History: Pipeline SN 9681 and 8858 are flange connected (essentially making one long pipeline) in the WC-43 Field. The two pipelines joined as one, originate at the WC-61 "A" Platform and terminate at the WC-56 SSVA. When the work was done in 2012 to partially abandon (per the previously submitted documentation), both pipelines were pigged jointly (11,046 BBLS) as one line, the riser was blind flanged at the WC 61 A platform (origination point for SN 9681) and then the line was abandoned at the WC 56 SSTI (termination point for SN 8858).

Scope of Work; Pipeline Flushing and Abandonment

1. Notify BSEE and field supervisors of upcoming operations at least 48 hours prior to mobilization.

2. Mobilize the DSV to the W C " A " facility.

3. Divers cut the 12" pipeline 5-feet above the mud line and 20-feet away from the base of the WC 61 "A" Platform. "

4. Recover tube turn to the surface and secure to deck of DSV for onshore disposal.

5. Install a 12" mechanical plumber's plug into the abandoned end of the 12" Pipeline S-9681.

6. If needed, jet pipeline end to 3-feet below natural bottom and cover the end with 3:1 sand cement bags in a sloping fashion.

7. Only if access exists, board the structure and cut out a 5' long coupon at the +10' level. Install a 12" mechanical plumber's plug into both ends.

8. Notify BSEE that the pipeline abandonment work is complete and demobe.

Verifications:

• Pollution will be prevented by use of a pollution dome installed for the first cut or flange separation on each end of the pipeline. The horizontal cut will be made first and then the vertical will be made only after verification that no hydrocarbon is discharged from the pipeline's horizontal cut which will be protected by a pollution dome.

Scope of Work; Pipeline Flushing and Abandonment

1. Notify BSEE and field supervisors of upcoming operations at least 48 hours prior to mobilization.

2. Mobilize the Lay Barge/Pumping Vessel (with dive spread) to the WC-56 Flange Connection

3. Divers will locate the 12" End of Pipe Flange and with the ball valve in the closed position, remove the existing blind flange.

4. Divers will then assemble a certified pig launcher with 12" Foam Disc pig onto the 12" Pipeline Flange.

5. Diver will place the End of Pipe Ball Valve in the open position.

6. Mobilize the Filtration Vessel to the WC 61 "A" Platform.

7. Top side construction personnel from the Filtration Vessel will install a temporary Pig Receiver on the WC 61 "A" Platform Top of Riser Flange.

8. Construction Personnel will connect the 2" High Pressure Hose to the temporary Pig Receiver. The other end of the hose will be connected to the Filtration Spread. All inline valves will be placed in the open position

9. After completion of a conference call between the Lay Barge/Pumping Vessel, the Filtration Vessel, and Project Management, the Lay Barge will utilize the onboard Jet pumps to push one (1) 12" Foam Disc pig from WC-56 EOP Flange to the Filtration Vessel at the WC-61 "A" Platform. 11,715 BBLS (1.1 times Floodable Volume) shall be used to push the pig through the 12 Pipelines 9681 and 8858 system. During pigging operations, the filtration vessel will separate fluids received from the pipeline, with all hydrocarbons being stored in DOT tanks and pure water being overboard discharged.

10. Upon reaching the required volume and arrival of the 12" Foam Disc Pig at the WC-61 "A" Platform, pigging shall cease. The Lay Barge/Pumping Vessel will shut down the jet pumps, isolate the subsea valve, and recover the hoses. The Filtration Vessel at the WC-61 "A" Platform shall bleed down all pressure on the 12" Pipeline System, and recover the hoses and pig receiver to the Filtration Vessel.

11. The Filtration Vessel will demobilize, and all fluids captured from the pigging operation shall be transferred to a licensed disposal facility.

12. The Lay Barge shall recover anchors and travel to the WC 61 "A" Platform.

13. Divers shall cut the 12" pipeline 5-feet above the mud line and 20-feet away from the base ofthe WC 61 "A" Platform.

14. Recover tube tum to the surface and secure to deck of Lay Barge for onshore disposal.

15. Install a 12" mechanical plumber's plug into the abandoned end ofthe 12" Pipeline S-9681.

16. If needed, jet pipeline end to 3-feet below natural bottom and cover the end with 3:1 sand cement bags in a sloping fashion at the WC 61 "A" Platform.

17. Cut out a 5' long coupon at the +10' level and install a 12" mechanical plumber's plug into both ends.

18. Reposition the Lay Barge at the WC 58-WC 57 Block Line (-93.481402, 29.645818)

19. Divers will locate the 12" Pipeline S-9681 at the WC58/57 Block line, and cut and remove a 40' section.

20. Divers will install a 12" mechanical plumber's plug into the end of the 12" Pipeline S-9681 that will be abandoned in place towards the WC-61 "A" Platform.

21. If needed, jet the "abandoned in place" pipeline end to 3-feet below natural bottom and cover the end with 3:1 sand cement bags in a sloping fashion at the WC58 / 59 Block Line.

22. In a reverse lay fashion, the 12" Pipeline Segment 9681 shall be recovered to the surface from the WC 58 / WC 59 Block Line (-93.481402, 29.645818) to the WC 43 End Of Pipeline (-93.525803, 29.654377).

23. In a reverse lay fashion, the 12" Pipeline Segment 8858 shall be recovered to the surface from the WC 43 End Of Pipeline (-93.525164, 29.654781) through Blocks WC-44 and WC-57, to the WC 56 End Of Pipeline (-93.619773, 29.627543).

24. All pipe will be properly disposed at a licensed disposal facility.

25. Notify BSEE that the pipeline abandonment work is complete and demobe.

EnVen Energy Ventures, LLC will continue to be responsible for any structures or portions of structures remaining in place, either above or below ground, until such time as these structures are completely removed or EnVen Energy Ventures, LLC makes a good faith transfer ofthe authorization to a third party.

By previous correspondence dated August 21, 1992, your office approved BHP Petroleum, Inc.'s request for installation of the subject pipeline which originates at West Cameron Block 61, Platform "A", terminates at a subsea tie-in located in West Cameron Block 43, crossing the Calcasieu Pass-Sabine Pass Anchorage Area.

By letter dated September 12, 2012, the subject permit was transferred to Pisces Energy LLC. Effective August 23, 2013, Pisces Energy LLC changed their name to EnVen Energy Ventures, LLC (EnVen).

Therefore, EnVen hereby requests your review and approval to decommission the subject pipeline in-place. Please note that a request to decommission in-place was also submitted to the Bureau of Safety & Environmental Enforcement (BSEE) under separate cover. In support of our request to abandon in-place, please be advised of the following:

• Since installation, EnVen is unaware of any hazards or conflicts with other users • Removal would contribute to unnecessary disturbance to the seafloor and

biological features

The Bureau of Ocean Energy Management's (BOEM) waiver of policies outlined in NTL No. 2009-G04, allowing the pipeline(s) to remain decommissioned-in-place, may be rescinded, and pipeline(s) required to be removed, if it is later deemed necessary in order to minimize conflict with other uses of the Outer Continental Shelf.
