appears that the public participation will exceed 60 minutes, the Board President may impose a set time limit per speaker at the beginning of the public participation portion of the meeting. Moreover, the President may interrupt, warn, or terminate a participant’s statement when the statement is too lengthy, abusive, obscene, or irrelevant. In addition, the President may request any individual to leave the meeting when that person does not observe reasonable decorum, whether the person is at the microphone or at any other place in the meeting room or building. New Jersey law prohibits any person from disrupting a public meeting. Law enforcement will be contacted if a person disrupts the meeting and fails to desist after being directed to do so by the Board President or Superintendent. Finally, out of respect, we ask that you refer to our administrators or staff members by their titles, such as Doctor, Mr. or Mrs. Thank you. NO SMOKING ON SCHOOL GROUNDS Please be advised that there is no smoking on school grounds – inside or outside – at any time. PLEDGE OF ALLEGIANCE Mrs. Mattos led The Pledge of Allegiance. ARTWORK DISPLAYS The artwork displayed in the lobby and front hallway of the Administration Building was courtesy of Ms. Colleen Ford’s art classes at the Frank J. Dugan Elementary School. Across the United States the month of March is recognized as Youth Art Month. The purpose of Youth Art month is not only to promote Art Education in schools, but to recognize the achievements of the talented student artists. The students of Frank J. Dugan Elementary, under the instruction of art teacher Colleen Ford, have created projects which have focused on problem-solving, creativity, independent growth and collaboration, as well as integrated math, science, technology and history. First grade artists learned about digital art and artists and careers that use digital tools to create artwork. Students created Romero Britto inspired dogs on their tablets! Second grade artists focused on African American artist Faith Ringgold to honor Black History Month and created a mixed media self-portrait in her style. They read and discussed her quilt turned book Tar Beach. Third grade artists explored the art of weaving and used math to create their paper plate looms! The students explored artist Wassily Kandinsky when painting their concentric circles on the plate! Fourth graders explored the process and techniques associated with printmaking and explored the concept of radial or rotational symmetry. They created one print and printed it four times to create their radial design. Fifth grade artists traveled to ancient China where they discovered the Ming Dynasty and their contribution to the ceramics world. They explored their style and made their own blue scratchboards and used the motifs and decor of the Ming Dynasty to scratch away beautiful designs. The Champions students at Marlboro Elementary School were introduced to the sounds and history of American Folk Music. They explored the roots, genres, and the 20th century revival of Americana folk music through singing, songwriting, playing musical instruments, and creative hands-on activities. Students gained exposure to the diverse cultures that contributed to the development of American folk music, developed the 21st Century Learning Skills of communication, and music-appreciation skills. The Champions students of Marlboro Elementary School share their original interpretations of "This Land is Your Land" as seen and felt through the sounds of American Folk Music songs. ANNOUNCEMENTS Central Jersey Music Educator’s Association and New Jersey American Choral Directors’ Association On Saturday, January 28, 2017, 16 students from Marlboro Memorial Middle School (MMMS) submitted auditions for the Junior High Honor Choir hosted by the New Jersey chapter of the American Choral Directors’ Association. Ms. Laura Winslow sponsored these students and served as a judge at the auditions (but did not judge her own students). Over 300 students from across the state auditioned for placement in this advanced choir, and 100 were accepted. Ms. Winslow is pleased to report that 8 students were accepted into the Honor Choir:

Hannah Arbeitel, 8th grader Matthew Chen, 7th grader Emily Gao, 7th grader (2nd year) Raymond Ge, 8th grader (scored highest of all baritones who auditioned) Sid Nandiwada, 7th grader Sahil Rajwade, 7th grader Skanda Sai, 8th grader (2nd year) Nina Tripathi, 8th grader

Students will have the honor of rehearsing with Dr. Peggy Detweiler, Director of Choral Activities at Mansfield University in PA, and a renowned leader in her field. They will perform with talented peers from all over the state. The concert will be held on Saturday, May 6, 2017 at J.P. Case Middle School in Flemington, NJ. On Saturday, February 4, 2017, 12 students from Marlboro Memorial Middle School auditioned live for the Intermediate Honor Choir hosted by CJMEA, the Central Jersey Music Educators' Association. Ms. Laura Winslow sponsored these students and assisted with the auditions (but did not judge her own students). This is the first year that MMMS has participated in this process. Ms. Winslow is pleased to report that 10 students were accepted into the Honor Choir:

Raymond Ge, 8th grader (who scored highest of all baritones who auditioned) Rachael Kim, 8th grader Nicole Kodkany, 8th grader Sid Nandiwada, 7th grader Sara Phondge, 8th grader Nina Tripathi, 8th grader Annalise Wu, 7th grader Students had the honor of rehearsing with conductors Matthew Lee, Choir Director at JP Stevens HS in Edison, NJ and Mark Dolan, Choral Director for Newtown MS in PA. The concert took place on Sunday, March 12, and five of the soloists featured in the concert were students from MMMS. All 14 students (four of whom were accepted into both programs) are members of Memorial’s select choir, the Royalaires, and worked extremely hard to prepare for the auditions and performances. Toshiba/NSTA ExploraVision 25th Annual Competition The project of four 8th grade students, Shruti Kedharnath, Nina Tripathi, Grace Wong, and Amisha Singh, from Mr. Joe Pede’s Science class, was selected as a Regional Winner in the 2016-2017 Toshiba/NSTA ExploraVision competition in the grades 7-9 division. The team's submission, entitled, "GrowPro: The Prosthetic That Grows With You," was the best submission in their grade level for Region 2. As a Regional Winner, their project is being recognized for having tremendous creativity, scientific accuracy, communication, and feasibility of vision. The students now advance to the National Finals where they must develop a website, construct a prototype, and create a two minute video that conveys their vision of their technology. In the finals, they have the opportunity to win a $10,000 savings bond as well as a trip to Washington D.C. to be recognized for their achievement during the ExploraVision Awards Weekend. School Bus Driver and Building Maintenance Personnel Motor Vehicle Abstracts Mrs. Cindy Barr-Rague, School Business Administrator/Board Secretary, announced that school bus driver and building maintenance personnel abstracts were run and all have Privileges in Good Standing. SCHOOL WHEREAS, on February 1, 2017, the Marlboro Township Board of Education advertised for bids for the Partial Roofing Replacement at Marlboro Elementary School; and WHEREAS, bids were received from fifteen (15) vendors and opened on February 28, 2017 at 11:00 a.m.; and WHEREAS, the School Business Administrator and the architect have reviewed the bids to determine the lowest responsible bidder, as indicated below:

WHEREAS, the Township of Marlboro (hereinafter referred to as “the Township”) intends to operate a Summer Recreation Camp program (hereinafter referred to as “Summer Camp”) during the summer of 2017 for children who reside in the Township, and expects that said children will need and/or want transportation to and from the Township Recreation Center, as well as transportation to and from the Township Recreation Center to other locations within the Township for Summer Camp activities and outside of the township for trips, on a daily basis; and WHEREAS, the Board is specifically authorized, pursuant to N.J.S.A. 18A:39-22, to permit the use of school buses that it owns or leases for the purpose of transporting children and adults participating in a recreation or other program operated by the municipality or municipalities in which the District is located, provided that: (a) each use of school buses for these purposes is approved by the Board; (b) such use of school buses shall not interfere with the transportation of school pupils; and (c) the school buses so used shall be operated only by persons licensed as bus drivers; and WHEREAS, the parties are of the opinion that the provision of such transportation services can be more efficiently and economically provided through a joint agreement for the subcontracting of services; and WHEREAS, the parties are thus desirous of entering into a shared services agreement that would authorize the Board to provide the above-referenced transportation services on behalf of the Township, with the Board using its Transportation Department and licensed bus driver employees to coordinate the transportation, develop the bus routes, and provide said transportation, and for which the Township shall reimburse the Board for the costs incurred by the Board, including but not limited to the costs of fuel, driver salaries, insurance and depreciation; RESOLVED, that the Board hereby approves a Shared Services Agreement with the Township commencing on or around June 26, 2017 through August 4, 2017; and BE IT FURTHER RESOLVED, that the Board President and the Board Secretary are authorized to sign the Shared Services Agreement and such other documents as are necessary to effectuate the terms of this resolution; and BE IT FURTHER RESOLVED, that the Shared Services Agreement shall be filed and open for public inspection at the administrative offices of the Board. 10. AUTHORIZATION FOR DISPOSAL OF EQUIPMENT RESOLVED that the Marlboro Township Board of Education authorizes the school business administrator/board secretary to dispose of 78 Dell computers.

DISCUSSION: #1 – Retirement Dr. Jonathan Hart, Director of Human Resources, read the following statement in honor of Mrs. Genie Colletti. “The teaching career of Mrs. Genie Colletti began over 30 years ago in New York City where she served special needs children as their special education teacher. Her tenure in Marlboro at the then Marlboro Early Learning Center began in September 1995, as a basic skills instructional assistant for kindergartners. In 2001, she began teaching first grade at Dugan where she has nurtured Dugan’s youngest children for the last 16 years. Mrs. Colletti greets each day with a contagious energy and enthusiasm for her work with children. The students of Mrs. Colletti’s classes both past and present truly understand the gift of ‘a love for learning.’ Mrs. Colletti’s ability to connect with all her students, strengthened by her warmth and kindness of heart, has continually fostered the type of self acceptance and confidence that has compelled her students to honor their own gifts and reach their personal best. Mrs. Colletti’s energy and dedication has oftentimes extended beyond the walls of her classroom and building. As a PTA-Teacher liaison, a member of Dugan’s Improvement Team and Anniversary Committees, and as a Cooperating Teacher with local colleges, Mrs. Colletti has been an integral part of Dugan’s success and to her profession at large. Not a surprise, Mrs. Colletti is the proud recipient of Dugan’s Teacher-of-the-Year Honor for 2013. Inspired by a genuine passion to care for children, Mrs. Colletti is highly regarded by students and parents both past and present for the gratitude they feel for having Mrs. Colletti fulfill this special place in their lives as one of their most memorable and caring teachers. While Mrs. Colletti shares that leaving her calling is bittersweet, she is ready to begin a new chapter in her journey. Mrs. Colletti has travel plans to both sides of the States as her children reside locally and in Arizona. We wish Mrs. Mokes many years of good health filled with time spent with her husband, Al, two children A.J. and Samantha, and her grandson, Henry, as well as time to spend relaxing on her boat.” Dr. Hart read the following statement in honor of Mrs. Cynthia Hicks. “Cindy Hicks, Art and Creative Arts teacher, is retiring after 17 years. Mrs. Hicks began teaching Art classes in 1999 in Frank Defino Central School. After one year in Marlboro Middle School, Mrs. Hicks moved to Marlboro Memorial Middle School and taught there from its opening day until the present. Throughout her teaching career Mrs. Hicks shared her creative vision as advisor to the Newspaper and Art Scenery clubs. Over those twenty years, Sharon has worked closely with hundreds of Asher students and staff members and has left a lasting impression on each one. Sharon is known for her positive energy, unrelenting enthusiasm, and love of a good joke! Her contagious laugh, generous spirit, and beautiful smile brightened the halls of Asher every day. She is a true team player who was always willing to jump in and help in any and every way and her true talent was being able to make everyone who came in contact with her feel special and important. She has been diligent in her duties and very well-liked and respected by all members of the school community. It was more than apparent that she cared about her job, as well as the students, teachers, and staff members with whom she had daily contact. In fact, she still keeps in touch with former students and meets yearly with a few who are now in their twenties!

Described by her colleagues at Asher as an amazing friend, colleague, and collaborator, Sharon will certainly be missed. While her time working at Asher has come to an end, her imprint on our school and the friendships created are timeless. LIAISON REPORTS New Jersey School Boards Association Liaison There was no report. Monmouth County School Boards Association Liaison There was no report. Marlboro Township Liaison There was no report. PTA/PTO/SCOPE Liaison Mrs. Mattos stated that the next meeting is March 28, 2017. SCOPE will be having their Walk for Change on Thursday, April 20, 2017 at all the schools. Donations are always welcome. Freehold Regional High School District Liaison Mrs. Mattos stated that the Coach’s meeting is listed on the website for anyone with incoming freshmen. Marlboro Township Alliance Mr. Stephen Shifrinson, Board Vice President, reported that, at the March 9, 2017 meeting, the Alliance has its 2017 Spring brochure online; the Marlboro Police were in attendance and reported that the Kid Prints process being used in Marlboro is such a success, that they are being contacted by other municipalities to see how it is being done. He further stated that, on the Freehold Regional High School District’s website, it talks about 48 incidents of drugs and alcohol use. This number is somewhat deceiving and there were three kids from Marlboro. In closing, Mr. Shifrinson reported that the Township was finally able to buy the Stattel Farm, which will be preserved as Green Acres and nothing will be built on it. Marlboro Educational Foundation (MEF) Mrs. Enny reported that it is not too late to get involved in the Grandparents’ Club and added that the upcoming art events are Kids Bingo night and The Wizards. More information will follow.

COMMITTEE REPORTS Buildings & Grounds Committee Mr. Shifrinson reported that the highlights of the March 15, 2017 meeting were the bid results for the partial repair of the Marlboro Elementary School roof and there was an overall savings of $148,000 from the original estimate. He added that there are architectural fees for specs and management for the roof construction at The David C. Abbott Early Learning Center and the total estimated cost is $110,000. Mrs. Barr-Rague stated that the specs for the Nurses Suite and the IT Office are done and in attorney review. She noted that the amount of bidders for the classroom renovations and the Marlboro Elementary Roof renovations was tremendous. She added that we did very well by going out early enough to attract them, as it was to our benefit financially. Curriculum Committee There was no report. DEAC There was no report. Policy Committee Dr. Hart reported that Strauss Esmay sent another Policy Alert and he anticipates a Policy Committee meeting within the next month to review additional revisions to policy. Referendum Committee Mrs. Mattos stated that discussion would begin at the next meeting in April. Technology Committee There was no report. OLD BUSINESS Mr. Marshall asked if there was any follow up in approaching the Township about getting money from the PILOT (Pay In Lieu Of Taxes) program. Mrs. Barr-Rague responded that she started some brief discussions and would continue when she returns from vacation. Mrs. Mattos noted that the Negotiations Committee meeting was rescheduled to May 1, 2017.

NEW BUSINESS Mr. Robert Daniel discussed two ideas that he thought would be of interest to the Board. First, was surveying the parents to get their input and feedback on our school district and second, was whether there could be after-school programs that could be funded by the parents, i.e. Theater Week at Defino. Dr. Eric Hibbs, Superintendent of Schools, agreed that both of these ideas have merit and that the second portion could be a survey question. He further stated that he would not want to compete with anything that already exists, such as other clubs or Champions Art and Science Clubs. He also believes that the students should be surveyed as to their interests. A brief discussion ensued between the Board and Administration. Mrs. Xu inquired as to a survey to parents on how their child/ren’s teachers are doing and Mrs. Liu-Rudel raised the possibility of a Referendum survey. A discussion ensued between the Board and Administration regarding possible survey content. Mrs. Liu-Rudel suggested streamlining Board meetings to make them more efficient. A brief discussion ensued between the Board and Administration. PUBLIC SESSION There was no participation by the public.
