Co-operation

Meaning of Co-operation:Co-operation is a form of organisation where people voluntarily associate together as human being on the basis of equality and work together for a common goal.Co-operation means coming together with a mutual understanding to cater to the common needs of the group. The essence of Co-operation is the Co-operative spirit. Consumer may come together to meet their family needs i.e. providing goods and services. Farmers may come together in order to arrange sale of their agricultural produce or for the supply of inputs like seeds and fertilizers needed for agricultural business.

Concept of Co-operation:The term “Co-operation” originates from the Latin word ‘co-operative’ which means working together.According to E.S. Bugardus, “formation of social groups is an outcome of reflexive co-operative. While the life of ants, bees, wasps, lions, etc. provides the best example of instinctive co-operative”.Cooperation has been a more evolutionary force in the development of man then has the better competitive struggle for existence.

Definition of Co-operation:V.L.Mehta: “Co-operation is only one aspect of vast movement which promotes voluntary association of individual having common needs that combine toward the achievement of common ends.”

Agricultural Marketing Society:Sec. 2(1) of the Maharashtra Co-operative Societies Act, 1960 defines an ‘Agricultural Marketing Society’ as a “society – (a) the object of which is

the marketing of agricultural produce and the supply of implements and other requisites for agricultural production and (b) not less than 3/4ths of the member of which are agriculturists or societies formed by agriculturists.

Maharashtra State Agricultural Marketing Board(MSAMB)

About Us:

The Maharashtra State Agricultural Marketing Board (MSAMB), Pune was established on 23rd, March 1984, under section 39A of Maharashtra Agricultural Produce Marketing (Development & Regulation) Act, 1963. MSAMB has done pioneering work in the field of Agricultural Marketing in the State and achieved success in various areas. MSAMB is having an important role in developing and coordinating agricultural marketing system in the State of Maharashtra.

Objectives:

As per the provision of Maharashtra Agricultural Produce Marketing (Development & Regulation) Act, 1963 section 39(J), the Board shall perform the following functions and shall have power to do such things as may be necessary or expedient for carrying out these functions.

To co-ordinate the functioning of the Market Committees including programmes undertaken by such Market Committees for the development of markets and market areas.

To undertake State level planning of the development of the agriculture produce markets.

To maintain and administer the Agricultural Marketing Development Fund.

To give advise to Market Committees in general or any Market Committee in particular with a view to ensuring improvement in the functioning thereof.

To supervise and guide the Market Committees in the preparation of plans and estimates of construction programme undertaken by them.

To make necessary arrangements for propaganda and publicity on matters relating to marketing of agricultural produce.

To grant subventions or loans to Market Committees for the purposes of this Act on such terms and conditions as it may determine.

To arrange or organize seminars, workshops, exhibitions on subject relating to agricultural marketing & giving training to members and employees of marketing committee.

To do such other things as may be of general interest relating to marketing of agricultural produce.

To carry out any other function specifically entrusted to it by this Act.

To carry out such other functions of like nature as may be entrusted to it by the State Government.

MSAMB has the program to promote exports of fresh fruits, vegetables & flowers from Maharashtra to the various countries of world with the help of farmers & their organizations. The main products handled are grapes, mangoes, pomegranate, mandarin, banana, rice, mango pulp, cashew nut, cut flowers (from polyhouse) etc.Regular guidance to the farmers and their cooperative societies is given in terms of pre-harvest, post-harvest, packaging, pre-cooling, cold storage and transportation. To boost the exports, MSAMB also provides infrastructure facilities viz. Air Cargo handling at Pune and Vapour Heat Treatment at Vashi, Navi Mumbai. MSAMB also establish a modern pack house including pre-cooling, cold storage and Ripening chamber facility

for Alphanso Mangoes at Jamsande, Tal-Devgad (Sindhudurg), Ratnagiri and at Jalana for Kesar Mangoes while a modern onion export facility was created at Indapur (Dist-Pune) with the help of APEDA, New Delhi. These facilities can be useful for farmers/growers and exporters in the state. Trial exports are being conducted for certain commodities by the MSAMB with the help of APEDA, New Delhi.Following products can be made available from the farmers' co-operative societies for export as well as for domestic marketing:

ACHIEVEMENTS OF EXPORTS:

MSAMB is a state level organization working in the field of export of various fresh fruits, vegetable & processed food products since last twenty five years. We have experience of export of fruits & vegetable to Europe, USA, South East Asian Countries, Japan, and Middle East Countries etc. Export can provide better option for the marketing of the agro commodities & provides the alternative way of utilization of surplus production.

Some of the remarkable achievements can be enlisted as under:

Mango, called the king of fruits in India, accounts for 40 percent of the national fruit production of 22.168 million MTs a year. The main strength of the Maharashtra state lies in the cultivation of the popular exportable varieties e.g. Alphonso, Banganpalli, Kesar, etc., with substantial production and significant share in mango export. Alphonso & Kesar are the major commercially varieties grown in Maharashtra. MSAMB has leading role in export of mangoes to various countries across the globe. MSAMB has conducted the trials for exporting mangoes by CA containers to far distant markets with the help of APEDA, New Delhi and exported two containers of Alphonso and Kesar mangoes to UK and one container to Singapore in the year 1998. One more CA container of Kesar was exported successfully in the year 2000. MSAMB has exported Kesar mangoes to Hong Kong, which is further exported to china. This is new opportunity to Kesar mango growers in the form of new market.After long & continuous efforts, the Japanese market opened for Indian mangoes in June, 2006. A small quantity was exported in that year after processing of mangoes in MSAMB’s Vapor Heat treatment (VHT) Machine. Later on lot many exporters registered with MSAMB for use of VHT machine for export of their mangoes to Japan and around 26 MTs of mangoes were processed and exported to Japan. In the mango season around 13+ MTs of mangoes were processed in MSAMB’s VHT facility centre and exported to Japan. MSAMB has exported 8 consignments to Japan in the mango season 2008.USA is the bigger and reliable market for Indian mangoes. After 18 years of span, Indian mangoes were allowed in USA market in the month of May 2007. MSAMB exported 13 consignments to USA in the mango season 2008 through various ports like New York, Atlanta, and Sanfrascisco etc.MSAMB has promoted the partnership organization of primary co-operative societies named “Mahamango” for export promotion of mangoes.

Grape Export:The MSAMB promoted an organisation called MAHAGRAPES to boost the export of grapes. MAHAGRAPES is regularly exporting around 100-120 containers to Europe and Middle East. They could establish their brand in the European markets. MSAMB also helped farmers co-operative societies to establish their own pre-cooling and cold storage units, by providing them technology and guidance. From the year 2003 the Pack houses which are being used for Grape export are recognized by APEDA.

Pomegranate Export:Pomegranate is another important fruit grown in Maharashtra. Its usage and medicinal properties made this fruit mote important and gradually increasing demand in the international markets like Europe & USA. MSAMB has taken a lead and successfully exported the pomegranate containers to UAE. Initially the demand was only in Gulf countries, however MSAMB realized the need of the export oriented infrastructure for pomegranate and with the help of APEDA, MSAMB has established the export facility centers for pomegranate at Baramati Dist: Pune and at Indapur Dist: Pune and being utilized these centers by private exporters and around 1500+MTs of pomegranate have been exported majorly to European countries in the period of 8 months.

Mandarin Exports:

The Nagpur mandarin is a loose Jacket orange and to ensure that it reaches distant markets with least post-harvest losses during shipping, it must be devoid of pre-harvest infection by fungal organisms and skin attachments must be tight for prolonged shelf life. The Nagpur mandarin has unique features easily separable skin and segments from each other, comparatively low seed content and low acids. An export of mandarins from India is not a common phenomenon. In the history for the first time one trial container of Nagpur Mandarins was sent to UAE in the year 2002, and it reached in very good condition. MSAMB has exported one container of Nagpur mandarins to Holland in the year 2005 and achieved good results. To have export worthy quality, MSAMB has taken initiatives and establishing export oriented infrastructure in mandarin producing belt.

Banana Exports: In spite of the huge production of banana in the state of Maharashtra, the export is negligible. MSAMB is the pioneer of export of banana from Maharashtra state. For the first time one 40” container was exported in the year 2002 to UAE and the results are very encouraging. MSAMB has exported the banana 16 MT in Feb'2005 to Dubai through 40' Refer container from Mahabanana, Jalgaon. But still there is need of improvement in pre harvest-post harvest management practices in banana. For the same MSAMB is working by setting up of export facility centers in the banana growing area. MSAMB has taken initiatives and setting up of export facility centers for Banana at Raver, Dist. Jalgaon and Basmatnagar, Dist. Hingoli which includes mechanical handling system, pre-cooling, cold storage and ripening chamber.

Lemon and Sweetlime Export: MSAMB has exported Lemons and Sweet Lime through mix container to Dubai. Through this trial export we realized that there is a better scope of export of Lemon and Sweetlime in Gulf countries.

Flower Export:

MSAMB is exporting Gerbera and Carnation flowers through 5 air consignments to Singapore. This export is the lighthouse for export of flowers from Maharashtra. There is much more scope for Roses, Gerbera and Carnation flowers from Maharashtra.

International Commodity Specific Promotion Programs:MSAMB always focus on promotion of various agricultural commodities grown in the state, domestically and internationally. MSAMB used to participate in the export promotional activities worldwide. Considering this concept, MSAMB has participated in various international exhibitions which can be listed as under:

Similarly MSAMB has sent the delegation to various countries to study the modern agricultural production systems, post harvest technologies, potential markets etc. This can be enlisted as under:

PROJECT CONSULTANCY DIVISION   OF

THE MAHARSHTRA STATE AGRICULTURAL MARKETING BOARD, PUNE.

THE NEED: Maharashtra is a key Agricultural State accounting for 6-7% of all agricultural production in the country today. The State leads in the production of a number of crops including several fruits, vegetables, sugar, cotton, pulses etc. Agriculture is a major source of income for rural masses constituting 60-70% of the State's population. It is a major contributor to State's economy at around 25 % of the GDP. State's farmers have been quite successful and they have been consistently producing large quantities of marketable surplus. So far agriculture has been an economically viable activity in the State. However, in recent days there has been a disturbing trend with stagnation in prices for farm produce, high levels of post harvest losses and decreasing farm incomes. Under these circumstances the farmers of Maharashtra, like in rest of the country

have very few options but to improve their post harvest management practices so that the present high levels of post harvest losses at 25-30% could be brought down to a reasonable level of 5% or so. And secondly they have to add value through processing to their farm produce for better remunerative prices. These steps can lead to better returns with increased market demand for agricultural produce and better chances of marketing.

THE CONCEPT: The State Government has identified post harvest management, food and agro processing, agribusiness and agriculture marketing as thrust areas in the coming years. This along with an excellent response received for the consultancy services offered by the Marketing Board in the past for APMCs and the Cooperative Societies in the State, the need for enlarging the scope and range of services was considered by the Managing Director. This led to the formation of a full fledged consultancy services. The Chairman of the Board of Directors of the Maharashtra State Agricultural Marketing Board (MSAMB), the Hon'ble Minister for Marketing, Government of Maharashtra, on 20th June 2003, announced that a "Project Consultancy Division" would be set up to meet the inherent demand for consultancy services in the fast growing areas of agro processing, food processing and post harvest management in the State. He suggested that the MSAMB which has proven experience in project consultancy work through their project department take up the lead and set up a Project Consultancy Division.

VISION: The Consultancy Division has a vision to make all out efforts to conceptualize, plan and implement agribusiness projects and contribute towards the development of the rural economy.

OBJECTIVES: One of the key objectives of the MSAMB is to facilitate more efficient marketing of agricultural produce, develop agro-processing, post harvest management practices so that farmers can expect better remuneration for their farm produce. Presently the quality of consultancy services available to farmers and cooperatives in the State are not up to the mark. Besides, the consultancy fees charged are quite high at 6 to 8 %. Keeping this in mind the Consultancy Division would specialize in areas of post harvest management, agro processing and related agriculture activities including

production and marketing of organic produce, animal husbandry, poultry and fisheries as per demand. The consultancy services will cover the works of preparation of project plan, evaluation of projects, continues technical guidance till completion of the project, financial planning, training of employees etc. Primary focus will be on providing technical guidance in the following types of services: 1. Project Identification 2. Concept Development 3. Project pre feasibility study 4. Detailed Project Report (DPR) preparation5. Technology sourcing 6. Sourcing appropriate plant and machinery 7. BENEFICIERY: The services would be offered at a consessional /reasonable fee of 2 % of the total project cost. The services of Consultancy Division will be available to any entrepreneur including farmers’ co-operatives, the APMCs, and individuals including a number of private entrepreneurs who have come forward to set up a variety of post harvest management and agro processing facilities in various Agri Export Zones (AEZs) in the State. The consultancy help would be provided to any of them who would approach the Marketing Board.

PERSONNEL: The Consultancy Division has a number of experts in the field of Agriculture and Agro business and other related fields. Additional and specialized expertise as required is out-sourced from the market on a project to project basis. The Project Consultancy Division is headed by Shri. B.B. Gunjal, M.Tech. Dairy & Food Engineering, Advisor (Projects) and Head of Project Department, at the MSAMB, Pune. He will be assisted by a staff of 10 who are available exclusively for the project work. 6. Status:             The consultancy division is having 20 active projects on hand valued at an estimated Rs.22500 lakhs. In these mainly projects of Modernization and Expansion of Dhalli Market Yard of Himachal Pradesh Marketing Board, Shimla, Dal Mill, Flour Mills, Fruits & Vegetable processing, Cold Storage projects of Co-operative Societies and APMCs are included.Project Consultancy Division appraises project reports of the co-operative societies received from the Directorate of Marketing. About 80 appraisal reports of various co-operative societies have been submitted to the Director of Marketing.

Farmers Market:

The farmer has no say while fixing price of his produce in the market. In present agricultural marketing system a no. of middle men are involved till the produce reaches the final consumer, as a result the farmer gets only 30 to 35% of the every rupee paid by the consumer.

Farmer's market (Shetkari Bazar) is a concept of direct marketing, by producer (farmer) to consumers. By circumventing the intermediateries, the produce reaches in good shape with minimum handling. This results in better price realization for farmer producer and good quality produce to consumer at reasonably lower prices. This type of marketing has been tried out in the State of Andhra Pradesh (known as Raitu Bazar). This is expected to help small farmers with small quantity of perishable, fruits and vegetables get fair price and escape commercial exploitation in the market place.

As per Government Resolution No. APMC- 1099/P.C.305/11-C dated 2nd July 2002, Govt. of Maharashtra has decided to set up Shetkari Bazars in the State and the MSAMB has been appointed as nodal agency for implementing this scheme. The Shetkari Bazars in all District and key taluka places by APMCs from the area and the produce brought by farmers will not be levied cess. As per this resolution a state level committee is setup under the chairmanship of Hon. Minister of Marketing, Govt. of Maharashtra, for implementation and monitoring of this scheme. The district level committees are also setup under the chairmanship of respective district collectors.

Objectives of Shetkari Bazar:

To help farmers to get the reasonable rates to their produce. To benefit consumers by giving him fresh produces at reasonable

prices. Immediate value realization of the produce to the farmers without

The minimum required facilities that need to be made available to the farmers and consumers in the Shetkari Bazars are as follows:

1. The covered sale platforms (Ottas) of 6'x 8' Size for the farmers. These Ottas will be made available to the farmers on "first come first serve basis".

2. Drinking Water Supply.3. Parking area.4. Garbage disposal arrangements.5. Office for the supervising staff of APMC.6. Ladies and Gents Toilet.7. Vegetable washing Platform.8. Grocery Shop.9. Shop for Agricultural Inputs.10. Canteen11. Telephone Booth.12. Compound Wall.

It is proposed to set up Shetkari Bazars in the state in following three phases:

In first phase the Shetkari Bazars will be et up at all districts head quarters in the state

In second phase the Shetkari Bazars will be set up in the cities where the population is more then 1 lac.

In third phase the Shetkari Bazars will be set up in all important cities in the state.

The MSAMB as a planned setting up of 100 Shetkari Bazars in the State within next two years. The cost of setting up Shetkari Bazars is around Rs. 20 to 25 Lakhs. MSAMB is providing subsidized interest loan up to 50% of the total subject to maximum of Rs. 10 Lakhs per beneficiary. The rate of interest for this loan is 5% p.a. with 10 years pay back period. To avail this loan the APMC has to submit the proposal to MSAMB along with detailed plan and estimate and get prior approval for the same before starting the construction.

For speedy construction of Shetkari Bazars, the Directorate of Marketing, Govt. of Maharashtra, has conveyed its general sanction to all the APMCs for setting up Shetkari Bazars required under clause no.12(1) of Maharashtra Agricultural Produce Marketing Regulation Act of 1963

subject to total cost below Rs. 30 Lakhs vide its office order dated 15 March 2002.

As on now, the MSAMB has received 80 proposals for setting up Shetkari Bazars by APMCs. The latest position of these proposals is as follows:

CONCLUSION

As per my knowledge, in this project of MAHARASTRA STATE AGRICULTURAL MARKETING BOARD, it is seen that what ever progress is done by the farmers of Maharashtra, are the main gainers and credit holders of the MSAMB.

Without them and their hardwork it was not possible to complete this project.

Their achievements are the proper evidence of their support to all types of exports.
