswould reach out to thestorm victims and how theywould carry out their reliefwork to cover the wholeaffected areas.

This is a greatopportunity for anti-government groups.Ignoring sympathy andunderstanding, thoseexpressing the wish to helpMyanmar withhumanitarian aid made apolitical trick changing thetitle of the Myanmar issueinto a crime againsthumans. They exacerbatedthe problem. With skyfulof lies, they launched apsychological warfare.

Those whoexaggerated someweaknesses of Myanmar inimplementing relief and

rescue work for the stormvictims that occurred dueto difficulties turned a blindeye to the news about the

massacre committed bySSA-S Ywet Sit’s group inKonlaymok village inMaukmai Township, ShanState (South). They blackedout this news. Although Iwas waiting for foreignnews agencies how theywould comment about this,nothing was heard exceptthat BBC announced SSA-S blamed the governmentfor the killings.

Why is it so? Is ittheir policy that everythingthe government does is toblame and everything theinsurgents do is to bepraised? Otherwise, theyare seeing the governmentrescuing on a self-helpbasis hundreds of

thousands of victims withnegative view and they areseeing the insurgentskilling about a dozen ofinnocent civilians withpositive view. It is becauseall the stories the internaland external groups createdshowed this direction.

Don’t think thatthose creating make-upstories are not expert in thejob. Indeed, they are expertat tracking news. As theyseem to be blind or arepretending to be blind, Iwill reveal what the SSA-S Ywet Sit group is.

The group is madeup of insurgent drugdealers. Since a neo-colonialist nationattempted to stab in theback of Myanmar, U KhunSa-led MTA group

u n c o n d i t i o n a l l yexchanged arms for peaceand returned to the legalfold in January 1996. ButYwet Sit wentunderground again tocontinue engaging in theheroin business as hewanted to get back themoney owed. He contactedthe remnant Shaninsurgent group of KhunKya Nu and committedsubversive acts. Later, theirgroup was called SSA-S.The headquarters is basedin Lwetailyan, Mongna. On 9 February,1993, they attacked theTatmadaw camp inPantawi village and setfire to the whole villageas they retreated. A totalof 60 villagers were killedand 30 injured.

On 18 January,1997, they set fire toMeethwaygon (Bamarvillage) and raped thewomen of the village.Altogether 13 men and

children were killed andeight injured.

Altogether 21local people from ward-6 of Namsan werecaptured and hit withoutany reason while theywent to the village formaking charcoal on 28January of the same year.

On 13 June, 50passenger-buses wererobbed and the womenwere raped at a place onKunhing-Kengtungmotorway. Theyseparated the Bamarnational from thepassengers and openedfire to them. So 26 peopledied and five injured.

The“88” terrorists usedswords to behead thevictims. SSA-S troopsused both sticks andswords. One of the 11victims with injuriesmanaged to escape. Herecounted the atrocities indetail. The 10 victimswere killed and thrownaway into a ravine. Whenthe Tatmadaw columnarrived, one of the 10victims was still alive, sohe was rushed to hospital.The victims were buried.If all the 11 victims weredead, the news hunterswould have covered upthe fact and accused theTatmadaw of killing thevictims.

UNITED NATIONS, 13June — UN Secretary-General Ban Ki- moonappealed on Tuesday foran end to the discrimina-tion against HIV-infectedpeople, calling it “anaffront to our commonhumanity”.

Six decades after theadoption of the UniversalDeclaration of HumanRights, “it is shocking thatthere should still bediscrimination againstthose at high risk, suchstigma attached toindividuals living withHIV,” Ban told a high-level meeting on HIV/AIDS which openedTuesday at the General

Assembly. “This not only drives

the virus underground,where it can spread in thedark; as important, it is anaffront to our commonhumanity,” he said.

Tests in Japan have showthat oil produced from the shell of the cashew nut mayslash by 90 per cent the methane emissions frombelching cattle when mixed as an additive to feed, aspokesman for oil refiner Idemitsu Kosan Co said onWednesday.

New-style bird flu vaccine shows promiseWASHINGTON, 13 June— A new-style bird flu vaccine made using monkey cells

instead of chicken eggs appears to be safe and effective, corporate researchersreported on Wednesday.

The vaccine against H5N1 avian influenza, made by Baxter International, isthe first bird flu vaccine to be made using cells in a lab dish instead of chicken eggs.This is important because the right type of chicken eggs are difficult to obtain —and because H5N1 kills chickens rapidly.

The trial of more than 250 people was a phase I/II safety trial, but the report,published in the New England Journal of Medicine, showed the vaccine produceda strong immune response in people who received two doses.— MNA/Reuters

HELSINKI , 13 June — German Foreign MinisterFrank-Walter Steinmeier unexpectedly took over aVIP lounge at Helsinki airport on Thursday to seeGermany take on Croatia in the Euro 2008 soccertournament.

Just before the end of the first half of the match,Steinmeier’s plane stopped just 10 metres away fromthe lounge and his 100-strong delegation hastily tooktheir seats to watch the remainder of the game on awide screen television.
