Membership shall consist of 21 adult members and one youth member who shall be appointed by the City Council, all of whom shall be voting members. The adult members at the commission shall consist of at least one person from each of the following classes: 1. City Council; 2. School Administration; 3. The Committee shall be appointed by Council and shall consist of five members and two alternates as follows: (1) One member with a technical background, such as an engineer or architect; (2) One member that is a principal, officer, or owner of a business; (3) One member and one alternate who have a financial background; (4) One resident at large; and (5) One member and one alternate who are licensed to practice law in Virginia. One representative each from the Office of the City Manager, the City Attorney's Office and the Department of Public Works shall serve as ex officio members for the purpose of providing assistance to the committee. The ex officio members of the committee shall be appointed by the City Manager, the City Attorney and the Director of Public Works, respectively, and shall not be voting members of the committee. Members may serve on one additional board.

The members of the committee shall be appointed for terms of two years; provided, however, the first appointed members shall have staggered terms with two members being appointed for one-year terms and three members being appointed for two-year terms. All subsequent appointments of members shall be for two-years. Alternate members shall be appointed for two year terms. All vacancies on the committee shall be filled by the Council for the unexpired portion of the term. Members and alternate members may serve up to five consecutive terms. Ex officio members shall not be subject to term limits but shall serve at the discretion of their respective office or department head.
