MAESSA was founded in January 1994 by decision of the General Manager of Industry Equipment Teneo (currently SEPI), fully transferring the staff, material resources and management systems, with the Industrial Management AUXINI, SA has been developing since 1972 activity assembly and maintenance. MAESSA is an established company that has a human team of great experience and a large number of references in almost all sectors of industry, buildings and infrastructures.

Industrial is part of ACS Group since 1996.

OUR HSE POLICY

In MAESSA we have one goal: 0 accidents. No 0 accidents a year, or 0 accidents in each project. 0 accidents today, 0 accidents tomorrow, 0 accidents every day. Safety is done in this point, day by day, and we can never let our guard down becau-se now, at this time, hundreds of MAESSA operators are face situations where the risk of having an accident is present. To achieve this objective, it is essential to create safe working environments in each Site to facilitate that compliance with safety standards are possible and positive. And our controls, with his leadership and expertise are called to be a key element in achieving this.

Our experience tells us they are the Site Managers and Team Leaders, who establis-hed the safety culture prevailing in each project, moving the worker standards and procedures actually applied them. Therefore, their behavior and their actions, inclu-ding communications made at any level within and outside the work, so that operators serve under him recognize whether messages they receive about the safety of the company are real or just the political correctness.

Integration tools that we implement try to serve as support for the detection of unsafe actions and reinforcement of safe actions, but above all, the operators try to visualize their commitment to safety, helping us all to reach our objectives.

The progress on Safety MAESSA in recent years was clearly positive, driven by an inner conviction and an increasing demand in areas where we had been developing our work. However, there comes a time when you need to jump ahead and get ahead of our own expectations and our cus-tomers and leverage internally all the bagga-ge in safety culture that has gained work to work with leaders in Security Customers as ENDESA, SIEMENS, GENERAL ELECTRIC, EDF (Electricite de France), etc...

The PREVENTO Plan, launched in late 2011 and developed over 2012 and 2013, was created to advance the HSE Culture of the Company actively developing a system that enhan-ces the integration through a series of tools that promote the improve of the communication between companies and wor-kers, with a gradual reduction of wrongdoing that cause acci-dents. The result is an integrated system in which each member knows his responsibility for the HSE and the importance that his visible commitment is achieving the common goal.

INTEGRATION TOOLS

The system has a number of activities designed to continuously improve the per-formance of the activities and to show our commitment with the HSE tools.

Direction Committee for HSEUntil its creation, the involvement of senior management was implicit in HSE Policy signed by the General Director. However, it presented as necessary to create an enti-ty formed by senior management and within the company to lieder change in HSE culture, promoting and approving the different phases of Prevento Plan.For this, the Director Committee for HSE, composed by the General Director, Officer for the different areas of Production, Head of Integrated Management and HSE Officer was created. The general functions of this Committee are:• To boost the Prevento Plan in the Company• To Supervise Enforcement HSE Policy• To meet bimonthly to discuss results• To include HSE facts in all internal meetings with their staff• To perform, each member, an annual minimum number of HSE inspections in the SITE of their business. With the idea of regulated its operation, at the first meeting were approved its own statutes. Since then, they have been making various meetings, in which the different phases of this Prevento Plan presented, enriching and supplementing, so that all steps were approved unanimously.

Internal Communication of HSE InformationIn order to provide the organization with information on the status of each Site and production area, they are referred monthly reports and weekly accident rates of acci-dents occurring within the company. In this week’s report in addition to general data add the costs involving accidents occurring in each area and a “traffic light” to the

fulfillment of its objectives, in addition, creating a “healthy competition” bet-ween different Sites.

HSE StandardsTo set limits and red lines that the orga-

nization can´t overcome is an important point which marks the level of HSE you are looking for the Company. Therefore we have developed a process for the preparation of HSE Standards, in which those behaviors that, being inadmissible as being con-trary to the HSE policy of MAESSA and / or Customer are defined, involve warning or penalty directly as established in the 4 levels described:

These levels are trying to transfer workers two types of messages: The worker is also responsible for the consequences of their failures and that the controls are within its powers, the obligation for the staff in charge meets the standards safety set by the Company.For maximum dissemination and adaptation to each Site, these standards are specific to each project and agreed, if they are possible, in the Health and Safety Committee. In addition, all workers are informed of them so prior to its entry to the Site.

LEVEL 1: Warning

LEVEL 2: Warning.

LEVEL 3: Temporary suspension.

Warning to the line manager.

LEVEL 4: Expulsion. Temporary suspensión to the line manager.

HSE ObservationsMAESSA has a procedure HSE Inspections aimed periodic site visits and detect those deficiencies that must be corrected. Also aimed at site managers and middle mana-gers, the HSE Observations, allowing them to make more simple inspections and to provide us information on good and bad practices are developed.This HSE Observations procedure focuses on the study of a concrete pit (usually no more than 3/5 operators) and search for best practices that these are performing and bad to be correc-ted. With that unsafe behaviors workers are detected, corrected and reflect with them on the causes that motivate (often it is due to lack of informa-tion, training or ade-quate equipment) and brings out the best practices to promote them

HSE TalksTraining and information to workers is a legal obligation that is done in a standardi-zed manner in the Sites. However, it is intended to promote faster, less formal and very practical communications that allows n transfer to workers updated on risks and brea-ches detected during the execution of the projects. To do this we rely on two systems:

Toolbox Weekly. Or talks on site, with a duration of about 10 minutes in small groups for each team leader with the support of the HSE Manager, try to pass on a summary of the last week detected risk and anticipated risks to the future.It is also used to report the results of the Working Groups.

Meetings “last minute” LMRA - also called “Last Minute Risk Assistement” are short 5/10 minute meetings that take place prior to an operation with special or different risk of the usual normal tasks, and, led by the Head of jobs to the workers who will perform the operation, transmits them as clearly as possible what the job, which means will be used, what is the role of each in the operation and that there are risks during execution.

Defining Functions in the Integration of HSE in SitesBefore the development of new roles and responsibilities of the chain of command, we concluded that it was necessary to simplify and make the role of each of the actors which are required for effective integration of prevention more accessible. Based on internal procedures of MAESSA, a matrix allows us to transfer responsibilities to each individual records that are required to demonstrate the integration of HSE in their daily work. Considering the organization of the company, there is a tab for member:• General Director• Production Officer• Delegates Zone• Site Managers• HSE Managers

• Middle Management• Purchasing and SERMAH (Machinery Service)• Recruitment and TrainingThese cards are given to each of them in the recruitment of personnel as part of their initial training.

Measuring of HSE IntegrationBased on the information reflected in earlier cards, a separation is established objec-tively measurable functions (Observations made? ¿Toolbox performed?) and that can only be evaluated subjectively (Is he leader in the Site? Are observations provide infor-mation?, etc...). Once this is finished, we give a weight to each point, depending its importance for the Integration (from the point of view of commitment / visibility) and points earned are calculated.

Results are expressed as in % of assessment. With this tool has been achieved:• To have an assessment of compliance with the Officers in the Sites (Site Managers, Managers, Team Leaders), with the implication that these are for creating an environ-ment conducive to the fulfillment of the safety standards.• To provide an overall assessment of each project, according to three parameters (Integration, Compliance Objectives, Compliance with the system)• To be knowledgeable of all necessary improvement actions to move to another level.

Welcome Manual for Production Officers and Intermediate Command Officers

When new staff joins to the Company, you need to transmit HSE Culture of the Company, our policy and their roles and responsibilities For this, the Welcome Manual is used differently depending on the role of the worker, and summarizing what are the rules and policies in MAESSA It was decided to conduct a Welcome manual interactive, which are accessed from a virtual campus, standardizing enterprise-wide, with two versions depending on whom it may concern:

• Production Officer (Projects Officers, Delegates zone, area managers, etc...• Middle Management (Team Leaders and Middle Leaders in Sites).

With the methodology adopted, and after viewing a video of the General Director to strengthen the company’s commitment to HSE; it manages to introduce the worker in a known environment where a character or avatar of their own professional profile will explain him how to start working on MAESSA and what their roles and responsi-bilities. During development, also you will encounter scenes where other characters in the workplace, testing for knowledge he must overcome, practical exercises of HSE observations and, finally, a placement test are included in order to pass the course and to ensure us that he has assimilated the most important course information.

In the last issue, the Commission of PREVER award granted MAESSA this distinction “in recognition of his work for the implementation and dissemination of Occupational Risks”.

CONCLUSIONS

After the experience of recent years in changing the safety culture has allowed us to define a series of concepts that are key to the successful development of a successful system. • Leadership. Both of Upper Management to launch processes of change like this, as key staff in Sites to lead it in each project

• Generational change. In industries like ours, people with new ideas and a broad view of what their responsibilities helps tremendously successful such initiatives.

• Responsiveness from HSE - to higher average personnel training, the greater the requirement to the Department of HSE and greater must be their preparation and res-ponse to your questions and requirements.

• People. As we had anticipated, people are key. a teams with a clear idea of what are their goal and properly aligned, are getting this kind of projects come to suc-cessful. Similarly, these projects do not make sense without taking into account what we are trying to change are people and should be flexible enough to adapt to the peculiarities of each project, facilitating adoption and the Site to be developed by field staff. As a result of all the above, the high increase in inspections, Toolbox and internal meetings to analyze the data of HSE observations have achieved a decrease of the frequency rate in more than 40% in 2014.

But we can´t stop here. A development based in a Safety Culture visibility with the involvement of all of us in the HSE task and the development of truly effecti-ve solutions, should lead us to a new level. And, in that way, all of us: workers, managers and customers are responsible.
