II. REPORTS A. EXECUTIVE BOARD
The Executive Board met on Thursday, February 26, 2009, at 4:00 pm, at the Section XI Office. In attendance: President R. Goldin, C. Delargy, M.A. Jules, L. Lally, P. Nickerson, L. Schwartz, P. Ferenz, A. Annunziato, P. Sullivan-Kriss, L. Light, J. Sexton and E. Cinelli. (Absent: K. Seaman, N. DeCillis).
1. President – Ross Goldin called the meeting to order at 4:06 pm.
2. NYSPHSAA – Nick DeCillis, Paula Nickerson
A. Paula Nickerson reviewed the January 2009 NYSPHSAA Executive Committee report. Discussion took place regarding the fiscal issues that were approved by the State Association and its impact on Section XI.
B. The Executive Director reviewed with the Board the approval of three-person crews for the Regional and State championship tournaments at no additional cost in Boys’ Basketball. Section XI Boys’ and Girls’ Basketball officials associations have agreed to also provide an additional official in the Section tournament at no
additional cost to Section XI.
3. Officials - The Executive Director provided the Executive Board with correspondence
that took place pertaining to requests for information regarding officials that have worked contests for Section XI.
4. Treasurer’s Report – Larry Light
No report was provided at this time. A Section XI Profit and Loss Budget vs. Actual report will be distributed at a later date.
5. President – Ross Goldin
President Goldin provided the Executive Board with the Internal Auditor’s report for January 2009.
6. Section XI Fiscal Issues Ad Hoc Committee – Lisa Lally
A. Lisa Lally provided the Executive Board with information regarding the Fiscal Issues Ad Hoc Committee recommendations for maximum number of contests, invitational tournament fees, and cheerleading at away contests. The
Conferences will discuss and vote on these issues at their upcoming meetings. A chart was provided comparing the proposed and current Section XI maximum number of contests as well as the NYSPHSAA approved maximum number of
contests. Additional information was provided regarding the proposed Section VIII maximum number of contests.
B. The Conferences will also discuss the possibility of limiting the number of teams that enter Section XI post-season events. Additionally, the conferences will
discuss geographical placement, scheduling multiple contests at a sight, and the cost of coaches’ association dinners.
7. Center Moriches/Wyandanch Boys’ Basketball Issue - The Executive Director
provided the Executive Board with the synopsis of an incident that took place at the January 16, 2009 Boys’ Basketball game between Center Moriches and Wyandanch. The Executive Director had numerous conversations with the superintendents from
Center Moriches and Wyandanch regarding the next scheduled contest between the two boys’ basketball teams. An agreement was made between the two superintendents to play the game on February 11, 2009 at Brentwood High School without spectators.

8. Engagement Letter - The Executive Board approved the engagement letter with the accounting firm of Coughlin Foundotos Cullen & Danowski, LLP for the fiscal year
ending June 30, 2009. The accounting firm will also prepare Section XI’s IRS form 990-Return of Organization Exempt from Income Tax for the year ending June 30, 2009.
9. IRS - Correspondence was received from the IRS indicating a penalty was levied against the Section as Form 990 was filed late. The accounting firm of Coughlin Foundotos Cullen & Danowski, LLP sent correspondence to the IRS explaining that the electronic filing was not accepted and that a paper return was mailed at the
request of the IRS. Therefore, we have requested a review and abatement of the late filing penalty.
10. Tax-Exempt Status - The Board approved an expenditure of up to $2000 to have the firm Coughlin Foundotos Cullen & Danowski, LLP assist the Section in completing and submitting the appropriate applications for gaining tax-exempt status. This will separate us from the tax-exempt status shared with the NYSPHSAA.
11. Blackboard Connect - The Executive Board approved the renewal with Blackboard
Connect effective April 1, 2009 through March 31, 2009.
12. OMNI 403(b) Retirement Plan Document - The Executive Director provided the
Executive Board with a draft of the OMNI 403(b) Retirement Plan Document. The Board approved this agreement pending a review by Deidre Lunetta, CPA, of the firm
Coughlin Foundotos Cullen & Danowski, LLP and attorney Kevin Seaman.
13. Section XI Quarterly Expenses - The Executive Director provided the Executive Board with the Meals and Refreshment expenses for the period January 5, 2009 through
February 25, 2009.
14. Barry Landers - The Executive Director provided information regarding a solicitation of
money by Barry Landers. Mr. Landers telecasts Section XI athletic events throughout the year. The Section has requested that Mr. Landers work with the athletic administrators of the districts to assist in providing sponsors to promote his telecast. Mr. Landers is not to solicit advertising money from parents, booster clubs,
or school coaches. The Executive Director will follow up on a complaint that was lodged with Mr. Landers.
15. Combining - The Executive Director provided correspondence from East Moriches Superintendent, Charles Russo, regarding combining efforts with his district.
16. Section XI Principal Representative to the Executive Board - There will be a vacancy to
serve as Principal Representative to the Executive Board of Section XI. Those wishing to be considered as candidates by the Nominating Committee are requested to submit a letter of interest to the Executive Director no later than April 10, 2009.
17. 2009-2010 NYSPHSAA Championship Dates/Sites - The Executive Director provided the dates and sites of the 2009-2010 State Championship dates and sites, noting that the Boys’ Lacrosse finals will be held in Suffolk County at Stony Brook University.
18. Newsday Sports Related Articles - Two articles written by Gregg Sarra were
distributed. One article gave credit to Section XI for having restrictions on summer practices during the heat. The other article reviewed issues in the sport of wrestling
with respect to promoting cleanliness to prevent the occurrence of skin infections.

B. NYSPHSAA EXECUTIVE COMMITTEE – N. DeCillis, P. Nickerson
At its January 30, 2009 meeting, the NYSPHSAA Executive Committee effected the following: 1. State Championships – Approved the proposed sites for the 2009-10 State
Championships.
2. Sport Coordinators – Approved the reappointments of Charles Wiltse as Boys’ Cross Country State Coordinator; Oscar Jensen as Boys’ Indoor Track and Field State
Coordinator; Diane Hicks-Hughes as Girls’ Swimming and Division State Coordinator; and Jamie Harter as Girls’ Golf State Coordinator effective September 1, 2009 through August 31, 2013. Approved the appointment of Al Roy as Baseball Assistant
State Coordinator through August 31, 2013.
3. Classification
• Approved to accept as official the enrollment numbers presented for 2009-10
classification of schools. • Approved to postpone the proposed classification numbers for 2010-11 until they
are reviewed at next winter’s Executive Committee meeting.
4. Boys’ and Girls’ Golf – Approved policies on range finders, practice rounds and rulings in Boys’ and Girls’ Golf.
5. Baseball – Approved the Tied and Suspended Game Rule in Baseball.
6. Boys’ Volleyball – Approved adoption of the NCAA Volleyball Rules for Boys’ Volleyball with the same modifications used in Girls’ Volleyball beginning in the fall of
2009. 7. Girls’ Tennis – Approved coaching on the court in Girls’ Tennis at the NYSPHSAA
Championship.
8. Fiscal Issues � Approved the use of telephone conference calls and video conferencing for
NYSPHSAA meetings to reduce the travel reimbursement costs for the NYSPHSAA and Section.
� Approved the use of officials from the host Section at all NYSPHSAA regional
contests, except when the Sections involved mutually agree to use neutral officials effective with the 2009-10 season and continuing into the 2010-11 school year.
� Approved a moratorium on the expansion of existing NYSPHSAA tournaments as
it pertains to participation. � Approved centralized sites should be considered as part of the bid process for
state tournament site selection when it can be proved that cost savings outweighs other criteria.
� Approved to support the reduction of the maximum number of contests permitted during the regular season. Sports with 24 contests will be reduced to 20; sports with 20 contests will be reduced to 18; and sports with 18 contests will be
reduced to 16. Wrestling will be reduced to 20 points. Football will be reduced from 10 to 9 contests.
� Approved supporting the establishment of a moratorium eliminating mandated attendance beginning with the 2009-10 school year at the following NYSPHSAA
workshops: Safety, Life of an Athlete, Sportsmanship, and Chemical Health workshops.
� Defeated eliminating participation in the NFHS Student Leadership Conference.

9. Handbook
� Football – Approved a language change in the NYSPHSAA Handbook under Sports Standards – Football (page 112): “The 9th game is permitted, with section
approval, for teams who do not qualify for sectional play. For the teams involved
in the sectional tournament, the maximum number of contests shall be 10.”
� Overtime Procedures – Approved the Handbook Committee’s recommendation addressing overtime procedures be inserted in the Handbook (page 88 – Definitions): “OVERTIME – Sections will have the authority to decide if overtime
sessions will be played in a particular sport. If approved, the overtime procedure
included in the sport specific rule book must be followed. Any approved waiver
or modification of the overtime procedures are noted in the Sport Standards
section of the NYSPHSAA Handbook (pages 110-117).”
� Penalties – Approved the Handbook Committee’s recommendation to add language for clarification to Penalties (page 99 – letter “c”) when an athlete exceeds the maximum number of contests. NOTE: The level in which the student-athlete participated as an ineligible competitor will be affected.”
� General Objectives – Approved the Handbook Committee’s recommendation to remove the references to “high” schools in the General Objectives of the NYSPHSAA Handbook (page 27).
10. Championship Advisory Committee
� Approved the reduction of the number of classes and divisions in team and individual NYSPHSAA Championship competition be referred to the Championship
Advisory Committee. � Approved the reduction of participants in NYSPHSAA Championships in individual
and combination (team/individual) sports be referred to the Championship Advisory Committee.
11. Executive Committee – Approved the Executive Committee will meet three times per
year with one meeting at the site of the Central Committee meeting.
12. Friend & Neighbor – Defeated eliminating Friend & Neighbor status at the high school
level.
13. Mercy Rule – Approved with Section/League approval, a ‘mercy rule’ experiment in Modified Baseball and Softball will be permitted, allowing a game to end after a team at the short end of the 15-run rule has completed their fifth at bat.
14. Softball – Approved a super regional doubleheader in Classes B and C in Softball in
Sections 1, 8, 9 and 11.
15. Boys’ Basketball – Approved 3-person crews for the Regional and State Championship Tournaments at no additional cost in Boys’ Basketball.
16. Lacrosse
• Approved to increase the student-athlete roster size in Girls’ Lacrosse from 25 to 30, decrease the student-athlete roster size in Boys’ Lacrosse from 35 to 30 effective Spring 2009.
• Approved for the Safety Committee to collect and analyze data pertaining to head and neck injuries in Girls’ Lacrosse.
17. Boys’ and Girls’ Tennis – Approved in Boys’ and Girls’ Tennis medals will be awarded
from 1st to 4th place effective Spring 2009 for the boys and Fall 2009 for the girls.

C. NYSPHSAA ASSISTANT DIRECTOR – Todd Nelson
Todd Nelson reviewed the March 2009 NYSPHSAA Office Report, highlighting the NYSPHSAAA Sportsmanship Promotion Program. All Athletic Directors are encouraged to fill out the program assessments. The program assessments application forms may be found on the NYSPHSAA website at www.nysphsaa.org
Mr. Nelson also promoted the upcoming coaching clinics in field hockey and cross country.
D. COUNSEL – Kevin Seaman
1. Mr. Seaman reviewed with the Athletic Council a dispute between two member
schools regarding the eligibility of a student-athlete. 2. Mr. Seaman provided the details of a Civil Rights Complaint involving a retired
teacher/coach of a member school. A Section XI sport chair of that sport was
subpoenaed by the plaintiff’s attorney to give a deposition.

There will be a vacancy to serve as Principal Representative to the Executive Board of Section XI. Those wishing to be considered as candidates by the Nominating Committee are requested to submit a letter of interest to the Executive Director no later than April 10, 2009. Particulars:
1. Eight year commitment to Section XI and the NYSPHSAA. 2. Candidate must be an active high school principal. 3. Candidate must have a good knowledge of the rules and regulations

EXECUTIVE BOARD MINUTES
March 10, 2009 Section XI Office
The Board met on Tuesday, March 10, 2009, at 10:35 am, at the Section XI Office. In attendance: President R, Goldin, M.A. Jules, L. Lally, P. Sullivan-Kriss, P. Nickerson,
P. Ferenz, L. Schwartz, L. Light, K. Seaman, J. Sexton and E. Cinelli. (Absent: C. Delargy, A. Annunziato and N. DeCillis). 1. Tax-Exempt Status – The Executive Board rescinded their February 28, 2009 approval,
allocating an expenditure of up to $2,000 to have the firm of Coughlin Foundotos Cullen & Danowski, LLP assist the Section in completing and submitting the appropriate applications for gaining tax-exempt status. The Executive Board approved an expenditure of $950 to have Section XI counsel Kevin Seaman work with the Section XI
office to complete and submit the appropriate applications to gain tax-exempt status. 2. OMNI 403(b) Retirement Plan Document – The Executive Board approved the OMNI
403(b) retirement plan document.
3. Section VIII Audit The Executive Director provided the Executive Board with correspondence received by
the Section VIII Executive Director, Todd Heimer, from the New York State Department of Labor, indicating that the Nassau County Public High School Athletic Association will be the subject of an audit. The State Auditor specifically mentioned sport chairs/
coordinators and supervisors that are hired for post-season contests in the same breath with “employees”.
4. Verizon FiOS1-LI
The Executive Director provided information regarding interest from Verizon FiOS1-LI to broadcast high school athletic contests. The Executive Board approved the creation of a “Request for Proposal” (RFP) to be sent to organizations interested in broadcasting Section XI contests.
5. May Executive Board Meeting Date Change
The May 11, 2009, Executive Board meeting will be moved to an earlier date. The
Executive Director will notify the Board of the new date and time.
