i) National Emission Standards for Organic
Chemicals Manufacturing Industry issued
by the Ministry vide G.S.R. 608(E) dated
21st July, 2010 and amended time to time
shall be followed by the unit.

Applicable Condition of National Emission
Standards for Organic Chemicals
Manufacturing Industry, G.S.R. 608(E) dated
21st July, 2010 are followed.
The unit is zero liquid discharge (ZLD) & the
recycled water is consumed in utilities.
Kindly note that we do not have in-house
incinerator. Our storm drains are totally
segregated from effluent transferring
system.The effluent transferring system is
through pumping mechanism only.
At the outlet of premises guard pond has
been constructed to control and prevent
contaminated water (if any) to flow outside
the premises & return back to ETP.
ii) Stack of adequate height shall be provided
to oil fired boiler 4, boiler 5 and thermic
fluid heater (TFH-2) to disperse waste gases
into atmosphere as per CPCB/SPCB
guidelines.
COMPLIED.
Adequate stack height is provided for
currently installed TFH and boilers. They are
having stack height of 30 & 38 meters
respectively. Boiler 4 & 5 are not yet
installed. The stack heights as mentioned in
REIA will be provided when stacks for
proposed boilers are installed.
iii) Scrubber shall be provided to control
process emissions viz. HCl, SO2, NH3, NO,
Bromine and Ethyl Chloride. The scrubbing
media shall be sent to effluent treatment
plant (ETP) for treatment. Efficiency of
scrubber shall be monitored regularly and
maintained properly. At no time, the
emission levels shall go beyond the
prescribed standards.

Adequate number of scrubbers provided to
control process emissions. Effluent
generated from scrubber is sent to ETP. We
ensure that all gaseous emissions &
particulate matters from process units
conform to the standards as laid down by
the concerned authorities. Further, on-line
pH meters on scrubbers have been installed
for better control on pH of scrubber media.
Scrubber monitoring data by MoEF&CC
approved laboratory along with summary is
attached as Annexure-B (ii) and Annexure
C(ii) (July-20 to Dec-20).
iv) Ambient air quality data shall be collected
as per NAAQES standards notified by the

Ministry vide G.S.R. No. 826(E) dated 16th
September, 2009. The levels of PM2.5,
PM10, SO2, NOx, VOC, CO, NH3 and HCl
shall be monitored in the ambient air and
emissions from the stacks and displayed at
a convenient location near the main gate of
the company and at important public
places. The company shall upload the
results of monitored data on its website
and shall update the same periodically. It
shall simultaneously be sent to the
Regional office of MOEF, the respective
Zonal office of CPCB and the Gujarat
Pollution Control Board (GPCB).
Ambient air quality monitoring in the
company is being carried out by MoEF&CC
approved laboratory. Ambient air
monitoring data by MoEF&CC approved
laboratory along with summary is attached
as Annexur-B(i) and Annexure-C (i) (July-20
to Dec-20).
We have also installed the continuous
ambient air quality monitoring station.

v) In plant control measures for checking
fugitive emissions from all the vulnerable
sources shall be provided. Fugitive
emissions shall be controlled by providing
closed storage, closed handling &
conveyance of chemicals/materials, multi
cyclone separator and water sprinkling
system. Dust suppression system including
water sprinkling system shall be provided
at loading and unloading areas to control
dust emissions. Fugitive emissions in the
work zone environment, product, raw
materials storage area etc. shall be
regularly monitored. The emissions shall
conform to the limits stipulated by the
GPCB.
COMPLIED.
All majority of chemicals are transferred
through closed loop systems. Controlling
measures such as vent condensers,
scrubbing mechanism are installed in
manufacturing processes.
Following steps have been taken to control
the futigive emissions:
1. All the equalisation tanks are covered
from top and scrubber mechanism is
provided.
2. High pressure Odour suppressant
system is provided on bioreactors &
sludge handling areas.
3. Underground high COD open tanks are
demolished and replaced with above
ground high COD (closed) tanks.
4. All solvents are handled in close system.
5. All reactors have double stage
condensers.
6. All pumps & pipelines are maintained as
per preventive schedule and checked
periodically and whenever required.
7. Breather valves, Flame arrestors & vent
condensers have been provided for
solvent storage tanks.
Fugitive emissions in the work area are
regularly monitored.

vi) For further control of fugitive emissions,
following steps shall be followed :
1. Closed handling system shall be provided
for chemicals.
2. Reflux condenser shall be provided over
reactor.
3. System of leak detection and repair of
pump/pipeline based on preventive
maintenance.
4. The acids shall be taken from storage
tanks to reactors through closed pipeline.
Storage tanks shall be vented through trap
receiver and condenser operated on chilled
water.
5. Cathodic protection shall be provided to
the underground solvent storage tanks.
COMPLIED.
For further control of fugitive emissions,
following steps followed;
Closed handling system provided for
chemicals. Reflux condenser provided over
reactor. System of leak detection and repair
of pump/pipeline based on preventive
maintenance. The acids taken from storage
tanks to reactors through closed pipeline.
Storage tanks vented through trap receiver
and condenser operated on chilled water.
vii) The gaseous emissions from DG set shall be
dispersed through adequate stack height as
per CPCB standards. Acoustic enclosure
shall be provided to the DG sets to mitigate
the noise pollution.
COMPLIED.
Stack of adequate height are provided for
DG Sets. Installed acoustic enclosures for
DG Sets.
Stack height of 1010 KVA is 30 meters, while
320 KVA & 600 KVA is 10 meters.

viii) Solvent management shall be carried out as
follows :
1. Reactor shall be connected to chilled
brine condenser system.
2. Reactor and solvent handling pump shall
have mechanical seals to prevent
leakages.
3. The condensers shall be provided with
sufficient HTA and residence time so
as to achieve more than 95% recovery.
COMPLIED.
The company have taken following steps for
solvent management:
• Reactors are connected with double-
stage condensers; the vent condensers
are supplied with chilled brine / chilled
water to minimize vapour loss.
• All solvent handling pumps with
mechanical seal have been installed.
• All condensers with sufficient HTA &
residence time are provided.

4. Solvents shall be stored in a separate
space specified with all safety measures.
5. Proper earthing shall be provided in all
the electrical equipment wherever solvent
handling is done.
6. Entire plant shall be flame proof. The
solvent storage tanks shall be provided
with breather valve to prevent losses.
7. All the solvent storage tanks shall be
connected with vent condensers with
chilled brine circulation.
• All solvents are stored separately in
dedicated tank farms having all safety
precautions.
• Proper earthing is provided in all the
electrical equipment wherever solvent
handling is done.
• Plant equipment, including tank farms
are flame-proof, breather valve are
provided on solvent tanks.
• Solvent storage tank are connected with
vent condenser with chilled brine
circulation.
ix) Total fresh water requirement from ground
water source shall not exceed 711m3/day
and prior permission shall be obtained
from the CGWA/SGWA and prior
permission shall be obtained from the
CGWA/SGWA.

12.07.18 valid upto 05.07.21.
Fresh water consumption from July-20 to
Dec-20 is 264.87 m3/day
x) The Company shall ensure zero liquid
effluent discharge from the entire unit
after expansion through the treatment
scheme comprising segregation of effluent
streams into high COD/TDS and low
COD/TDS effluent stream, MEE, biological
treatment, RO etc. Condensate and recover
water will be recycled/reused within
factory premises.
COMPLIED.
Zero Liquid Discharge implemented & same
is in regular operation. It consists of RO,
MEE, ATFD. Recovered water is recycled &
reused back in utilities.

xi) ‘Zero’ effluent discharge shall be adopted
and no effluent shall be discharged outside
the premises.

Effluent is treated in ETP followed by RO,
MEE and ATFD. Recovered water is recycled
and reused in utilities.
xii) Process effluent/any wastewater shall not
be allowed to mix with storm water. Storm
water drain shall be passed through guard
pond.

xiii) Hazardous chemicals shall be stored in

xiv) As proposed, process organic residue and
spent carbon shall be sent to cement
industries. ETP sludge, process inorganic &
evaporation salt shall be disposed off to the
TSDF. The ash from boiler shall be sold to
brick manufacturers/cement industry.
COMPLIED.
Process organic waste & spent carbon are
sent to cement industries / TSDF / waste
mixing facility authorised by SPCB. ETP
sludge, process-inorganic salts and ATFD
salts are sent to TSDF. As applied in letter
dated 14.09.15, we do not have a coal fuel
boiler, hence fly ash from boiler to brick
manufacturer is not applicable.

01.12.20 (for the said period) is enclosed
here as Annexure-D.
xv) The company shall obtain Authorization for
collection, storage and disposal of
hazardous waste under the Hazardous
Waste (Management, Handling and Trans-
Boundary Movement) Rules, 2008 and
amended as on date for management of
Hazardous wastes and prior permission
from GPCB shall be obtained for disposal of
solid / hazardous waste in the TSDF.
Measures shall be taken for fire fighting
facilities in case of emergency.

(CCA No-75502 dated 05.12.15 and
amendmend thereafter dated 22.04.17,
12.06.19). Copy attached as Annexure-E (i
to iii). Applied for renewal of CCA on
23.11.2020. Fire hydrant & sprinkler system
installed for firefighting in case of
emergency.
xvi) The Company shall strictly comply with the
rules and guidelines under Manufacture,
Storage and Import of Hazardous
Chemicals (MSIHC) Rules, 1989 as amended
time to time. All Transportation of
Hazardous Chemicals shall be as per the
Motor Vehicle Act (MVA), 1989.

We ensure that all vehicles used for
transportation of raw material, hazardous
waste and products have valid permission
under prescribed rules.
xvii) Fly ash should be stored separately as per
CPCB guidelines so that it should not
adversely affect the air quality, becoming
air borne by wind or water regime during
rainy season by flowing alongwith the
storm water. Direct exposure of workers to
fly ash & dust should be avoided.
This Point is not applicable to us as we do
not have coal fired boiler.
xviii) The company shall undertake following
waste minimization measures :-

c. Use of automated filling to minimize
spillage.
d. Use of Close Feed system into batch
reactors.
e. Venting equipment through vapour
recovery system.
f. Use of high pressure hoses for equipment
cleaning to reduce wastewater generation.
solvents in processes, metering of

systems, etc.
xix) The unit shall make the arrangement for
protection of possible fire hazards during
manufacturing process in material
handling. Fire fighting system shall be as
per the norms.
COMPLIED.
All precautions with respect to fire
prevention & control are taken at site. We
have ensured hazardous area classification,
earthing, bonding, procedure control and
training. Robust & full fledge firefighting
system is in place to control any
emergencies at site.
xx) Occupational health surveillance of the
workers shall be done on a regular basis
and records maintained as per the
Factories Act. Occupational health section
to be strengthening by employing a full
time Doctor.

Occupational health surveillance of the
workers (Annual medical checkup and pre-
employment medical checkup) is carried
out on a regular basis as per section-41-C of
the Factories Act and Rule-68-T of Gujarat
Factories Rules and records are maintained.

Company has a manned OHC along with full
time doctor (FMO) for occupational health
surveillances.

xxi) Greenbelt around process area to be
increased. As proposed, green belt over 33
% of the total project area shall be
developed within plant premises with at
least 10 meter wide green belt on all sides
along the periphery of the project area, in
downward direction, and along road sides
etc. Selection of plant species shall be as
per the CPCB guidelines in consultation
with the DFO.
COMPLIED.
We have developed Greenbelt in the facility
and the same is being consistently
strengthened. An area of 33% is allocated
for the same.

xxii) All the commitment made regarding issues
raised during the Public Hearing/
consultation meeting held on 17th January,
2014 shall be satisfactorily implemented.
COMPLIED.
Lupin is committed to enhance the regional
development by focussing on CSR activities.
The same shall be continued further.
Employment direct / indirect is also done
from the nearby village.
In the public hearing /consultation, there
were no direct commitments required on
Lupin part. The outcomes weregeneralistics
wherein it is discussed about CSR activities,
employment and improvement in
surrounding area in terms of infrastructure
for Education, Fire station, Hospital, water
availability, etc.

xxiii) At least 5 % of the total cost of the project
shall be earmarked towards the Enterprise
Social Commitment based on Public
Hearing issues and item-wise details along
with time bound action plan shall be
prepared and submitted to the Ministry’s
Regional Office at Bhopal. Implementation
of such program shall be ensured
accordingly in a time bound manner.

percentage of its net profit on CSR activities.
This allocated amount is utilized in CSR
activities all across the country. The amount
spent for CSR for the year 2019-20 in Rs. 342
Million. We have initiated various projects
from this fund and continued further.
xxiv) For rain water harvesting from roof top a
separate drain line may be constructed
upto the recharge well. The Company may
also explore the possibility of providing
surface water storage to the extent
possible for their process use.

xxv) The Company shall submit within three
months their policy towards Corporate
Environment Responsibility which shall
inter-alia address (i) Standard operating
process/ procedure to being into focus any
infringement/deviation/violation of
environmental or forest norms/conditions,
(ii) Hierarchical system or Administrative
order of the Company to deal with
environmental issues and ensuring
compliance to the environmental clearance
conditions and (iii) System of reporting of
non compliance/violation environmental
norms to the Board of Directors of the
company and/or stakeholders or
shareholders.

The company gives maximum importance
to regulatory compliance, and the same is
demonstrated in EHS policy signed by the
Managing Director attached as Annexure-
H. We have implemented International
Sustainability Rating System (ISRS) at our
site for strengthening of EHS management
system further.
xxvi) Provision shall be made for the housing for
the construction labour within the site with
all necessary infrastructure and facilities
such as fuel for cooking, mobile toilets, safe
drinking water, medical health care, crèche
etc. The housing may be in the form of
temporary structure to be removed after
the completion of the project. All the
construction wastes shall be managed so
that there is no impact on the surrounding
environment.
This point is not applicable as no housing
colony proposed at project site.
GENERAL CONDITIONS:
i) The project authorities must strictly adhere
to the stipulations made by the Gujarat
Pollution Control Board (GPCB), State
Government and any other statutory
authority.

All the recommendations of Gujarat
Pollution Control Board shall be adhered
during the implementation phase of
project.
ii) No further expansion or modifications in
the plant shall be carried out without prior
approval of the Ministry of Environment
and Forests. In case of deviations or
alterations in the project proposal from
those submitted to this Ministry for
clearance, a fresh reference shall be made
to the Ministry to assess the adequacy of
conditions imposed and to add additional

iii) The locations of ambient air quality
monitoring stations shall be decided in
consultation with the Gujarat Pollution
Control Board (GPCB) and it shall be
ensured that at least one station is installed
in the upwind and downwind direction as
well as where maximum ground level
concentrations are anticipated.
COMPLIED.
Ambient air quality is monitored regularly
and the same shall be continued. The
reports of the same are submitted to GPCB,
CPCB and Ministry of Environment, Forest &
Climate change. We have also installed the
continuous ambient air quality monitoring
station.

iv) The overall noise levels in and around the
plant area shall be kept well within the
standards by providing noise control
measures including acoustic hoods,
silencers, enclosures etc. on all sources of
noise generation. The ambient noise levels
shall conform to the standards prescribed
under Environment (Protection) Act, 1986
Rules, 1989 viz. 75 dBA (day time) and 70
dBA (night time).

The overall noise levels in and around the
plant area is kept well within the standards
by providing noise control measures
including acoustic hoods, silencers,
enclosures, etc. on all sources of noise
generation.
The ambient noise levels is under the
standards prescribed under Environment
Protection act, 1986 Rules, 1989 viz. 75 dBA
(day time) & 70 dBA (night time).
Equipments generating high noise are
equipped with Acoustic enclosures; regular
maintenance, lubrication and vibration pads
are assured for such sources.

v) The Company shall harvest rainwater from
the roof-tops of the buildings and storm
water drains to recharge the ground water
and use the same water for the process
activities of the project to conserve fresh
water.

vi) During transfer of materials, spillages shall
be avoided and garland drains be
constructed to avoid mixing of accidental
spillages with domestic wastewater and
storm water drains.

Transferring of materials is done by fixed
pipelines from tanks and flexible pipeline
for drums. However, during any spillage
adequate provision are done to prevent
the material from mixing with storm water
drains.
All domestic & storm water drains have

vii) Usage of Personnel Protection Equipments
by all employees/ workers shall be ensured.

provided to all persons, wherever
applicable.
viii) Training shall be imparted to all employees
on safety and health aspects of chemicals
handling. Pre-employment and routine
periodical medical examinations for all
employees shall be undertaken on regular
basis. Training to all employees on handling
of chemicals shall be imparted.

Training is imparted regularly to all
employees for safety and health aspects of
chemicals handling, firefighting etc. Mock
drill is also carried out at regular interval.
Training records of the same are
maintained.
Pre-employment and routine periodical
medical examinations for all employees and
workers are carried out on regular basis and

environmental protection measures and
safeguards proposed in the project report
submitted to the Ministry. All the
recommendations made in the EIA/EMP in
respect of environmental management,
risk mitigation measures and public hearing
relating to the project shall be
implemented.

safeguards during proposed expansion.

recommendations in RIEA and points of
public hearing proceedings are compiled
and reviewed at regular intervals.
x) The company shall undertake CSR activities
and all relevant measures for improving the
socio-economic conditions of the
surrounding area.

xvii) The project proponent shall inform the
public that the project has been accorded

may also be seen at Website of the Ministry

advertised within seven days from the date
of issue of the clearance letter, at least in
two local newspapers that are widely
circulated in the region of which one shall
be in the vernacular language of the locality
concerned and a copy of the same shall be
forwarded to the concerned Regional
Office of the Ministry.

5.9 The Industry shall take adequate measures for control of noise levels from itsown sources Vo,'ithin the premises so as to maintain ambient air qualitystandards in respect of noise to less than 75 dB(A) during day time and 70dB(A) during night time. Daytime is reckoned in between 6 a.m. and 10 p.m.and nighttime is reckoned between 10 p.m. and 6 a.m.

7.9.9 Industry shall submit annual report within 15 days and subsequently by 31 'l
January every year.7.10.10. Industry shall have to manage waste oil, discarded containers etc .. process
waste as per Amended Rules - 2008 and shall apply Authorization I submitdetails for all applicable waste as per Amended Rules'200S with 15 days.
7.10.11 Industry shall not recycle the waste falling under Scheudle-4 of theAuthorization Hazardous waste Rules-2008, till they obtain registration as arecycler from CPCB I GPCB.
~7.10.12 Industry shall explore possibilities for waste minimization, reduction, reuse_recycling, recovery, energy utilization, co-processing at Cement kiln andsubmit the proposal for the same.

• He said that the all the villages surrounding the units have developed individually and their standard of living has also increased. He added that people from other states come here to work, whereas they were having industries just nearby their homes.

• He also added that the Company had also developed the RCC road from Dabhasa to Ekalbara. He welcomed the Company’s expansion plans.

• The project Proponent replied that publicity of the Public Hearing was carried out by giving Notice in the local news daily 30 days before, by giving the executive summary to the Sarpanch, by loudspeaker system in auto rickshaw and also by giving advertisement in the local TV channels.

• Even the Regional Officer of GPCB and MS of the Panel said that wide publicity was given to the Public Hearing in the affected areas.

4 Shri Arvind Padhiyar, Vill:Mujpur, Ta: Padra, Dist: Vadodara.
• He also gave his written representation of about 28 questions to the Panel and also read out the questions raised.
• The Resident Additional Collector and Chairman of the Panel asked the Company to also contribute towards the Kanya Kelavani Project as part of their CSR activities.

• He stated that the Companies usually employed the local youths but then removed them within a period of two months on the excuse of non-performance. He said that the industry deliberately overloaded the youths such that they were not able to perform.
• The Chairman of the Panel stated that the Collector Office always tried to resolve all problems faced by the villagers under their jurisdiction. He added that they also always made an effort to see to it that the local youths were preferred for employment by the industries. He further added that if all problems could be resolved at one go then Public Hearing would not be

• He added that he had time and again raised several issues in earlier Public Hearings regarding pollution; however he has not received a solution to any of his problems until now.
• The Member Secretary of the Panel said that the EC to the industry could only be given by the MoEF. The only role of the Panel was to supervise over the Public Hearing.

• He said that in every Public Hearing, the issue of Effluent Channel was raised however, the problem was not solved. He said that the pollution in the area was due to the Channel and not the industries. The effluent channel was damaged from the bottom and the side walls and waste water was leaching into the underground strata. He asked GPCB why they were not taking any action against the Channel.
• The Chairman of the Panel said that he understood the feelings of Shri Ganpatbhai and also empathized with him. He added that he would take personal interest and look into the matter.

• He stated that the Industries in this area had spoilt the ground water, due to which, he could not farm his land. He added that now they had to buy packets of water for drinking which cost Rs.1 earlier and now was available at Rs.2.

• He said that the ECP should now be replaced by a proper pipeline under new technology. He said that the area also required a new CETP like the one at Umraya so waste water could be properly treated and then discharged by ECPL.

11 Shri Natwarsinh Bhikhabhai Padhiyar, Jilla Panchayat Member, Vill:Haranmal, Ta: Padra, Dist: Vadodara.
• He stated that everybody agrees that industries are required for development of the area.
• The Project Proponent replied that all the industries of the area have got together to try and get the water of River Mahi for use in industries.
Various programmes are adopted by Lupin to educate the peoples with specific task from the surrounding Area. Also rain water harvesting activities are initiated in surrounding schools and village ponds / lakes.
• He added that about 14lakh litres of water was going to be taken from the bore well. The industry could instead take water from the Mahi River nearby thus leaving the underground source of water for the farmers.
• He also said that the industry was going to consume 4400 KVA of electricity; instead they should look towards non-conventional forms of energy.

• He stated that although development was necessary, farmers also had to survive. He added that industries create pollution and when a complaint was made to GPCB, GPCB informed the industries before visiting the same. Hence GPCB was a contributor to the pollution activities of the industry and could not control pollution. He stated that GPCB was responsible for the sufferings of Padra Taluka.

• He added that he appreciated all that the industry had done for their village. He outlined the following CSR activities of the industry :
• Donation of about 5000 notebooks to the school children every year.
• LED TV provided for education purposes.
• 450 thalis sponsored under Akshay Patra Yojna
• Donation of microphone set in the prayer hall.
• Scholarship of Rs.5000, Rs.2500 and Rs.1500 given to the first, second and third rankers of 8th, 9th and 10th standard students.
• Sponsors the food for picnic of school students every year.
