Capital Programme• In 2013 the Council launched an ambitious capital programme to promote
the regeneration of the Town Centre
• The programme has allocated £141M of capital over a 7 year period for a number of Town Centre projects, including:
• Oldham & Royton leisure centres• Old Town Hall• Hotel Future• Prince’s Gate• Heritage Centre and Coliseum• Independent Quarter
• The councils investment builds on £200m investment by Metrolink which fully opened in 2014 and significant investment by First Choice Homes and Oldham College in the Town Centre
Oldham Town Centre Regeneration
Oldham Town Centre Leisure Centre
• State of the art leisure centre suitable for regional competitions
• Facility mix:• 25m 8 lane pool - learner pool • 8 court sports hall• 4 lane indoor bowls hall• 80 station fitness suite• 2 no. group exercise/dance studios
• Enabling works started on site May 2014• Main contract start on site July 2014• Completed November 2015
Old Town Hall• Refurbishment and extension to listed former Town hall• 7 Screen Odeon with 6 restaurant units plus coffee
shop• Major new public realm• Terms agreed with Nandos and GKB. Strong interest in
remaining units• Morgan Sindall completed the Enabling Works in Oct
2014• Main construction contract awarded to Morgan Sindall• Completion Autumn 2016
New Heritage Centre and Coliseum, Union Street
• A high quality theatre, heritage and arts offer governed under a structure to maximise resources and operating efficiencies
• Phased approach• Outreach and engagement programmes with strong volunteering and training
elements• Providing wide ranging cultural, learning and wellbeing opportunities for local people• Conservation and increased access to the borough’s heritage assets including
museum and archive collections and built heritage• Enable continued development as a dynamic and sustainable producing theatre in
the North of England• Preferred building contractor selected • Heritage Centre construction works commence in February 2017• Heritage Centre opens in November 2018• Theatre construction works commence in March 2020• Theatre opens November 2021
Heritage Centre and New Coliseum
Prince’s Gate, Eastern Gateway• Masterplan led by BDP. The masterplan sets in context
existing developments, new opportunities and infrastructure changes as a result of Metrolink
• Prince’s Gate will comprise of 140,000 of retail, residential and refurbished listed buildings with M&S and Aldi as anchor tenants
• Planning consent granted 20th April 2016• Procurement of main contractor has now commenced• Construction due to commence on early 2017, with
completion in Autumn 2018
Independent Quarter including Business Support• Creation of Independent Quarter, assisting
existing and new Independents Businesses• Strengthen the Area’s Strategic axis between
Main Retail Area, Prince’s Gate development, Eastern Gateway/Metro-link, Cultural and Business Quarters
• Improving the area’s Identity and Distinctiveness
• Number of key strategic properties acquired to assist delivery
• Engagement with Independent Businesses to assist delivery
• 100 grant applications received, 75 progressing
• 22 new Independents Businesses have moved into the area this year
Hotel Future
Vision:• To deliver a quality 120 bed hotel in
the Town Centre including high quality public realm
• To refurbish the QE Hall to enable a viable conference and events venue
• To to support hospitality sector training
• The project team have been working with the Hotel Future (HF) team to develop the training model to progress the project.
• Works due to commence in early 2017 with opening in late 18
Joint Ventures - Foxdenton Delivery:
• Joint Venture between OMBC, Foxdenton LLP (JV: Seddon and Grasscroft)
• Covers 121 acres
• Hybrid planning application detailed for the access road and outline for the remaining approved March 2014 for circa 750k sq ft employment space and up to 500 new houses
• Detailed reserved matters planning for first phase of housing has been submitted by Redrow Homes
Construction:
• Spine Rd infrastructure works: • civil engineering works start on site
spring 2016
Joint Ventures - Hollinwood Vision:• The Council entered into a Partnership Agreement with Langtree Plc to bring forward
13 acres of Council owned land for business / employment led uses at J22 of M60• The Hollinwood Partnership has been set up to work closely with other major land
owners to co-ordinate development and marketing
Delivery:• Outline planning approval
granted May 2013 • On-going discussions are taking
place with National Grid regarding proposals for the removal of the former redundant gas holder adjacent to the M60.
• Formal marketing of Hollinwood Junction, as a premium location / destination for businesses, is to commence in Summer 2016.
• Estimated completion 2020
